  • This paper considers maximum likelihood (ML) estimation of lifetime distribution under stress bounded ramp tests in which the stress is increased linearly from used condition stress to the stress u, pp.r bound. The following assumptions are used: exponential lifetime distribution under a constant stress, an inverse power law relationship between stress and mean of exponential lifetime distribution, and a cumulative exposure model for the effect of changing stress. Likelihood equations for the parameters involved in the model and asymptotic distribution of the estimators are obtained, and a numerical example is given.

  • This study explores how strategic alliance activities are evolving and the factors that impact on the formation and development of airline alliances. Findings show the initiation of regional and more liberalized bilateral, or open skies, agreements have removed some of the impediments to structural changes in international aviation. Airlines in more liberal markets enter into greater numbers and more integrative forms of alliances. Also, airlines, on average, achieve better results of operation if the market is more liberal. Essentially, there is a positive relationship between the developments of alliances and the liberalization of air transport markets. It has been questioned that the US bilateral open skies agreements provide its carriers more access to the global market and countries that do not enter into such agreements with the US risk a loss of traffic. Consequently, open skies agreements may enable carriers who have the freedom to exercise market power to be dominant in the markets. This suggests that regulatory coordination and liberalization of international aviation reinforce each other and should therefore be pursued simultaneously.

  • For shift quality improvement, torque sensors are currently too expensive to be used on production vehicles. To achieve smooth acceleration shift, the reference trajectory of the clutch slip speed for accomplishing the shift process within a designated shift completion time and its relationship with the clutch actuating torque were suggested by Jeong and Lee (1999). In order to facilitate the proposed algorithm, nonlinear estimators for necessary information such as the axle shaft torque, clutch friction and turbine torque were designed using only speed sensors. Accounting for the modeling error, a control law for this indirect smooth shift was proposed based on the above mentioned suggestions. Simulation results of the proposed estimators and shift controller were presented and further considerations for practical applications are discussed.

Bayesian Value of Information Analysis with Linear, Exponential, Power Law Failure Models for Aging Chronic Diseases

  • The effective management of uncertainty is one of the most fundamental problems in medical decision making. According to the literatures review, most medical decision models rely on point estimates for input parameters. However, it is natural that they should be interested in the relationship between changes in those values and subsequent changes in model output. Therefore, the purpose of this study is to identify the ranges of numerical values for which each option will be most efficient with respect to the input parameters. The Nonhomogeneous Poisson Process(NHPP) was used for describing the behavior of aging chronic diseases. Three kind of failure models (linear, exponential, and power law) were considered, and each of these failure models was studied under the assumptions of unknown scale factor and known aging rate, known scale factor and unknown aging rate, and unknown scale factor and unknown aging rate, respectively. In addition, this study illustrated developed method with an analysis of data from a trial of immunotherapy in the treatment of chronic Granulomatous disease. Finally, the proposed design of Bayesian value of information analysis facilitates the effective use of the computing capability of computers and provides a systematic way to integrate the expert's opinions and the sampling information which will furnish decision makers with valuable support for quality medical decision making.

Marriage Migrants' representation in Korean Cinema

  • This paper studies how marriage migrants are being depicted in Korean Cinema. In the recent years, the foreign population in South Korea has been increasing and so has done the presence of migrant minorities in media, including cinema. This study discusses that korean cinema shows dominant ideologies of power in Korean society where marriage migrants are located at the bottom. Five films were analyzed and from this analysis five frames were extracted. Marriage migrants are frequently depicted as subordinated or powerless, they are usually women in the role of wives, mothers, and daughters-in-law, they are treated as ethnic others, sexualized others or commodities. Consequently, their relationships with Korean nationals are formed by power relations. Moreover, Korean national who do establish some sort of intimate relationship with the marriage migrants are represented as people in the margins of Korean society. In this way, it is reinforced the social position of marriage migrants as outsiders in the Korean society.

A Comparative Study on the Differences of Arbitration Systems between Mongol and Korea (몽골 중재제도의 주요특징과 유의사항에 관한 연구)

  • This study aims to analyze the main features of Mongolian arbitration system compared with Korean Arbitration Law which was revised under the UNCITRAL Arbitration Model Law. On the basis of this comparative study, certain differences are suggested: First, the environment of Mongolian arbitration is still insufficient in terms of its operation and usage at the international level. Second, the Mongol National Arbitration Court has established Ad-hoc Arbitration Rules and has promoted Ad-hoc Arbitration although it is an institutional arbitration organization. Third, the arbitration objects are defined as the types of tangible and intangible assets in Mongolia which are different from those of the Korean Arbitration Law. Accordingly, court and officer disputes, family disputes, labor-management relations, and criminal matters are covered by the arbitration objects. Fourth, Mongol Arbitration Law specifies the following persons disqualified for arbitrator appointment: the member of the Constitutional Court, judge, procurator, inquiry officer, investigator, court decision enforcement officer, attorney, or notary who has previously rendered legal service to any party of the disputes, and any officials who are prohibited by laws to be engaged in positions above the scope of their duties. Fifth, the arbitrator selection and appointment criteria should be documented, and the arbitrator should have the ability to resolve the disputes independently and fairly and achieve concord from both parties. Sixth, if there is no agreement between the parties, the arbitration language should be Mongolian, and the arbitral tribunal has no power to decide on it. Seventh, despite the agreement for a documentary hearing between the parties, there should be provided opportunities for an oral hearing if either of the parties requires it. Eighth, if the parties do not understand the language of the arbitration, the parties can directly ask the translation service. They should also keep secrets in the process of arbitration. Ninth, the cancellation of arbitral award is allowed by the application of the parties, not by the authority of the court. Except for the nine differences above, the Mongolian arbitration system is similar to that of the Korean Arbitration Law. This paper serves to contribute to the furtherance in trade relationship between Mongolia and Korea after the rapid and efficient resolution of disputes.

Reconsideration of the Public Diplomacy Act in Korea and a Few Suggestions

  • The Korean government has recently invigorated the activities of public diplomacy. It is based on the Public Diplomacy Act enacted in 2016. However, there is a widespread concern that it was belatedly enacted and showed necessity to a revision. We believe that this paper contains three contributions which were not sufficiently addressed before. First, we identify the current state of public diplomacy-related legislation in Korea. Second, we argue the necessity to critically review the legal adequacy of Public Diplomacy Act with a consideration of rapidly changing external environment. Lastly, we propose several ways of revision for the future development of public diplomacy in Korea. When revising the Act, it is necessary to make clear a legal connection between the general law and the special law as in the case of the Korea Foundation Act and the Public Diplomacy Act. In this regard, it is worth examining the relationship between the Framework Act on International Development Cooperation and related norms. In addition, the role of the private sector and subnational governments should be expanded. For this purpose, a method and level of cooperation with the private sector should be clearly defined.

Relationship Between Tweet Frequency and User Velocity on Twitter (트위터에서 트윗 주기와 사용자 속도 사이 관계)

  • Recently, the importance of users' geographic location information has been highlighted with a rapid increase of online social network services. In this paper, by utilizing geo-tagged tweets that provides high-precision location information of users, we first identify both Twitter users' exact location and the corresponding timestamp when the tweet was sent. Then, we analyze a relationship between the tweet frequency and the average user velocity. Specifically, we introduce a tweet-frequency computing algorithm, and show analysis results by country and by city. As a main result, it is shown that the tweet frequency according to user velocity follows a power-law distribution (i.e., Zipf' distribution or a Pareto distribution). In addition, by performing a comparison between the United States and Japan, one can see that the exponent of the distribution in Japan is smaller than that in the United States.

Stream flow estimation in small to large size streams using Sentinel-1 Synthetic Aperture Radar (SAR) data in Han River Basin, Korea

  • This study demonstrates a novel approach of remotely sensed estimates of stream flow at fifteen hydrological station in the Han River Basin, Korea. Multi-temporal data of the European Space Agency's Sentinel-1 SAR satellite from 19 January, 2015 to 25 August, 2018 is used to develop and validate the flow estimation model for each station. The flow estimation model is based on a power law relationship established between the remotely sensed surface area of water at a selected reach of the stream and the observed discharge. The satellite images were pre-processed for thermal noise, radiometric, speckle and terrain correction. The difference in SAR image brightness caused by the differences in SAR satellite look angle and atmospheric condition are corrected using the histogram matching technique. Selective area filtering is applied to identify the extent of the selected stream reach where the change in water surface area is highly sensitive to the change in stream discharge. Following this, an iterative procedure called the Optimum Threshold Classification Algorithm (OTC) is applied to the multi-temporal selective areas to extract a series of water surface areas. It is observed that the extracted water surface area and the stream discharge are related by the power law equation. A strong correlation coefficient ranging from 0.68 to 0.98 (mean=0.89) was observed for thirteen hydrological stations, while at two stations the relationship was highly affected by the hydraulic structures such as dam. It is further identified that the availability of remotely sensed data for a range of discharge conditions and the geometric properties of the selected stream reach such as the stream width and side slope influence the accuracy of the flow estimation model.

  • High cycle fatigue life for the cables with two different types of clamps is estimated comparatively through acceleration testing. The high cycle fatigue fracture of overhead lines is caused mainly by the aeolian vibration which is induced by vortex shedding. It is necessary to manage the integrity of cables continuedly considering that the aeolian vibration is unavoidable since it occurs in steady and relatively low wind velocity. Two types of clamps which are largely used for overhead lines of the distribution grids are selected and failure data are obtained by step stress testing with a electrodynamic shaker with them. The inverse power law is assumed to describe the stress-life relationship and the fatigue limit at any specified life is supposed to follow Weibull distribution. The life of the cable is defined as the number of cycles to the time that one of strands is completely broken. Finally, the fatigue limits of the cables with two clamp types are estimated at the reference life of 500 Mcycles and compared each other based on a bending vibration amplitude.
