Efficiency Plan of Transportation Investment Appraisal System (국내 교통SOC 투자평가체계 효율화 방안)

  • Recently interest and concern about the effectiveness of the transportation investment policy have been increasing because lots of transportation projects reflected to the National Transportation Plan are suspended or delayed during pre-feasibility study. For instance, the criticism such as overlap and deficiency in consistency in appraisal system were aroused because of the waste of budget, time and man-power etc. This is because the Korea government adopted pre-feasibility study for the purpose of efficient use of national budget, but the methodology and the appraisal contents are similar to the existing feasibility study. Also, the feasibility appraisal study was adopted in 1999 for the purpose of establishing efficient transport networks but the feasibility study has been substituting the function which should be conducted by feasibility-appraisal study. In this study, by reviewing the current situation and the purport of introducing these policies, the understanding of these policies could be increased. Then, the plans for improving the efficiency of transportation appraisal system are suggested in the context of strengthening the connectivity between these policies. This study is expected to play an important role in increasing the rationality, consistency and efficiency of transportation investment policies.

Economic and Technological Feasibility Study on Pre- and Post-Consumer Recycling of Disposable Diaper in Korea (국내 폐 기저귀 재활용의 경제적, 기술적 타당성 분석)

  • An extensive literature survey and personal communication with relevant experts made it possible to understand economic and technical feasibility of disposable diaper recycling. Commercial level of soiled diaper recycling technology is currently available from a Dutch company, Knowaste Co., who owns a proprietary separation technology of the pulps, plastics and super absorbing polymer (SAP). In Korea, on the other hand, pre-consumer diaper recycling technology without material separation at its infancy converts manufacturing scraps into refuse plastic fuel (RPF), container/truck cargo boards or automobile boards/sheets. Although previous studies on feasibility of post-consumer recycling in Korea showed mutually contradictory implication, it was found out in this research that significantly positive economic feasibility can be obtained with pre-consumer diaper recycling. Subsequent recycling R&D including pre-consumer scrap and policy support may expedite 'Establishment of Sustainable Society.

The Usefulness of Pre-operative Infertility Work-up in Assessing the Reversal Feasibility (난관복원술전에 실시한 불임검사의 임신율 예측지표로서의 유용성에 관한 연구)

  • Since the successful advent of IVF-ET, reproductive surgeons have been forced to compare pregnancy outcomes of surgical procedures for tubal infertility with those of IVF-ET. The current study was designed in an effort to determine the usefulness of pre-operative infertility work-up, especially diagnostic laparoscopy, in predicting the pregnancy rate and in assessing the reversal feasibility. 109 patients who underwent a microsurgical tubal reversal were reviewed. The patients were followed over one year. The total intrauterine pregnancy, spontaneous abortion, and ectopic pregnancy rates were 66.4%, 3.7%, and 7.3%, respectively. The result showed that the use of loupe might increase the chance of the ectopic pregnancy. I found that the final tubal length, especially the longest tubal length, the site of reanastomosis, and the methods of sterilization affected the pregnancy rates. A 85% intrauterine pregnancy rate was achieved in the patients with good preoperative assessments(Group II-1). There was only 10% incidence of intrauterine pregnancy in the patients with bad assessments(Group II-2). It is concluded that the pre-operative infertility work-up, especially diagnostic laparoscopy, is a good diagnostic tool in assessing the reversal feasibility.

  • The major challenge in promoting large-scale offshore wind power projects is securing local acceptance. Several recent studies have emphasized the crucial role of local governments in addressing this problem. However, local governments have difficulty in achieving clear results because of the lack of expertise and manpower in offshore wind power projects, making thempassive in promoting these initiatives. In this context, we briefly introduce the case of Shinan-gun, which recently successfully conducted a pre-feasibility study on a large-scale offshore wind power complex led by the local government.

  • Frequent design changes or unnecessary project executions due to illogical practice, lack of feasibility study and, hasty drive have raised problems of budget waste in Korean construction projects. Since the MOCT (Ministry of Construction & Transportation) published Master Plan for budget efficiency for government projects, there have been a lot of policy efforts for budget saving. However, it has been pointed out that cost management at the pre-construction phase, which greatly influences the cost still remains imperfect. The target cost for government clients is not being estimated reasonably, and cost controlling at the pre-construction phase is not yet being carried out properly for keeping the budget. Therefore, improved construction cost management at the pre-construction phase was proposed in this paper. The cost management systems of advanced countries were investigated for it, and the issues were drawn from the cost management systems of these countries. On the basis of the issues, the present conditions and problems of domestic construction cost management at the pre-construction phase were analyzed for suggestion.

  • As renewable and sustainable energy, solar energy and wind energy have advantages in reducing the pollution sources. The paper presents a hybrid system which includes the solar cell and the wind generator. HOMER provides a platform to design and simulate the power system and then to choose the optimization results. This paper simulates with the HOMER and performs a pre-feasibility study of stand-alone hybrid energy systems for applications in a lab.

  • 국가 R&D 사업에 대한 예비타당성조사 시 R&D 중복성에 대한 검토는 중복된 투자를 방지하여 재정 투자의 효율성을 높이는데 중요하다. 본 연구에서는 예비타당성조사 담당자들을 대상으로 중복성 검토에 대한 중요요인, 개선사항, 판단기준, 판단주체에 대한 설문조사 분석을 진행하였고, 외부 전문가 그룹의 인식차이와 비교하였다. 설문조사 결과에 대한 통계 분석을 통해 중복성 검토에서 가장 중요한 요인은 '중복성 판단기준, 시스템의 데이터베이스 및 검색 알고리즘'으로 확인되었고, 3가지 요인에 대한 개선이 중복성 검토를 개선하는데 가장 중요함을 확인하였다. 또한 다중회귀분석을 통해 주요 요인들이 중복성 검토결과의 정확성에 미치는 영향성을 분석하여 요인들의 유의성에 대해 확인하였다. 본 연구를 통해 예비타당성 조사 시 R&D 중복성에 대한 검토가 향후 어떤 방향으로 개선되어야하는지에 대해 시사점이 제시된다.

The adapted research method of selected case five apartment building in D new town and carried out questionnaire survey to residents and user for draw items of feasibility evaluation. Drew items of feasibility evaluation classify as Plan section, Design section, and Operation section and evaluate the weight of each section utilizing analytical hierarchy process (AHP). Depending on the purpose and methods. The results of this study are as follows: Such as Plan section, Composition of Program Facility, User Charge Survey, Arrangement of Program Room were analyzed highest. Such as Design section, Arrangement of Program Room, Circulation planning, Educational Equipment were analyzed highest. And such as Operation section, Operation costs, Operation Plan, Review of Program Facility were analyzed highest.

Verification of the Validity of WRF Model for Wind Resource Assessment in Wind Farm Pre-feasibility Studies (풍력단지개발 예비타당성 평가를 위한 모델의 WRF 풍황자원 예측 정확도 검증)

  • In this paper, we compare and verify the prediction accuracy and feasibility for wind resources on a wind farm using the Weather Research and Forecasting (WRF) model, which is a numerical weather-prediction model. This model is not only able to simulate local weather phenomena, but also does not require automatic weather station (AWS), satellite, or meteorological mast data. To verify the feasibility of WRF to predict the wind resources required from a wind farm pre-feasibility study, we compare and verify measured wind data and the results predicted by WAsP. To do this, we use the Pyeongdae and Udo sites, which are located on the northeastern part of Jeju island. Together with the measured data, we use the results of annual and monthly mean wind speed, the Weibull distribution, the annual energy production (AEP), and a wind rose. The WRF results are shown to have a higher accuracy than the WAsP results. We therefore confirmed that WRF wind resources can be used in wind farm pre-feasibility studies.

Prediction and Analysis of Pre-Consolidation by Unconfined Compressive Strength (일축압축강도에 의한 선행압밀응력 예측 및 분석)

  • This study was to evaluate the feasibility of pre-consolidation pressure distribution characteristic of western and southern coastal region, using correlation of unconfined compressive strength and preceding research equation. Pre-consolidation of western and southern region showed similar trends undrained shear strength and pre-consolidation pressure in proportion to unconfined compressive strength. Predicted results of U.S. NAVY. (1982) equation revealed a small error western 9.7 % and southern 0.4 %. Prediction correlation results of pre-consolidation using unconfined compressive strength revealed an error western 16.8 % and southern 0.7 %. It was reported that less than 20 percent of pre-consolidation pressure prediction result of Casagrande forecasting error. Estimates of pre-consolidation pressure are possible, before the standard consolidation test, because it was reported that less than 20 % of the forecasting errors of Casagrande.
