  • Recently Gas & Oil plant construction projects are increasing in the world. The EPC (Engineering, Procurement and Construction) company, which participate in the plant projects, should possess the pertinent engineering license and procurement skill to create high added-value. It is because the procurement is very substantial to cover 70% of the total project cost. Nonetheless, there exist various risks involved in the procurement process due to the characteristics of the construction projects with long duration and complicated process as well as the procured goods or services subjected to various logistics. The objective of this paper is to analyze proper process in the procurement and to identify various information and document. Also to analyze procurement process, the principal data are derived from the interview with experts and specialty contractors of plant project. The result of this study would widely be used as a guide to the procurement personnel in forecasting the risks in advance.

Role of the Conservation Science in Excavating Objects (매장문화재에 대한 보존과학의 역할)

  • The National Museum of Korea bears a responsibility of keeping and caring of unearthed cultural properties according to Cultural Properties Protection Law, No. 3644. As a result, the unearthed cultural properties are stored up in the museum. More than 10,000 units of cultural properties are unearthed each year, and the number is increasing as years go by. However, the keeping facilities of the museum are already over-saturated. Consequently, many unearthed cultural properties are entrusted to university museums that have poor facilities and a few experts. More pressing problem is that these cultural properties are not under the proper protection of scientific conservation. One reason is that there are not many conservation scientists in our country. Only five members are working as conservation experts at the National Museum of Korea and 20 or so nation-wide. We propose to establish a new system and organization which will take charge of the conservation and care of the cultural properties, and consist of scientific keeping facilities and expert personnel (conservation scientists) to solve these problems.

Knowledge, Attitudes and Practices in Health Care Professionals and Awareness in the Public toward Propofol (프로포폴에 대한 의료인의 지식, 태도, 실천 및 일반인의 인식정도)

  • With the propofol-induced accident such as adverse effects, abuse, death is becoming to the fore as a social issue, there is an increasingly loud call for self-examination about excessive propofol use. The purpose of this study was to identify the knowledge, attitudes and practices in health care professionals and awareness in the public toward propofol. Participants in this study were 359 health care professionals, and 682 publics who is going to undergo endoscopy. The collected data was analyzed using t-test, ANOVA, Scheffe for knowledge, attitude, and practice toward propofol in health care professionals, Pearson Correlation for its correlation. and frequencies, %, mean for others. Scores of knowledge, attitudes, and practices were 7.16 (11), 3.26 (5), 3.95 (5) respectively. Nurses' attitudes toward propofol was much more higher than doctors', doctors' practice toward propofol was higher than nurses'. There was a correlation among knowledge, attitudes, and practices toward propofol. 53.4% of the publics answered that never heard what is propofol. Considering these results, regular customized and standardized-education strategies for both groups need to be developed for the purpose of proper use and management of propofol.

  • The present research aims to analyze empirically the effect of group cohesiveness and supervisor trust which tax investigators recognize while performing tax administrative duties on the team commitment and in-role behavior. The result of the analysis showed that tax investigators' higher group cohesiveness and supervisor trust resulted in higher team commitment, and that higher team commitment in turn resulted in higher in-role behavior, thereby raising the efficiency of tax investigators' activities as well as tax payers' satisfaction with tax services. Therefore in order to improve the efficiency of tax organizations and team performance, the managers of the organizations must set solid goals, develop solid strategies appropriate for situation, and make proper compensations for investigators' achievements. In addition, there would have to be an organic improvement In all the relevant areas, including organization, personnel management, work style, compensation and welfare, in order to raise tax investigators' work desire.

A Study on the Perception Level and Proper Management of Indoor Air Quality Recognition in Elderly Care Hospital Workers

  • In this paper, we proposed a plan for a indoor air quality management in elderly care hospital by measuring the indoor air quality level of elderly care hospital and conducting a survey the workers' awareness of indoor air quality. The measurement items were Temperature, Humidity, CO2, CO, PM10, VOC and were taken on April 26, 2019. The survey found that the lower the satisfaction level with indoor air quality, the better outdoor air quality and odor items were analyzed to be the lowest among the indoor environmental factors. When the satisfaction level of indoor air quality is high, the satisfaction level of indoor environment factor is high. The result of the multiple response analysis was "lack of ventilation" and the regression analysis was the lower the "relevance of indoor air quality" category. To provide the best indoor air quality environment for elderly care hospital workers the installation of additional ventilation equipment to remove odors, the increase in the number of natural ventilation and the designation of regular ventilation personnel will be necessary. By establishing such a plan, it is possible to provide indoor air quality environment to provide the best services for elderly care hospital workers.

On an Enhanced Model of System Readiness Level by Incorporating Safety for the Development of Live Fire Test Systems (실사격 시험시스템의 효율적인 개발을 위해 안전도 반영을 통해 개선된 시스템 성숙도 모델에 관한 연구)

  • The live fire test has been playing a critical role in evaluating the goals-to-meet of the weapon systems which utilize the power of explosives. As such, the successful development of the test systems therein is quite important. The test systems development covers that of ranges and facilities including system-level key components such as mission control, instrumentation or observation, safety control, electric power, launch pad, and so on. In addition, proper operational guidelines are needed with well-trained test and operation personnel. The emerging weapon systems to be deployed in future battle field would thus have to be more precise and dynamic, smarter, thereby requiring more elaboration. Furthermore, the safety consideration is becoming more serious due to the ever-increasing power of explosives. In such a situation, development of live fire test systems seems to be challenging. The objective of the paper is on how to incorporate the safety and other requirements in the development. To achieve the goal, an architectural approach is adopted by utilizing both the system components relationship and safety requirement when advanced instrumentation technology needs to be developed and deteriorated components of the range are replaced. As an evaluation method, it is studied how the level of maturity of the test systems development can be assessed particularly with the safety requirement considered. Based on the concepts of both systems engineering and SoS (System-of-Systems) engineering process, an enhanced model for the system readiness level is proposed by incorporating safety. The maturity model proposed would be helpful in assessing the maturity of safety-critical systems development whereas the costing model would provide a guide on how the reasonable test resource allocation plan can be made, which is based on the live fire test scenario of future complex weapon systems such as SoS.

Integrated Model of the Higher Education Financing Under the Quadruple Helix Concept

  • Rapid growth of the higher education role in ensuring the socio-economic and innovative development of the national economy in the context of the development of the information society and the knowledge economy is observed. Achieving positive synergistic effects of the higher education development requires proper funding for university education and research. The existing funding models for national higher education systems in a number of developing countries need modernization in accordance with the modern challenges of economic and innovative development. The purpose of the article is to formulate theoretical - methodological and applied foundations for the development and implementation of the integrated model of the higher education financing under the Quadruple Helix concept. At the center of the developed model are the areas of interaction identified by the authors, namely: Personnel, Science, Management, Innovation, Social area. This made it possible to specify the interests of all stakeholders and orient the activities of higher education institutions to the satisfaction of these interests. Effective implementation of the integrated Model of the higher education financing requires increasing the level of investment attractiveness and practical value of university research; activation of innovative development of enterprises; state stimulation of business participation in university research and education; harmonization of current legislation with EU standards. Implementation of the Model will diversify sources of funding for universities, increase their level of economic security and achieve integrated synergies from the interaction of universities, business, government and the public (as the main stakeholders within the Quadruple Helix concept).

A Study on the Suitability of the Number of Entrances for Emergency Evacuation Facilities Using Regression Analysis (회귀분석을 이용한 비상대피시설의 출입구 개수 적정성에 관한 연구)

  • In this research, the proper number of entrances in the evacuation facilities for civil and military personnel was determined by using parametric study and regression analysis. The current standards on the emergency evacuation facility only set the number of possible evacuees and the architectural floor area after the evacuation have been completed. On the other hand, there are needs to consider the dynamic standards along with allowable evacuation time such as the number of entrance, staircases and so on rather than the static standards such as the floor area. The number of entrances and their location are required in order to account for the allowed evacuation time of particular number of people in a set area. The results of this research could be contributed to the standards which should contain the dynamic conditions associated with evacuation.

  • Companies are responding appropriately to the rapidly changing business environment and striving to lead those changes. As part of that, we are meeting our strategic goals through IT projects, which increase the number of simultaneous projects and the importance of project portfolio management for successful project execution. It also strives for efficient deployment of human resources that have the greatest impact on project portfolio management. In the early stages of project portfolio management, it is very important to establish a reasonable manpower plan and allocate performance personnel. This problem is a problem that can not be solved by linear programming because it is calculated through the standard deviation of the input ratio of professional manpower considering the uniformity of load allocated to the input development manpower and the importance of each project. In this study, genetic algorithm, one of the heuristic methods, was applied to solve this problem. As the objective function, we used the proper input ratio of projects, the input rate of specialist manpower for important projects, and the equal load of workload by manpower. Constraints were not able to input duplicate manpower, Was used as a condition. We also developed a program for efficient application of genetic algorithms and confirmed the execution results. In addition, the parameters of the genetic algorithm were variously changed and repeated test results were selected through the independent sample t test to select optimal parameters, and the improvement effect of about 31.2% was confirmed.

A qualitative study on perceptions and status of oral muscle strength training for older adults among dental medical personnel - Focus group interviews - (치과의료인력의 노인 구강근력 강화훈련 관련 인식 및 실태에 관한 질적 연구 - 초점집단면접 적용 -)

  • Objectives: This study aimed to investigate the perceptions regarding oral muscle strength training for elder people among dental professionals. Methods: The study participants were selected using non-probability sampling methods, as dentists and dental hygienists with more than 3 years of work experience at dental institutions. A total of 15 participants were selected, including 6 dentists, 4 clinical dental hygienists, and 5 public dental hygienists. Interviews were conducted in June and July 2022, and two focus group interviews were conducted for each group. The first round was face-to-face and the second round was conducted through an online video conference. Results: Through focus group interviews, five factors were obtained; lack of awareness, value of training, factors necessary for implementation, performance status, and obstructive factors. It was found that most study participants had a negative perception regarding the application of oral muscle strength training for elder people due to the lack of information and education on the subject. However, the benefit of oral muscle strength training was positively recognized; adequate educational material, appropriate compensation, adequate time, and availability of patients will be necessary for proper training. Conclusions: It is necessary to improve the perceptions regarding the importance of strengthening oral muscles for the elder people among dentists and dental hygienists. In addition, high-quality educational material that can be easily comprehended and practiced should be developed for effective training.
