극동 아세아 컨테이너 항만의 능력평가에 관한 연구 (A Study on Evaluating the Ability of the Competitive Container Ports in Far-East Asia)

  • The rapid progress of the intermodal freight transportation in recent years has induced fierce competition among the adjacent hub ports for container transport. This brings increased attention to the evaluation of the port competitive ability. But it is not easy to evaluate the port competitive ability because this belongs to ill-defined system which is composed of ambiguous interacting attributes. Paying attention to this point, this paper deals the competitive ability of container port in Far-East Asia by fuzzy integral evaluation which is adequate to interacting ambiguous attribute problem. For this, the proposed fuzzy evaluation algorithm is applied to the real problem, based on the factors such as cargo volumes, costs, services, infrastructure and geographical sites These are extracted from the precedent study of port competitive ability, etc. The results show that the port evaluation factors come in following order ; services, costs, infrastructure, geographical sites and cargo volumes. There are some interactions(interaction coefficient, ${\lambda}=-0.664$ between evaluation attributes. The port competitive ability comes in following order : Singapore, Hongkong, Kobe, Kaoshiung and Busan. According to the sensitivity analysis, the rank between Busan and Kaoshiung changes when ${\lambda}=0.7$. From the analysis of the results, we confirmed that the proposed fuzzy evaluation algorithm is very effective in the complex-fuzzy problem which is composed of hierarchical structure with interacting attributes.

동북아 중심항만 구축을 위한 컨테이너 터미널의 개발 및 운영전략 (Strategies for Container Terminal Development and Operation for the Hub Port in Northeast Asia)

  • This paper aims to suggest the strategies for Korea port, especially Busan to develope into a viable transhipment center and/or Hub port as the articulation points between mainline and feeder nets. To tackle this goal, the authors clarify the requirements for Korea port which will be critical in determining its position as Hub trough the careful analysis on competitiveness, environmental impact, port policy and capacity, transhipment traffic and inherent ability to generate traffic. The results are summerized as follows. (1) Coping with increasing container volumes, new investment is sustainedly necessary to increase the capacity and inherent ability of container port and create economies of scale. Moreover, increasing port capacity will increase the potential for the Korea port's inclusion into mainline rather than feeder networks. (2) Considering an increasing awareness of need for customer-oriented operations and service quality rather than simply a reliance on infrastructure-led efficiency, privatization of one sort or another and corporation of port have been key strategies in achieving greater efficiency in Korea containerport.

  • 최근 발생한 고객정보유출사고는 조직의 정보보안 강화에 대한 관심과 전담조직의 중요성을 고조시키고 있다. 이에 따라 기업들은 정보보안 강화를 위해 정보보안정책을 마련하고 있으며, 조직구성원들로 하여금 보안정책을 준수하도록 권고하고 있다. 해운항만 조직에서도 정보보안을 위해 정보보안정책을 체계화시키고 조직구성원들의 정보보안능력과 정보보안행동을 평가할 필요성이 있다. 본 연구의 목적은 해운항만조직 구성원들을 대상으로 정보보안정책 준수 정도가 정보보안능력과 정보보안행동에 미치는 영향을 분석하는데 있다. 분석결과, 먼저 해운항만조직 구성원의 정보보안정책 준수에 영향을 미치는 요인으로 정보보안규범과 정보보안교육을 확인할 수 있었고, 정보보안처벌은 정보보안정책 준수에 유의한 영향을 미치지 않는 것으로 분석되었다. 해운항만조직 구성원의 정보보안정책 준수정도는 정보보안능력과 정보보안행동에 유의한 영향을 미치는 결과를 확인할 수 있었다.

  • 현재 항만물류보안과 관련한 노력이 활발하게 일어나고 있지만 항만정보기술과 관련된 보안에 대해서는 인식과 교육, 제도 등이 부족한 상황이다. 상호인증 협약 수립을 통해 항만물류보안 정보를 실시간으로 교환 할 수 있는 통합 네트워크를 구축할 필요성이 있다. 항만경쟁력 확보 및 물류 서비스 강화를 목적으로 물류보안을 위한 국가 전략수립이 중요하다. 무엇보다 시급히 필요한 것은 항만물류조직구성원 들의 보안의식을 높이고 항만물류조직의 중요한 특성인 정보 보안 능력을 향상시키는 것이다. 따라서 본 연구는 항만물류조직구성원들의 정보보안능력에 영향을 미치는 요인을 분석하였다. 분석결과 보안규범이 보안인식에 영향을 미친다는 가설은 기각되었지만 보안활동과 보안인식 간의 관련성은 유의한 것으로 나타났다. 또한 보안규범과 보안능력 간의 관계, 보안인식과 보안능력 간의 관계에도 긍정적인 영향을 미치는 결과로 나타났다.

  • This paper aims to diagnose the strategy execution ability and to provide corresponding measures for Korean oceanic shipping companies. The analysis method is the t-test between importance awareness and Corresponding ability for strategy execution diagnosis index(XPP). According to the diagnosed results, the strategy development is unsatisfactory because the strategy implemented does not adhere to concurrent environmental change. Moreover, the execution of the strategy is also unsatisfactory. Therefore, an evaluation shows that there is a need for a SWOT analysis using BSC, an organization structure to strengthen the strategy execution ability and the support from the market condition analysis prediction center.

컨테이너 항만경쟁력 결정요인 분석 (The Analysis on the Determinations Factors of Container Port Competitiveness)

  • The aim of this study is to analysis factors that determine the competitiveness of container ports using the KJ and AHP methods. For this, 54 detailed attributing factors were identified both by previous studies and port users. 24 attributing factors were identified by a group of port experts. also, These were grouped 18 detailed attributing factors into 6 attributing factors by a group of port experts using the KJ method. These were made into a model of hierarchical structure with 3 levels, taking 1 goal factor, 6 evaluation factors and 18 detailed evaluation factors. The collected date of questionnaires were analyzed by a group of port experts using the AHP method. The analysis result of the evaluation factors in container port shows that port cargo volume is the most important factor, followed by port location, port cost, port service, port facility and port management. The analysis results of detailed evaluation factors in container port shows that import and export cargo volume is the most important factor, followed by transshipment cargo volume, distance from main trunk, cargo handling cost, distance from the point of importing and exporting, speediness of cargo handling, stability of cargo handling, vessel/cargo cost in port entry and leaving, punctuality in port entry and leaving, number and length of berth, collateral service cost, terminal area, hinterland accessibility, ability of terminal operation company, front depth of berth, etc.

  • 본 논문에서는 해양오염 사고 시 방제장비를 얼마나 충분히 확보하여 방제작업 수행을 하여야 하는가가 매우 중요하기에 동적 시뮬레이션을 통한 위험분석을 하여 적정 방제장비의 확보를 위한 합리적 구성과 체계화 방안을 수립하는데 도움이 되고자 한다. 한 국가의 방제능력은 단순히 보유하고 있는 유회수기의 대수나 오일펜스의 길이로만 나타내어지는 것은 아니다. 국가의 방제능력은 방제장비의 양뿐만 아니라 오염 사고시 대응의 신속성과 체계성, 효율성을 고려하여 총괄적으로 표현되는 것이다. 이러한 국가방제능력 산정은 매우 복잡하며, 서로간의 상호관계가 매우 중요시되므로 시스템 다이나믹스 이론을 활용한 파워심을 이용하여 표현하였다.

  • Yaw-checking and course-keeping ability in IMO's ship manoeuvrability standards are reviewed from the viewpoint of safe navigation. Three kinds of virtual series-ships, which have different course instability, are taken as test models. The numerical simulation on Z-test is carried out in order to examine the correlation between known manoeuvrability in spiral characteristics and various kinds of overshoot angle. Then simulator experiments are executed with series-ships in a curved, narrow waterway by six operators(five active pilots and one ex-captain) in order to examine the correlation between known manoeuvrability and degree of manoeuvring difficulty. IMC criteria for yaw-checking and course-keeping ability are discussed and revised criteria are proposed.

  • One of the main uses for ship simulators is I the field of port design, and an increasing number of simulators, of vary in degree s of fidelity, are being used for this purpose. An essential feature of all such simulators is their visual scene, which must be of sufficient fidelity to convey the key visual cues adequately. This paper examines the ability of a number of experienced mariners to perceive speeds and distances correctly using Computer Generated Imagery visual scenes of different fidelity, compared with their performance at sea.
