  • Construction manager must consider the possibility on the failure of the project in advance and the contingency to provide against the situation, those of which is a dangerous condition not to predict. If they have a quick decision without understanding the contingency, the over-cost in the total cost would be continuously accumulated, and be a barrier at a project going in progress. A various risk could not be coped with at a time to decide either going or sloping the project until the contingency is applied from the first step to progress the project. But a case to apply the contingency to the construction for the investment or the analysis of the project is a little. The process to evaluate it is also absent. The propose of this paper is the followed ; To establish the total cost including the risk first of all, devide into plus or minus factor of the cost, and then the process to calculate the contingency must be suggested by the regression analysis.

  • The multifamily housing has various advantages in construction cost, land-use intensity. KRIHS(1997) recommended the proper scale of th multifamily housing as 800 households in constructability, 1,000 households in facility compactability, 500 households in social aspect. At the early planning stage of project, the size of the multiftmily housing has, until now, been maximizingly considered under the regulation on which has been emphasized at the building volume ratio, land area, etc., except for the expenditure during the maintenance stage. This paper aimed at providing the proper size of multifamily housing in aspect of area and household number with maintenance cost at the early stage of project. For these, it took 곧 average cost function which is made from the 3-rd quardratic form and analyzes the unit increasing rate of the average cost. It surveyed in nationwide focused on the central heating system using diesel and kerosene. The number of samples is 88 and items of management cost is 11. The results are as follows ; first, 3rd-order quadratic function is proper at explaining the cost variation, considering the multicollinearity and statistics. Second, the proper size of multifamily housing is recommended with 83,000 $m^2$ on management area, 820 or over the 2,630 household number in aspect of total management cost.

Case Studies: Schedule Delay Factors and Delay Prevention Program for Concrete Frame Works in Apartment Construction Project (사례분석을 통한 아파트 골조공사의 공기지연 요인 도출 및 개선방안)

  • Project delay is one of the most crucial impact factors in the construction process from a schedule and cost management perspective. This study focused on analyzing the causes of concrete frame work delay in the apartment construction project. According to the analysis of project cost composition, the direct cost of concrete works was highest in most samples. Actual delays of concrete works were analyzed for the six different construction components. Causes of delay were grouped into two categories; preconstruction and construction phases and these two groups were further divided into sub-groups. Analysis results revealed that the most significant delay was occurred in the 1st. floor concrete skeleton work. For each delay factor, implications of delay as well as suggestion(s) for reducing the possibility of schedule delay are provided.

  • Prestressed Concrete Cylinder Pipe(PCCP) is used in water transmission pipeline of the Great Man-made River Project(GMR Project). In domestic area, PCCP is used for water cooling systems of Uljin and Youngkwang nuclear power plants. In abroad, especially in the United States and Canada PCCP supplies virtually every metropolitan area with raw and treated water. Compared with other pipe types, PCCP manufacturing cost is dear. But total cost can be considered as economical due to low installation and maintenance cost. Previously, the designs of PCCP were generally determined from one of two appendices in American Water Works Association(AWWA)standard C301 which provided two design methods-cubic parabola design method and stress analysis design method. In 1992, the design procedure for PCCP expanded from two alternatives to the most huge and complex AWWA standard C304. Because C304is so large, it takes too much time for the engineer to read and understand the design concepts and procedures. In this paper, the AWWA C304 design procedures are segmented into simple, understandable sections and concepts and explained. Each section or concepts is compared to the previous design procedure to highlight the revisions and reasons for them. Also the PCCP design program was developed and the design program results are compared with the calculations of the GMR project design consultant.

Performance Analysis Framework for Post-Evaluation of Construction Projects through Benchmarking from Advanced Countries (선진국 사례 벤치마킹을 통한 건설공사 사후평가 성과분석 체계 개발)

  • Development of social overhead capital (SOC) requires huge national finance, and performance issues such as cost-efficiency, safety, and environment have been constantly raised. However, currently each construction client has limited access to its own projects' performance without analytic methodology for industry-level comparisons and benchmarking for improvement. To overcome this problem, this study proposes a comprehensive performance analysis framework for post-evaluation of large-scale construction projects. To this end, this study performed a case study of advanced countries (the U.S., the U.K. and Japan) and consultation with related experts to develop a tailored performance analysis framework for the Post- Construction Evaluation and Management system in Korea. The developed framework covers three categories (project performance, project efficiency, and ripple effect), nine areas (cost, schedule, change, safety, quality, demand, benefit-cost ratio, civil complaint, and defect), and 31 detailed metrics. Using industry-level project performance database and statistical techniques, the proposed framework can be used not only to diagnose excellent and unsatisfactory performance areas for completed construction projects, but also to provide reference data for future similar projects. This study can contribute to the improvement of clients' performance management practices and effectiveness of construction projects.

IMPACT OF CONSTRUCTION MATERIAL COST VARIATION ON THE ON THE FEASIBILITY OF BUILDING PROJECTS IN DEVELOPING COUNTRIES: A CASE STUDY IN VIETNAM RISK

  • This paper presents a study on the impact of variation of construction material prices on the feasibility of building projects in Vietnam. The paper makes use of Monte-Carlo simulation for financial risk analysis of net present Value (NPV) and internal rate of return (IRR). To well illustrate the influencing, a case study is presented. The research results show that there is a strong correlation between steel prices, gold prices, and $US exchange rate. Outputs of statistics also reveal that the concurrent variation of prices of cement, steel, sand, brick, formwork and stone has strongly negative impact on NPV and IRR of building projects. The results also indicate that the proportion of steel cost to total construction cost is 17.95% which is the cause of risks for the feasibility of building project in Vietnam. The paper stresses that feasibility study of building project must integrate the impact of construction materials prices in order to mitigate risks in developing countries as Vietnam.

  • The availability of PMT(Project Management Tool) in the market has been increasing rapidly in recent years and Significant advancements have been made for project managers to use for planning, monitoring, and control. Recently, studies applying the Reinforcement-Learning Based Construction Schedule Simulation algorithm for construction project process planning/management are increasing. When reinforcement learning is applied, the agent recognizes the current state and learns to select the action that maximizes the reward among selectable actions. However, if the action of global optimal points is not selected in simulation selection, the local optimal resource may receive continuous compensation (+), which may result in failure to reach the global optimal point. In addition, there is a limitation that the optimization time can be long as numerous iterations are required to reach the global optimal point. Therefore, this study presented a method to improve optimization performance by increasing the probability that a resource with high productivity and low unit cost is selected, preventing local optimization, and reducing the number of iterations required to reach the global optimal point. In the performance evaluation process, we demonstrated that this method leads to closer approximation to the optimal value with fewer iterations.

  • The study is to analyze the contents of Environmental Impact Statement(EIS) and supplementary EIS prepared from 1981 to 1992. The contents are project area, project cost, EIS volume, project term, assessment term, EIS preparation cost, land use plan, and kinds of predictive model concerning air quality, water quality, noise and vibration etc. by project type. Data are collected with EIS analysis checklist and analyzed by $SPSS/PC^+$.

  • Construction companies find it increasingly necessary to reduce the cost as the construction market has been suffering from a depression and the industrial environment has been changing fast lately. The cost cut demands the productivity management of the field operations, which can be made feasible by assigning an appropriate number of managers on the construction site. However, previous studies are focused on the labor productivity and construction companies take into account only the revenue per worker in organizing the staff. The purpose of this study is to research the model for calculating the field management manpower in accordance with the characteristic of project and site conditions which are usually considered in the beginning of the construction project. The data about apartment building projects of domestic large constructors and factors related to them were statistically analyzed. The results of this study can be used to calculate the necessary field management manpower in accordance with the characteristic of project.

A Risk Performance Measurement System for the Mega-Project

  • In recent years, interests and studies on the urban regeneration projects have been increased and largely conducted. It is a part of the effort that solves some social and economical problems occurred by deteriorated buildings and degraded infrastructures through new urban regeneration projects or redevelopment projects. However, the urban regeneration projects show the characteristics that can not guarantee in the project performance because the projects have various and complex stakeholders related to these projects and are exposed to lots of risks due to its huge scale. This study proposed the risk performance index method to improve the efficiency of the overall performance measurement for a mega-project by extending from the traditional cost/schedule based performance measurement system. The risk performance index method proposed in this study has a similar system to the EVMS, and makes possible to perform a three dimensional integrated performance measurement in cost/schedule/risk through 18 different indexes that compose the risk performance index.
