Product Safety Activities for Preventing Human Errors Related with Consumer Products (소비자 제품과 관련된 휴먼에러의 예방을 위한 제품안전활동)

  • Consumer products are produced on the premise that consumers can use their products safely and effectively no matter how serious human errors they may make. However, different careers and educational experiences of them may induce diverse human errors when they want to use them. In that sense, not a few policies to reduce human errors may show some implications for human error prevention and industrial design of consumer products. In this paper, producers' safety efforts required by Product Liability(PL) Act were reviewed in view of human error prevention, and legal aspects of manufacturers' responsibility for consumer products were discussed in relation to Product Liability Act. Then, principal approaches for them were introduced under the title of System Safety Precedence. After that, major key points for preventing human errors related with consumer products - such as ergonomic design and effective labeling - were discussed with reference to ISO standards. Therefore, it was shown that all the efforts required by PL Act would be correspondent to human error prevention in the whole manufacturing processes if understood by ergonomists. To make a conclusion, it could be said that, for human error prevention, the principle of System Safety Precedence would be indispensable, and that all the efforts for preventing human errors should be systematically organized in Product Safety Management Systems.

Extracting Priorities of Strategic Components of Product Liability Response System using AHP (AHP기법을 활용한 제조물책임 대응시스템 구축요인의 전략적 우선순위 도출에 관한 연구)

  • Purpose: To develop efficient PL response system, SMEs should decide which component of PL response system is important and implemented with priority under limited resources. To accomplish this goal, we propose strategic priority components of PL response system for SME manufacturer. Methods: We categorize the components of PL response system based on prior research results - System, Organization, Training, Technology, Cost, and Awareness. AHP (Analytic Hierarchy Process) is applied to extract important components of PL response system, which is used in assigning the priority of component. To analyze effects of each components, performance sensitivity analysis is applied. Results: The survey analysis results show Technology is the most important components. Organization and Cost component are follows. As the importance of Technology is changed, we can find Organization, Cost is second and third important components. Conclusion: Our research shows Technology which is related to make a safe product with systematic process, is a basic enabler of PL response system. Also, building a PL team and securing a budget for PL activity should be carry out with limited resources.

  • It is important to manage quality and safety of a product for coping with fast-paced world effectively. This paper demonstrates an integrated model between ISO 9001 Quality Management System and Product Safety Management System. And the paper presents a method which decides key performance indicators (KPI) to be concentrated on the effectiveness of system operation. A case study shows an process for industry to implement the developed methodology.

  • In the recent business environment, risks related to product safety problems are increasing. These are arising from various factors such as increasing product and production complexity, supply chain diversification, enhanced PL (product liability) law and strengthening regulations of the government. Accordingly, ISO (international organization for standardization) published standards of PSMS (product safety management system) for suppliers such as ISO 10377 and ISO 10393. Meanwhile, the ISO 9001 QMS (quality management system) was revised in 2015, and it has established itself as an effective tool that can consistently meet the various requirements of stakeholders and promote customer satisfaction. This study aims to suggest an integration framework of QMS and PSMS based on the recent ISO international standards. To this end, firstly, the relationship between QMS and PSMS is studied based on the quality and product safety definitions, PDCA (plan-do-check-act) cycle and risk-based thinking. Secondly, the requirements of ISO 10377 and ISO 9001 are compared and classified as the common and ISO 10377 specific requirements. Finally, integration steps of two systems are suggested and guidelines that can systemize the integrated requirements are presented in the aspect of processes and documentation. This study is expected to be used as a guideline that helps companies those have already acquired QMS certification to build an international-level product safety management system early.

This paper aims to propose a risk assessment system which can be applied to product with high-reliability and high-safety, and also show an empirical application of the proposed risk assessment system for the development of motorcycle helmets.

  • Recently, there is a rise of accident by some defective products, especially it reported that a serious fact is a defect of design causing some problem since execute a product liability(PL), people who use products have been able to bo remunerated for a damage to those defects, so responsibilities of companies are rising more and more. Therefore, companies that are obligated to manufacture a safety product, and should make preparation for PL. For solving the problem, even though manufacturers tried to make a safety product ay mixed ways, it is seldom that its safety is considered from planning a design. This thesis has suggested a way aimed at improving a safety of products through considering a stage of a plan, by searching and analyzing the design-process in to each steps.

  • An algorithm for the minimum total process percent defective under marginal costs is presented. Initial process is single series system, which is constructed by k process units, and each process is considered priority. Minimum of total process percent defective for parallel-series system exists when additional process setup costs are larger than marginal costs.

  • As the life standard has enhanced, food products has incomparably advanced both in quality and variety to meet the consumer's choice. Despite of high quality and variety, appropriate food safety system has not been established yet in food manufacturing. With Product Liability issuance effective on July 2002, consumers are demanding far higher food safety level than what it used to be. The food manufacturers are seeking food safety assurance system. HACCP system is a pivotal product safety system providing the infrastructure to PL. By the time in the early 1970 when HACCP was developed suitable for food, it comprised the category of Risk, in fact it was quantitative sequence system. In a preparatory phase of HACCP, decision mostly depends on the quantitative analysis. In a recent study, the introduction of Risk Analysis is being reviewed for Food Safety system. In this study, FTA, FMEA are also reviewed in comparison with HACCP which have been utilized in Safety Engineering.

  • On November, 1998, Ministry of Finance and Economy in Korea announced officially to enforce the PL(Product Liability) Law within the country at the first half of the year 2000. Therefore, a companys responsibility for customers who are damaged by a defect in the products safety will be gradually strict and impose burden on management. This paper presents suggestions about PL prevention of domestic enterprise through the research of PL prevention strategies and prevention systems in the USA and Japanese leading enterprises.

  • There are several productive maintenance problems that are closely concerned with product quality. In these problems, we have process capability, out-worn equipment problems, plant layout planning, maintenance cost, investment decisions and so on. These problems are analyzed, and some conceptial and applicable systems are developed in this paper. The purpose of this paper is to define that in productive maintenance problems awaiting solution is a necessary condition for improvement on product quality, quality assurance and product liability prevention at this time, and to find an applicable total system.
