Evaluating Innovation Policies in Australian Government: BACKING AUSTRALIA'S ABILITY

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement, launched by the Australian Prime Minister in January 2001, commits an additional $3 billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government also undertakes analysis and comparisons of innovation policies, instruments and approaches to maintain a leading-edge National Innovation System. This includes analysis of the innovation activities of other nations, and evaluation of the impacts of innovation policies and programs on Australia's institutions and enterprises.   • Due to almost all tracks of new Kyoungbu high-speed lines(HSL) consisting of bridges and tunnels, HSR operational safety management is very important factor for passenger safety and preventing catastrophic event. Especially, it is important to approach the scene of the accident and assist in saving lives as soon as possible under emergency conditions. Therefore it is essential to prepare access methods and available resources in advance in order to support emergency correspodances promptly and effectively. This paper persents an application of geographical information system(GIS) for developing emergency management system as well as batabase system on tracks and facilities, electric/communication equipment and safety equipment required to support emergencies. The on-site information on the proximity of HSL is expressed on the numerical map, which can be helpful to call external supports such as medical service, local authorities, police offices, fire brigades, and etc. for the emergency situations.

  • The research tried to realize the policy which serves Innovation ability for culture-contents producer, and culture-contents producer's Innovation ability which impacts OSMU of contents in the policies of government for vitalizations of culture-contents industry. As a result, we have reached the conclusion that the supportive policies for technology, exports and marketing were effective to strengthen the innovation ability of management of human resource, creation and production area. Also we have found that content's OSMU has been influenced by innovation ability. The implication of this study are followed. First, the policies which are intended to revitalize the culture content industry by government has the effect that are some different ones from the settlement and intention. Second, the production industry of animation do still passive and closed organization management, without the efforts for opened and cooperative management. Therefore, the efforts of government which are more practical and realistic supports to revitalize and based on strategic cooperation of industry.

  • Since the global financial crisis, major countries have been executing policies related to two top-priority goals to create more jobs: revitalization of entrepreneur activity and the cultivation of small and medium-sized companies. In South Korea, the interest of policy makers is increasingly focusing on the role of SMEs that have a technological competitive edge in the realization of a "job-centered creative economy." Due to the nature of the field, the health and medical industry requires a particularly long time until the achievement of industrialization, Also, because of the complex distribution structure, it is essential for related government ministries and institutions to jointly devise strategies. A lack of policy supports for the industry has thus far resulted in its development being relegated for the most part of small and medium-sized companies, which consequently means low global competitiveness. Now is the time for the South Korean government to provide the revolutionary supported options and strategies. This study aims to propose a general policy direction and policy areas for the cultivation of Korea's small and medium-sized companies in the healthcare industry into global small giant companies through an exploration of the German case. It is crucial to first cultivate the international competitiveness of Korean small and medium-sized companies (as in the case of Germany) so that they can grow into global small giant companies. Another important task is the creation of an environment that expedites the qualitative growth of promising SMEs as well as technological development. After securing competitiveness in terms of both product quality and technology in the global health market, substantive policy supports will be necessary to cultivate global small giant companies that are export-based (e.g. job creation effect, sales value added).

Images of Arboreta·Botanical Gardens Influence on the Policy Support Related to Carrying Capacity (수목원·식물원의 이미지가 수용력 정책 지지도에 미치는 영향)

  • This study intends to analyze the relationships between images of arboreta or botanical gardens and the policy supports related to carrying capacity. For this purpose, a questionnaire survey was distributed to 723 public sites nationwide. The results consisting of an exploratory factor analysis, a confirmatory factor analysis, a correlation analysis, and a structural equation method showed that the images of the arboretum or botanical gardens contained 3 factors: cognitive, affective and shape factors. The cognitive factors greatly affected the policy support related to carrying capacity. The policymakers of the arboretum or botanical gardens can consider cognitive elements of images as important aspects in the planning and management factors to improve the support of visitors related to the policies of carrying capacity for sustainable use.

  • The Korean government amended the Environmental Technology and Industry Support Act to foster the environment industry and support the advancement of domestic environmental companies into overseas markets. The amended act reflects changes in the government's policies on environment related issues. This paper uses outcomes of research conducted on environmental policies in foreign countries and the current status of the domestic environment industry to present long-term strategic plans and measures to support the expansion of environmental companies into the global markets and to vitalize the environment industry at home. The suggestions for assisting domestic companies in making inroads into overseas markets are as follows: building up and expanding cooperative network; fostering promising companies and exports by making the right choices and focuses; diversification of export markets and strengthening supports for development of new customers; promoting supports for winning overseas projects; and developing cooperative projects to respond to climate change in developing countries using the Global Climate Fund (GCF).

  • Association rule mining searches for interesting relationships among Items in a given database. Association rules are frequently used by retail stores to assist in marketing, advertising, floor placement, and inventory control. There are three primary quality measures for association rule support and confidence and lift. In this paper we present association rule mining based antecedent variables. We call these rules to antecedent association rules. An antecedent variable is a variable that occurs before the independent variable and the dependent variable. For example, in politics, a special interest group may want to support a politician who backs their cause. The group would look for a candidate who supports their views and support his election. Once in office, the politician would then conduct policy that supports the interest group.

A Study on the Effect of Win-win Growth Policies on Sustainable Supply Chain and Logistics Management in South Korea

  • Purpose: In Korea, win-win growth policy has been successfully implemented in supply chain and logistics management. In the policy, it is recommended to support supply chain partners with various mechanisms including financial and technical aids. This study attempts to scientifically analyze the effects of direct and indirect win-win growth policy factors on supply chain and logistics management performance through partnership factors. Research design, data and methodology: This study builds a structural equation model reflecting the relationship between the win-win growth policy, partnership and performance factors. The proposed model is verified with the PLS (Partial Least Squares regression) methodology. Data from shipper and logistics companies were collected and analyzed by the PLS model. Results: The analysis showed that both direct and indirect policy factors are meaningful to improve supply chain and logistics performance. Indirect support factors including R&D, management innovation, human resources development and educational supports have positive impacts on partnership factors. Direct support factors including financial aids and fairness also have positive impacts on the performance. Conclusions: This study is meaningful in that it suggests a turning point in which supply chain Win-win growth and partnership efforts are perceived as new value-creating mechanism rather than unilateral cost reduction for logistics industry.

  • More government's policy supports than current are necessary time first of all because Korea game industry is growing vigorously centering around On-line game and Mobile-game. Korea Government is progressing game industry promotion policies actively, and these may accelerate developed speed of Korea game industry in the near future. But, we are time that feedback of government's game industrial policies is necessary now through comparison with game industry policy of Northeast Asia area game Industry policy of area. Therefore, In this paper we did study improvement assignment of Korea game industrial policy through comparison with Game industrial policies of the Korea, China and Japan.
