  • Engineering is a value-adding process applying knowledge and skills in the construction industry that includes the planning, feasibility study, project management (PM), front end engineering and design (FEED), detail design, procurement, construction, supervision, and operation. Among these engineering activities, FEED is defined as a comprehensive design practice in the early design phase focused on conceptual design and basic design. It is a particularly influencing area that determines the competitiveness of procurement and construction capability of construction firms (KNIN 2013). Nevertheless, previous studies in FEED have been limited to the design process, deliverable, or particular management technique (e.g. system engineering, collaboration, information etc.). In this context, the purpose of this study is to propose a comprehensive FEED business process structure for project management of thermal power plant construction projects encompassing the entire project life cycle. And an assessment methodology for FEED functions was developed. It is expected that the proposed structure of FEED functions and FEED evaluation methodology will contribute to improvement of competitive capability of engineering, procurement, and construction (EPC) companies.

  • This paper tried to find how the characteristics of purchasing items would have influence on the relational e-procurement. The characteristics of purchasing items include the importance and the complexity of purchasing items. In order to define these characteristics, this paper reviewed various literatures about purchasing strategies. The empirical analysis through the multi-nominal logistic regression shows that the importance of items has influence on relational e-procurement, while the complexity of purchasing process has little influence. And also, the relational e-procurement through EDI as a long term buying relationship is being converted toward the exchange through purchasing sites.

  • A software support system, called procurement engineering management support system (PeMSS), is currently under development through a joint research project. The procurement-related scenarios considered in this research is as follow: an EPC (Engineering, Procurement and Construction) company receives an EPC project contract and starts the project to deliver the agreed system to the acquirer. In order to acquire the required equipments that the EPC company does not produce by itself, it eventually interacts with subcontractors, also called vendors. The EPC company responsibilities during the procurement activities are twofold. First, the EPC company has to guarantee that it has ordered the equipment, through issuing Purchase Order (PO), based on the requirements stated in the contract. Second, the EPC company has to verify that the received equipment designs, called Vendor Print (VP), meet the specifications in the PO, before finally acquiring the equipments. During our survey study, we discovered that EPC company takes a lot of time and effort to create PO and verify VP, mainly because these activities are performed manually by the responsible engineers. Therefore, we intent to support the above activities by developing a support system to the legacy procurement system that can trace the requirements from the contract to the PO and VP, among other functionalities. At the time of the writing of this paper, PeMMS is still under-development, thus, in this paper we focus on presenting the development steps of PeMMS using systems engineering theory and introducing the PO creation function. Wholly, PeMSS attempts to reduce the time and effort of engineers on the procurements activities while also increasing the quality of the procurement outcomes.

Component Procurement Planning with Demand Uncertainty Under Assemble-to-Order Environments (불확실한 수요를 갖는 주문 조립 환경에서의 부품 조달 계획에 관한 연구)

  • In this study, we consider a component procurement planning problem where the procurement amounts of components are determined under assemble-to-order systems with demand uncertainty. In the problem, procurement amount of each component is decided before the demands of finished products are known and after the demands are identified the assembly amounts of the finished products are decided. In this study, the objective function of the problem is minimizing the total costs which are composed of purchase and inventory costs of the components and the backorder costs of the finished products. We assume that the uncertain demand information is given as multiple scenarios of the demands, and we propose procurement planning methods based on stochastic models which considering the multiple demand scenarios. To evaluate the performances of the proposed methods, computational experiments were carried out on the proposed methods as well as benchmarks including a method based on deterministic mathematical model and a heuristic. From the results of the computational tests, the superiorities of the proposed methods were shown.

  • This paper study is to identify the effect of quality certification incentives regulations to a firm. The pur purpose of this study is to propose the right way of improvement and policy by conduct research for quality certification incentives regulations, which applied by public procurement service for office furniture. For more accuracy, this study analyze the result of questionnaire, visiting, telephone survey conducted by office furniture manufacturer those are registered in MAS (Multiple Award Schedule System).

  • Since the year of 2003, the overseas plant market has grown by an average of 6% per year. It is because of the increase of oil-money, economic growth of BRICs, and the result of heavy competition among the countries which demands a great amount of resources for the purpose of resource securing. Such a situation is expected to be continued for a while. The procurement is one of critical functions for successful completion of a plant project. For effective procurement, it is required to manage vendor's information efficiently. But most of the vendor management systems deal with simple general information and performance data about vendors. In this sense, this paper proposes a vendor management system which can be used within a decision-making system. The system uses existing DB and makes the close relationship with the vendors. This paper will also reduce risks and difficulties in the process of selecting the proper vendors and will increase efficiency of procurement process in electronic bidding between companies.

  • Purpose of this study is to suggest the directions for development of a transportation and procurement system for JIT management of curtain walls. First, this study looks over the concept of JIT, and grasps the characteristics of the material and the problems of logistics in the construction field through the field and literature survey. And then, it develops countermeasures for the problems and with this, it suggests the directions for development of a transportation and procurement system for JIT management.

  • The purpose of this study is to present an improved lift-up &procurement work flow for effective resource utilization in building construction. The current lift-up &procurement work flow has some waste factors; complicated information system, connection lack with process and decision-making delay. Therefore the study applied the value stream mapping methodology for improvement of current lift-up &procurement work flow. The main contents of the study are as follows; 1) Problems of current work flow were analyzed through current state mapping(CSM). 2) An improved work flow was suggested through future state mapping(FSM). 3) An improvement effect analysis of information system and lift-up planning was investigated. The study recommends continuous improvement of lift-up &procurement work flow and efficient management of information in building construction as a future research.

  • Planning and management building projects should tackle the coordination of works and the management of limited spaces, traffic and supplies. Activities cannot be performed without the resources available and resources cannot be used beyond the capacity of workplaces. Otherwise, workspace congestion will negatively affect the flow of works. Better on-site management allows for substantial productivity improvements and cost savings. The procurement system should be able to manage a wider variety of materials and products of the required quality in order to have less stock, in less time, using less space, with less investment and avoiding multiple storage stations. The objective of this paper is to demonstrate the advantages of using the Chronographic modeling, by combining spatiotemporal technical scheduling with the 4D simulations, the Last Planner System and the Takt-time when modeling the construction of building projects. This paper work toward the aforementioned goal by examining the impact that material flow has on site occupancy. The proposed spatiotemporal model promotes efficient site use, defines optimal site-occupancy and workforce-rotation rates, minimizes intermediate stocks, and ensures a suitable procurement process. This paper study the material flow on the site and consider horizontal and vertical paths, traffic flows and appropriate means of transportation to ensure fluidity and safety. This paper contributes to the existing body of knowledge by linking execution and supply to the spatial and temporal aspects. The methodology compare the performance and procurement processes for the proposed Chronographic model with the Gantt-Precedence diagram. Two examples are presented to demonstrate the benefits of the proposed model and to validate the related concepts. This validation is designed to test the model's graphical ability to simulate construction and procurement.
