Korea National Health Insurance Service Financial Status and Prospect (건강보험 재정 현황과 전망)

  • Background: Korea National Health Insurance Service (NHIS) is operated as a social insurance system in which people pay a portion of their monthly income as insurance premiums and receive benefits when they experience illness or injury. Since 2005, the national health insurance remained surplus accumulating cumulative reserves each year. However, as of 2018, NHIS revenue recorded 62.11 trillion won and spending of 62.29 trillion won. The deterioration of NHIS finances is expected to accelerate with the aging population, income growth, new medical technology development, and enhanced security policies. Methods: To examine the financial health and sustainability of NHIS, we estimated the future revenue and spending until 2030 using the data from Korea Health Insurance Review and Assessment Service statistical yearbook. 2004-2018 average percentage change in NHIS revenue and spending was calculated. We estimated the future NHIS financial status using two methods. In the first method, we calculated the revenue and spending of the future NHIS by applying the 2004-2018 average percentage change to the subsequent years consecutively. In the second method, we estimated the future NHIS financial status after adjusting for the predicted demographic changes such as the aging population and declining birth rate in South Korea. Results: The estimates from this study suggest that the NHIS's cumulative reserves will run out by 2024. Conclusion: In terms of spending on current health insurance, there should be a search for ways of more efficient spending and funding options.

Contemplation of Korean Offshore Wind Industry Development (한국의 해상풍력산업 발전전략 고찰)

  • Offshore wind power generation has significant advantages, including enhanced energy security and job creation. However, despite these benefits, South Korea has not fully utilized its potential in this sector. In contrast, offshore wind power industry development in Europe has been driven by government leadership. Drawing from this experience, South Korea also needs to relax regulations, strengthen necessary infrastructure, and enhance financial support systems to activate the offshore wind power industry. For this, sustained government leadership is absolutely essential. Without addressing the capacity issues in the power grid, we cannot expect offshore wind power generation to succeed. To address grid issues, we propose the enactment of a special law called the "Special Act on Grid Expansion." Considering KEPCO's financial situation, private investment should be encouraged for grid construction. The role of developers is crucial for the successful development and operation of offshore wind power. They manage risks throughout various stages, from site acquisition to construction and operation, which have a significant impact on the success or failure of projects. Since domestic developers currently lack experience in offshore wind power, a cooperative strategy that leverages the experience and technology of advanced countries is necessary. Energy issues should be recognized as important tasks beyond mere political ideologies, as they are crucial for the survival of the nation and its development. It is essential to form a public consensus and implement ways for residents to coexist with offshore wind power, along with the conservation of marine ecosystems and effective communication with stakeholders. Expansion of the offshore wind power industry requires support in various areas, including financial and tax incentives, technology research investment, and workforce development. In particular, achieving carbon neutrality by 2050 necessitates the activation of offshore wind power alongside efforts by major corporations to transition to renewable energy. South Korea, surrounded by the sea, holds significant offshore wind power potential, and it is our responsibility to harness it as a sustainable energy source for future generations. To activate the offshore wind power market, we need to provide financial and tax support, develop infrastructure and research, and foster a skilled workforce. As major corporations transition to renewable energy to achieve carbon neutrality by 2050, offshore wind power must play a significant role. It is our responsibility to fully utilize South Korea's potential and make offshore wind power a new driver of growth.

A Study on User Authentication Model Using Device Fingerprint Based on Web Standard (표준 웹 환경 디바이스 핑거프린트를 활용한 이용자 인증모델 연구)

  • The government is pursuing a policy to remove plug-ins for public and private websites to create a convenient Internet environment for users. In general, financial institution websites that provide financial services, such as banks and credit card companies, operate fraud detection system(FDS) to enhance the stability of electronic financial transactions. At this time, the installation software is used to collect and analyze the user's information. Therefore, there is a need for an alternative technology and policy that can collect user's information without installing software according to the no-plug-in policy. This paper introduces the device fingerprinting that can be used in the standard web environment and suggests a guideline to select from various techniques. We also propose a user authentication model using device fingerprints based on machine learning. In addition, we actually collected device fingerprints from Chrome and Explorer users to create a machine learning algorithm based Multi-class authentication model. As a result, the Chrome-based Authentication model showed about 85%~89% perfotmance, the Explorer-based Authentication model showed about 93%~97% performance.

Guarantees of Applying Disclosure and Transparency on the Companies Listed in the Saudi Capital Market

  • By explaining the essence of corporate governance as well as disclosure and transparency, the study examined the guarantees of applying disclosure and transparency to firms listed on the Saudi stock exchange. The research also addressed the disclosure and transparency duties of firms listed on the Saudi stock exchange. Finance to prepare a prospectus, as the Capital Market Authority's regulations required that the prospectus includes information that enables the investor in securities to make his investment decision based on real foundations based on the issuing company's financial position and to ensure that companies fulfill that disclosure in the prospectus. Firms who fail to disclose are required by law to do so, and the Capital Market Authority's laws mandate companies listed on the financial market to regularly report fundamental events linked to the issuer or the securities issued by it. The Capital Market Authority must make it available to the public dealing with the business issuing the securities, and The Capital Market Authority's Law and Regulations have imposed fines on corporations that do not comply with disclosure and make the Board of Director's report available. The research focused on activities that the legislator deemed to be a breach of the obligation of openness, such as the danger of many measures aimed at ensuring the impartiality and transparency of trading in the Saudi financial market, as well as the absence of conflicts of interest. The research also addressed the sanctions imposed on The source for failing to meet the obligation of disclosure and openness, as well as the mechanisms of compensating persons harmed by the failure to meet that responsibility.

A Study on Smart City Risk Factors and Resistance (스마트시티 위험요인과 저항에 관한 연구)

  • Smart City is highly anticipated to solve the problems of existing cities and create new added value, but there is also increasing concern about security risks. The negative view of smart city according to security risk awareness is a problem that needs to be improved in order to activate the fourth industrial revolution technology and develop smart city. This study examined risk factors in smart cities based on perceived risk and user resistance theory, and empirically analyzed the relationship with resistance attitudes. According to the empirical analysis with 288 research samples, security, social, and physical risk factors directly affect smart city resistance, while financial, performance, and privacy risk have no significant effect. In addition, it was verified that the security risk can is an antecedent factor for other risk factors, and it was confirmed that it is required to separately discuss the security and privacy risk in the smart city environment. This study shows that it is necessary to prepare policy supports for social interactions as well as security and physical safety issues in order to activate smart city by discussing the risk factors that negatively affect smart city perception from the public's point of view.

  • public certification is some kind of electric ID which can prove the valid user, based on open KEY. usually it had been used in the field of government complaint, e-commerce, financial. but recently it expands the its use range through computerization of work process of diversity fields such as e-sports, property, medical industry. because of this reason, importance for user certificate process is gradually rose. The purpose of this paper is looking at the method for user certification of public certificates and draw a way for enforce the user certification process by Vulnerability Analysis. To draw the alternative we study the Authentication Principle and policy structure of public certification system by researching references, has drew the limitation for policy of certification. we provide the guideline to enforce the user certification through conclusion which has been drew from previous step.

The Introduction of the Japanese Public Long-Term Care Insurance as a Neo-Liberal Social Reform (신자유주의 사회개혁으로서의 일본 공적개호보험: 시행 5년간의 사회적 결과를 중심으로)

  • Japan has remained a welfare laggard among advanced industrial democracies. Therefore, the introduction of the public long-term care insurance(koteki kaigo hoken in Japanese) in April of 2000 looks very unique in terms of the Japanese social security tradition, because it can be interpreted as the expansion of social security system and the weakening of the market power over the livelihood of the ordinary people. In the era of globalization, in which even the highly developed welfare states are forced to shrink their social security systems, Japan, a welfare laggard, looks like being headed to the opposite direction. This article aims to define the character of the public long-term care insurance, and thereby, to evaluate the recent social policy of the Japanese government. This study follows the social democratic model in the study of the welfare state development, which assumes that, under the condition of a weak social democratic party and a fragmented labor movement, the introduction of the long-term care insurance is not equal to the improvement of the Japanese social security system. The main argument of this article is that the long-term care insurance, notwithstanding its appearance as an expansion of public sphere, is part of market-oriented neo-liberal social reforms, which have remained the main feature of the Japanese social policies since the mid-1970's. For this, this study will do a longitudinal analysis on the social consequences of the long-term care insurance incurred to the Japanese social security system for the long-term care, focusing on the income redistribution, the marketization of long-term care sector and the changes in the financial burden of the government, social insurers and general citizens.

Mid- to Long-term Food Policy Direction

  • Prolonged Russia-Ukraine war, and unstable situation of supply and demand of global crops including the COVID-19 pandemic have raised awareness regarding food crisis, and in addition to this situation, export restriction measures imposed by some countries have accelerated the rise in the prices. Since the Republic of Korea depends annual crop consumption (21.32 million tons) mostly on the imports (food self-sufficiency rate in 2020 was 45.8%, crop self-sufficiency rate was 20.2%), our main task is to stably secure food. Now we need to put focus on building capacity to secure stable food supply, and actively manage and respond to risks. To overcome this condition, the Korean government set robust food sovereignty as its policy task, and has been focusing on the policy capacity by providing financial and policy support in parallel. We need to implement mid- to long-term measures to strengthen food security as well as to ensure domestic price stability. While increasing the domestic capacity to supply food in the mid- to long-term perspective, we are implementing projects to bring in crops which are inevitable to be imported by private companies. Specifically, we are making efforts to expand infrastructure for the public reserve and domestic production of wheat and beans which have low self-sufficiency rate, and to secure food sovereignty by providing support to secure global crop supply chain to private companies. The Ministry of Agriculture, Food and Rural Affairs plans to set a target for food self-sufficiency rate and prepare a policy to strengthen mid- to long-term food security by establishing a task force to strengthen mid- to long-term food security in the Ministry. Especially, although wheat is the second staple food, domestic wheat production and the foundation for the industry is poor. Compared to the wheat imports, domestic production of wheat is 30 thousand tons (self-sufficiency rate of 1%), leading to a vulnerable status against internal and external shocks. Through the establishment of the Wheat Industry Promotion Act (Feb. 2020) and the First Master Plan for Wheat Industry Promotion (Nov. 2020), the Korean government has developed a policy basis, and has been providing financial support in overall across the production, distribution and consumption process. In addition, the government established a production complex for Korean wheat and beans in order to supply affordable government-supplied commodities, provide education and consulting services, and create a high-quality stable production system, including facilities and equipment. We are also continuing to increase the public reserve for wheat and beans with the purpose of stable supply and demand as well as food security. The Korean government will establish and implement mid- to long-term measures to strengthen the foundation for domestic production across production, distribution and consumption process, and to stably secure global supply chain including through diversified import channels.

  • The damage to the security is increasing as public key-based ISP secure payment service is used in online banking payment system. Security technology aspect to ISP secure payment security has no special problems. But, security damage that occurs due to the simplicity of the payment system is a problem. In this paper, we propose response and plan for ISP secure payment service to minimize the damage that occurs due to the simplicity of a security settlement system. Proposed scheme is applicable to various billing systems such as secure payments, online payment, mobile payment, credit card. Proposed scheme is characterized in that can stably support the capabilities of the new billing system. Also, proposed scheme is to analyze the various security threats arising from the payment of the financial services and to describe response and plan technology.

Introduction to Multiple Income Protection System in Korea (인구고령화에 대비한 노령소득보장체계의 재편 방안)

  • Due to the sustained increase in lifts expectancy, the number and proportion of the aged population has substantially increased, the proportion of the total population aged 65 and over was 7.1% in 2000 and 14.3% in 2022. But All public pension schemes in Korea, including the National Pension scheme, civil servants pension scheme, private school teachers pension scheme and the military pension scheme, are facing valving degree of financial problems at present because of their weak and unstable financial bases. with the result that some of them have recorded deficits for some time and the others are expected to run deficits in the near future. This crisis in financial sustainability in public pension schemes is attributable to the structural weakness of the schemes which can be characterized as high benefits, low contribution. Therefore, this article focuses on alternative of public pension schemes reform in Korea. The results is as follows. First, a basic pension is proposed to be newly established and the earnings related portion of National Pension Scheme will be as national pension. Secondly, the Basic Pension is a universal basic pension covering all nationals over 18 years and older, thereby achieving \"one pension for everybody\" Thirdly, National Pension will be operated as an earnings related pension covering only those participants with assessed income. Fourth1y, the current participants of public occupational pensions will also join the Basic Pension as well as the public occupational pensions whose scope of works will be reduced. And finally, The conversion of Retirement Allocation Scheme into a corporate pension should be left to the discretion of the company concerned.
