본 논문에서는 최근 증가하고 있는 다양한 사이버범죄에 대한 대응강화를 위해 국내에서 발생하고 있는 사이버범죄의 발생현황과 경찰청의 디지털 포렌식 활용실태를 살펴 본 후 사이버범죄의 수사와 범인검거에 있어 좀 더 효율적으로 활용할 수 있는 사이버범죄 대응 디지털 포렌식 모델을 제안하고자 한다. 이 모델은 디지털 포렌식 분석기를 통하여 수집된 데이터를 언어지원시스템에 의해 다양한 개별언어를 표준화된 데이터로 처리하고, 처리된 데이터는 범죄혐의를 입증하는데 있어 법적 증명력이 있는지 여부를 검토하여 법적증명력이 있다고 분석된 데이터들은 다시 경찰 등의 수사기관에 알려주게 되어 신속한 수사를 가능하게 한다. 또한 수사기관은 파일시스템에 직접 접근하여 디지털 증거능력 여부를 조회 확인 할 수 있게 함으로써 보강수사에 대한 수사절차와 시간을 최소화 하고, 디지털 포렌식에 의해 분석된 데이터는 디지털 포렌식 저장기에 다시 저장하여 모아진 데이터를 통해 향후 범죄예측과 예방에 활용하게 함으로써 궁극적으로는 사이버범죄 감소의 효과를 가져 올 수 있다.

Purpose: The purpose of this study was to analyze and assess the current situation of Korea's school health education program and to establish measures to efficiently carry out school health education in Korea. Method: The survey was conducted through the internet with the health educators of elementary, middle, and high schools nationwide to assess the current condition of school health education programs, and 2,459 samples were collected which accounted for 23.4% of the total respondents. Results: According to school health educators on the enforcement of health education, the higher the education became, the less the health education was enforced. The enforcement rate was 96.9% in elementary schools, 76.7% in middle schools, and 67.3% in high schools. The major reasons were found as difficulty in securing class time (54.5%) and other excessive workloads (20.9%). As a result of the health education awareness survey, over 99% answered that health education is needed, over 80% answered that the education requires independent health textbooks, and over 95% answered that health educators are suitable for the person in charge of the education. Conclusion: This study will be a useful in establishing a detailed policy on enhancing school health education in the future.

The Alternative Dispute Resolution (ADR) Act in Japan was proclaimed on December 1, 2004, and five years have passed since the act took effect on April 1, 2007. The ADR Act enables qualified dispute resolution businesses to be certified as ADR business holders through the government's accreditation system, contributing greatly to the advancement of a private ADR. As of June 2012, the number of ADR institutes certified by the government had increased to 112. Article 2 of the supplementary provisions of Japan's ADR Act provides as follows: "The government should review the progress of the Act five years after enforcement, and take measures, if recognized as necessary, based on the results." Any problems revealed in the process of implementing the act are expected to be revised after five years of enforcement. To this end, the academic circle established an association called the Arbitration ADR Act Society in 2004, considering issues of the ADR Act and measures to improve the legislation, making policy suggestions, and working to improve management of the act, through seminars, forums, and a journal. The Japanese ADR Association, composed of ADR institutions as members, put forward a proposal entitled "Toward the Revision of the ADR Act" to the Ministry of Justice on April 2, 2012. This paper intends to identify the current state of the accreditation system, one of the most important systems under the ADR Act in Japan, in consideration of ADR Act revision. In particular, the examination includes measures to improve the accreditation system as well as data analysis of the application of accreditation, the current state of accredited institutions, and the ADR performance of accredited ADR businesses. In Korea, an ADR act has not been legislated yet, although the issue is being actively considered. This paper will be a meaningful reference for the Korean government in developing an accreditation system for inclusion in its ADR act in the future.

오늘날 테러조직의 구조는 복잡 다양한 네트워크 형태로 진화하고 있지만, 이는 무작위로 결합하여 생성된 네트워크가 아니라 선호도 결합 형태를 띠는 네트워크 현상으로 나타나고 있다. 이에 법집행기관의 효과적인 대테러 대책을 위해서는 테러네트워크의 특성과 유형에 대한 이해와 연구가 선행되어야 하며, 스마트미디어 시대에 적합한 기술 정보적 전략들을 수립해야 한다. 특히, 자생테러리즘은 전통적인 테러리즘과는 달리 국가와 지역의 경계 없이 불특정 다수를 대상으로 한 정치 이념 종교 등 다양한 목적의 폭력행위를 일삼는 새로운 형태의 위험성을 상징적으로 나타낸다. 스마트미디어 시대에서 극단적인 자생테러네트워크의 구성원들은 특유한 형태의 급진화 과정을 겪으면서 성장하고 있으며 활동영역 또한 추상적이고 광범위하기 때문에 국가적 차원의 법집행기관들이 치밀하게 테러네트워크를 파악해야만 한다. 아울러 온라인 공간에서 은밀하게 형성되고 진화되는 급진적이고 자생적인 테러조직 네트워크 형성에 접근할 수 있는 다양한 스마트미디어 매체들의 부정적인 측면을 고려하여 테러네트워크에 대한 추적과 차단에 정보공동체들이 활용해야만 한다.

Despite the deep concerns against the DPRK and the harsh sanctions imposed on it, the country renders the sanctions futile by facilitating various illegal trades such as the ship-to-ship transfers of petroleum or coal. Recently, the international community went into paying attention to solve this matter. Among the measures the community can take, "reinforcing the search and inspection of the DPRK related vessels transiting in the high and territorial seas" is the best policy approach to reduce the sanction evasion and provide the international community with considerable bargaining advantages. This measure requires the forceful action by legal enforcement agencies, also known as VBSS. (Visit, Board, Search, and Seizure) It would make the deals prohibited by the UNSCRs (United Nation Security Council Resolutions) less profitable by reducing the expected return on the deals and increasing the cost for them. So, it would make the illegal deals under the table less attractive. The DPRK has been able to render the sanctions futile by exploiting the limitations of the current maritime sanctions. The resolutions are short of being specific about law enforcement, and the PSI (Proliferation Security Initiative) is legally nonbinding. However, if the UNSCRs and the PSI are combined, they can generate a new source of power and exploit the weakness of the DPRK. Noting that the recent UNSCRs stipulated all the legal discussions in the resolutions are confined and applied only to the DPRK, the PSI can target the commercial trade as well as the WMD-related materials in the case of the DPRK's illegal maritime practices. Therefore, the PSI endorsing partners should go beyond mere commitments. They should discuss action plans to implement the maritime interdictions to the extent that they discourage the DPRK and its business partners continuing the illegal activities.

인터넷의 등장에 따른 사이버스페이스의 확장이 많은 변화를 야기하고, 특히 법 영역에서 현실세계의 법체계와 충돌하면서, '사이버스페이스와 법'에 관련된 문제는 우리나라 뿐만 아니라 세계 각지에서 21세기의 가장 중요한 이슈 가운데 하나로 부상하고 있다. 인터넷이나 컴퓨터와 관련된 기술발전의 속도가 빨라지고, 디지털화와 그 결과물인 디지털콘텐츠의 중요성이 증대되고, 전자상거래가 현실세계의 거래에 버금가는 영향력을 갖게 되면서 지적재산권 관련분야의 환경도 급변하고 있다. 특허, 상표, 저작권 등 지적재산권 이용형태의 다양화와 정보 유통형태의 혁신적 발전은 더 많은 정보의 자유로운 이용을 요구하는 이용자와 그러한 환경변화에 부응하는 보호를 요구하는 지적재산권자간의 충돌을 야기하고 있으며, 새로운 유형의 정신적 창작물에 대한 보호와 규율에 대한 논의가 활발히 이루어지고 있다. 이런 상황에서 세계 정치, 경제, 법률을 이끌고 있는 미국의 지적재산권관련 법제의 전개상황을 면밀히 살펴보는 것은 우리의 이익을 지키기 위하여 필수 불가결한 활동이다.

경찰이 범죄예방과 수사를 위해 영상장비를 활용하고 있는 것은 비단 최근의 일만은 아니다. 과거 캠코더나 열화상 카메라와 같은 새로운 영상장비들이 개발되어 사용되면서부터 꾸준히 범죄에 대응하기 위한 수단으로 사용되어 왔다. 하지만 최근 들어 지능형 CCTV나 드론의 영상장비, 개량된 열화상 카메라 등과 같이 관련 기술들이 더욱 진화하고, 해당 영상 장비들을 범죄대응 목적으로 사용할 수 있는 근거 법령들이 뒷받침 되면서 그 활용범위가 보다 넓어지고 있다. 그에 따라 범죄예방 목적 뿐 아니라 범죄수사, 형사소송절차에도 널리 사용되고 있다. 그러나 영상장비의 활용이 많아짐에 따라 다양한 문제점들도 제기되고 있다. 최근 범죄대응 영상장비의 활용과 관련된 문헌들을 살펴보면 근거규정 미비, 개인정보 침해 위험성, 사생활 자유침해, 그리고 영상장비의 보안침해에 대해 꾸준히 문제점들을 제시하고 있다. 앞으로 영상장비는 보다 다양한 모습으로 범죄대응을 위해서 사용될 것이고, 그 기술 또한 더욱 발전할 것이다. 하지만 지금 시점에서 제기되고 있는 문제점을 해결하지 않는다면 앞으로 더욱 큰 문제들이 발생할 수 있다. 따라서 입법자들과 정부는 제기되는 문제점들을 면밀히 검토하여 영상장비들이 시민의 인권을 침해하지 않으면서 시민의 안전을 위해 활용될 수 있도록 노력해야 할 것이다.

Recently the program of direct payment for rural landscape conservation attracts great interests as it may help disadvantaged rural people. Recognized the effect of the program to improve the rural landscape and economy, it has been suggested that the program of direct payment for rural landscape conservation should be expanded. This paper presents the measures and status of Environmental Stewardship, the direct payment program for landscape conservation in England, as following; 1) rural development policies in UK organized under EU, 2) measures and agreements for rural landscape management, 3) the statues of ES enforcement. We sampled a pilot farm, surveyed inside and outside landscape of the farm, and interviewed local government officers and farmers in order to find policy implication.

This research was to analyze information network which contributed Anyang Venture Valley's development. And mutual communication between regional innovated companies was the essential factor of this growth. Anyang city with its Knowledge Industry Promotion Agency, KIPA, has first set up communication network, facility and other structures to create basis of communication. For that, they were able to operate various networking and promotion of communication which led to the enforcement of regional innovation in venture businesses. During its innovation, KIPA played a key role as a link between regional Innovated companies, which enabled active interactions between them. Government can verify significance of establishing network base with mediation function for lively communication for promoting innovation capability through Anyang Venture Valley's case.

In order for handicapped people to maintain better humane life, it is necessary to get statistics of them in developing appropriate national policy. However, it is very difficult to obtain baseline statistics on regular or occasional basis. It's reason is mainly attributed to attitudes of their family's tendency to conceal any existence of such memeber in the household. As a result, the statis-tics on the handicapped population is very inaccurate and under satisfaction. We must produce such statistics periodically in time and with accuracy. Thus, this study porposes five methods which, we believe, can produce reliable statistics of thehandcapped population : 1) vitalization through enforcement of handicapped information into the registration system, 2) inclusion in population census of items related to handicapped information, 3) improvement of the physically handicapped population survey scheme, 4) utilization of hospital patients' records for development of the statistics, and 5) an estimation through the labor force survey.
