The purpose of this study was 1) to review communal housing in the UK, 2) to consider the policy implications for elderly communal housing in Korea. The research methods used were 1) literature review about communal housing and related policy in the UK 2) field survey in the UK 3) interpretative suggestion for the proper policy implication to develope communal housing for the elderly in Korea. Sheltered housing in the UK had been developed as communal housing for the elderly with special needs since the 1970s. The type of sheltered housing were category 1 and category 2. Very sheltered housing with more facilities and meal services was added in 1980s. Sheltered housing was evaluated as the most humanistic solution for older people in the UK in 1980s. Because of the policy of moving institutional care to community care, sheltered housing became less in demand because of more options for older people including being able to stay in their own home. So new completion of sheltered housing by registered social landlords reduced saliently. Sheltered housing already totalled over half million units in which 5% of all elderly over 65 still lived and a small quantity of private sector for sale schemes emerged in the 1990s. The reason why the residents moved to sheltered housing was for sociable, secure, and manageable living arrangements. In general the residents were satisfied with these characteristics but dissatisfied with the service charge and quality of meals, especially in category 2.5 schemes. The degree of utilisation of communal spaces and facilities depended on the wardens ability and enthusiasm. Evaluation of sheltered housing indicated several problems such as wardens duty as a \"good neighbour\" ; difficult-to-let problems with poor location or individual units of bedsittiing type with shared bathroom ; and the under use of communal spaces and facilities. Some ideas to solve these problems were suggested by researchers through expanding wardens duty as a professional, opening the scheme to the public, improving interior standards, and accepting non-elderly applicants who need support. Some researchers insisted continuing development of sheltered housing, but higher standards must be considered for the minority who want to live in communal living arrangement. Recently, enhanced sheltered housing with greater involvement of relatives and with tied up policy in registration and funding suggested as an alternative for residential care. In conclusion, the rights of choice for older people should be policy support for special needs housing. Elderly communal housing, especially a model similar to sheltered housing category 2 with at least 1 meal a day might be recommended for a Korean Model. For special needs housing development either for rent or for sale, participation of the public sector and long term and low interest financial support for the private sector must be developed in Korea. Providing a system for scheme managers to train and retrain must be encouraged. The professional ability of the scheme manager to plan and to deliver services might be the most important factor for the success of elderly communal housing projects in Korea. In addition the expansion of a public health care service, the development of leisure programs in Senior Citizens Centre, home helper both for the elderly in communal housing and the elderly in mainstream housing of the community as well. Providing of elderly communal housing through the modified general Construction Act rather than the present Elderly Welfare Act might be more helpful to encourage the access of general people in Korea. in Korea.
Two dominant phenomena in modern world; population ageing and digitalization, have led public sector organizations to heavily rely on B2C(Business-to-Consumer) mobile applications. Yet, fatal concerns and complaints have often been raised by the mobile application users, notably from social welfare sector. With the continual expansion of digital landscape as well as the growth of life expectancy, usage of mobile applications has become prevalent across the stakeholders involved in social welfare sector. 'Smart Long-Term Care (SLTC)', inter alia, is a primary example of such mobile applications, designed to support Long-Term Residential Care (LTRC) service. The main goal of SLTC is to serve more convenient and practical LTRC service for both caregivers and care receivers. To examine user satisfaction of SLTC mobile application, this study investigates existing challenges and means to improve user satisfaction. Hence, we conducted this study using two methods: in-depth interview and topic modeling. Interestingly, two research outcomes commonly indicated that 5 factors (stability, accessibility, usefulness, responsiveness, and ease of use) were found significant in affecting user satisfaction of SLTC. Our findings suggest that the aforementioned factors can be seen as potential causes of the genuinely low user satisfaction. Eventually, this work will be a stepping-stone to elevate the overall quality level of LTRC service along with the user satisfaction degree of SLTC mobile application.
This study was conducted to, develop the social workers role participating health and welfare services production of health centers The sharp increase rate on the elderly population in Korea lead the social issues as that health and social services are not developed enough to cope with the increase on the elderly's hearth care needs. The priority in the elderly's care service development should be put on public sectors. so that could prevent financial catastrophy of the elderly's care. The pulbic sector was concerned with health center services : as health center in Korea provide :mainly medical-oriented services. this study focused on to combine the existing health center's services into social services. The study method was based on needs survey with 322 patients aged over than 55 in rural area. "The needs survey include general health and disease care needs and daily life caring needs. The latter was applied with ADL and IADL with modificiation for the use of Korea environment. The findings were as follows : Social workers should be able to care diseases of muscular and skeletal. circulatory, digestive and general chronic disease in social service needs. aspect. Mostly the chronic pateints quit their care services because of shortage of finanical support$(18.3\%)$ and transportation problem$(19.5\%)$, but still prefer to be cured and cared from general hospitals. and at least clinic and health centers in community. The univisible dramatic effect. of health. care services also should be concerned and cared by xocial workers. The ADL and! IADL shown the most needs on transportation needs and problems caused by weaken legs. Mostly daily activities were supported by family members $(53.3\%\;spousers\;and\;35.0\%\;children)$, and the most demands were shown on helps for transportation visiting hospitals$(37\%)$ and getting similar care services for health care needs $(31.2\%)$ and daily hygeieal needs$(11.2\%)$ Social workers' role should include health care participation with social and health promotion approach as well as socio-economic supports: during health care receiving. Social workers also should provide social services for the elderly's daily needs solving for these are not in available family supporters.
This study analyzed the effects that service convergence factors in the public sector have upon corporate performance via the parameter of overall satisfaction, targeting corporations that have received corporate support service under the auspices of regional industry promotion policies. The results of the analysis indicated that corporate support service quality factors pertaining to support processes and outcomes, excluding quality, have significant influence on overall satisfaction, and overall satisfaction also affects corporate performance. Thus, the study is significant in that it provides a sound basis for judging which aspects of corporate support convergence service quality need to be supplemented in order to improve overall satisfaction and corporate performance.
PURPOSES : This paper aims at the implementation of a balanced scorecard that can be widely applied to modern business management for use in the public road management sector. METHODS : This study applied the newly developed LOS-based balanced scorecard system instead of a traditional Key Performance Index (KPI) for better decision making in asset management planning. As an evaluation technique, a" hierarchical alignment and cascading method" is also suggested. Finally, the suggested system has been empirically applied to a regional government. RESULTS : To provide stable and sustainable road services, the balanced scorecard informs the regional government of needed improvements in its asset management plans regarding budget optimization, structural management, the development of inner-business processes, and human resources. CONCLUSIONS : An LOS-based balanced scorecard for managing road services and organizations in a quantitative manner has been successfully developed and tested through a field study. The developed scorecard is a timely topic and a useful analytical tool for coping with the new phases of an aging infrastructure, tighter budgets, and demand for greater public accountability.

The Korean government makes an effort to raise the competitive power of nation through CM activation in the construction industry. Since the first CM service was applied to the atomic power plant project in 1986, the number of CM contracts are continuously being increased and will be up to 20% by 2002 in public sector. However, the public projects had been executed without any procedure manual or standard guideline of CM services. Meanwhile the Ministry of Construction and Transportation issued $\ulcorner$CM Service Guide$\lrcorner$, but the guide shows an indefinite description in the responsibility, authority and scope of activity for the project participants. Therefore, it is required the procedures be improved and scope of activities be established for the project participants. This study was generated from the comparative analysis of $\ulcorner$Standard CM Services and Practice$\lrcorner$ Published by CMAA and domestic $\ulcorner$CM Service Guide$\lrcorner$ and the case of Incheon International Airport construction. The purpose of this study is to provide the fundamental data for an improvement in the procedures of project execution and the construction manager's activities/rolls shown on $\ulcorner$CM Service Guide$\lrcorner$

The purpose of this study is to present an evaluation model to measure the clarification level of stakeholder requirements of public sector software projects in the Republic of Korea. We tried to grasp the quality of proposal request through evaluation model. It also examines the impact of the level of stakeholder requirements on the level of system requirements. To do this, we analyzed existing research models and related standards related to business requirements and stakeholder requirements, and constructed evaluation models for the system operation concept documents in the ISO/IEC/IEEE 29148. The system operation concept document is a document prepared by organizing the requirements of stakeholders in the organization and sharing the intention of the organization. The evaluation model proposed in this study focuses on evaluating whether the contents related to the system operation concept are faithfully written in the request for proposal. The evaluation items consisted of three items: 'organization status', 'desired changes', and 'operational constraints'. The sample extracted 217 RFPs in the national procurement system. As a result of the analysis, the evaluation model proved to be valid and the internal consistency was maintained. The level of system operation concept was very low, and it was also found to affect the quality of system requirements. It is more important to clearly write stakeholders' requirements than the functional requirements. we propose a news classification methods for sentiment analysis that is effective for bankruptcy prediction model.
Blockchain technology, which enables transparent transactions among individuals without central control, opens up diverse business possibilities. It is also expected that blockchain will have a ripple effect on the entire area of society including finance, manufacturing, distribution, and the public sector. Previous studies related to the blockchain also deals with its functional features and application to industrial and public fields. In the new technology such as blockchain, it is necessary to know what social perception is in order to create technological development environment, but there is a lack of research on it. Therefore, this study aims to find out the implications for industrial and policy direction by analyzing issues related to the blockchain in South Korea and the US through text mining. From these two countries, we collected text data related to blockchain in online communities and internet articles. Then, we did co-occurrence analysis and topic modeling on them respectively. As a result of this study, we have found common points and differences in keywords and topics extracted from social media in the two countries. Based on them, we can offer helpful suggestions for building a sound blockchain ecosystem, and directions for future research.

As Cyber threats are rising, the scope of information Security (IS) is extending from technical protection of a single information system to organizational comprehensive IS capability. The ministry of National Defense (MND) has established the IS evaluation for defense organization in 'the Directive for Defense Informatization Affairs.' However, no information about an evaluation method, process and organization is provided. We surveyed information security management system (ISMS) and related best practices in public sector and other countries, and analysed the military information security affairs. Thus, this paper recommends the IS evaluation method and process. The trial IS evaluation is in progress this year and the MND will expand this IS evaluation to the entire organization.
