This study aims at establishing the decision-making support system for the highway assets, long-term performance presumption and evaluation of asset value, which are appropriate for Korea, and proposing the methods of the optimal engineering method and the timing decision for the preventive maintenance through the project evaluation, the optimization method and life-cycle analysis related to the highways. In order to supplement the current problem of the near-sighted budget management system, which chooses the maintenance place of the highway, depending on the level of the budget with fixed amount, the long-term required budget prediction system and the economy principle were introduced, so that the pavement agency can predict the level of the required budget, and it was aimed to develop the pavement asset evaluation system to maintain the performance of the highway with the minimum of the cost. In the use of the highway pavement asset evaluation system, to maintain the appropriate level of the pavement evaluation index, when the budget was efficiently established in the reference of the required maintenance budget for the chosen section of the highway in the year concerned, it was possible to analyze the most rational pavement maintenance budget. With this result, it is estimated to prevent the unnecessary waste of budget in advance, and through the development of the decision-making system for the long-term performance presumption and the asset value estimation of the pavement, it is expected to able to analyze the previous evaluation of the project related to the highway and the feasibility of introduction.

The construction of a light rail transit (LRT) system is a large and complex infrastructure project involving hundreds of billions of won in construction costs for a single route, and it is very important to carry out such a project from a life-cycle perspective because of its long-term operation. Systems engineering is a means and methodology to successfully implement customers' needs, and it is useful in large projects such as light rail transit. An application model called Systems Engineering for Light Rail Transit (SELRT) was developed to support systems engineering activities in light rail transit projects. In order to utilize SELRT, it is necessary to ensure that system requirements are met. As such, in this paper, we present a verification procedure and architecture based on a systems engineering-based methodology, thereby identifying the system requirements and deriving the verification requirements to confirm the SELRT model for the proposed method. The results show that the traceability of the system requirements and verification requirements, the verification method for each requirement, and the demonstration results for computerized tools are mutually connected, and that the initial requirements are clearly implemented in the SELRT. The proposed method is valid for verifying the SELRT, which can also be utilized in a LRT project.

This study presented a model that can enable a reliability analysis for the repair and replacement cycle of a building by using background repair and replacement data and expert opinion as foundation data and applying Monte Carlo Simulation. The presented model offers the time of the repair and replacement of building elements for the period of a year, and supports the prediction of repair and replacement and expenses demand in advance while planning the maintenance of a building. In addition, the model will significantly reduce the risks to the building owner with regard to maintenance decisions. In addition, when a person in charge of the maintenance of large-scale building assets is having difficulties making decisions regarding the repair and replacement of existing building elements due to a lack of background data to support a long-term policy on the repair and replacement requirements, an engineering solution that can ensure the adequacy of this is provided. In summary, it can be largely divided into three study results. First, a method of estimating the repair and replacement cycle that can deal with the development of a construction system was developed. Second, a probabilistic methodology that can quantify the risk of the repair and replacement cycle was proposed. Third, the proposed model can be used as a means of supporting designer and constructor in making decisions for the life cycle plan of a building during a construction project.

Various ways of automated guideway transit construction are being planned recently owing to the policies of the national government and local municipalities as well as increasing investment from the private sector. Particularly, the increase in the private investment is increasing greatly in SOC (Social Overhead Cost). This trend of promoting private sector investment must be conducted on the basis of a thorough analysis of the economic feasibility of the project from the government and construction companies in the private sector. In other words, an accurate cost analysis of initial investment cost (Construction cost), maintenance/repair cost, profit making through the operation of the concerned facilities, cost of dissolution, etc. in terms of the life cycle is very much in need. Nevertheless, the analysis of uncertainty factors and its probabilistic theory are in need of development so that they can be used in the analysis of the economic feasibility of a construction project. First of all, the actual studies on maintenance/repair cost of automated guideway transit are scarce as of yet, prohibiting an accurate computation of the cost and its economic analysis. Accordingly, this study focused on the uncertainty analysis of the economic feasibility for civil engineering structures among automated guideway transit construction projects based on the rapidly increasing investment on such structures from the private sector. For this research purpose, a cost classification system for the automated guideway transit is proposed, first of all, and the data On the cost cycle of the civil structure facilities and their unit cost are collected and analyzed. Then, the uncertainty in the cost is analyzed from the perspective of LCC. In consideration of the current status with almost no. studies on maintenance/repair of such facilities, it is expected that the cost classification system and the uncertainty analysis technique proposed in this study will greatly enhance LCC analysis and economic feasibility studies for automated guideway transit projects in the future.

The purpose of this study is to explore the feasible policy directions for sports welfare that can not only improve the standard of living through health but also ensure a happy and enjoyable life for the people of Gangwon Province. For this purpose, I have conducted studies such as the analysis on the sports class voucher project being implemented by the South Korean government and the case analysis in sports welfare, and present policy directions as follows. First of all, it is about upgrading the sports class voucher project. And as its implementation plans, I suggest ① increased publicity, ② the earmarking of the province's own budget for the sports class voucher project, ③ the establishment of a system for cooperation for work implementation between the related organizations and their staff in charge with a view to activating the sports class voucher project, and ④ the upgraded services for the sports class voucher project and the upgraded access to the life cycle-based universal welfare. Second, it is about using public sports facilities and developing various programs. I suggest the active utilization of the public sports facilities that enable people to learn the skills for such sports disciplines as baseball, badminton, ice sports, and golf and the development and distribution of distinctive educational programs for dance for media entertainment shows for female youths, climbing, cheer leading, fencing, surfing and horseback riding. Third, it is about nurturing the human resources and networking. For this, I suggest the creation of 'Sports Welfare Specialist Training Program' and the training of the college students majoring in sports science with the aim of creating a number of jobs. Fourth, it is about refurbishing the system and establishing the support system. I suggest the dismantling of the partitions in the welfare policy related to sports activities and the formation of (tentatively named) 'Gangwon Province Sports Welfare Implementation Committee', and the creation of (tentatively named) 'Sports Welfare Project Support Team' in Health, Welfare & Women's Affairs Bureau or Culture, Tourism and Sports Bureau in the short term and then its long-term expansion into (tentatively named) 'Gangwon Province Sports Welfare Support Center' in responding to the needs that reflect the provincial demographics, with a view to establishing a single lineup for the administrative support system. Furthermore, as budget and manpower are needed to realize customized sports welfare that suits the characteristics of the province and in which all the provincial residents can collect benefits, I suggest that the province provide the legal basis through creating 'Ordinance Promoting Sports Welfare in Gangwon Province' and pushing forward with (tentatively named) 'Gangwon Province Sports Welfare Competition' as what revises the sports class voucher project for the purpose of broadening the basis for sports welfare promotion.

Construction enterprises have performed various projects such as buildings, infrastructure and plant projects in the international market. Among these, the plant project's amount of orders accounted for about 68.9% of all. However, because of the enterprises won a contract with a low-budget for plant project in the last 10 years, the profit has dropped dramatically. And it is forecasted that there are extreme competition for bid award of plant projects because of the current falling oil prices and raising interest rates. In this circumstance, the comprehending of enterprises strength and weakness must be a priority to get a sustainable competitive advantage. Therefore this research suggests the enterprises's capability assessment framework and it is in order to diagnose the korean construction enterprises capabilities. The framework is based on the VRIO model that is on the basis of resource based theory. First, the capability assessment indices and their importance and priority that based on the life-cycle of plant project is deducted by literature review and survey. Second, the 5 point likert score applied VRIO survey is conducted to diagnose the enterprises and quantified the survey result using the fuzzy theory. Lastly, the competitvie implication and capability assessment are deducted.

Since the Three Dimensional Computer Aided Design(3D CAD) appeared in 1990s, Building Information Modeling(BIM) has got the great issue in the construction project nowadays. BIM is the process of managing and generating building information during life cycle of a construction project. And information can be moved to 3D modeling flexibly in BIM. As a result, a field of estimating has also been doing researches in the calculation of the amount of building materials from 3D modeling. And the Construction Cost Estimating Software which is generally used over the world has been trying to be applied to the Construction project in Korea. But, when we consider the productivity, it is less efficient than the existing way in Korea which use the 2D Drawings when they take off the Quantity. Also, there are lots of difference how to estimate the construction cost. between Korea and the others. Because it is a bit hard to apply the software used in the other countries to the construction project in Korea, people couldn't use it well in the construction project actually. In this study, for developing the appropriate construction cost estimating software rooted in 3D in Korea, we suggest 3D CAD Add-on Program for a Quantity Take-off which can move quantitative information to 3D CAD.

As domestic construction investment has been gradually reduced, the issue of expanding overseas CM market has increased. Strengthening CM capability from the view point of project life-cycle is required in overseas CM market. However, current regulations institutionally force public CM services to focus on the construction phase. Therefore, Korean CM firms can hardly have the opportunities for accumulating technical competitiveness especially for pre-construction phase. Result of this study shows that the total efforts in terms of man-hours for the construction phase is found to be more than 78 percent in domestic public CM projects. In this context, this study proposes the policies and tasks for improving 'rigid man-hour placement', 'unreasonable CM fee standards', 'CM firm selection method', 'unreasonable business scope decision', and 'evaluation of owner's project management capability' in order to improve domestic CM Industry as well as to expand overseas CM market successfully.

One of the biggest problems found from the results of the various GIS-related projects which have been fulfilled by many local self-governing bodies is as follows. Many GIS projects have been undertaken without the proper review on National Standards on GIS, the information master plans for the development of the municipalities, and the GIS master plans which should be followed by the former ones with the relatively detailed implementation planning. Because these projects were to be done at most with little considerations of the formerly mentioned materials such as vision, goals, strategies, and the implementation planning, it is quite doubtful that a GIS project could play a proper role as an element in the integrated information system. As an effort to solve this problem, this paper first analyzes the types of the GIS projects done by many municipalities, proposes a recommended procedure for a life cycle of a GIS project and for a GIS master plan based on the information master plan for a municipality.

Recently BIM is utilized to improve productivity for Life Cycle Cost of construction projects. Therefore, the establishment of BIM process by each construction project is a necessary element. However, cases and the pertinent researches that BIM process by each project is established are still not enough in Korea. The study proposed construction of BIM process through how to set up BIM application, how to organize a BIM team, how to set up a family and modeling method in the early stage. To achieve the purpose, the study examined application ability of BIM process by carrying out basic setting and modeling work through pilot study model, examination of the amount of materials and information interchange with IFC. The study attempted making a foundation of domestic BIM guideline construction through the above examination.
