공공관리 패러다임은 공기업의 경영관리 및 기재부의 공공기관 경영평가 결과에 직접적인 영향을 미치기 때문에 중요성이 매우 크다. 이러한 차원에서 본 연구는 1980년대 이후 공공관리 이론으로 주목받았던 신공공관리론, 신공공거버넌스론, 신공공서비스론의 주요 이론적 요소에 대해 검토하였다. 분석결과 이러한 공공관리 이론들은 효율성, 네트워크 그리고 공공서비스라는 차원을 각각 대표하고 있으며 나름대로의 장점과 단점을 갖는 것을 확인하였다. 이를 바탕으로 공기업을 둘러싼 환경변화에 적절히 대응하기 위해서는 공공관리에 대한 통합적이고 다차원적인 이해가 필요함을 제시하였다.

To decide a reasonable investment priority of public enterprises, it is required to have an efficient evaluation standard. However, without having a standard, a budget for those enterprises has been allocated. In this research, for the efficient and reasonable budget allocation, it is discussed how to decide investment priority of information and communication enterprises of the government. In order to examine possible alternatives of the investment priority of information and communication enterprises of the government, seventeen enterprises were chosen from the enterprises of Ministry of Information and Communication. Public benefit, economic benefit, technology, politics, and step-up increase of budget were set up as evaluation standards and 16 specific standards were set up as subordinates. A hierarchical decision model was designed and analyzed by using AHP.

This study aims to investigate the relationship between human resource competency, economic potential, and productivity of village-based enterprises, as well as understand the role of governance in mediating this relationship. This study was conducted in several village-based enterprises in Bali, Indonesia and the data were collected using questionnaires. Furthermore, the collected data were analyzed quantitatively using partial least analysis to confirm the relationship between variables. The findings indicate that human resource competency has an impact on governance, but it failed to explain the productivity of village-based enterprises. In addition, economic potential can have an impact on the governance and productivity of village-based enterprises in Bali, Indonesia. This study also showed a robust link between governance and productivity. Lastly, based on the statistical analysis, it was found that governance can mediate the relationship between human resource competency, economic potential, and productivity of village-based enterprises.

At the end of 2019, there was the major outbreak of "COVID-19" in China. In this outbreak prevention and control campaign, the property management enterprises(PME) performed actively, playing a vital role in China. This paper puts forward that the property management enterprises(PME) should be included as subjects of national urban and rural community governance from the perspective of the public product attribute of property management. Based on the properties of public goods in property management, this paper redefines the functions and positioning of PME with public affairs management, establishes the qualification of PME to participate in one of the main bodies of community public governance. And it forms a new model of community governance with community residents committees, owner' committee and PME as the main body. This research provides implications for national urban and rural community governance models by applying existing theories and practical examples.

본 논문은 상장 에너지 공기업의 경영 안정성에 대해 중위투표자이론의 관점에서 분석한다. 2011~2022년 기간 동안 KOSPI에 상장된 한국가스공사, 한국전력공사, 한국지역난방공사, 한국전력기술(주), 한전KPS(주)의 수익성과 안정성에 대해 분석하고, 일반 국민을 대리할 수 있는 중위투표자의 선호와 관련이 있는지 실증분석을 수행한다. 상장 에너지 공기업의 총자산 수익률, 매출액 영업이익률, 자기자본 순이익률로 대리되는 수익성과 자본 대비 부채비율로 대리되는 안정성을 분석한 결과, 근년 들어 상장 에너지 공기업의 경영 안정성은 악화되는 추세에 있는 것으로 나타났다. 또한 공기업의 경영 안정성이 중위투표자의 선호와 관련이 있음이 실증분석 결과로 나타났다. 중위투표자의 소득이 평균소득보다 낮을수록 공기업의 수익성은 하락하고 부채비율은 증가하는 결과를 보여준다. 본 논문은 중위투표자관점에서 공공·에너지 요금의 지나친 부담은 정부와 정치권의 요금 인상 억제의 유인을 강화시켜 공기업의 수익성은 하락하고 부채는 증가하는 결과를 초래할 수 있음을 시사한다.

본 연구는 IT 관련 중소기업 종사자 221명을 대상으로 조직-공중관계성과 외부평판 및 직무만족의 관계를 검토하였다. 이를 위해 SPSS 21 프로그램과 AMOS 21프로그램을 활용하여 탐색적 요인분석과 확인적 요인분석, 상관관계 분석, 신뢰도 분석 및 구조모형분석을 통해 주요 결과를 도출하였다. 본 연구의 핵심결과를 제시하면 다음과 같다. 첫째, IT 관련 중소기업 종사자들의 조직-공중관계성과 외부평판의 관계를 살펴본 결과, 조직-공중관계성은 외부평판에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, IT 관련 중소기업 종사자들의 조직-공중관계성과 직무만족의 관계를 살펴본 결과, 조직-공중관계성은 직무만족에 통계적으로 유의한 영향을 미치지 못한 것으로 나타났다. 셋째, IT 관련 중소기업 종사자들의 외부평판과 직무만족의 관계를 살펴본 결과, 외부평판은 직무만족에 긍정적인 영향을 미치는 것으로 나타났다. 이상의 결과는 IT 관련 중소기업 종사자들의 직무만족을 높여 실질적인 조직효과성을 향상시키는데 필요한 시사점을 제공해줄 수 있을 것이다.

1992년 BSC가 소개된 이후로 회사에서 직원의 행동과 목표에 조직의 전략을 조절하는 효과적인 관리도구로 알려지기 시작했다. 비록 사람들은 많은 회사들이 BSC를 통하여 그들의 업무에서 많은 효과성을 높였다고 알고 있지만, 공기업의 경우는 민간기업과 특성이 다르기 때문에 경영혁신 도구로서 BSC 구축시 많은 어려움을 겪고 있는 실정이다. 많은 공기업들 중에서 KOTRA의 BSC는 초기에 도입되었고, 매우 높은 평가를 받고 있다. 본 연구의 목적은 KOTRA의 BSC 시스템 구축사례를 통하여 성공요인들과 문제점들을 제시하였고, 나아가서는 국내 공기업에서 BSC시스템을 성공적으로 구축하는데 좋은 참조모형이 되리라 사료되어진다.

국내 도시철도 운영기관은 6대 광역지자체 산하기관인 도시철도 운영공기업과 민간투자법에 의해 설립되어 주로 경전철을 운영하는 민간운영사로 구성되어 있다. 도시철도 운영기관 중 경험, 실적, 인력, 공공성을 가지고 있는 도시철도 운영공기업 여러 곳이 해외사업을 추진하기 위해 노력하고 있다. 따라서 본 연구에서는 해외 철도 및 도시철도 사업 전망을 조사하고, 국내외 도시철도 운영공기업의 해외사업 접근법 및 해외사업 특성에 대한 문헌 및 자료 조사와 비교 분석을 통해 국내 도시철도 운영공기업의 해외사업 접근법에 대한 시사점을 도출하였고 국내 도시철도 운영공기업이 해외사업을 추진하는 방향에 대한 제언을 제시하였다. 이를 통해 국내 공공 및 민간 도시철도 운영기관이 기업별 특성에 맞는 준비 과정과 추진계획 및 방향성을 가지고 해외사업을 추진하는데 도움이 되기를 기대한다.

본 연구는 정부의 효율적인 공기업 관리정책 추진을 위해서는 기본적으로 공기업의 수명주기 단계를 파악하고 이에 기초한 정책결정이 필요하다는데 연구의 초점을 갖고 있다. 이를 위해 공기업에 적용 가능한 기업수명주기 분류변수를 정의하고 공기업 관리정책의 기초자료로 제공하는데 연구의 목적을 갖고 있다. 이러한 연구목적의 달성을 위해 공기업 중 최근 급격한 부채 증가로 인해 공기업 경영정상화의 대표적인 대상 기업으로 선정된 한국도로공사, 한국수자원공사, 한국철도공사, 한국토지주택공사 등 준시장형 SOC 공기업을 연구범위로 선정하였다. 본 연구는 분류변수 간의 중요도와 적용기준 분석을 위해 1차 전문가 설문조사를 실시하였다. 이를 바탕으로 AHP분석과 빈도분석 등의 통계분석을 활용하여 준시장형 SOC 공기업의 수명주기 분류변수 간 중요도와 적용기준을 분석하였다. 또한, 쇠퇴기 판별을 통해 예상되는 쇠퇴기에서 관리방안을 살펴보고자 2차 전문가 설문조사를 실시하였고, 이들 공기업의 쇠퇴기 예상시기 및 쇠퇴기에서의 관리방법에 대하여 조사 분석하였다.

This study empirically examines the correlation between the data, system, service quality, collective intelligence, innovation activity, and work performance of the KMS for employees of state-run enterprises. This study also confirmed that collective intelligence and innovation activity have a mediating effect on the relationship between KMS system quality and work performance. For this study, employees of state-run enterprises completed a 5-point Likert scale survey, and the data obtained were analyzed with descriptive statistics. The reliability and validity of variables were also verified through a measurement model analysis. Structural equation modeling of IBM SPSS 26 and AMOS 26 were used to prove the hypothesis. Through this study, For the improvement of sustainable work performance of state-run enterprises, which is a difficult issue to solve, not only should the quality of the KMS utilized in the enterprises be improved and managed, but also the design for various incentive schemes tailored to the enterprises' job characteristics, such as rewards, HR bonus, work incentives, job allowance, and encouragement from the head of the enterprise, should be reviewed and continuously developed in reflection of the active collective intelligence of the employees and the effect of innovation activities. Then, the work performance of public institutions will increase.
