In this paper the system safety program plan(SSPP) for the development of Korea high speed railway system was presented. The plan for the design phase built up base upon MIL-STD 882C, manual for the development of rail transit system safety program plans by American Public Transit Association, and SSPP for Seoul-Pusan High Speed Rail project should be modified and then applied to the phases of manufacturing, test and commissioning. The plan deals with the safety program, the reference standards, the management and responsibility for the safety related activities, the methods to be used for early identifying safety critical items and functions and eliminating or controlling all hazards in a timely and cost-effective manner, and the documentation generated for safety assessment.

The purpose of this study is to review and evaluate the proper planning for 2030 Incheon Urban Parks & Green Space Master Plan. Some of the plans are aimed at multiple small districts within the city's old town, as local governments are planned to be sub-subsidized by Incheon Metropolitan City. However, these plans have become simple plans for each district and therefore find it difficult to collect from the perspective of the using system of the residents who are directly used. First, the construction of the urban park and green space network requires the construction of a service using system that can be felt by the users. Second, the basic idea of each district planned as the detailed strategy of the master plan should be planned through consultation with nearby the district. Third, specific targets and directions for the urban park and green space plan through the urban development project are needed.

A shortage of construction field workers has been a serious problem, both in the developed and in the developing countries. As a solution for conquering this problem, these countries import foreign laborers from nearby less-developed countries. While this contributes to lessening the labor deficiency, foreign workers are relatively inefficient in productivity and are often exposed to the cross-cultural risks due to cultural differences, communication difficulties, different work ethics and customs, etc. Despite these facts, construction firms do not well address these issues and are lagged in establishing an appropriate management strategy against it. This paper presents a practical management plan for foreign construction workers through Focus Group Interviews (FGI) and survey investigation. On this basis, this study examines the level of awareness and important managerial aspects of the issue of foreign laborers. Finally, it suggests a cross-cultural and ready-to-use practical human resource management plan for facilitating the foreign worker's productivity.

The purpose of this study was to develope and implement a project teaching learning process plan in order to improve a creativity and character for 'residential space utilization' section of Technology Home Economics in middle school. The teaching learning process plan consisting of 15-session lessons had been developed and implemented according to the ADDIE model mixed with 6 project learning steps. In the development stage, 8 activity materials(7 individual and 1 group activity sheets) and 7 teaching learning materials(2 sets of pictures & photos, 4 moving pictures and 1 space plan resources book) were developed for the 15-session lessons. The plans applied to 5 classes 163 students in the second grade of G middle school in Gwangju during Oct. 17th to 18th of Nov. 2011. The results from the survey and portfolio showed that the 15-session lessons had overall achieved the general goal of the project teaching learning process plan to improve a creativity and character. Students were stimulated by individual and group activities with creativity and character elements in the class. The students evaluated the whole process of 15 lessons were interesting and helpful to improve creativity and consideration and cooperation of aspect of character. The individual and group results of the portfolio were excellently and creatively done with the average of nearly 85% points. The researcher also found the improving process of students in the whole classes. This plan might apply to other parts of housing as well as various other areas of home economics.

Clients demands have been changed by construction circumstances such as high-technology, mega-projects, and the complexity of construction. Advanced foreign countries have already introduced and applied new project delivery systems(i.e, CM, DB, etc.) to deal with the change of such that. Recently, Korea also launched two new project delivery systems, "Best Value Contracts to which the State is a Party" to provoke the project delivery system, which helps a public owner select a project delivery system appropriate to the project characteristics. Even though government has made his efforts as stated above, some clients have still used those to public construction projects uniformly. That is because there are not a selection criteria of project delivery system for clients. Therefore, this paper proposes the selection criteria of project delivery system based on project types in the public large construction projects.

The aim of this study is to establish resident-participative primary design of integrated rural development project with master planner by setting principals of open competition and transparent decision-making about village-to-village or business-to-business unit enterprise in Onui area, Hong-seong Gun. For effective processing, software projects such as residents education and rural landscape planning are simultaneously conducted for enhancing project understanding and comprehensive development plan including related post project. Above all, competition teams for individual project were organized to establish the resident-participative primary design using survey tables of residents demand. In 6 months resident-participative processing of primary design, continuous education and visiting to advanced area are conducted in team unit. Strengthened ability of team unit can be used in management and maintenance after project development. To do this, residents with the same opinions gathered as one competition team and identified business plans such as village asset, business location, size, program, and method for land securing. Favorable decision-making process by residents who are audience in project presentation of competition team has conducted. After selecting competition teams, continuos consulting are operated for establishing operation and management for developed or remodeled facilities through repetitive education and visiting advanced area. In this process, unit project suggested by competition team are completed. Preliminary selection was conducted by experts who were entrusted by residents. After residents agreement of project main stream such as major facilities and location, final detailed cost of projects are work out. Suggested process in this study which choose the final project by residents would improve residents' voluntary participation in integrated rural development project through open competition in establishing primary design.

Pre-compensation and post-construction policy'(PCPC) is a part of $\ulcorner$public project performance improvement policies (PPPIP)$\lrcorner$ whose purpose is to reduce the construction project cost by $20\%$. This research focuses on measuring the quantitative and qualitative impacts of PCPC public construction project. The evaluation of PCPC was conducted using five performance indices which are measuring performance improvement in terms of project cost and schedule. The analysis results show that implementation of this policy reduced $4.8\%$ of public construction project budget while playing a positive role in shortening the project schedule.

This paper aims to analyze the result of SE Process Implementation on Light Rail Transit(LRT) Project. Currently the Light Rail Transit Project of Korea applies SE to the intermediate phase, that is, E&M phase which is a manufacturing and designing procedure. More seriously, the application effect of SE is not remarkable because it applies to some specific engineering fields like RAMS and it depends on superficial consulting of foreign companies with low SE support capability and investment capital. This study points out that the "Requirement Analysis" and "System Alternative Review" has not been conducted from the initial phase (basic plan and basic design) of the LRT projects. Several projects indicate that the amount of investments for SE activities through the Korea LRT project is relatively very small in comparison with the global capital which is about 10% of total project budget. Furthermore, Korea LRT projects have very few SE professionals and weak SE organization with no government directions and guide book for the efficient implementation of SE for the LRT projects.

Nowadays, the construction industry utilizes 3D models in the designing process, on which research is being conducted to establish an automated system for project cost estimation in connection with information related to construction such as material unit costs and wages, beyond the level of design interference review and construction quantity estimation. In this process, the project cost is estimated in connection with unit price data after takeoff the quantity based on the 3D model attributes and data types. A way to reduce cost and risk would be first developing prototypes of some of essential buildings and works, comparing and validating the outcomes, and then extending to the whole scope, because estimates differ on the basis of the scope and level of 3D design models as well as the data accuracy. This study analyzes case studies of project cost estimation by computing the quantity on the basis of 3D model in the construction industry and explores methodologies and management measures applicable for estimating nuclear power plant construction project costs.

Theme trail construction should be changed from existing form which connects line to line, or point to line. It should be developed into area form. The project of Trail construction must be converted in area form. The aggregate of the points which is a base element of walk is a line, and the harmonious connection of various line is the area. The close relationship with points and lines is important to operate the project of trail construction in area form effectively. Subject of the project of Theme trail construction of area form must become the village residents which are being contiguous in trail. They must operate management and about trail. The project of Trail construction of area form the plan making is established and if the subjects which, will operate and manage that place are decided upon according to theme must construct the trail of the wide area concept which connects the trail of that trail and neighborhood. If becomes like that local resident and the citizen will be able to coexist with mediation of Trail. If the project of Trail construction of village resident leading is propelled applying rural amenity resources in a way, the trail model which one phases advances could be presented for ecological, economical and cultural.
