Technology convergence is a global megatrends. In addition, developed contries should study for the new technology convergence production. Index of technology convergence has side effects that increase the value of production in the technology convergence and add to difference list about plan, however, this is difficult to verify. This paper presents a method to maintain consistency using list and confirm this when evaluation.

With the rise of China, the power and hegemony is moving to China in East Asia. The foreign policy of the China government is directly or indirectly affecting Korea, neighboring countries and the world. China is advocating a new international policy, a new security system, silk road policy and a new paradigm. China is a newly emerging powerful nation in Asia, and it is clear that China has the economic power to reestablish the Asian order and take over the hegemony. In addition, we want to run the world supremacy with the United States in political, economic, military and diplomatic sectors. In order to overcome the crisis of the Korean peninsula, which is being triggered by North Korea's nuclear and missile development, we are in the position to do our best to cooperate with Korea, the United States and Japan and further improve relations with China. In this study, I analyzed the policy of Southeast Asia and China macroscopically.

The cruise industry is a future-oriented convergence industry based on tourism and shipping, and has attracted great attention not only in the global market but also in Korea. The rapid growth of Asian cruise population, especially in China, has had a considerable impact on both the global market as well as the Korean market. With the recent THAAD problem, the need for diversification of the market has been raised as the entry of cruise tourists from China has been greatly reduced. It is also time for a more systematic and comprehensive development strategy ahead of the opening of the new cruise terminal. This study draws out the problems based on the interviews with experts such as prefectures, travel agencies, and related organizations, as well as analyzing literature on domestic and overseas government plans, policy reports, and research data. Then, the SWOT analysis is used to develop the development strategy and explore the policy support direction. The research scope can be extended to sustainable development model through wider linkage of mid to long term strategy and policy.

This study analyzes whether Income Contingent Loan achieves the policy goal of reducing the burden on higher education expenses with the emphasis on the repayment structure of the loan system and suggest ways to improve the incumbent policy. The study found that the voluntary repayment amount of the loan is much higher than the mandatory repayment amount. Therefore, various policy improvement measures are needed to activate the original purpose of the loan. We proposes improvements to the repayment, such as diversification of the repayment base rate, introduction of the loan integration, and analysis of loan default probability. In addition, this study has policy and academic implications in that it has suggested policy improvement measures by analyzing various overseas cases.

Although social economy organizations have achieved quantitative growth in various types and fields, they have been mainly promoted by the government, and there is still room for qualitative improvement, such as institutional reorganization, support systems and support methods, compared to advanced countries. In this study, the problems of social economy organizations, the current status and actual analysis of social economy organizations, the policy delivery system, obstacles to the development of social economy organizations, and problems of activation, etc. were reviewed through previous studies. Through this, policy directions and tasks for revitalization of future social economy organizations were presented. As a result, the policy direction for revitalization of social economy organizations requires private and local government initiatives, expansion of fields, customized support for the creation of a growth ecosystem, and various linkage cooperation. Organizational capacity development and education, reinforcement of various linkage cooperation systems, creation of an investment ecosystem, and joint market development are necessary.

Objective: The purpose of this study is to develop a child-care support policy strategy in response to the decrease in the population of children aged 0-5 years. This will be achieved by collecting opinions from a panel of experts on child-care support policies through a Delphi survey. Methods: To achieve the purpose of this study, a panel of 20 experts in child-care policy was selected, and a Delphi survey was conducted over three sessions. Data collected through the Delphi survey underwent analysis, including frequency analysis, descriptive statistics, content validity ratio, coefficient of variation, agreement, and convergence. Data processing was carried out using Excel 2016 and SPSS 26.0. Results: As a result of the study, a child-care support policy strategy addressing the decrease in the population of children aged 0-5 years was developed, comprising three policy areas, nine policy tasks, and 38 detailed policy tasks. Conclusion/Implications: Based on these results, it is anticipated that the study will not only enable the preparation of a strategy for child-care support policy to address the decrease in the population of children aged 0-5 years but also offer significant implications for shaping the direction of child-care support policy in alignment with the common good.

The Korean government have made and implemented various energy policies for solving environmental and energy problems in the energy industry in general and in the areas of "Energy-IT convergence" in particular. It is important for the government to choose and focus the future industries and promotion fields of Energy-IT convergence, because the Energy-IT convergence leads to newfangled services and products with diverse direct, indirect and induced effects and sometimes it needs to different regulation and policy issues. Unfortunately, until recently, there are very few researches regarding these complications. This study has derived critical priority factors for analyzing and evaluating the future industry of Energy-IT convergence. Using these elements and the ANP(Analytic Network Process) method, we have investigated the opinions of experts in the energy and IT industry. The process and results in this paper can be a good guideline for academic as well as industrial developments.

In this paper, the development level of information security technology for internet of things(Iot), big data and clo ud services is analyzed, and the detail policy is proposed to be leader in area of patents and ICT standard. The conc ept of ICT convergence is defined frist, market and current state of technology for three convergence services is the n analyzed, and finally main function and security target for each technology are presented. The evaluation criteria a nd IPR are analyzed to diagnose the level of patent and standard for the technology. From the results, even though the domestic competence is inferior compared to other advanced country, the efficient policy should be presented by using our capability for the big data and cloud. Furthermore, the technology development for the IoT and cloud is ne eded in advance considering the market-technology influence effects. In addition to, M2M security framework in IoT, data security in big data and reliable networking in cloud should be developed in advance.

ICT-convergence cluster is considered as critical policy means because it can create higher value-added products and services in the era of creative economy. Previous research has focused on comprehensive ICT-convergence cluster strategy based on Porter's diamond model. This paper adopted AIDA(Attention, Interest, Desire, Action) model and investigated a specific domain of government supporting policies related to non-R&D support. For two weeks, we gathered and analyzed 181 data from companies located in Chungbuk province. The results showed that support for technology, commercialization, and participation conditions positively leads to companies' interest in ICT-convergence cluster, which, in turn, makes positive impact on their intention to participate in it. It is significant that this paper verified AIDA model in the Government-to-Business(G2B) context. Future research will need to adapt AIDA model to national projects.
