A Study on the Plan of Library focused on Ulsan-shi (광역시 도서관의 계획 방향에 관한 연구 - 울산광역시 도서관을 중심으로 -)

  • In 2010 there are 759 public libraries in Korea, and they have been increased constantly for the recent four to five years. In order to make them as cultural spaces in local communities, Korean government is now planning to increase the number of public libraries up to 900 and to build small to medium-sized multiple purpose libraries rather than large and single purpose ones. Especially in the case of public libraries in metropolitan cities, which are main libraries in those areas, they should be designed to play major functions of cultural experience, exhibition, and life-long education as well as to meet the basic needs of providing books for public reading and of building and developing branch libraries based on local characteristics. Above all, in order to make a public library as a center of local culture, a space planning focused on increasing utilization and satisfaction of the residents is required. It is essential to conduct a survey to understand the needs of the residential users and reflect their opinions. In this regard, our research process was constructed as follows. First, precedent studies on a certain densely populated area were reviewed. Second, a survey was conducted in Ulsan city to figure out the needs and the satisfaction level of the actual users. The purpose of this study is to propose a better space planning approach for public libraries in metropolitan cities based on the analysis.

A Study of Job Stress among Librarians in Public Libraries in Pusan (부산지역 공공도서관 사서들의 직무스트레스에 관한 연구)

  • The purpose of this study is to confirm what the stress factors are in performing their jobs among librarians in Public libraries. The study further investigates to figure out the difference of the degree in cognition of job stress according to demographic characteristics of individuals and the impacts of the stress factors on job satisfaction. A survey was conducted for the study sending questionaires to 113 librarians working in 14 Public libraries in Pusan. The results of the study are followings: 1) Females experience higher job stress than males. 2) The younger the age, the higher the job stress. Also, the shorter the year at work, the higher the job stress. 3) The lower the license class, the higher the job stress. Also, singles than married have higher job stress. 4) In the impacts of stress factors on job satisfaction, role conflict is the most powerful factor, and then role overload, career development, role underload, role ambiguity and interpersonal relation, each in order.

  • In recent, the concept of management is emphasizing the aspects of social welfare, especially in permanent public rental housing that most of the residents are very low income households. Although the quality of service for the residents of permanent public rental housing was improved comparatively, it still needs to continually change in response to the needs of residents. To figure out the better way of supporting the service for the residents of permanent public rental housing, this study examined the role and function of management office and the residents' perception. Two types of survey questionnaire (residents/staffs of management office) were developed for the research purpose. A sample of 89 management office staffs and 111 residents were used for the data analysis. The result showed that both of residents and management office staffs recognized the need for the participation of residents in management process.

A Graphical Understanding on the Protection of Advertising as Expression (표현으로서의 광고의 보호 정도에 대한 탐구: 인격권 관련 판례에 대한 분석을 중심으로)

  • This paper attempted to examine to what extent advertising as expression has been constitutionally protected through an analysis on the reputational-right-related legal cases. In order to make the understanding more clearly, this paper applied Van Alstyne's graphical depiction on how commercial speech is protected compared with other constitutional rights such as political speech, private expression, defamation, and obscene expression. Through the analysis, this paper found out that first, in the legal cases, there has been no consideration on whether the status of the plaintiff is public figure or private figure, whereas in the libel cases, Korean courts has made a distinction between public figure and private figure since 2002; second, when the case is concerned with corporations, the Korean courts do not give consideration on the status of corporation, while the status of corporation is a somewhat important factor in deciding the degree of responsibility in the U.S.; third, even though it is clear that advertising in Korea is being protected as expression, it is nebulous whether it is well balanced with other personal rights that are constitutionally protected. Conclusively, applying the Alstyne's graphical depiction on Korean advertising, it advertising as expression in Korea is being provided lower protection than defamation. To put it differently, like the case in the U.S., advertising, although it is allegedly protected as expression, does not yet enjoy full-fledged constitutional protection in Korean society. Rather, there must be some actions to be taken to enhance the degree of protection of advertising.

A Study on the Trend and Spatial Composition of Public Library by the Mixed (복합화에 의한 공공도서관의 경향과 공간구성에 관한 연구)

  • After the development of printing technology since the 15th century and the rise of citizen consciousness in the 18th century, the library has taken a public concept. And after the 20th century, its role as a public library for the public was stressed, and as its spatial composition became miniaturized and specialized, its function changed from stacking and reading to various kinds including culture and service and is getting more complex beside the function of a library. Thereupon, this study aims to figure out the limitations of public libraries' opening years shown in advanced researches and understand the current status of spatial composition by complexation with the subjects of five public libraries opened after the end of December, 2006 in order to examine their tendencies of complexation and the characteristics of spatial composition by the complexation of public libraries. As a result, the present public libraries have at leaser more than two spaces with complex functions. According to the result of analysis on the types, locational relations between spaces showed the mixed type the most. In the types of building allocation, the building integrated type had a higher percentage than the separated type. About the types of entrance, the one common door type was fewer than the two separate door type. In the analysis on the types of the interior line of flow, the common type was similar to the dispersed type, and it is thought to be resulted from spatial composition rather than the preplanned line of flow.

A Study on Public Library Management Improvement with Use Survey (공공도서관 이용조사를 통한 경영개선에 관한 연구)

  • The purpose of this study is to present a management improvement suggestion for better user satisfaction. For this, this research looked into the current issues of public libraries with literature review. Then a survey of eight hundred users in four libraries in Y-gu, D Metropolitan City was conducted to figure out users' needs. As a result, the purpose of use, visit frequency and programs demanded are turned out to show statistically significant differences. Based on this result, finally, this study suggests an advisable management direction for public libraries and practical ways to improve user satisfaction.

Development of a Customer Friendly GIS-based Disaster Management System in South Korea

  • Purpose: This study explored the improvement and the direction of the smart disaster management system newly attempted in South Korea by analyzing the utilization of the existing system. This study focuses on making it easy to apply to user tasks and improving on site information. Research design, data and methodology: Problems were identified through field surveys with administrators in charge of administration and public institutions based on GIS based status board for NDMS which is widely used in Korea. Also, this study attempted to generalize to specialists in disaster management who are more likely to use the system in the future. Results: We derived improvement plans and verified the results through expert feedback. The results show that the GIS based status board for NDMS is cumbersome to use due to the vast array of unnecessary information compared to the high expected utilization. Conclusions: We found that improving the speed and accuracy of the smart disaster management information delivery system is necessary. Also, it is important to identify reasons for not improve the willingness to use this technology in disaster management and to figure out the process by which field personnel makes decisions that smart disaster information cannot be used for disaster management.

  • Sanitary codes of retail ffod establishment of Korea, Japan, China, and America were reviewed in order to figure out the differences of the codes. The codes of Korea & Japan are similar in many aspects. The code of America regulates food safety procedures in detail and are easy to interpret. The code of China is broad and not specific in the procedures. Korean code deals with many administration affairs and Japanese code deals with food test and business. Chinese code also deals with administration and standards. American code defines 90 different terms while the codes of rest of the countries define only few terms. For sanitization American code specifies the procedures in specific terms in detail but others do not specify the procedures. For facilities, the American code specifies location, material and procedures but other codes also specify the material but the contents of the codes are not so much specific to compare with American code.

Prospects and Problems of the Recent Developments in Social Survey in Korea: Mixed-Mode Surveys and Volunteer Web Panels

  • Mixed-mode (or multi-mode) surveys and (volunteer) web panels were recently introduced as ways to cope with changes in the social survey environment, which is going through a rapid and massive transformation. The direction, speed, and magnitude of these changes have been clear in Korea, too. Enumerated in Figure 1 are the social surveys between 1960 and 2010 archived by the Korean Social Science Data Archive (KOSSDA) 2. The left panel shows the exponential growth in the overall volume. The other two panels, more importantly, show the changes in the composition. Mixed-mode and online surveys are rapidly increasing their shares and are fast becoming de facto standards in Korea, as in many other countries.

  • Song is a significant message with organic combination of relics and melody. As such, songs could be an important way to deliver messages in the relics and melodies. Among the several kinds of songs ‘popular song’ is the most common and has the strongest effect on the public. On this purpose, total 700 songs published from 1995 to 2001 popular songs have been researched after extracting 100 songs chronologically in regards of broadcasting times, popularity rankings and records of yearly awards during its production year. These selected popular songs have been collected and studied before sampling the expression of the costume included in the relics. Clothes, hair styling, make-up, shoes & purses, accessaries and body figure, etc. are covered In this study. As the recent symbolism embedded in the relics of popular songs is closely related with our generation background, public preference & dislike and the change of modem costume, it shows the symbolism of costumes evidently again.
