대학구조개혁정책의 쟁점과 대응 과제에 관한 연구 - 학령인구 감소에 대한 새로운 대학구조개혁 패러다임 탐색 - (Major Issues of University Restructuring Policy and Discussion for New Alternatives)

  • The purpose of this study was to analyze the number of university entrants influenced by the population decline of school age, to discuss the major issues of university restructuring policy initiated by government, and to suggest the mid- to long-term policy agenda on university restructuring. According to the analysis of university enrollment changes, university enrollment quota will decrease to 29% of year 2013. And the ratio of private university enrollment and the entrants of universities in the metropolitan areas will increase. Under these circumstances, it is highly concerned that high school graduates will be more concentrated to private universities located in the metropolitan areas. The government policy on university restructuring have several problems on the direction, the pursuing strategies, and the negative impacts of it. This study suggested the new paradigm for the university development and also the alternative strategies such as the balanced development in universities, financial support system, school-to-work policy, university collaboration system, and an enactment of university development.

  • Regarding the role of infrastructure in the university and education sector, which is the most important factor for securing future competitiveness of a country, timely application from qualified applicants is an important factor. Thus, this study is to propose creative value regarding education and certification for smart IT sector, which will be a major topic in continuous technology development over the next 10 more years, and to bring out ripple effects by policy research regarding education and certification for smart IT sector in the software-oriented society. This research on policy regarding education and certification for smart IT sector in the software oriented society can be used as a guideline in education and certification for smart IT sector at colleges and can be also used for establishing groundwork for completing practical education required in smart ICT field at colleges and for cultivating mobile app program developers required by enterprises.

Autonomy, Incentives, and School Performance: Evidence from the 2009 Autonomous Private High School Policy in Korea

  • Improving the quality of school education is one of the key policy concerns in Korea. This paper examines whether providing schools with adequate autonomy and incentives can meet the policy goals by looking at a recent policy reform in Korea. In 2009, the Korean government granted autonomy to certain private high schools on the condition that no financial subsidies would be provided to the schools. Because the autonomous private high schools cannot receive a subsidy, they have a strong incentive to meet parental demands because schools failing to meet these demands will lose students and will have to close. Applying the value-added model to longitudinal data at the student level, I find that students entering these autonomous schools show faster growth in their academic achievement than their peers in traditional non-autonomous schools. These results suggest that providing schools with autonomy and incentives can be a useful policy tool for improving school education.

Tensions between Secondary Mathematics Teachers and Educational Policy Regulating Academic Acceleration in Korea

  • The Korean government initiated an educational policy regulating academic acceleration in schools (e.g., regulating teaching or assessing above-grade-level content) in order to normalize public education and prevent the growth of private tutoring. To analyze whether the policy is achieving its intended goals, this study examined how high school mathematics teachers responded to the policy. The findings indicate four distinct teacher responses: the teachers would teach above-grade-level lessons in classes, but not assess them on a test; the teachers sought academic acceleration to prevent excessive private tutoring, although the policymakers thought that teachers' academic acceleration results in an excessive demand for private tutoring; the teachers were willing to teach above-grade-level content for students, but they were reluctant to teach below-grade-level content due to the time constraints; and the teachers recognized that the policy limited their curricular autonomy, even though it was intended to ensure their autonomy. Implications for mathematics teacher educators and policymakers are discussed.

한국의 보건교육 제공체계 연구 - 보건교육 정책을 중심으로 - (Study on Health Education Providing System in Korea - Health Education Policy-)

  • The method of this study is as follows : First, the interview with the civil servants concerned. Second, the review of the pertinent public ledgers. Third, the review of the existing reference. The results of this study are as follows. 1) The health education system in Korea has only the head. But it does not have the trunk and the limbs that it can move with. 2) Health educator should have the essential work that is the planning and coordinating work of intersectoral health education programs. They should also have the trust works from other sectors. 3) The proposition in the health education policy is as follows: First, the department or section of health education should be made newly in the public health organization. Second, at the level of province(Do) and county(Gun), the health educator should be stationed. Third, most training courses of health care members should involve health education subjects. Fourth, the health center at the level of county(Gun) should have a minimum material and audio-visual equipment of health education. Fifth, regular health education should be put into practice through local broadcast or CATV etc.. Sixth, school health education should be consolidated. Seventh, village health worker(nurse) should be stationed at the level of health center, so that he(she) can work as health educator. 4) The ultimate model of health education system is that of Fig. 5. But it is impossible to change the system synoptically. At first health educator should be stationed at health center. And then the system should be gradually organized.

  • The purpose of this research is to identify the overall operation status of the marine program, which operates in the Department attempted, in various qualities and operational programs consisting of lecturers derives the problem, and to the policy proposal accordingly. In order to complete the purpose, to analyzed based on the status of marine programs of the Marine Training Center Chungcheong Cluster of three Education Offices from 2014 until the first half of 2016. AHP분석 방법을 통한 경상남도 평생교육진흥 정책 우선순위 결정 (Determining the Priority of Lifelong Education Promotion Policy in Gyeongsangnam-do through AHP Analysis)

  • 본 연구는 평생교육법 개정(2007.12)으로 시 도지사의 평생교육진흥책무가 강조됨에 따라 지역주민을 위해 우선적으로 추진해야 할 평생교육 영역과 경남평생교육진흥원이 설립된다면 추진해야 할 주요업무가 무엇인지를 분석하여 경상남도 평생교육진흥을 위한 정책적 함의 및 시사점 도출에 있다. 전문가 설문조사를 통해(Expert Choice 2000활용) 경상남도 평생교육진흥정책의 추진방향을 평생교육 6대 영역과 시 도 평생교육진흥원에서 추진해야 할 업무 우선순위 분석을 실시하였다. 평생교육 6대 영역 분석결과, 우선적으로 추진되어야 할 영역은 직업능력 향상교육(0.335)으로 나타났다. 경남평생교육진흥원이 설립되어 추진해야 할 주요업무는 첫 번째로 지역실정에 맞는 평생교육정책개발(0.238)로 조사되었다. 그 다음으로 평생교육프로그램 개발 및 보급(0.148), 도내 평생교육기관 간 연계체계 구축(0.139) 등의 순으로 조사되었다. 결론적으로 경남 평생교육진흥 사업의 발전과 활성화를 위해 지역의 산업정책 흐름에 발맞추어 "5대 핵심전략산업 연계를 통한 평생학습 추진전략 수립"의 필요성을 제기하고자 한다.

  • 한국의 고등직업교육은 40년의 발전 끝에 기초적인 발전에서 질적인 발전으로의 전환으로 이미 칭찬할 만한 성과를 거두었다. 중국의 고등직업교육원은 개혁개방을 거쳐 많은 양의 양질의 기술기술인재를 각 분야로 이송하였다. 고등직업교육은 중국 교육제도의 필수불가결한 부분으로서 "고품질", "실용" 및 "기능성" 인재를 양성하는 중요한 능력으로 경제 및 사회 발전에 큰 기여를 한다. 이와 함께 소작농, 가사도우미, 퇴직근로자 등 상대적으로 기능이 낮은 근로자의 고용스트레스가 증가하고 있다. 이러한 배경에서 고등 교육은 실업 문제를 해결하고 강력한 인적 자원을 사회에 제공하기 위해 국가 정책을 안내하고 지원하는 데 필수적이다.

  • 본 연구는 미디어 교육을 거버넌스 관점에서 분석하고 새로운 거버넌스의 지향성과 혁신방안을 제시하는 데 있다. 이를 위하여 미디어 교육과 거버넌스에 대한 이론적, 실재적 배경을 고찰하여 미디어 교육의 거버넌스적 이해를 위한 분석 모형으로서 쉬만크의 지향-질서-행위이론을 기반으로 거버넌스 모형을 도출하였다. 그리고 이 모형을 운영하는 세가지 기준에 의거 미디어 교육의 구조와 행위, 결과, 이를 바탕으로 미디어 교육 정책의 거버넌스를 종합적으로 분석하였다. 분석 결과를 토대로 향후 교육 현장에서 지향-질서-행위형 거버넌스 모형의 구축을 위한 거버넌스 혁신 방안으로 '행위적 협력'의 이념 지향, 사회정치적 변수를 합리적 정책 시스템으로 귀속시키기 위한 정책차원의 노력, 통치(government)에서 협치(governance)로 전환할 수 있는 협력 거버넌스의 활성화 등을 제시하였다.

저소득층 아동·청소년 교육복지정책 발전방안 (Development Plan of the Education Welfare Policy for Children and Adolescents of Low Income Group)

  • 저소득층 아동 소년을 위한 대표적인 교육복지정책인 교육복지우선지원사업, 드림스타트, 방과후학교 등 세 가지 교육복지정책의 운영현황을 분석하여 보다 내실 있고 효율적인 교육복지정책 수립을 위한 발전방안을 제시하는 것을 목적으로 한다. 이를 위해 선행연구를 검토하는 문헌고찰 방법을 사용하였다. 각 사업의 문제점을 도출하고 이를 통합적으로 분석한 결과를 토대로 저소득층 아동 청소년 교육복지정책에 대해 다음과 같은 발전방안을 제시하였다. 첫째 각 부처에서 분절적으로 시행하고 있는 사업을 총괄할 통합시스템이 구축되어야 한다. 둘째, 담당인력의 전문성 향상과 민간 인력의 고용안정성을 높이기 위한 제도가 마련되어야 한다. 셋째, 각 기관과 전문가 간 연계와 협의를 통해 교육복지에 대한 인식을 고양해야 한다. 넷째, 새로운 서비스 모형을 개발해야 한다.
