농촌마을종합개발사업의 개선방안 연구 (A Study on Improvement Method of Rural Community Development Project)

  • This paper presents the change and contents of rural community development project by literature review. And this paper analyzes the results and problems of rural village in rural community development project. The aim of this study is to suggest the improvement method of rural community development project. Based on this study, mainly three results can be drawn as follows ; first, rural community development project must establish sustainability and locality to main direction of project. Second, this project demand new system and role of local government. And the third, this project are performed by residents, and an educational program and public information to inspire participation consciousness are necessary.

대구시 주거환경개선사업 현지개량지구의 실태에 관한 연구 (An Analysis of the On-site Improvement Area of Residential Environment Improvement Project in Daegu)

  • This study aims to analyze the on-site improvement area of residential environment improvement project based on research results derived from the on-site and questionnaire survey in case of Daegu. The main findings are as follows. First, residents complain about delay of project completion because a long time has been passed after on-site improvement area was designated. Experts and government officials agree that a new method of development is required. Second, future development should discriminate on-site improvement area according to its level of project completion. The area should be classified into project completion areas and on-going area, and new methods, such as redevelopment, apartment-housing construction method, should be allowed. Third, for better management of on-site improvement area, laws and regulations must be ready and government's will for improvement is crucial.

  • The purpose of this study is to develop indices and a scoring method for effectively evaluating the project of rural well-longevity villages which makes up for insufficient parts of existing projects on improving settlement foundation and production environment. Evaluating indices include qualitative factors originated from the characteristics of the project so a scoring method based on an information measure technique is used for evaluating the results from each village. Evaluating indices are provided differently depending on each purpose for evaluation. Result indices can be used for ranking project villages and fundamental indices can be used to analyze villages elaborately to improve project plans.

  • Due to the increasing importance of technology development project evaluation, many evaluation methods have been developed. However, most project evaluation methods are not directly applicable for evaluating performance improvement projects in a manufacturing system. It is due to the fact that the existing project evaluation methods do not deal with the performance evaluation of the system. This paper deals with performance measurement model of a manufacturing system based on decomposition method and evaluation method for technology development project based on options thinking. A case example is discussed to illustrate the process of the proposed evaluation method.

A Stochastic Linear Scheduling Method using Monte Carlo Simulation

  • The linear scheduling method or line-of-balance (LOB) is a popular choice for projects that involve repetitive tasks during project execution. The method, however, produces deterministic schedule that does not convey a range of potential project outcomes under uncertainty. This results from the fact the basic scheduling parameters such as crew production rates are estimated to be deterministic based on single-point value inputs. The current linear scheduling technique, therefore, lacks the capability of reflecting the fluctuating nature of the project operation. In this paper the authors address the issue of how the variability of operation and production rates affects schedule outcomes and show a more realistic description of what might be a realistic picture of typical projects. The authors provide a solution by providing a more effective and comprehensive way of incorporating the crew performance variability using a Monte Carlo simulation technique. The simulation outcomes are discussed in terms of how this stochastic approach can overcome the shortcomings of the conventional linear scheduling technique and provide optimum schedule solutions.

  • Scheduling is one of the main functions in construction project to determine the sequence of activities necessary to complete a project. The scheduling techniques provide important information crucial to a project's success. Highway construction project the paving activity can be considered a linear activity. Linear scheduling technique may be better suited for linear projects than other scheduling techniques. A new type of scheduling in linear project is calling Linear Scheduling Model (LSM).   • Project finance ("PF") is a method of raising long-term debt financing based on lending against the cash flow generated by the project alone. Project finance is a nonrecourse or limited recourse financing structure against the sponsors(or the investors). The debt terms in a project finance are not based on the creditor's credit support or on the value of the assets of the project. Lenders rely on the future cash flow to be generated by the project for debt repayment and interest, rather than the value of the project or the credit ratings of the sponsors. The non-recourse or limited recourse financing usually prompt potential project finance lenders to assess carefully all possible risks that might arise in a project to ensure that those risks are mitigated and controlled. In this respect, project finance is a opposite financing method of corporate finance. Project finance has rapidly grown over the last 20 years due to the worldwide process of privatization of public sector and development of natural resources. Global project finance volume reached the record USD 406.5 billion in 2011. In 2012, however, Global project finance volume dropped 6% to USD 382.3 billion. Infrastructure overtook Energy to lead all sectors with USD 113.6 billion. It is generally recognized that there are more and higher risks in project finance compared with corporate finance. Project finance is exposed to commercial risks as well as political risks. The main commercial risks are completion risks, environmental risks, operating risks, input supply risks, revenue risks, etc, and the main political risks are currency convertibility and transfer risks, expropriation risks, war and civil disturbance risks, risks of breach of government concession agreement, etc. Completion risks include permits risks, risks relating to the EPC Contractor, construction cost overrun, delay in completion, inadequate performance on completion, etc.

프로젝트 예비비 편성 방법에 관한 연구 (Contingency and Management Reserves Estimation Method for Project Budget)

  • Many organizations have transformed their business in order to survive and compete in the future. They generate projects by creating a vision, using strategies and objectives with funds aligning strategies and make efforts to complete them successfully because project success leads to business success. All projects have triple constraints such as scope, time, and cost to be completed. Project cost performance is a key factor to achieve project goals and which is mostly related with risks among various cost drivers. Projects require a cost estimation method to complete them within their budget and on time. An accurate budget cannot be estimated due to the uncertainties and risks. Thus some additional money should be funded in addition to the base budget as a contingency reserve for identified risks and a management reserve for unidentified risks. While research on contingency reserve for identified risks included in project budget baseline have been presented, research on management reserve for unidentified risks included in total project budget is still scarce. The lack of research on estimation method and role of the management reserve have made project managers little confidence to estimate project budget accurately with reasonable basis. This study proposes a practical model to estimate budgets including contingency and management reserves for not only project cost management but also to keep the balance of organization's total funds to maximize return on investments for project portfolio management. The advantages of the proposed model are demonstrated by its application to construction projects in Korea and the processes to apply this model for verification are also provided.

COMPENSATION STRUCTURE AND CONTINGENCY ALLOCATION IN INTEGRATED PROJECT DELIVERY SYSTEMS

  • Integrated Project Delivery (IPD) as a delivery method fully capitalizes on an integrated project team that takes advantage of the knowledge of all team members to maximize project outcomes. IPD is currently the highest form of collaboration available because all three core project stakeholders, owner, designer and contractor, are aligned to the same purpose. Compared with traditional project delivery approaches such as Design-Bid-Build (DBB), Design-Build (DB), and CM at-Risk, IPD is distinguished in that it eliminates the adversarial nature of the business by encouraging transparency, open communication, honesty and collaboration among all project stakeholders. The team appropriately shares the project risk and reward. Sharing reward is easy, while it is hard to fairly share a failure. So the compensation structure and the contingency in IPD are very different from those in traditional delivery methods and they are expected to encourage motivation, inspiration and creativity of all project stakeholders to achieve project success. This paper investigates the compensation structure in IPD and provides a method to determine the proper level of contingency allocation to reduce the risk of cost overrun. It also proposes a method in which contingency could be used as a functional monetary incentive when established to produce the desired level of collaboration in IPD. Based on the compensation structure scenario discovered, a probabilistic contingency calculation model was created by evaluating the random nature of changes and various risk drivers. The model can be used by the IPD team to forecast the probability of the cost overrun and equip the IPD team with confidence to really enjoy the benefits of collaborative team work.

프로젝트법을 활용하는 프로그래밍분야 직업능력개발훈련교사의 직업정체성 내러티브 연구 (A Narrative Research on Occupational Identity of a TVET Teacher Using the Project Method in Programming Fields)

  • 본 논문은 그 동안 연구되지 않았던 프로그래밍 직업능력개발훈련교사의 직업정체성에 대하여 탐구하고자 하였다. 내러티브 인터뷰 방식을 활용하여 프로젝트법으로 강의하는 교사가 어떠한 직업정체성을 가지는지 연구했다. 연구 참여자인 S교사는 대학에서 시간 강사로 시작하여 지난 20 여 년간 프로그램을 강의해왔다. 연구결과로 프로젝트법으로 강의하는 프로그래밍 교사의 직업정체성은 여섯 가지가 발견되었다. S교사는 프로젝트법을 통하여 강의할 때 학생들이 실업자에서 전문 직업인이 되는 행동 변화를 경험하며 교사로서 자긍심과 뿌듯함을 느꼈다. 프로젝트법은 S교사를 전문가로 이끌도록 지속적인 자기계발의 동기로 작용하였다. 긍정적 교사로서의 강화 경험이 그로 하여금 정년퇴직의 시기가 지났어도 건강이 허락하는 한 이 삶을 유지하며 교사로서 살아내고 싶다는 소망을 갖게 하였다. 업무강도가 다른 직업에 비하여 녹록치 않음에도 불구하고 S교사에게 보이는 것은 '번아웃', 소진이 아닌 생동감, 자신감, 만족감이다. 본 논문은 프로젝트법을 교수법으로 채택한 프로그래밍분야 직업능력개발훈련교사의 직업정체성을 분석하고 그 의미를 살펴보고자 하였다는 점에서 의의가 있다.
