Effective policy coordination is necessary function for successful policy implementation. Korean government, for effective policy coordination, had developed the policy coordination system in the Prime Minister's Office. The Prime Minister's Office had successfully implemented policy coordination tasks during 35 years. The Prime Minister's Office had systemized policy coordination institutions and developed organizational capacity for effective coordination, and utilized various strategies, such as power, persuasion, and technical strategy. Based on the system, capacity, and various strategies, ]the Prime Minister's Office had achieved 90% of the asked policy conflict problems and completed 85% of coordination tasks within 6 months. The purpose of this study is for reviewing the performance of successful coordination of Prime Minister's Office and searching for some implications. For the study, the author analyzed the 429 policy conflict problems which had been recorded in 8 Policy Coordination White Papers.
Korea is examining how to coordinate its S&T policies and solidify its position as a leader of infrastructure innovation policy that forms the foundation for many different policies. A number of questions have been raised, such as whether to install a superior coordinating body like the National Science and Technology Council (NSTC) or separate the budget allocation and coordination authority from the budget-planning ministry. Korea has tried using various institutional coordination devices and functions such as reorganizing its administrative ministries based on related functions and installing or reinforcing a superior coordinating body. In line with these discussions, the strengthening of the S&T policy coordination function through the NSTC is currently under review. In order to design an effective S&T coordination system in step with changing political and social demands, it is important to have a clear recognition of the current context as well as the unique institutional characteristics of Korea. This study examines the evolution of Korea's S&T policy coordination systems and analyzes its features.
This paper aims to explore the cause and aspect of inter-ministerial policy conflict and its coordination in science and technology policy-making with the case of science and technology basic law-making process in Korea. This law-making processes are analysed through the three periods for the last 10 years starting 1992, such as law-formulation(1st) period, interim law-making (2nd) period, and final law-making(3rd) period. Based on these steps, it tries to concretely describe the phenomenon of policy conflict and the coordination mechanism among government departments and analyses the characteristics of dynamic interaction and mutual adjustment among the related agencies. The analysis is mainly focussed on the underlying causes and determinants of policy conflict, the development and coordination process of the conflict, the strategies and logics of the conflict participants, and eliciting some policy implications for effective policy coordination among government departments. Research results are summarized as follows. First, in science and technology policy-making the main causes of policy conflict among government departments are attributed to the difference of policy-orientation and jurisdiction-orientation of each agency. During the first period, the main aspect of policy conflict was policy-oriented, during the second, the main aspects of policy conflict were both policy-oriented and jurisdiction-oriented, and during the third, policy-oriented conflict was dominant. Second, the dominant typology and strategies of policy coordination which the participants used were vertical-political and horizontal-analytic approach. During the first period, horizontal and analytical approach were used, during the second, horizontal and political approach are mixedly used, and during the third, vertical and political approach were dominantly used. Third, The Korean National Assembly and the ruling party played a pivotal role in science and technology policy-making process(the basic law-making process) in particular during the final period.
The need for designing and implementing integrated policy was further emphasized in tandem with the increase in interest concerning policy coordination and interactions. An active discussion is taking place in the field of innovation policy concerning "integrated innovation policy," which considers innovation along with financial, regional development, social, and environmental policies together in a holistic manner. In Korea since the beginning of the 2000s, there were many attempts at implementing integrated innovation policy through the restructuring of the overall S&T administration system. For the purposes of taking an integrated approach to S&T policies as well as to S&T-related human resources, industrial, and regional development policies, the Roh Administration (February 2003~February 2008) elevated the S&T Minister to the level of Deputy Prime Minister as well as launching the Office of Science, Technology, and Innovation (OSTI) (October 2004 ~ February 2008) under the Ministry of Science and Technology. This study investigates the policy coordination activities of the OSTI from the perspective of policy integration. It deals with the background of the OSTI, its roles and responsibilities, the coordination process, and its achievements and limitations while discussing the important implications for developing effective policy measures with the hope of contributing to the development of theories of integrated innovation policy.
The Office of Science and Technology Innovation (OSTI) was created by a different method of organizational change from that of precedent administrative reforms. According to results of the new method, the OSTI case can be widely applied to other ministries as an alternative model for governmental reform. The theory part introduced two approaches of organizational reform, namely structural approach which focuses on the level of hierarchial authority and process approach which emphasizes the flow of information/expertise in organizational operation. It also discussed various ways of understanding for S&T policy coordination. After this, the paper reviewed details of the OSTI reform with special reference to implications for the mode of S&T policy coordination. It concludes that the OSTI may offer an opportunity to strengthen the coordination mechanism of the process approach.

Results of a study of the coordination effect in stocking and promotional markdown policies for a supply chain consisting of a retailer and a discount outlet (DCO) are reported here. We assume that the products are sold in two consecutive periods: Normal Sales Period (NSP) and subsequent Promotional Sales Period (PSP). When managers in the two periods coordinate, they share information on the demand forecast and jointly decide the stocking quantity, markdown time schedule, and markdown price to maximize mutual profit. In the absence of coordination, decisions are decentralized to optimize the individual party's objective function. Optimal coordination policy for the retailer/DCO problem setting is analyzed, and the coordination policy is compared with the uncoordinated policy to explore factors that make coordination an effective approach.
This study identifies and evaluates inter-ministerial coordination for developing digital content technology in Korea and Japan. It is conducted through a comparative analysis between Korean and Japanese governmental organizations and their decision making process. Media content had been regulated or promoted by ministries involving culture in both countries. The digitalization of traditional media, however, blurred boundaries between the cultural, technological, and industrial spheres, so ministries involving science and technology, economy and trade, or foreign affairs started to promote digital content technology in the late 1990s. This has been the cause of conflicts among ministries and sometimes led to policy duplication, which in turn weakens policy effectiveness. The competition and coordination of ministries and agencies can be seen through establishing or amending related laws, organizations, and programs. Structural holes are founded in the networks drawn among governmental agencies in charge of digital content, particularly in the field of intellectual property in Korea and online distribution technology in Japan.

A two-country overlapping generations model with fiat monies is used to study international coordination of monetary policies under the flexible exchange rate system. The optimal monetary policy and the welfare of individual countries are investigated for: coordination and non-coordination cases. It is shown that the coordination is Pareto superior to the non-coordination. The countries choose more inflationary policies in the non-coordination case; the world output decreases, which depends on the degree of risk aversion.
As policy areas are widened and more complicated, policy coordination becomes a challenge to the public administration. New Labour's promotion of the joined-up government was a holistic attempt to redress the fragmentation of the government in social policy. It promoted the joined-up activities by setting up joining-up units and agencies at the core of the government, the Prime-Minister's Office and the Cabinet office, and between the public, private and voluntary sectors. The joined-up government was criticised as being hierarchical and fragmented, and as confusing the line of accountability. Policy coordination has growing importance in Korea, and the experiences of the joined-up government will have implications on more coordinated promotion of social policy.
