A Security Architecture of the inter-VTS System for shore side collaboration of e-Navigation (안전한 e-Navigation을 위한 해상교통관제 시스템의 정보교환 보안구조 설계)

  • A concept of the "e-Navigation" was introduced in 2005 and implementation strategies are under way by IMO/IALA in the maritime safety area. Specially VTS is an important maritime traffic monitoring and aids to navigation system which is aims to improve safety, navigation efficiency and protect the marine environment. The demand of the inter-VTS networking has been increased and standardization is underway for realization of shore side collaboration for maritime safety in IALA. But there may be security problems in the inter-VTS networks if they have not proper security mechanism. The hacking of realtime ship position and sensitive maritime surveillance information caused a critical accident of vessel, human life and environment by terrorist. This paper aims to design of a secure inter-VTS network structure and related security protocol for secure sharing of sensitive maritime data.

  • This paper will look into the Main Substance and Some Problems of 24 hours Advance Cargo Manifest Declaration Rule, focuses on the Policy implication of Korea's and counter measures of our parties concerned about 24-hour advance vessel manifest rule. The 24-hour rule requires cargo owners to submit cargo manifest information to U.S. Customs 24 hours before vessel sailing from the final foreign port to a U.S. port. Cargo manifest information must be complete, accurate, and timely. As of February 2, 2003 manifest information can be submitted by paper or electronically. Cargo descriptions must be at a level of detail consistent with Harmonized Tariff Schedule (HTS) codes used by U.S. Customs. HTS codes are 10 digits. Electronic submissions are made via the Automated Manifest System (AMS) run by U.S. Customs.

  • This study introduces the navigational environment database(DB) compiling water depth, sediment type and marine managed areas (MMAs) in coastal waters of South Korea. The water depth and sediment data were constructed by combining their sparse points of electronic navigation chart and survey data with high spatial resolution using the inverse distance weighting and natural neighbor interpolation method included in ArcGIS. The MMAs were integrated based on all shapefiles provided by several government agencies using ArcGIS because the areas should be used in an emergency case of ship. To test the validity of the constructed DB, we conducted a test application for grounding and anchoring zones using a ship accident case. The result revealed each area of possible grounding candidates and anchorages is calculated and displayed properly, excluding obstacle places.

  • The rapid growth of economy in china leads to concentrate throughput volume of World to North East Asia. Ports in North East Asia have to cope with rapid changes in environments. In order for a port to compete in the global market, it must provide proper productivity and promptly services of port. The system of information hold a key in port-logistic industries. Most ports make every effort to set up and operate the system of Information. Busan port already set up the system of port-logistic information such as Port-Mis, KROIS. But it is not activate yet because of problems of security and certification and so on. The purpose of this paper is to make Model which can activate the system of port-logistic information. In addition to, We suggest definite and feasible model by group and types of port-logistic industry.

  • The International Labour Organization adopted the Maritime Labour Convention, 2006 on 23 February 2006. This convention contains the regulation about social security for seafarers in the Tittle 4. For the purpose of ratifying this Convention in our country, it is necessary to examine the domestic law and regulation concerned whether it fulfills or not the required conditions of the Convention Therefore, this paper aims to find the difference between the domestic law and the convention, also suggest the way to solve the problems.

  • Sniffing attack is a passive attack which is reassembling packets to collect personal information, bank accounting number, and other important information. Sniffing attack happens in LAN and uses promiscuous mode which is opening filtering by pass all packets in LAN, attackers could catch any packets in LAN, so they can manipulate packets. They are Switch Jamming, Port mirroring, ARP Redirect, and ICMP Redirect attack. To defend these attacks, I proposed to use SSL packet encryption, reconfiguration of switching environment, DNS, and decoy method for defending all kinds of Sniffing attacks.

  • In view of the increased threat arising terrorism, the International Maritime Organization(IMO) adopted the International Ship and Port Facility Security Code (ISPS Code) which attached to the SOLAS Convention. The ISPS Code requires a comprehensive set of measures to enhance the security of ships and port facilities. For example, a shipowner must obtain the International Ship Security Certificate(ISSC). If the carrying vessel has not ISSC, the ship may be detained by the contracting governments. The Joint Cargo Committee(JCC) in London adopted the Cargo ISPS Endorsement, in which the assured who knowingly ships the cargoes on a non-ISPS Code compliant vessel will have no cover. However, where there is no the Cargo ISPS Endorsement in a Marine Cargo Insurance Policy and the cargo is carried by a non-ISPS Code certified vessel, the legal problem is whether or not it would constitute a breach of an implied warranty of seaworthiness and/or an implied warranty of legality. The purpose of this article is to analyze the potential legal issue on the relations between non-ISPS Code compliant vessel and two implied warranties under Marine Insurance Act(1906) in U.K.

Study On Integrating Internet and Intranet based on IPSec and IMA Technology (IPSec과 IMA를 이용한 인터넷과 내부 망 통합에 관한 연구)

  • This research is on the study of integrating internet and intranet that was built for their own enterprise into one network system that promises a more economic and secure use. Compared to this system, the traditional network conversion device not only has its mechanical limits, but also requires a separate network set up. This raises both interoperability and security problems and results in a higher cost. Therefore, I propose dual defence system based on the inverse multiplexing of ATM Forum and IPSec to improve network ability and deliver enhanced system reliability while reducing cost. Furthermore, I also addressed some of the weaknesses of the Scanning Attacking Method, SNMP and Spooler Port and proposed counter measures that will deal with these weakness at the dual defence system.
