Cost prediction model of Public Multi-housing Projects in Schematic Design Phase (공공아파트 계획설계단계에서의 공사비 예측모델)

  • Public institutions recognize the importance of cost management from the planning stage but they do not have an organized construction cost estimation and management system. Thus, at the stage of planning a new public construction project and estimating the cost, those in charge of budgeting estimate construction cost based on existing data and experiences, compare construction cost estimated after the basic design stage and the execution design stage with budgets, and then decide whether to continue the project or change the design according to the budgets. Therefore, we would develop the cost prediction model through regression analysis that can predict construction cost in Schematic Design Phase of the Public Multi-Family housing. Accordingly, if public institutions have a construction cost prediction model and management system that can estimate the optimum construction cost, they can make and execute budgets in a more efficient way than they do at present.

  • Weak competencies in urban local bodies (ULBs) for implementing public private partnership (PPP) projects has been recognized as a major hurdle in uptake of PPP model in India. In this context, a questionnaire survey was conducted to evaluate perception of urban PPP experts and ULB representatives on three aspects related to competency development, including, critical competencies for implementing urban PPP projects, approaches for competency development in ULBs and constraints faced by ULBs in development of competencies. The five critical competencies identified are project identification, project conceptualization, transaction design, PPP process management and contract management. The approach of training programs for municipal staff and elected representatives, and capacity building oriented technical assistance for implementing urban PPP projects have been preferred by survey respondents for competency development. The frequent transfer of municipal decision makers and low motivation among municipal staff have been identified as the most significant constraints for development of competencies.

  • The application of the BIM for the KEPCO' new headquarters in Naju involved alternative approaches and accompanied many trials-and-errors as the project adopted new targets and purposes that were not used in Korea before. In particular, for a large BIM-based project, clearly defining the BIM-including the objective, scope and the outcome-is critical for a project owner. For a successful implementation, project owners should improve the utilization of the BIM. Against this background, this research examines the case of the BIM application for the KEPCO' new headquarters in Naju, identifies its effects and problems, and proposes how to improve application of the BIM for public projects. The improvement in the BIM application can be divided into several stages: project order, design development, construction, and post-construction maintenance. In the initial stage, it is important to fully discuss the project planning among participants, and clarify the goal, scope, expected outcomes and role of the BIM. In the design stage, the level of detail (LOD) for the 3D model should be defined in consideration of information use in the stages of estimation and construction. In the construction stage, the scope of project that is managed based on the processing and use of the BIM data should be clearly given and understood. After construction is complete, measures should be sought to use the BIM for maintenance, and corresponding requirements and outcomes should be provided. The analysis is expected to provide basic data for successful implementation of BIM-based public projects, by assisting project owners and involved parties in enhancing work in different stages of a project.

A CBR-BASED COST PREDICTION MODEL FOR THE DESIGN PHASE OF PUBLIC MULTI-FAMILY HOUSING CONSTRUCTION PROJECTS

  • Korean public owners who order public multi-family housing construction projects have yet to gain access to a model for predicting construction cost. For this reason, their construction cost prediction is mainly dependent upon historic data and experience. In this paper, a cost-prediction model based on Case-Based Reasoning (CBR) in the design phase of public multi-family housing construction projects was developed. The developed model can determine the total construction cost by estimating the different Building, Civil, Mechanical, Electronic and Telecommunication, and Landscaping work costs. Model validation showed an accuracy of 97.56%, confirming the model's excellent viability. The developed model can thus be used to predict the construction cost to be shouldered by public owners before the design is completed. Moreover, any change orders during the design phase can be immediately applied to the model, and various construction costs by design alternative can be verified using this model. Therefore, it is expected that public owners can exercise effective design management by using the developed cost prediction model. The use of such an effective cost prediction model can enable the owners to accurately determine in advance the construction cost and prevent increase or decrease in cost arising from the design changes in the design phase, such as change order. The model can also prevent the untoward increase in the duration of the design phase as it can effectively control unnecessary change orders.

  • It is the urgent task of induce the inhabitants to utilize the public transportation instead of the personal transportation to dissolve the traffic jam. But construction of the subway, the representative substitute means, demands a great of investment expense including various kinds of expenses. So the technical development and research of standardization of FRT(Fuel cell Rubber tired Train), the eco-friendly public transportation system low in construction expenses, effective, excellent in approach as well as in traffic, are propelled positively. This project wants to propose exterior design FRT in which original creative methods are utilized with the target of development and construction of FRT which coincide with anthropocentric eco-friendly traffic system. Utilizing the proposed style as the basic materials, this project wants to grasp difficulties, and to establish the way to solve and develop them.

  • Current design-build contract is the type of joint venture, but performs by separate party which causes change orders due to the lack of communication between design and construction, so it cannot lead the main object which is the integration of design and construction. Furthermore, the current design-build contract is impossible to reduce the project costs by VE at the design development phase because the design proceeds with the fixed price through bidding. Like these limitless, the analysis results of the case of VE in the design-build projects, several problems that are prevented from active design VE are elicited by the project participants. Meanwhile, Ministry of Construction & Transportation decided to enlarge the VE review system lately. Therefore, in this study, it presented model of design VE partnering of design-build and partnering agreements form to apply design VE and to try to be able to lead the design VE to be more successful in public design-build projects.

Gyeonggi Provincial Free Uniform Support Project on the Usability through the Cooperation of 'Good School Uniform'

  • The 'Good School Uniform' development project was conducted in consultation with Gyeonggi-do and the Gyeonggi Provincial Office of Education. The aim is to find various ways to supply school uniforms reflecting the latest trends at low prices using high-quality textile materials produced in Gyeonggi-do. From 2015, when the 'Good School Uniform' development project started, to the present, various events and fairs are making great progress. However, there are several problems in actually wearing each middle and high school student. In order to satisfy the characteristics of each school and the satisfaction of parents and students together, it is necessary to not only conduct practical research such as closer customer satisfaction surveys, industry-academia-research networks, expert interviews, and surveys, but also several supplements such as consultations between practitioners. There are many domestic studies on the development of school uniform design, but the research on the revitalization plan according to the free school uniform support is very insufficient. Moreover, it is not easy to find recent studies on the development of 'Good School Uniforms'. This study intends to study how to build a system so that the Gyeonggi-do 'Good School Uniform' development project can be used as a role model. In addition, it is expected that this study will be used as basic data for building a nationwide system such as public brand development and collaboration with small domestic companies.

  • The purpose of this study is to understand the required concept in the architectural competition for public library and its application in design process. The research is based on the 27 design guideline of architectural competition for public library from 2009 to 2013 and, as a case study, the project for the Chungcheongnam-do Provincial Library, the prize winner in 2014. Three required concepts; symbolism, function, and sustainability, are categorized through the analysis on the design guideline of 27 competitions and are identified. Symbolism is expressed by landmark forms based on the local characteristics. The function of public library means to provide services to everyone, regardless of age, race, gender, religion etc., as a local community. Sustainability is related to passive architecture for the maintenance and management of buildings. These three concepts for public library applied on the design process of Chungcheongnam-do Provincial Library and design elements in each process are categorized in three concepts. The results shows not only how closely the locality and a user are related, but also the changes in the appearance of a public library as time passed.

CONNECTING TECHNOLOGY, INDUSTRY AND RESEARCH: A VERTICAL INTEGRAL PROJECT COURSE FOR BIM EDUCATION OPPORTUNITIES

  • Building Information Modeling (BIM) is utilizing CAD technology in a way that ultimately ties all the components of a building together as objects imbedded with information, and has been changing the way we design and build over the last 20-30 years. In Polytechnic Institute of NYU, there are four BIM courses offered which provide students with different levels of knowledge regarding BIM Technique, BIM Standards, BIM Guideline and Roadmap for Private and Public Implementation, BIM Application in Real Projects, the Cooperation of BIM and IPD for Public Works in New York City. With advanced BIM technology, BIM's integration into the construction process and its incorporation into project delivery systems, especially Integrated Project Delivery (IPD) are the bridges between technology, industry and research. This paper presents an integrated BIM curriculum with three modules: 1) BIM functions and Bid Preparation; 2) Time-Cost Trade-off Analysis; and 3) Problems Solving in BIM/IPD Environment. In this project-based curriculum developed by the common efforts of academia, public agency and industry, the objectives are: (1) to provide the information and skills needed to successfully implement BIM into the construction phase; (2) to identify BIM's role in construction and the project delivery system; (3) to develop a module in conjunction with leading BIM into project delivery system, particularly coordination between BIM and IPD; (4) to connect technology and research into industry. The course assessment was conducted and the results indicate that it is a successful reform in construction management education.

  • The construction project manager must clearly carry out the activities of each construction stage specified in the 'Task Description'. In this study, 'design change' and 'completion process' were classified as core tasks in consideration of the frequency and importance of tasks. And, by analyzing the actual construction project, the task contents for the core work were standardized. This laid the foundation for the ordering office, construction project management technicians, and builders to clearly understand the business areas of construction project management and fulfill their responsibilities for their respective tasks.
