이 연구의 목적은 민간경비조직 경영자의 변혁적리더십이 구성원의 학습지향성 및 조직혁신행동에 미치는 영향을 규명하는데 있다. 이 연구에서 얻은 결론은 다음과 같다. 첫째, 민간경비 조직 경영자의 변혁적 리더십은 학습지향성에 영향을 미친다. 즉, 변혁적 리더십을 보일수록 학습지향성은 강화된다. 둘째, 민간경비 조직 경영자의 변혁적 리더십은 조직혁신행동에 영향을 미친다. 즉, 변혁적 리더십을 보일수록 조직혁신행동은 강화된다. 셋째, 민간경비 조직 경영자의 학습지향성은 조직혁신행동에 영향을 미친다. 즉, 학습지향성을 보일수록 조직혁신행동은 강화된다. 종합해보면, 민간경비 조직 경영자의 변혁적 리더십은 학습지향성을 통하여 조직혁신행동에 영향을 미치고 있음을 알 수 있다. 학습지향성은 변혁적 리더십과 조직혁신행동의 관계를 연결하는 중요한 변수라 할 수 있다.

Personal information (hereinafter referred to as "PI") infringement has recently emerged as a serious social problem in Korea. PI infringement in the public and private sector is common. There were 182,666 cases of PI in 2,624 public organizations during the last three years. Online infringement cases have increased. PI leakage causes moral and economic damage and is an impediment to public confidence in public organizations seeking to manage e-government and maintain open and aboveboard administration. Thus, it is an important matter. Most cases of PI leakage result from unsatisfactory management of security, errors in home page design and insufficient system protection management. Protection management, such as encryption or management of access logs should be reinforced urgently. However, it is difficult to comprehend the scope of practical technology management satisfied legislation and regulations. Substantial protective countermeasures, such as access control, certification, log management and encryption need to be established. It is hard to deal with the massive leakage of PI and its security management. Therefore, in this study, we analyzed the conditions for the technical protection measures during the processing phase of PI. In addition, we classified the standard control items of protective measures suited to public circumstances. Therefore, this study provides a standard and checklist by which staff in public organizations can protect PI via technical management activities appropriate to laws and ordinances. In addition, this can lead to more detailed and clearer instructions on how to carry out technical protection measures and to evaluate the current status.

본 논문에서 제안하는 시스템은 기존 여권에서 가시적으로 확인이 가능한 개인정보 보호를 위하여 스크램블링 기법을 이용하여 안전성을 확보할 수 있게 되었다. 제안하는 시스템은 스크램블링 기법을 이용하여 개인정보 즉 여권번호와 사진을 스크램블링 기법을 이용하여 전자여권에 삽입된다. 제안하는 시스템에서 암 복호화를 하기 위해서는 사용자의 개인키와 발급인증기관의 개인키 모두가 있어야 암 복호화가 가능하므로 안전하며 처리속도 또한 전자여권 전체를 암 복호화 하지 않으므로 우수함을 입증하였다.

현대사회에서는 민간경비가 치안의 한축을 담당하고 있기 때문에 치안역량의 향상을 위해서는 민간경비의 역할을 잘 이해해야할 필요가 있다. 그러나 지금까지 우리나라에서는 민간경비의 역할에 대한 실증적 연구가 전무하였으므로 본 연구는 실증분석을 통해 민간경비의 역할과 향후 전망에 대하여 고찰하고자 하였다. 본 연구는 현직경찰관을 대상으, 로 설문조사를 실시하였고 설문지는 폐쇄형질문과 개방형질문으로 구성하였다. 폐쇄형 질문에 대한 답변은 양적 연구방법인 빈도분석과 t검증 및 F검증을 통해 분석하였고, 개방형 질문에 대한 응답자의 서술형 답변은 질적 연구방법인 내용분석기법을 통해 분석하였다. 분석결과, 다수의 경찰관들이 우리 사회에서 민간경비는 아직까지 경찰의 보조적인 역할에 머물고 있지만 이는 민간경비가 정착되어 가는 과도기적 과정으로 향후 민간경비가 더욱 발전하면 전체 치안에 있어서 지금보다 더 큰 역할을 할 수 있다고 인식하였다. 그리고 민간경비의 세부적 역할에 대하여는 손실방지 및 보호측면에서 비교적 긍정적 평가를 하였다. 그러나 범죄예방과 사회질서유지라는 또 다른 측면에 대하여는 대체적으로 부정적인 평가를 하였는데, 이는 경찰관들이 민간경비가 공적인 기능의 수행보다는 이윤추구와 관련이 있는 분야에 더 치중한다고 생각한다는 사실을 보여주는 결과였다.

이 연구의 목적은 외국의 개인정보보호 제도를 바탕으로 우리나라 개인정보처리자인 경비업자가 경비업무 수행 중에 반드시 준수해야 할 개인정보보호의 제도를 논의하고 유의점을 제시하는 것이다. 특히 개인정보보호법의 기본이념과 원칙, 수집 이용, 민감정보 고유식별정보 처리와 개인정보 암호화 등의 안전조치 강화, 영상정보처리기기의 설치 운영제한, 개인정보 유출대응에 대한 벌칙 등을 기술함과 동시에 이에 대한 대응 방안을 제안하는데 있다. 이를 위해 외국의 개인정보보호법 사례를 고찰하고자 한다. 이를 바탕으로 이 연구에서 제안하는 유의점은 경비업자가 충분한 법적 검토와 더불어 인식을 변화하는 것이다. 아울러 첫째, 개인정보의 수집 이용시 이용의 목적을 가능한 명확하고 구체적으로 특정하고, 둘째, 개인정보 수집의 필요성에 따라 적법하게 개인정보를 취득하여야 하며, 셋째, 개인정보의 이용 목적 외에 또는 제3자에게 개인정보를 제공해서는 아니 되며, 넷째, 개인정보의 안전한 관리 조치에 의거 안전조치 의무를 숙지하고, 개인정보가 유출되는 것을 방지해야할 필요가 있다.

최근 개인정보침해가 급격히 증가하면서 어느 때보다 개인정보보호의 필요성이 강조되고 있다. 이러한 시대적 관심과 요구에 발맞춰 국내에서도 2011년 9월 30일 "개인정보보호법"이 발효되었다. 이 법은 기존에 개별 법률로 규제하던 방식에서 공공기관과 민간기관을 포괄하는 기본 법제로 제정되었다. 또한, 보호 대상의 확대, 고유식별정보 처리의 제한 등 개인정보보호를 위한 많은 규제 내용을 포함하고 있다. 이러한 국내 개인정보보호법과 국외 주요 국가들의 개인정보보호법의 현황에 대해서 살펴보고, 국내 외 개인정보보호법을 비교분석을 통하여 국내 개인정보보호법의 발전 방향을 제안하였다.

개인정보보호법은 공공 및 민간 전반에 걸쳐 사회 전반에 걸쳐 강력하게 적용되고 있는 법률로 최근 주관 부처인 행정자치부에서는 매년 보호수준 및 관리수준을 강화해가고 있다. 그러나 실제 현장의 경우 공공기관 담당자 입장에서 개인정보보호법 준수를 위하여 개정되는 법령을 쫓아가는데는 한계를 지니고 있다. 따라서 본 연구에서는 개인정보보호 정책 동향을 살펴보고, 공공기관의 입장에서 개인정보보호 업무를 수행하는데 있어 준수해야하는 항목을 점검하고자 한다. 또한 최근 개인정보보호 관련 정책 중에서 공공에서 추진하는 사항과 밀접한 관련이 있는 사항을 제시함과 동시에 업무 자체에서 발생하는 문제점에 대한 시사점을 도출하고자 한다.

The fear that location privacy may be compromised greatly hinders the development of location-based service. Accordingly, some schemes based on the distributed architecture in peer-to-peer network for location privacy protection are proposed. Most of them assume that mobile terminals are mutually trusted, but this does not conform to realistic scenes, and they cannot make requirements for the level of location privacy protection. Therefore, this paper proposes a scheme for location attribute-based security authentication and private sharing data group, so that they trust each other in peer-to-peer network and the trusted but curious mobile terminal cannot access the initiator's query request. A new identifier is designed to allow mobile terminals to customize the protection strength. In addition, the caching mechanism is introduced considering the cache capacity, and a cache replacement policy based on deep reinforcement learning is proposed to reduce communications with location-based service server for achieving location privacy protection. Experiments show the effectiveness and efficiency of the proposed scheme.

Medical information is one of significant private information that includes in-dividual's own diverse information. Once opened, it exposes one's health condition and medical history to a third party, which could bring about serious troubles. On this account, the third parties are of much concerns about the information. If medical information collected through various routes is used with another purpose, oilier than the initial intention, it might cause serious results beyond one's control. Thus, it is essential to keep the information confidential. Also, the discrimination based on the medical information ought to be banned because it is likely to happen that exposed information socially stigmatizes a person, being discriminated in a work place or a school when he/she is employed or gets an insurance. In the current system, only medical institutions are responsible for protecting or securing medical records. Despite the information technology development and the increased interests in medical information, there are quite a few limitations in legal, technical, and administrative aspects. All kinds of organizations, involved in collecting and using the information, as well as medical institutions primarily producing and managing it should share the responsibilities.

최근 차세대 전자상거래 및 금융 분야에서는 비트코인, 이더리움 등의 블록체인 기반 기술에 관심이 크다. 블록체인 기술의 보안성은 안전하다고 알려졌지만, 가상화폐 관련 해킹 사건/사고들이 이슈화되고 있다. 가상화폐 지갑에 대한 로그인 세션 탈취, 악성코드 감염으로 인한 개인키 노출, 단순한 암호 사용 등 외부환경의 취약성이 주요 원인이었다. 그러나 개인키 관리는 전용 애플리케이션 활용 또는 로컬 백업, 문서 프린트를 통한 물리적 보관 등 일반적인 방법을 권장하고 있다. 본 연구에서는 화이트박스 암호 기반 개인키 보호 기법을 제안한다. 안전성 및 성능분석 결과 개인키 노출 취약점에 대한 안전성을 강화하고, 암호화키를 알고리즘에 내장하여 기존 프로토콜의 처리 효율성을 증명하였다.
