과거의 입찰방식은 행정의 투명성과 공정성에 대하여 많은 문제점을 가지고 있고, 조달업체들에게도 많은 비용을 소모시킨다. 이의 해결책으로 일부 공공기관에서 전자입찰을 위한 시스템을 구축하였거나 구축 중에 있다. 그러나 이러한 시스템이 여러가지 측면에서 많은 문제점을 안고 있다. 따라서 본 논문의 목적은 문헌조사, 사례분석 및 프로세스 맵핑 기법을 활용하여 현행의 입찰업무를 분석하고, 이 결과와 구축된 시스템과 비교하여, 향후 구축될 시스템의 개선 방안을 제시하는 것이다. 본 논문의 연구결과 일반적인 입찰업무에 대하여 핵심프로세스를 식별하였으며 국내 건설분야 공공조달에 적용되고 있는 계약자선정방식을 분류하였다. 이러한 분석결과는 입찰업무의 시스템 구축의 기준으로 활용될 수 있다. 또한 향후 관련 시스템의 구축시 고려되어야 할 사항으로 통합추진체계의 구성, 정보공유를 위한 데이터 베이스구축, 국가차원의 표준화 마련 등의 방안을 제시하였다.

공공공사의 발주는 발주방식의 선정이 발주부서 또는 발주업무 담당자의 업무적 경험 위주로 선정되고 있어, 해당 공사의 유형이나 특성 분석이 고려된 객관적인 선정 프로세스를 거치지 못하고 있다. 따라서 본 연구는 프로젝트 발주방식 선정 모델의 개발을 위한 초기 연구로써 공공공사의 발주방식 선정에 영향을 끼치는 주요 요인들을 분석하여 제시하고자 한다. 기존의 발주방식 관련 문헌조사를 통해 1차 요인을 제시하고, 요인분석을 통해 최종 영향 요인을 제시한다. 그 결과 발주자의 특성, 건설시장 환경, 조직, 프로젝트 특성, 비용, 책임요소의 6가지 대분류로 나뉘었으며, 하위요인으로 14가지가 선정되었다. 본 연구에서 제시된 요인들은 향후 공공공사 발주방식 선정을 위한 의사결정 지원 모델개발의 기초자료로 활용될 것이다.

과거의 입찰방식은 행정의 투명성과 공정성에 대하여 많은 문제점을 가지고 있고, 조달업체들에게 딴은 비용을 소모시킨다. 이의 해결책으로 일부 공공기관에서 전자입찰을 위한 시스템을 구축하였거나 구축 중에 있다. 그러나 이러한 시스템이 여러 가지 측면에서 많은 문제점을 안고 있다. 따라서 본 논문의 목적은 문헌조사, 설문조사 및 만족도 평가, IDEF 방법론을 통하여 현행 입찰업무의 현황을 파악하고, 향후 구축될 시스템의 개선 방안을 제시하는 것이다. 본 논문의 연구결과 현행 입찰제도 하에서는 업무처리 절차가 불편하다는 지적이 가장 많았고, 현재 운영되고 있는 전자입찰 시스템은 대체적으로 만족하고 있었으며, 향후 진자조달 시스템 구현시 고려해야 할 사항은, 입찰$\cdot$계약 전자처리 표준화, 시스템의 보안, 법, 제도 정비 등이 중요하게 나타났다. 이러한 분석된 요구사항을 반영하여 입찰관리 개선모델을 제안하였고 개선효과를 분석하였다.

In recent years, the bid-rigging in public construction markets has been treated as a critical issue in Fair Trade Commission. The investigation revealed that the collusion was implemented extensively in every area from the material supply to the construction service of general contractors. This study reviewed the causes of the bid-rigging in public construction projects, and proposed the improvement plan to eradicate bad practices. Firstly, the causes and purposes of bid-rigging were categorized into two types of internal factors from construction companies and external environment factors influencing business activities. Secondly, the system development method was explained to detect the signs of bid-rigging based on the technical proposal documents in open tender. The detection systems of repetitive public owner also provide the function of sharing data on the companies and cases to violate the fair trade regulation. In addition, the problems and improvement direction of public procurement policies were discussed.

Advanced IT of Korea is the important factor that has improved the performance of business to business e-business systems, especially On-Line E-procurement System (KONEPS). Obviously KONEPS is well positioned in businesses of Korea. In order to be higher performance in KONEPS, it needed to be analysed important characteristics composed of KONEPS. Even though KONEPS has been operating well, user's satisfaction and customer loyalty for KONEPS was not high in real businesses. In this research, we tried to find the factors affecting user satisfaction and customer loyalty for KONEPS and figure out the mechanism among the factors. We surveyed using characteristics, which are information diversity, usability, system reliability and stability, on suppliers, main users of KONEPS. We consider the using characteristics as independent factors of the research model. Meanwhile, we model user's satisfaction and customer loyalty as the dependent factors. The results from the study are helpful in providing policies and strategies to promote the use of KONEPS.

본 논문은 나라장터 종합쇼핑몰 개선방향에 대해 구매자 피드백(Feedback), 다양한 제품 옵션(Option) 선택 기능, 결제절차의 간소화 및 만족에 관한 선행연구의 제안을 바탕으로, 실제 나라장터 종합쇼핑몰에서 전산장비 등을 구매 및 사용하는 공공 및 산하기관 근무자들의 입장에서 개선 필요성과 만족에 대해 확인하기 위함이다. 이를 위해 기초설문과 심층 인터뷰를 바탕으로 경북지역 공공기관 및 정부산하기관에서 전산장비 등에 대해 구매경험이 있으며 실제 사용하는 전산직 및 비전산직 근무자를 대상으로 질적 사례연구를 통해 확인 하였다. 연구결과 구매자 피드백(Feedback)과 옵션(Option) 선택 부분에 대해서는 개선이 필요하다는 결론과 결제절차의 간소화와 만족에 대해서는 근무경력에 따른 차이가 있다는 것을 확인하였다. 또한 공공 및 산하기관 연구 참여자들의 사용에 대한 내면의 의견을 확인 할 수 있었던 것이 가장 큰 기여도라 하겠다. 향 후 보완사항으로, 수도권 및 타지역 공공 및 산하기관의 근무자들과 일반 조달 제품에 대한 구매경험을 가진 공공 및 산하기관 다수의 근무자들을 대상으로 한 추가연구가 필요할 것으로 보인다.

본 연구는 창업벤처기업에 대한 수요 측 지원이 거시경제에 미치는 파급효과를 분석한 것이다. 분석모형은 Lucas(1978)의 기업가의 통제범위 모형을 준용한 동태일반균형모형을 활용하였다. 분석결과 창업벤처기업의 공공조달 비중을 5.7%에서 10%로 확대시켰을 때, 창업벤처기업의 실질생산이 약 46.17% 증가하고 벤처기업 수는 약 150%가 증가하는 것으로 분석되었다. 또한 벤처기업을 통한 일자리는 약 61.56% 증가하는 것으로 분석되었다. 그리고 공공조달 지원과 동일한 금액을 공급부문에 대한 지원금으로 창업벤처기업에 지원해 줄 경우 경제적 효과는 크게 줄어드는 것으로 나타났다. 이는 정부가 공급 측 지원 정책을 실시하면 공급 확대가 창업벤처기업제품의 가격 하락을 야기해 지원정책의 효과를 반감시키기 때문으로 풀이된다. 따라서 정부는 창업벤처기업 지원 시 공공조달을 통한 수요 측 지원을 확대하고 창업벤처기업에 대한 단순 지원금 지급을 축소함으로써 정책효과를 극대화 하려는 노력을 기울여야 할 것이다.

Although BIM has been recognized as one of the main streams that advance the construction industry worldwide, it is difficult to ensure the quality of BIM data due to the problems such as internal errors of BIM tools and lack of guidelines that enhance design quality. Such problems cause designers, constructors, and project owners to hesitate applying it to their business. The main objective of this research is to develop a BIM guide for public project owners that is to be usable at the design phase of the public projects. To meet the objective, the study invited 10 BIM experts from Korean construction industry and operated workshops with focus group interview methodology. As well, a number of BIM guidelines from the BIM advanced countries were reviewed to identify valuable contents for the guide. There are four main parts in the guide developed: BIM design procurement process guide, Request for Proposal development guide for BIM design, BIM execution plan development and evaluation guide, and BIM output and deliverables review and evaluation guide.

Design-Build, one contractor is responsible for both the design and construction, has become more popular since the government framed the policy on how to activate the design-build projects in 1996. The reality is, however, there are many problems encounted on Contractor Selection Method for Public Design-Build Projects. The purpose of this paper is to improve the problems, no way to meet the goal(value) the owners expect from the design-build projects, for instance, not fully reflecting the characteristics of projects and owners intention, not systematical enough to judge if bidders could carry out the contract. This study will insist we introduce Best Value Procurement, which is being commonly used in some advanced countries recently, so that we would properly select the contractor suitable for Best Value concept which totally depends on the owners, types of work and specified conditions. Furthermore, by passing through the Two-Step Procedures following Pre-qualification in Best Value Procurement, we expect it lighten the bidders' burden for proposal and the owners' complicate bid administration.

국제기술이전은 이해관계 불일치, 기술수준, 문화 등 여러 거시적 환경여건의 차이로 국내기술이전보다 더 어려운 점이 많은 것으로 알려져 있다. 본 연구에서는 정보마케팅의 관점에서 국내 공공정보시스템의 국제기술이전 사례연구를 통해 미래창조과학부 NTIS의 해외진출에 관해 제언하고자 한다. 국내 공공정보시스템 국제기술이전의 대표적 성공사례로 평가되는 관세청, 특허청, 조달청의 국제기술이전을 성공시키기 까지의 과정을 분석하여 국가과학기술지식정보서비스(NTIS)의 국제기술이전 촉진을 위한 정보마케팅 관점에서 사전준비전략을 제시한다.
