A Comparative Study on Physical Examination Systems for Seafarers (선원에 대한 신체검사 제도 비교연구)

  • The purpose of this study is to provide some ideas for the improvement of the seafarers physical examination systems(PES) in Korea. This paper presents basic data about the items and detailed standards of the seafarers PES which are currently carried out worldwide. In this paper, a comparative analysis of the domestic and the foreign seafarers PES is conducted. In addition, rule of judgment in the railroad workers PES in Korea has been examined for reference. The paper proposes the amended and supplemented 16 items and detailed standards of the seafarers PES. Expert opinions of Occupational and Environmental Medicine specialist and the recommendations of ILO/WHO are also considered to draw an improvement scheme for the seafarers PES in Korea.

A Study on the Health and Organizational Effectiveness of Korea Coast Guard Substation organization: Focused on Recognition of Workers (해양경찰 파출소 조직의 건강성과 조직효과성에 관한 연구 - 근무자의 인식을 중심으로 -)

  • By analyzing the data collected through surveys conducted on coast guard officers, this paper measures the level of organizational health and explores indicators of organizational health that influence organizational effectiveness. The findings of the analysis can be summarized as follows: First, the scores of all the organizational health indicators except job stress exceed average, which leads a conclusion that coast guard organizations' organizational health is in considerably good condition. Second, the indicators of organizational health included in the analyses are found to have both positive and negative effects on organizational effectiveness. While such variables as pay, co-worker relationship, job autonomy, job itself, organizational trust, job orientation influence positively, other variables including development-oriented culture, promotion system and supervision influence negatively on organizational effectiveness.

Determinants of Seafarers' Employment Stability (외항선원 고용형태 결정요인에 관한 연구)

  • Like most developed countries, South Korea is experiencing a severe lack of seafarers. Because young people's demands for a high quality of life has led them to seek shore-based careers. The wage difference between seafaring and shore-based careers has been decreasing gradually, however South Korea's unique Boarding Service Reserve System Policy has helped recruit and retain young sailors and, since 2017, the government has focused on creating new jobs and stabilizing the status of irregular workers in both private and public sectors. It specifically established the Economic, Social & Labor Council to carefully analyze seafarers' employment stability, which previously had been overlooked in the country. This research used the Binary Logit Model (BLM) to analyze the determinants of seafarers' employment stability in both permanent and non-permanent positions. We found that seafarers' employment stability correlated highly with their education level. This means that seafarers who graduated from the above mentioned two maritime universities would have more job stablity than those who graduated from maritime high schools or general universities. Other independent variables, such as the shipping company, vessel, hip management companies, work assignment, rank, and license had no significant impact on employment stability.

A Study on the Transfer of Container Management Responsibilities to Drivers in the Inland Transportation of Containers (컨테이너 내륙운송에 있어서 운전기사에 대한 컨테이너 관리의 전가문제에 대한 고찰)

  • Road transportation accounts for the largest share of cargo transport in Korea. Inland transportation is not only the beginning and completion point of container transportation, but it is also very complex and has many workers. The main job of container drivers, who play a key role in inland logistics, is to transport containers from ports and terminals to destinations. However, in addition to the main role, various container management obligations, such as cleaning containers and managing damaged containers during the transportation process, are implicitly transferred to container drivers. However, little research has been conducted on this issue. This study identified the working environment of container drivers and empirically analyzed the current status of container management responsibilities by drivers. Furthermore, it analyzed whether there was a difference in the degree of container management requirements by shipping company, terminal, and shipper. Differences in requirements for region(Busan, Kwangyang, Pohang) were analyzed, and improvement measures for the problem of transferring container management were also presented.

Evaluation of the Appropriateness of High Wind Wave Alert by Comparing the Marine Meteorological Observation Buoy Data (해양기상부이 관측자료를 이용한 풍랑특보의 적절성 평가)

  • The high wind wave alert has a great impact on ships and maritime service workers navigating in the vicinity of Korea. This study aims to evaluate the appropriateness of the high wind wave alert by comparing and analyzing the observation data of major marine meteorological buoys with the high wind wave alerts in the coastal sea and offshore of the West Sea, South Sea, and the East Sea announced by the Korea Meteorological Administration for the past 11 years(2010-2020). As a result of comparing the daily, monthly, and annual statistics of the high wind wave alert and marine meteorological buoy observation data for each sea area by annual, monthly, and seasonal average, the accuracy of high wind wave alerts was very low across the entire sea area. In particular, it was analyzed that the accuracy in the coastal sea of the South Sea and Jejudo was the lowest in winter. It was confirmed that the accuracy of marine weather forecasts and alerts needs to be improved when considering the effects of the high wind wave alerts on fishing vessels, passenger ships operations and tourism, and marine leisure activities.

  • About 1 year and 7 months have passed since the Serious Accident Punishment Act was implemented, and although many studies have been conducted on the definition and policy of the Act, almost no research has been conducted on its impact on the logistics industry. In particular, research on the PDI (PRS) process within finished vehicle logistics is severely lacking ‥‥‥. The government is expecting to expand the scope of punishment and upgrade the safety management system through the Serious Accident Punishment Act, but if you check the industrial accident data issued by the Ministry of Employment and Labor in 2022, the number and rate of industrial accidents will increase compared to 2021

The Job Satisfaction and Self-assessment of Public Health Nutritionists (보건 영양사의 직무만족도 및 자기진단평가)

  • This study was carried out to investigate the general characteristics of public health nutritionists, the current status of nutrition services operation, the recognition about nutrition services of public health center related man power, the job satisfaction and self-assessment and the need for a retraining course of public health nutritionists. The subjects were 58 public health nutritionists who responded to the questionnaire distributed at the annual retraining program in 1998. The results of this study are summarized as follows. 1) 46.5% of the nutritionists were 26-30 years old, 62.1% were 4 year university graduates 74.1% were food and nutrition majors and 51.7% were daily workers. 2) Among the public health center-related manpower, the recognition about nutrition services was the highest for the manager of family health section, followed by the head of public health centers, and then the general nurse in public health centers. 3) The ranking of the reasons for job satisfaction of the public health nutritionists was, relationship with colleagues(3.84), inhabitants response after nutrition counselling(3.53), specialized value realization/conviction about duty(3.35), contents of the work(3.10), value achievement(3.08), self achievement/development(3.00), self discretion(2.92), participation in policy decisions(2.90), work load(2.75), chance of retraining and acquisition of new information(2.73), working environment(2.69), supervisio $n^port by superiors(2.67), salary(2.38), supply of necessary education material, technique(2.37), and budget security(2.22). 4) The satisfaction of the inhabitant's responses after nutrition counseling was the highest among the 4 year university graduates(p<0.05), the satisfaction of the specialized value realization/conviction about duty was the highest among the nutritionists 26-30 years old(p<0.05). Food and nutrition majors(p<0.05) and those having worked less than 3-5years at public health centers also showed much satisfaction(p<0.05). Satisfaction with the salary was the lowest among the food and nutrition majors(p<0.01) and daily workers(p<0.001). The satisfaction with the participation in policy decisions was the lowest among the daily workers(p<0.01). 5) The ranking for the level of self-assessment were, nutrition and dietetic practice(2.92), communication(2.80), management(2.77), public health science and practice(2.66)(p<0.01). The general characteristics such as the level of education, major, employment condition, current public health center's tenure, and charge experience of the nutrition guidance work were not significantly related to self-assessment except the management part(p<0.05). The higher the satisfaction of specialized value realization/conviction about the duty, the better the total score on the self-assessment(p<0.05)..

A Study on the Factors Affect on Opticians' Customer Orientation (안경사의 고객지향성에 영향을 미치는 요인에 관한 연구)

  • Purpose : The purpose of this study is to analyze how the certain efforts of the optical shops affect on opticians' job satisfaction and organizational commitment, and to analyze how opticians' job satisfaction and organizational commitment affect on the customer orientation and to suggest the method of maintaining competitiveness. Methods : Two hundred opticians took participations on the surveys via the Internet survey method and social network system (SNS), and SPSS 18.0 statistics program was used for data analysis; frequency analysis, T-test, factor analysis, reliability analysis, and multiple linear regression analysis were conducted. Results : It is analyzed the differences on the job satisfaction and organizational commitment in accordance with type of optical shops, conducting 5 working days/week and flexible time. As a result, higher job satisfaction is presented with 5 working days/week. Relationships with co-workers statistically affect on job satisfaction positively and emotional labor and work overload statistically affect on job satisfaction negatively. In addition, relationships with co-workers and reward statistically affect on organizational commitment positively and emotional labor and work overload statistically affect on organizational commitment negatively. And opticians' job satisfaction and organizational commitment statistically affect on customer satisfaction positively. Conclusion : It is necessary for the optical shops to make an effort for their opticians to improve the job satisfaction and organizational commitment. And to do so, it is needed to form trusting and respecting relationships with co-workers or superiors. In addition, it is necessary to have continuous communication and education for opticians' self-management. Also, it is needed to establish an effective reward system.

A Study on the Improvement of the Shift Pattern for Field Employees in Busan Container Terminal (부산항 컨테이너터미널 현장인력의 교대근무제 현황 및 개선방안에 관한 연구)

  • The purpose of this study is to propose the effective method to improve the competitive power in the Busan container terminal. To achieve this, we analyzed the present of the shift pattern in the container terminal, and identified the problems in the pattern. This study shows the issues of shift pattern for field employee in Busan container terminal and also improvement plan to solve them. We suggested two approaches as an effective approach; the flexible use of employees through overtime, use of workers pool among terminals, and outsourcing; the promotion of welfare by leisure, fitness, and community service.

A Case Study of Automation Management System of Damaged Container in the Port Gate (항만 게이트의 데미지 컨테이너 관리 자동화 시스템 구축 사례연구)

  • As container vessels get larger, container terminals are also likely to grow. The problem that arises is that the growing volume should be handled in the same amount of time as before. Container terminals are introducing an automation system in order to overcome the limitations of existing manual methods and to continuously reduce operating expenses. Because, Manual handling of carrying containers gate in and out of terminals causes inaccurate data, which results in confusion. An alternative is for containers to be labeled with barcodes that can be scanned into a system with a scanner, but this takes quite a long time and is inconvenient. A RFID system, also known as a gate automation system, can solve these problems by reducing the time of gate management with a technology that detects number identification plates, helping operators more efficiently perform gate management work. Having said that, with this system, when container damage is detected, gate operators make and keep documents manually. These documents, which are insufficient evidence in proving container damage, result in customer claims. In addition, it is difficult for gate operators and other workers to manage containers, exposing them to danger and accidents. This study suggests that if an automation system is introduced at gates, containers can be managed by a video storage system in order to better document damage The video system maintains information on container damage, allowing operators the ability to search for videos they need upon customer request, also allowing them to be better prepared for customer claims. In addition, this system reduces necessary personnel and risk of accidents near gates by integrating a wide range of work.
