As the digitization of maps in Korea has been completed in 1998, local governments begin to apply digital maps for their administrative convenience. In applying GIS to local administration, there are some important aspects to be considered such as technical aspect, organizational aspect and data managerial aspect. Using surveys to local governments, the study examines the implementation factors such as leadership, GIS organizational settings, human and financial resources, and education programs which are related to the applications of GIS to local governments in Korea. As a conclusion, the study proposes that organizational and human factors be combined harmoniously with technical factors from the beginning stage of GIS installation for the successful implementation of GIS applications to local governments.
Today, information resource management is key task in the data-centre as like as NCIA(National computing integration Agency of Korea). In IRM, the server's performance is one of the core elements, it must be importantly managed during whole of system life cycle. As first step of such management is in purchase phase, it is very important that the optimum specification is determined. The server's specification contains such as performance of core, criteria for performance verification, minimum cores, etc. There is constant controversy concerning the minimum cores. In this article, we present criteria for determination of the minimum cores that considered three aspects: (1) Costly aspect as TCO(Total Cost of Ownership, (2) Environmental aspect as Green IT (3) Technical aspect as RAS(Reliability, Availability, Serviceability) functionality. Finally, we propose scheme to ideally determinate the minimum cores.
Recently, 'Emotion' has attracted public attention socially and continuously in the fields such as construction, environment, design and products. Also, phenomenological concept of space through the physique in the viewpoint of the human-oriented aspect, namely, body, has been managed as a planned measure suitable for a new era and space. In this study, the author examined and analyzed the verbs and emotional vocabulary about the human body's behavior. The phenomenological space conception through body, i.e, flesh in this human centered point of view is being treated as the suitable planning measure on the new era and space. Though the epochal issue for Emotion is being attempted in many ways in various field such as product and marketing, the approach through the relationship between human and space. Therefore, we would like to see how the Emotion related to the movement that occurs in the space by analyzing the human body movement which is the subject of experiencing the space experimentally and research the characteristic of Emotion and space movement. SPSS 12.0 was used for the analysis to perform the analysis of basic statistics and Factor Analysis, and then to analyze the characteristic and emotional attribute for the experimental analysis. Comparing the activity for the 2 groups' behavior through the analyzed result with the test, active behavior was found to be higher than inactive behavior in the emotional value, and their bodies' motion showed averagely positive value in the emotional aspect; their bodies' motion was presented differently according to the attributes and amount of the people who would experience a specific space. However, the author found that affirmative and active behavior showed emotional aspect more than inactive behavior.
This study postulates that Government as a Platform(GaaP) could be a next generation government model, drawing activation strategy from success factors of webtoon platform by NAVER. It suggests success factors of Naver webtoon case based on three main components of platform strategy. First, in the aspect of platform infrastructure, Naver webtoon was established based on powerful portal site by parent company Naver and improved platform accessibility through using webtoon without login. Second, in the aspect of stakeholder engagement, Naver webtoon has offed webtoon at no cost and it has taken an intermediary role for supporting the stakeholders with PPS. Third, in the aspect of outputs production, Naver webtoon offered real time feedback from webtoon users that could affect webtoon production and established incubating system that allow users to create their webtoon. And due to PPS, it makes possible to various create second outputs based on webtoon, which can contribute to activating webtoon ecosystem.
Throughout history, there are three clues of dualistic structures for the development of Hong Kong's nativism. First, inward attribution and outward lookingare two paths to the formation of Hong Kong's nativism. In the dualistic framework of "self-others", nativism is formed. The formation path of "outward looking"can be seen everywhere in the construction history of Hong Kong's nativism. It is under the reflection of "two mirrors" with Britain and Chinese mainland that Hong Kong people acquire the concept of "Hong Kong's nativism". Second, there are two aspects of Hong Kong's nativism: economic and cultural aspect and political aspect. With the gradual development of Hong Kong's history, these two aspects come into being and are closely bound up, thus constituting Hong Kong's nativism today. The third clue is the most critical one. The subjectivity of colonization and decolonization are two different forms of Hong Kong people's subjectivity. These three clues run through the whole process of the construction of Hong Kong nativism, and are carried out in three stages of development: "Origin (1960s-1970s): Preliminary Construction of Hong Kong's Nativism", "Development of Hong Kong's Nativism (1980s-1997): Awakening of Political Aspect" and "Formation and Alienation of Hong Kong's Nativism (1997-present): Deformed "decolonization". Along the evolution of Hong Kong's nativism, with the disintegration of colonialism, Hong Kong people have gradually transited from the subjectivity of colonization to the subjectivity of decolonization, but the process of "decolonization" has not been completed up to now. When nativism loses its native complex from the perspective of "inherent in China", and further develops into the "separatism" of anti-constitutional system and anti-national continuity and unity, it will challenge the stability of the relationship between the central government and the Special Administrative Region under the "one country, two systems". At the same time, it will have a greater impact on the political structure and the rule of law system of Hong Kong, and trigger a series of public law problems that need to be solved urgently. In this regard, on the one hand, we should re-clarify the relationship between the central government and the region under the "one country, two systems" in light of the new situation of democratic political development in Hong Kong, and improve Hong Kong's governance mechanism on the basis of the constitution and the basic law; on the other hand, we should actively learn from the German defensive democracy system to systematically interpret, integrate and apply Hong Kong's existing legal resources so as to effectively curb the development of local separatist forces.

As per current seismic design codes, diagonally reinforced coupling beams are restricted to coupling beams having aspect ratio below 4. However, a grouped diagonally reinforcement detail makes distribution of steel bars in the beam much harder, furthermore it may result in poor construction quality. This paper describes the experimental results of concrete coupling beam reinforced with high-strength steel bars (SD500 & SD600 grades). In order to improve workability for fabricating coupling beams, a headed large diameter steel bar was used in this study. Two full-scale coupling beams were fabricated and tested with variables of reinforcement details and aspect ratio. To reflect real behavior characteristic of the beam coupling shear walls, a rigid steel frame system with linked joints was set on the reaction floor. As a test result, it was noted that cracking and yielding of reinforcement were initially progressed at the coupling beam-to-shear wall joint, and were progressed to the mid-span of the coupling beam, based on the steel strain and failure modes. It was found that the coupling beams have sufficient deformation capacity for drift ratio of shear wall corresponding to the design displacement in FEMA 450-1. In this study, the headed horizontal steel bar was also efficient for coupling beams to exhibit shear performance required by seismic design codes. For detailed design for coupling beam reinforced with high-strength steel, however, research about the effect of variable aspect ratios on the structural behavior of coupling beam is suggested.
With the growth of the e-commerce market, consumers increasingly rely on user reviews to make purchasing decisions. Consequently, researchers are actively conducting studies to effectively analyze these reviews. Among the various methods of sentiment analysis, the aspect-based sentiment analysis approach, which examines user reviews from multiple angles rather than solely relying on simple positive or negative sentiments, is gaining widespread attention. Among the various methodologies for aspect-based sentiment analysis, there is an analysis method using a transformer-based model, which is the latest natural language processing technology. In this paper, we conduct an aspect-based sentiment analysis on multilingual user reviews using two real datasets from the latest natural language processing technology model. Specifically, we use restaurant data from the SemEval 2016 public dataset and multilingual user review data from the cosmetic domain. We compare the performance of transformer-based models for aspect-based sentiment analysis and apply various methodologies to improve their performance. Models using multilingual data are expected to be highly useful in that they can analyze multiple languages in one model without building separate models for each language.
Purpose: In this study, we investigated the better application of the law which is about the AED installation and more effective ways of emergency medical care system, to understand the law and to research the current condition of public facilities which belong to local governments, and to seize the aspect of safety guards who currently work in order to provide the installation of AED in the public facilities and to provide more efficient emergency medical service with the effectuation of the immunity law of the good intention of first-aid treatment. Methods: In Gwang-ju, 234 public facilities have been identified by 31 December, 2008. With the exception of the duplication, we researched 158 facilities and received the answers from 95 of them. Results: In the research, 53% of them have had internal emergency first-aid education, and 55% of them didn't have this education and a CPR education manual, and 30% of the facilities even didn't know how to connect with the manager of the company for the first-aid department. On the other hand, most of them were highly interested in CPR and AED education on the ratio of 91% and 93%. 88% of them have been trained about first-aid, 51% of them haven't been retrained, 17% have never been trained. so, the reality of emergency system at public facilities is serious. 78% of them knew they are working at public facilities, though 49% of them didn't know about AED installation. 57% of them didn't know the fact there is the immunity law related with good intentions for first-aid treatment. 63% of the facilities have security guards, and 30% of them didn't answer the questions. Also, many of them agreed to the opinion that all employees should have first-aid training. At representative survey report of participator of public-facility, emergency treatment is 61%, 16% of patients calling. Accordingly they importantly think better doing an on-site first-aid than evacuating the patient. And the rates show that 57% of them answerers tend to call Fire-Office(119) for evacuating the patients, and 28% of them EMIC(1339) for the first-aid. Conclusions: In this study, we are suggest to improve the details of the efficient operations and management after the grasp of the uninstallation, indifference, and unreliable conditions of AED. 1) Need a publicity of AED install cognition which is an emergency medical instrument at public facilities. 2) Arrangement of safety agents at facilities and concerns about them for good management from the parties concerned. 3) Need a designation of legal details according to the decision of the AED installation and the standard of the AED installation. 4) Training about first-aid of safety guards and the persons concerned in the facilities should be practiced participation with the positive and through this, first-aid treatment could be done by anyone who knows the immunity law related to medical emergency. 5) The brochures for the potential users and the results form practicing the instructions need to be improved in many ways through recording the emergency cases that have happened.

The Purpose of this study is analyzed that (l) How the public Libraries under the Japanese Rule since the end of the Yi-Dynasty were recepted and generated by the people and (2) How they were organiged and managed. (3) Also it examined that how they affected the development of the libraries of today. 1. The following are the analyzed results: Three types of the public Libraries under the Japanese Rule for a period of 36 years engaged busily in colonization were Private's Public Libraries, Local Self-Government's Libraries and the Central Governmental Libraries, and were in order established. 2. They were eatablished by individuals, Confucian School Foundation, Young Men's Clubs, School Associations, Korean brethren residing abroad, or The Press Centering around the Local Self-Governments and the Japanese Government-General. 3. In 1932 of the period of the Japanese Rule, the number of Libraies gained the summit and reached 80 Libraries. The Public Libraries including the Central Governmental Libraries remained in existence until the end of the War had been kept up the functions of the Libraries, but the Private Libraries operated by the Koreans were very small and poor. As a result, most of them were closed up and some Libraries transferred their controls to the public. Until the end of the war, only a little over 10 Private Libraries were Kept up. From the aspects of it's organization system, the most of their libraries replaced their chief librarians with non-professional county-headmen or Local supporters. From the aspect of collections, they wate mainly consists of Japanese books for the proper quidance of the public thought based on the ideology of Japanese Rule to Korea and on the industrial promotion rather than books about Koreanology or Western books. At that time, the Library users were with the jobless men and students as the central figures. And the next ranking by the social position of readers was children, farmers, merchants, industrialists, public servants, miscellaneous and educators. Their reading tendencies laid stress on linguistics and literature, physical sciences and medicine, While the reading trend of military sciences and medicine, while the reading trend of military sciences and engineering were very inactive. This was because the Japanese Government-General had not kept the military collections on file. Besides, they were reluctant to make Korean's learn the professional knowledge and so the main reference materials of technology not provited. Most of the Libraries put practiced in circulation services were very important circulation in withinder of the reading room rather than in outside of the Library building. On the other hand, their circulation services has above came with many limitations. As stated above, the public Libraries' managements and activitives under the period of Japanese Rule were the way and means to achive the colonial and imperialistic purpose of the Japanese Empire.

The construction supervisors of the public companies are usually responsible for process management, quality management, safety management, and many other various tasks that occur during construction project. Public companies such as Korea Highway Corporation have developed a framework and manual for management and supervision of construction projects. But, there has been the change of business environment such as increase of private investment project and the introduce of construction management system recently. It has been necessary for construction supervisor to streamline the current project management system in the owner's aspect in order to cope with the expected new challenges. Accordingly, this research has been investigated and analyzed the operation system between Korean supervisor and foreign supervisor in their public corporation. This research has suggested the advanced project management in their public corporation. Especially, this study has proposed the construction management manual for supervisors such as inspectors training, supervisors construction manual, and supervisors training road map.
