With the expansion of the Russian Empire southward in the nineteenth century, connoisseurs, art historians, and scholars in Russia began to pay attention to carpet traditions in the new territories of the Russian Empire in Turkestan. In journals and other specialty publications, they underscored a need to establish claims to authority over the knowledge of the traditional craft. They were highly attuned to parallel accounts of carpet weaving from regions that had a longer history of research and collecting of carpets. In contrast to the situation in Western Europe or the United States, commentators bemoaned the fact that the public and even professed experts in Russia did not properly appreciate carpets from the Caucasus and Central Asia. These scholars articulated a need to establish authority over the carpet weaving traditions of Russia's colonial possessions, resulting in a push toward a serious study of carpet weaving as a legitimate field of inquiry. This paper uses published sources on early carpet scholarship from the late nineteenth and early twentieth centuries to examine how carpet weaving traditions in Central Asia entered an imperial discourse of knowledge. It argues that attempts to understand and categorize carpet weaving as an art form occurred along two fronts. Intellectuals and scholars attempted to wrest control over the locus of knowledge from experts in the West as well as from local weavers. In the process, they established a distinctly imperial vision of carpet weaving in contrast to competing imperial discourses and over traditional forms of knowledge.
With the expansion of the vegan fashion industry and increasing consumer interest in vegan goods, the first inaugural Vegan Fashion Week was held in LA in 2019. However, there are no studies examining the sustainability of vegan fashion brands; this study underlines the necessity to close this research gap. This study aimed to ascertain how these issues are handled by vegan fashion brands. Using the "sustainable criterion of fashion brands," we investigated the companies that participated in Vegan Fashion Week. This study analyzed the featured brands, conducted case studies, and examined each brand's sustainability strategies and procedures. Press releases, news articles, official websites, and web magazines served as raw data for this study. Analyses of individual networks were performed and brands' approaches to veganism and sustainability were evaluated; eco-friendly material, fair trade, local production, and vegan inspiration were among these techniques. Every brand had put at least one of these requirements into practice for their business, with vegan inspiration being the most popular approach. Additionally, it was discovered that vegan fashion brands deliberately employed vegan messaging that aligns with their corporate values. After its initial launch, VFW continues to advance the discourse on vegan fashion both within the industry and with the general public. The study's implications include the analysis of vegan fashion brands' ethical manufacturing, environmental practices, and overall sustainability.
Purpose: This paper investigates how companies respond to government regulations and disasters in a risk-managed society, and aims to initiate discussions on the future prospects and challenges. Specifically, it explores how companies can plan to respond to such disasters in the future, and stresses that the law should be to protect people's lives and ensure safety, rather than to punish companies. Research design, data and methodology: The study methodology is based on a review of existing literature, as well as trend analysis through big data analysis. The research analyzes the discourse in our society regarding the enactment of the Serious Accident Punishment Act. Results: This study supports that the Serious Accident Punishment Act should be implemented in a manner that does not impede corporate activities, but rather helps to ensure the safety of citizens' daily lives. The authors call for collaboration between communities, labor unions, and companies in achieving a cooperative governance system for a safer society. Conclusions: It highlights the importance of addressing disasters and government regulations in the context of a risk-managed society, and offers insights for both companies and policymakers on how to navigate these challenges. By prioritizing safety and cooperation, we can work towards building a safer and more resilient society

With the objective of recording the life stories of Paju's long-time residents, the Paju Central Library has been implementing the "Human in Paju" project by forming the Citizen Oral History team since 2017. Building upon the success of this initiative, Paju Central Library became the first library in the country to establish a Records Management team. Subsequently, regulations were enacted, and a committee comprising citizens and officials was formed to ensure the continuous development of the archival project. Moreover, they emphasized public discourse and collaboration at every stage by creating a system to raise awareness of the importance of archiving throughout Paju and support citizens in becoming active participants in the project. This paper aims to present a case study of this exemplary local government library.

This paper examines the unique transportation challenges posed by Nepal's diverse and rugged terrain, which significantly hampers socio-economic development due to its negative impact on infrastructure, trade, and accessibility. Despite ongoing efforts to enhance road and traditional air transport systems, Nepal's geographic and environmental conditions continue to obstruct efficient connectivity, particularly in rural and remote areas. This study proposes Advanced Air Mobility (AAM) as a transformative solution, leveraging recent technological advancements in unmanned aerial vehicles (UAVs) and electric vertical takeoff and landing (eVTOL) aircraft. By conducting a comprehensive analysis of Nepal's current transportation infrastructure and the feasibility of AAM implementation, the paper highlights the potential benefits of AAM, including improved accessibility, economic growth, and environmental sustainability. Furthermore, it addresses the anticipated challenges and regulatory considerations necessary for integrating AAM into Nepal's transportation network. Through a multidisciplinary approach, this research aims to contribute to the discourse on overcoming transportation barriers in mountainous regions, offering policy recommendations and identifying areas for future study to facilitate the adoption of AAM in Nepal and similar contexts worldwide.
This study is the text discourse of agenda setting through media policy on the three communities. The materials of subjects are the 71 text discourses that appeared in the columns, the special manuscripts, and the comments on the contemporary topics in 33 media. The subjects focuses on the metaphor, metonymy, and binary transposition. This kind of connotation tends to be imploded into people through media, so that it produces hyperreality. This process produces the regulation and strengthens the reality through the circuit of culture. Thus this research tries to develop the theoretical foundation for analysing the text discourse produced by the media. Also it focuses on widening the research scope to study the effects that the circuit of culture provides on the politics, society, and economics. Therefore The first, the objective meanings(denotation)which the referents of the community as T'PALACE, I'PARK, and STARCITY are 'larger scale', 'high and skyscraper', 'the rich people and the plutocrats who have very high academic career' and ' the residence place for the famous stars and successful CEOs', etc. and the subjective meanings, connotations which the referents of the community are 'The first street' transposes '1%' 'their own space' into the characteristics of the wealth of Gangnam district or Korean wealth', the additional significations which the metaphors such as 'the noble community', 'the sample for the high -level residential space', and 'the greed of 1%'. Conclusion, The significations of the symbols became imploded into the population and circulated along with the cultural streams through the media. The referents are recreated and consumed among the other communities such as the named 'PALACE', 'I'PARK', 'STARCITY' in the other areas. This kind of ideology tends to create the myths such as 'the 1% rich people of Gangnam', 'the first street of Korean wealth', and create the regulation such as 'the compound taxes for the real-estates', 'the policy of reducing the taxes for the rich', 'the policy of reducing the taxes for the 1% of the rich'. Also these regulations make the politicians operate new policies and are being utilized as 'slogan' for the politicians.

The objective of this study is to propose a direction for creating a memorial park for the 250 students victims of the Sewol ferry disaster. To this end, this study first attempted to understand the matters discussed at various levels to create a memorial park and find a way that the park can be built by gathering opinions from the bereaved families and the victims themselves, as well as local residents, and experts. Workshops, competitions, special lectures, and websites, etc, were analyzed. A social discourse analysis methodology was used for systematic analysis, and the analyzed discourse was categorized into 4 types for assessment, and the functions and roles were subdivided into 15 types. To assess the priorities and the adequacy of the discourse, an analytic hierarchy process (AHP) was used among 30 activists, public servants, and experts. Then, a survey was conducted to analyze the perception of the residents (467 participants including the bereaved families) about the memorial park. Based on the results of the analysis, two directions were set for the memorial park. First, is a memorial park to remember the victims in everyday life. It must be a park with various cultural contents instead of a conventional memorial park that is solemn and grave sharing anguish and sorrow. The memorial park for the Sewol ferry disaster must become a space where visitors can naturally encounter and remember the victims. Second, is a park that serves as a catalyst that brings change and innovation to the community. It must be able to bring change to the community with direct and indirect influence. It must serve as an impetus to bring change and innovation to the community in the mid-to-long-term. Having many visitors may also lead to an economic effect. These visitors may not just stay in the park, but even contribute to revitalizing the local businesses. The purpose of this study is to apply the research findings to guide the International Design Competition scheduled for 2020 and serve to establish guidelines for a continuous park management system.
Unlike a study related in language alone, rhetorical study of current time, composed with multi-culture, medias, communication, presents its own field that covers from the form of discourse(persuasive) to another form of discourse(not persuasive). If there was a study of making beautiful sentences for story and finding simple method of speech in Greek and roman period of an ancient time, it now a study in which one finds the essence of literary style or terminology in the expression of sentence. The taller case is especially important, given that the importance of what to express visually is on-going active procedure of this stuffy as itself an activity of communication. When a visual object persuades viewers, the activity of communication derives them to react and to understand the intention of an artist. The matter of how to speak is the matter of how to shape message persuasively. This persuasive method or technique is study of rhetoric. The three aspects (figurative, accentuating, mutating) of rhetorical expression of an illustration, the visual image can give fresh feelings to be in intimate relations with public. These rhetorical expressions also vitalize the story that is expressed on illustration with crisp image. It helps to attain expected effects while discovering essential meaning through the corresponding linguistic interpretation of an image. The study aims at the most effective way to communicate by figuring the most strong and direct illustrative message out. One of the method is to patternize illustrative expressions that are established from all kinds of shapes of Rhetoric. Therefore ,an operation of significance and an implication can shape an ultimate goal of this study from acknowledging the mechanism that modern illustration embraces.
The media, traditionally, serves to reinforce one's limited memory and transform those personal memories of society's members into collective memories. Notably, the mass media collects countless pieces of personalized memories for the creation of collective memories. Through the process of recollecting as well as recreating the past in the present, mass media exerts influence on the means the public appreciates and understands the history. Although numerous new medias like Internet overflows in today's society, television continues to stand firm as the salient means to construct the memories in daily lives. In this context, the research aims to analyze the televised news as the principal agent of memory producer to determine through which memories it recreates the $5{\cdot}18$ in today's media. The analysis of news values clarifies that every government placed distinctive news values on $5{\cdot}18$ within its historical context. Even so, such values were often fixed based on its relations to the existing political issues. Furthermore, through the discourse analysis, this research concludes that today's coverage of $5{\cdot}18$ is softening and becoming conventional.

The study aims to evaluate the complexity of relationships between the riparian states - China, Myanmar, Laos, Thailand, Vietnam and Cambodia - in the Mekong River Basin since the mid-1990s with special reference to the discourse on hydropower development. A special emphasis will be put on the influence of China on hydropower development. Although a variety of issues on the river basin have been discussed among the riparian states, none of them has been effectively implemented owing to the lack of China's commitment to the discussions for sustainable water management. Now, a new turning point is observed in the region with emergence of the issue on hydropower development, not only in the upper basin but also in the lower basin. The discourse on hydropower in Mekong has quickly drawn attention of the public, accelerated by the onset of construction of the Xayabury Dam in Laos since November 2010. The influence of China as the upstream country with its political, economic, and military power has increasingly grown in the region over the last few decades, and such trend recently intensifies together with an expansion of Chinese commercial interests in the region. Since the establishment of the Mekong River Commission (MRC) in 1995, the four MRC members have striven to push forward a sustainable use of water resources in the basin. But the legitimacy of the MRC system has been eroded due to the lack of participation by Myanmar and China, and in particular, the Chinese absence has made the four riparian states blind about the change of water regime due to the Chinese dams upstream. Environmental damages due to hydropower development might be possible, including a drop of fish yields, crop production, and damages to the river's ecosystems. Vietnam and Cambodia have already expressed their concerns over the dam construction towards China as well as Laos by pointing out detrimental impacts of the dams to their economies. China's move to collaborate with the other riparian states since 2010 has given a positive signal in terms of sustainable water management in the river. However, this phenomenon never confirms China's proactive contribution to the cooperative activities within the framework of the MRC system. Laos' initiative to build a new dam in the lower basin alarms those who are opposed to dam construction in the fear of its far-reaching damages to the environment. The question goes back to the year-long debate on policy priorities given to economic growth or the environment. The riparian states require wisdom based on a consensus about sustainable water use rather than hydropower development based on individual growth dreams.
