The Merits of Social Credit Rating in China? An Exercise in Interpretive Pros Hen Ethical Pluralism

  • Social credit rating in China (SCRC) has been criticized as "dystopian" and "Orwellian," an attempt by the Communist Party to hold onto power by exerting ever greater control over its citizens. To explain such measures, value differences are often invoked, that Chinese value stability and cooperation over privacy and freedom. However, these explanations are oversimplifications that result in ethical impasses. This article argues social credit rating should be understood in terms of the commonly human problem of large-scale cooperation. To do so, this paper relies on a cultural evolutionary framework and is an exercise in interpretive pros hen ethical pluralism, attempting to understand how apparently irresolvable cultural differences stem from common human concerns. Wholesale condemnation of SCRC fails to acknowledge the serious, intractable nature of problems resulting from a lack of trust in China. They take for granted the existence of institutions ensuring largescale, anonymous cooperation characteristic of - but somewhat unique to - Western Educated Industrialized Rich and Democratic (WEIRD) cultures. Because of its history and rapid development, China lacks the institutions necessary to ensure such cooperation, and because of anti-social punishment, social credit rating might be one of the few ways to ensure cooperation at this scale. The point is not to defend social credit rating in general, but to raise the possibility of its defense in China and show one way this would be done.

The Effects of Smoking Cessation Clinics in the Korean Armed Forces: Application of the Transtheoretical Model and Life Skill Approaches (범이론적모형과 생활기술접근법을 통합적용한 군인.전의경 대상 금연클리닉프로그램의 효과)

  • Objectives: The aim of this study was to evaluate the effectiveness of smoking cessation clinics for soldiers in the Korean armed forces. In so doing it attempted to identify the predictors of smoking cessation and positive transition of stages of change. Methods: In a single-group pre-post test study design, 5,362 smokers from Korean armed forces participated in the smoking cessation clinic programs based on both the Transtheoretical model and life skills approaches. Changes in stages of change and related variables were measured before the intervention and at 3-month follow-up after the intervention. Results: The cessation rates was 66.0% at 3-month follow-up. With the positive transition to action/maintain stage, proportion of participants in action/maintain stage increased more than 5 times after the intervention. Cons of smoking, self-efficacy, processes of change, and life skills increased, and pros of smoking decreased after the intervention. Predictors of smoking cessation included nicotine dependency, pros of smoking, high levels of self-efficacy, processes of change and life skills. Positive stage transition was predicted by pros of smoking and high self-efficacy. Conclusions: Application of the Transtheoretical model and life skills approaches provided useful strategies for a smoking cessation program in armed forces.

  • Carbon Fiber Re-enforced Polymer (CFRP) has replaced steel, especially for mobile devices. As CFRP is stiff and light-weight, it has been applied to airplane, sport car, golf clubs, semiconductor transporter, satellites, etc. In the telescope, the plastic material was introduced to the supporting tubes or rods connecting the primary mirror assembly and the secondary mirror structure. Nowadays, even the mirror itself is produced by CFRP. In this poster, material properties and production of CFRP telescopes are presented, and pros and cons are discussed.

  • The purpose of this paper is to suggest a DSS(Decision Support System) framework for managing exchange risks involved in international transactions. To this aim, a number of hedging strategies were suggested and analyzed in their pros and cons. Also, developed were a system architechture and various functional modules for implementing the suggested foreign exchange risk management system and application scenario was demonstrated. Finally, future research areas were indicated.

  • Increased awareness of the importance of nutrition among hospitalized children has increased the use of nutrition screening tool (NST). However, it is not well known the NST for hospitalized children. Therefore, the purpose of this study is to understand the past and present state of adult and child NST and discuss the pros and cons of each NST.

  • In this study, the pros and cons of TPM and RCM were comparatively evaluated at various aspects : a, pp.ication process, objectives, maintenance items, organizations, analysis of maintenace methods, etc. It is found that TPM can be considered as a management discipline. However, in TPM, there seldom exist concrete rules or guidelines to select a maintenance scheme. RCM, which is a widely used maintenance scheme for aircrafts or power plants, has a good analysis and decision logic for maintenance planning. In the paper, similar decision rules are adopted to TPM deployment to get an effective and effecient maintenance Planning.

Also, pros and cons, applicable test conditions, test procedures and required test parameters of each flight test techniques are reviewed on this study.

  • The pros and cons of deposition metals, alloys and compounds from organic, inorganic and molten salt non-aqueous plating baths are discussed. Although some metals, alloys and compounds not obtainable otherwise can be deposited, few commercial processes exist. Widespread use is limited by the cost, complexity, and hazards associated with non-aqueous electrolytes, coupled with the relatively small markets for many of these coatings.

Comparison of Systemic Accident Investigation Techniques Based on the Sewol Ferry Capsizing

  • Objective: This study aims to survey and compare three systemic accident investigation techniques of Accimap, STAMP and FRAM, based on the application studies of the Sewol ferry accident. Background: Traditional accident investigation methods such as domino models, FTA, etc. work well for losses caused by physical component failures or actions of human in relatively simple systems, but are unable to depict mechanisms generating errors and violations in the current complex socio-technical systems. For better understanding the structure and behavior of the socio-technical systems, systemic techniques have been developed and used. Method: This study was mainly based on survey of literatures through surfing webpages of ScienceDirect and Google, and ergonomics relevant journals. The key words of Sewol, Sewol ferry, Sewol ferry accident, etc. were used in the survey. Results: Three systemic accident investigation methods included similar actors in the Sewol ferry accident including government, Ministry of Ocean and Fisheries, Korean Coast Guard, Korean Register of Shipping, Korea Shipping Association, Chonghaejin Marine Company, crew members. The methods graphically represented each level's failures or performance variabilities of relevant functions and relationships between them. It was shown that the systemic methods consider the entire system, ranging from the environment in which the accident occurred, to the role of government in shaping the system of work. Each method has its own comparative pros and cons, but the Accimap has advantages in terms of time of analysis, data required, model complexity and degree of comprehensiveness. Conclusion: This study reviewed and compared three systemic accident investigation methods, which showed that there are systemic characteristics and pros and cons in the methods. Application: The results would be used as a guideline when selecting accident investigation methods.

Predictors of Stage of Change for Smoking Cessation among Adolescents based on the Transtheoretical Model (범이론적 모형 (Transtheoretical Model)에 근거한 청소년의 금연변화단계 예측요인)

  • Objectives : The purpose of this study was to investigate the predictor associated transitions with each stage of smoking cessation based on the Transtheoretical Model, and to provide basic data for smoking cessation programs for adolescents. Methods : The participants were 297 current and former smokers, obtained from stratified random sampling of 2nd graders from 127 high schools in B cities. The data were collected between April 6th and 16th 2002, using a structured self-report questionnaire, and analyzed using a multiple logistic regression, with the SPSS program for Windows (Version 10.0). Results : The predictors of transition from precontemplation to contemplation were consciousness raising (OR=1.22, 95% CI:1.07-1.40), coping pros (OR=.84, 95% CI:.70-1.00) and attitude of parents to smoking (OR=2.97,95% Cl: 94-9.24). The predictors of transition from contemplation to preparation were helping relationships (OR=.83, 95% CI:.72-.96), self-liberation (OR=1.15, 95% CI: 99-1.33) and nicotine dependence (OR=.76, 95% CI: 56-1.03). The only predictor of transition from preparation to action was the social pros (OR=.66, 95% CI:.57-.82). The predictors of transition from action to maintenance were self-reevaluation (OR=.81, 95% CI:.71-.92) and negative affective situation (OR=.85, 95% CI:.72-1.00). Conclusion : Adequate examination on the factors for predicting the transitional stages of change for smoking cessation in Koreans are presented in this study. The results of this study will become the pillar of smoking cessation Planning and application programs.
