The system to appraise the execution capabilities of construction companies had been began as the Construction Contract Restriction System in 1958, was changed as the Construction Subcontract Restriction System in 1961, and finally has been operated as the Appraisal and Public Announcement of Execution Capacity (APAEC) from 1996. The APAEC system has been utilized as a firm and unique tool for assessing the execution capacities of construction companies despite many problems and continuous system changes. In spite of numerous studies to improve the APAEC system, however, efforts to analyze the system from the empirical point of view were insufficient. In this study, we analyze the status of APAEC system through analyzing correlations among assessment results of the APAEC, earned values of construction works, construction management performance indexes, and macroeconomic indexes for the past 10 years from 2007 to 2016. As a result of the analysis, it was found that Appraisal Value of Execution Capacity (AVEC) is excessively inflated in engineering and landscaping areas compared to Earned Value of Construction Work (EVCW) and the correlations between the AVECs and EVECs are not high in the areas of engineering, industrial equipment, and landscaping. In addition, technical appraisal values are excessively inflated in engineering and landscaping areas and correlations between AVEC and its components are high in the areas of engineering & building, industrial equipment, and large companies, but low in the areas of engineering, building, landscaping, and small and medium companies. Finally, the concentration of the AVEC is intensifying more and more and the concentration deteriorates construction management performance indexes and macroeconomic indexes. If we continuously improve the APAEC system based on the implications derived in this study, the APAEC system will be able to maintain it's position of a firm and unique means to access the execution capacities of construction companies.
The Ecosystem and Nature Map (ENM) is basic map for current status of natural resources. The map has been offered information to ecological conservation and restoration, as well as to land use planning and policy making. The map composed of 794 sheets in 1:25,000 scale classifies total areas into three grade zones (1st, 2nd and 3rd grade zones) and separately managed zone. In 2005, the first draft Ecosystem and Nature Map was prepared by the second National Ecosystem Survey. It was opened for the people to search and appeal. So 1,419 cases of public appeals on the first draft Ecosystem and Nature Map were submitted in 2005. After partial revision, the first Ecosystem and Nature Map was announced in 2007. The second draft Ecosystem and Nature Map was prepared by the third National Ecosystem Survey and opened to public in 2012. As a result, 1,263 cases of public appeals were submitted in 2012. Since the first announcement of the Ecosystem and Nature Map in April 2007, 182 cases of public appeals on the Map were submitted until December 2013. Among them, 159 cases were announced with revision. According to the first Ecosystem and Nature Map announced in 2007, graded areas covered 7.5% in the 1st grade zone, 39.2% in the 2nd grade zone and 44.7% in the 3rd grade zone of the national land area, respectively. In the second draft Ecosystem and Nature Map in 2012, areas of the 1st grade zone and the 2nd grade zone were 9.2% increased 1.7 percentage points and 45.5% increased 6.3 percentage points, and areas of the 3rd grade zone were 36.6% decreased 8.1 percentage points. Among areas of the 1st grade zone, Gangwondo occupies 54.3% in 2007 and 47.6% in 2012. Gangwondo consists of the highest percentage of the 1st grade zone and the smallest of the 3rd grade zone. Seoul has the highest percentage of the 3rd grade zone. There were the highest increase of the 1st grade zone in Gyeongsangbukdo and the highest decrease in Jeollabukdo and Seoul. Vegetation is the most important evaluation factor to determine the grade of the Ecosystem and Nature Map.
Our nation, of which the term of dispatching troops is winded up at the end of this year, is facing presidential election time including the nuclear security summit meeting in March, opening of EXPO in May, and the general election. Hence, the possibility to select our nation at the strategy forming public opinion of military withdrawal through Taliban's terror is high. It coincides with public affair strategy of Taliban terror and learning effect by the past cases. If the possibility of terror threat of Taliban along with this is summarized, the period of threat will concentrate on and be heightened in the first half when the nuclear security summit meeting and EXPO open in our nation, and target and method have high possibility of collision terror of bomb carrying vehicle and suicide bomb on national government organizations or American facilities, and etc, and possibility of kidnapping on our people such as oversea tourists, missionaries, and so on. Terror groups joining the criminal act is to use Islam illegal aliens who already acquire base in our nation or entry maneuver of specialized terrorists connected to Al-Qaeda. Pretext of such terror is withdrawal of our military and western allies stationed in Afghanistan. Therefore, publicity terror of Taliban against our people living overseas and security measure of international events such as the world nuclear security summit meeting, Yeosu EXPO, and etc in the first half of this year should be thoroughly prepared, domestic illegal aliens' movement should be comprehended, and measure blocking international terrorists' relating to Taliban infiltration into our nation should be sought for. Also, there is need of early announcement of government's political will on our military stationed in Afghanistan.

By the statistics of traffic safety public corporation as of Feb. 2009 year, in domestic 16,861,965 cars were registered and in this Gwangju is registered by 476,149 cars. Except Ulsan, compare to other metropolitan city, vehicles numbers are fewer. Then, as of 2009. 4. 9. by the announcement of National land and marine ministry, the operation distance of passenger cars of Gwangju metropolitan city is 40.9 km per 1 day and the most highest in the whole country. On the one hand, by the materials of traffic safety public corporation, from 2007. 1. 1 to 2007. 12. 31 for a year, traffic accidents of Korea were 211,662. By this, 6,166 people were death, 335,906 people were wounded. This mean about 17 people death and 920 people wounded per day. In Gwangju metropolitan city, last year 8,231 traffic accidents took place and 138 people were death and 13,533 people were wounded. This while government did various traffic policy to reduce traffic accidents and some degree were progressive. But still the actual circumstances is that disgrace of traffic undevelopment country can't take off. Moreover, the concern for the traffic safety of feeling of general people is very deficient. In this research, with the help of Gwangju province police station. analysed traffic accidents reality of 2009 year March and this is going to look around spring season traffic accidents prevention activities and spring season means from March to June.
The Korean environmental impact assessment(EIA) system, and explored ways to improve it as a more efficient and viable institution relevant to the demand of our time and conditions in study. The first problem this study identified is found in the fact that the party to write up the assessment report is itself the business operator or the one who is planning to work out the business plan. This structure translates into placing an order with an agent for EIA report. The reporting job may br subcontracted to the agent at a cost far below the rate specified in the 'Standard for Estimate of Agency Fee for Environmental Impact Assessment.' This practice also causes the vicious circle of producing a report that is written to justify the project or business in question or it leads to rough-and ready and poor documentation to minimize the time required. Second, in order to achieve the goal of the plan or business, which is the target of EIA, the local residents tend to ve regarded as an obstacle. This means elimination of the local people from participating in the EIA or their opinion being frequently ignored. This is the seed of distrust and hostility that sometimes provoke disagreements or fierce conflicts. The first proposal to improve these problem is to improve the factors that cause poor documentation of the assessment report as well as improve the understanding of the EIA system. This study proposes the following measures for improvement. The agency cost for EIA should be paid by the business operator or a third party that can ensure faithful implementation of the payment. A system should be established to verify transparent estimation of the agency cost. In order to enhance the professional quality of EIA agents, there should be implementation of qualification test for industrial engineer of related engineers in addition to the current EIA Qualification Test. The second proposal for improvement is to improve the citizen participation process by instituting a legal framework to make clear the purpose of the briefing session for local residents, which is held as a procedure of EIA, and to ensure more positive publicity during the stage of listening to the opinion of the local community. For a smooth and rational communication process, a moderator and a communicator of opinion, as is the case in a public hearing, could be instituted to clearly get the purpose of the briefing session across to the residents and to help to carry out the explanation and Q & A sessions according to the categories of the opinion of the residents. At present, the notification of the public inspection of the draft of the assessment report and briefing session for the residents is made on the newspaper and internet network. But some people have difficulty with access to this method of announcement. A higher participation rate could be secured if a legal provision is added to specify putting up placards in specific places such as the entrance to the place for the briefing session for residents or the building of administrative agencies of the area concerned.

The human history has progressed closely related to land. Mankind started land administration as a tool of governance to make land the object of imposing taxation as well as developing the land administration as a concept of securing property rights. People have drawn boundary lines on the ground to form a land parcel according to the usage and/or ownership. Furthermore, the land administration has been developed as a registering system of cadastral records fer the public announcement of fixed boundary instead of changeable ground boundary. Currently the citizens demand the provision of accurate and diverse information on the land which is assessed to has high property value encouraged by the rapid development in the post-industrial society today. However, even though the fact that the Korean cadastral registers produced during the Land Investigation Project are still practically in use causes land-related disputes and promotes public mistrust because of the changed boundaries by parcel mutation, the expansion and contraction of map sheets and the quality deterioration and damage of map paper, but the ultimate resolution is not yet made so far. The distance difference between boundary points are compared and analyzed using TS surveying method in the research as a methodology to resolve the boundary inconsistency, the current problem of cadastral records. Consequently, I'd say that the new surveying method of registering the coordinates of real ground boundary has been regarded as more efficient than considering the matter on the map regardless of urban or rural areas.
In December 2019, the Ministry of Land, Infrastructure and Transport announced the revision of the Enforcement Decree of the Industrial sites and Development Act. In this revision, the reinvestment ratio of development profits generated by renewing the old industrial park is delegated to the local government ordinance. According to this announcement, the reinvestment ratio can be adjusted to less than 50% of sales revenue from construction projects and 25% of land sales for non-industrial use depending on local government conditions. This study aims to investigate the policy rationale for the adjusted ratio of reinvestment in development profits and explore how Daegu City can use this policy when revising ordinances in the future. A survey was conducted with a total of 320 experts, including public corporations, public officials, and industrial site workers in the Industrial Complex Committee. We employ contingent value measurement (CVM) based on 262 valid responses. The results showed that 27% of sales from the construction business and 22% of sales from non-industrial land were derived with an appropriate reinvestment ratio. Although the results in this study might not be generalized in other regions, we provide a potential reference for other local governments who are interested in ordinance revisions in the future. Another contribution of this study is to suggest the statistical method to derive the relevant ratio.

The purpose of the study was to identify the untact medical services campaign awareness in COVID-19 era using Q methodology. We used subjective analysis for this purpose and examined 1) what are the types of untact medical services campaign awareness? and 2) what are the homogeneous characteristics and implications between each type? We composed a Q concourse through interviews with university students to write Q statements, selected a P sample, and used Q-sort obtained from the sorting process to analyze it through Q-factor analysis in the PC QUANL program. Q methodology was used to examine the subjective tendency of untact medical services campaign awareness in COVID-19 era. As a result of the analysis, four types were identified. 1) Type 1 (N=7): Belief & official announcement type, 2) Type 2 (N=4): Governmental notice type, 3) Type 3 (N=3): Medical information public notice type, 4) Type 4 (N=2): Sympathetic information type. An insightful analysis was derived in that the analysis could identify factors in the schema of respondents related to untact medical services in COVID-19 era.

Spatial information is essential for interpreting urban phenomena. Methodologies for spatializing urban information, especially when it lacks location details, have been consistently developed. Typical methods include Geocoding using structured address information or place names, spatial integration with existing geospatial data, and manual tasks utilizing reference data. However, a vast number of documents produced by administrative agencies have not been deeply dealt with due to their unstructured nature, even when there's demand for spatialization. This research utilizes the natural language processing model BERT to spatialize public documents related to urban planning. It focuses on extracting sentence elements containing addresses from documents and converting them into structured data. The study used 18 years of urban planning public announcement documents as training data to train the BERT model and enhanced its performance by manually adjusting its hyperparameters. After training, the test results showed accuracy rates of 96.6% for classifying urban planning facilities, 98.5% for address recognition, and 93.1% for address cleaning. When mapping the result data on GIS, it was possible to effectively display the change history related to specific urban planning facilities. This research provides a deep understanding of the spatial context of urban planning documents, and it is hoped that through this, stakeholders can make more effective decisions.
Recently, the targets and clauses of negotiation between 'National Health Insurance Service (NHIS)' and Pharmaceutical companies has been expanded. Due to newly adopted 'Quality management clause', 'Compulsory supply maintenance clause' and 'Penalty for breach of contract clause', not only 'Ministry of Health and Wellfare (MOHW)'s 'drug listing' and 'Price cap' announcement, but also 'negotiation between NHIS and pharmaceutical companies' can be a legal sanction to the suppliers. Once secretary of MOHW order NHIS to negotiate with pharmaceutical company, NHIS notify this order to the company and enter into the negotiation. 'The order' exists in the public domain between the government (MOHW) and public institutions (NHIS) and does not constrain the legal rights of companies (Therefore companies cannot pile a lawsuit about the order). However, 'the notice' or 'negotiation' is an act which has a counterpart, can be a target of administrative litigation if the company get some disadvantages from the talks. Negotiations can be divided into four types according to "the target (whether it is listed on the insurance benefit list)" and "the purpose (whether the target is price or conditional)." In particular, negotiations on listed drugs, whose goal is to set unfavorable conditions for companies, can be illegal if there is no price. So we need to consider compensation for the company as an incentive to negotiate.
