A Study on Scale and Coverage of Nautical Chart of Korea (한국해도의 구역조정에 관한 연구)

  • Navigational charts in Korea have been increasingly published in line with the development of harbour for 60 years without a detailed planning. Recently, charts cause inconvenience to use and make navigator confused because they have not been adjoined to adjacent chart effectively and have been to overlap with other charts of the same scale. In this paper, we propose new chart system through adjusting area of the chart and rearranging its scale. This newly proposed scheme was first designed by researchers who have on-board career, then has been verified and revised by questionnaire and pilots' opinion. As a result, total number of Korean chart could be changed from 309 to 334.

An Improvement of Eligibility Requirements for a Pilot License by the Question Investigation (전문가 그룹별 설문조사에 따른 도선사면허 자격요건의 개선에 관한 연구)

  • The purpose of this study was to propose appropriate requirements to obtain a pilot's license in order to improve the safety of pilotage related to a survey of experts involved with pilotage. The survey has been conducted by experts from stakeholders in various fields. To suggest requirements for the license, a hypothesis test has been conducted. It turns out that onboard experience with higher gross tonnage is eligible for pilot. Secondly, it is required to have onboard experience of more than one year as a captain, within 5 years from the date that the individual takes the pilot's written test, with 5 years onboard experience as a captain. Lastly, if personality and aptitude tests are added to the requirements to obtain a pilot's license, the safety of pilotage will increase rapidly.

Verification of Automatic PAR Control System using DEVS Formalism (DEVS 형식론을 이용한 공항 PAR 관제 시스템 자동화 방안 검증)

  • This paper proposes automatic precision approach radar (PAR) control system using digital signal to increase the safety of aircraft, and discrete event systems specification (DEVS) methodology is utilized to verify the proposed system. Traditionally, a landing aircraft is controlled by the human voice of a final approach controller. However, the voice information can be missed during transmission, and pilots may also act improperly because of incorrectness of auditory signals. The proposed system enables the stable operation of the aircraft, regardless of the pilot's capability. Communicating DEVS (C-DEVS) is used to analyze and verify the behavior of the proposed system. A composed C-DEVS atomic model has overall composed discrete state sets of models, and the state sequence acquired through full state search is utilized to verify the safeness and the liveness of a system behavior. The C-DEVS model of the proposed system shows the same behavior with the traditional PAR control system.

Human-based aviation accidents with air traffic controller torts (항공기 사고와 인적요인 -관제사의 불법행위를 중심으로-)

  • Throughout the history of the aviation industry, from its origins in the $20^{th}$century to the present, accidents have always occurred. This paper deals with the legal liability of air traffic controllers, who represent one of the human factors causing these accidents. Though controller negligence turns out to be a main cause of the accident, Korea does not have additional judical case, since it was firstly declared that controller negligence was accountable for the air traffic accident in 1971. As such, we examine the liability of air traffic controllers as public officers. This paper looks not only at the role of air traffic controllers and pilots in accidents, but also at the applicability of controller liability in the context of Korean law. We determine that despite the high-stress environment, air traffic controllers must share in the responsibility to provide safe air navigation. Therefore, they cannot avoid legal liability.

Feedback Cancellation Based on Partitioned Time-Domain Pilots for T-DMB Repeaters (시간영역 파일럿 분할을 통한 T-DMB 중계기에서의 궤환신호 제거기법)

  • Conventional on-channel-repeaters (OCRs) have a crucial problem that the power of a re-transmitted signal is highly limited by a feedback signal due to antenna coupling. The power limitation problem in OCRs has been solved by incorporating a demodulation-type feedback canceller which eliminates unwanted feedback signals by estimating a feedback channel. In applying the demodulation-type feedback canceller to T-DMB repeaters, there is a troublesome problem of unfrequent known pilot symbols, resulting in poor convergence performance of channel estimation. To solve this problem and enhance the accuracy of estimation, we propose a partitioning method of the Phase Reference Symbol (PRS) transformed in time domain. Since filter coefficients are updated every one partitioned subgroup, the number of updates is increased by the number of partitioned subgroups and thus the convergence speed is enhanced. The improved performance of feedback-channel estimation is directly connected with the feedback-cancellation performance. Simulation result shows that the feedback canceller incorporating the proposed partitioning method has a good performance in terms of residual feedback power.

A Study on Accident Prevention through Analysis of Industrial Drone Accidents and Their Causes (산업용드론 재해발생 특성과 원인분석을 통한 재해예방에 관한 연구)

  • It has been only a few years since drones have been introduced to Korea, and as the use of drones has increased in industrial sites as well as in hobby activities, accidents such as workers' body parts coming into contact with rotating propellers have been occurring since 2016. Industrial accident cases are being filed. In the case of a remote control vehicle, if you release the remote controller in the event of an abnormal situation, it stops in place and no further danger occurs but in case of drones flying over the sky is different. Sudden motor stops during flight, uncontrolled changes in flight posture, loss of radio waves, loose propeller, etc, numerous factors can lead to accidents due to unintentional movements. Therefore, drone operators need safety knowledge as well as high knowledge about drones. However, drones with a weight of less than 12 kg can fly without a pilot's certification, and therefore, a minimum accident prevention measure is required. 10 accidents approved as industrial accidents since 2016, 23 accidents surveyed by general drone operator, 40 accidents surveyed by the Korean Consumer Resources Unfortunately for the purpose of writing this paper, drones are a new species and do not have many parameters for analysis but my experience has shown that the type of disaster does not deviate significantly. In addition, there is no paper that analyzes drone related industrial accidents not only in Korea but also in other countries. However, even if you watch an overseas drone accident video through YouTube, it is not much different from the case that occurs in Korea. I hope that this study will be of little help to all the drone pilots as well as the work safety of industrial drones used in industrial sites.

A Study on the Microcomputer Aided port Design Simulation and its Application to the Third Stage Busan Port Development Project. (컴퓨터 시뮬레이션을 이용한 항만설계 및 부산항 3단계 개발 계획에 대한 응용에 관한 연구)

  • This work aims to introduce the concept of microcomputer aided port design simulation methodology including the analysis of the mathematical models to be implemented and apply it to the Third Stage Busan Part Development Project. In the Busan case study the size of the proposed turning basin of the new terminal together with the operational stra-tegies of berthing and unberthing was examined In addition the safety of ships' entry and exit through the projection new breakwaters was as-certained. From the application of simulation to the Busan project it was found that the proposed dredging area was not sufficiently wide enough for a modelled container ship to perform A type unberthing (in which the ship turns to port as she monoeuvres away from No.1 berth with the ass-istance of tuges) especially in a strong easterly wind., It is therefore recommended that Busan pilots should be advised to use B type unberthing strategy in which the ship goes astern from No.1 berth to the turning area in front of No.2 berth(where the ship turns 180 degrees clockwise) especially when the wind is very strong. It is also recommended that a sea buoy be placed outside the new breakwaters as this was found to im-prove the safety of ship manoeuvres through the breakwaters significant-ly. Another recommendation is that the Korean Hydrodynamic Office carry out a detailed survey of the currents in the water area near the new breakwaters. once they have been constructed. In addition it is to be recommended that a current meter be placed at the recommended sea buoy pardised by erroneous current information

Conceptual Design of Network-based Pilot Supporting System (네트워크 기반의 예선사용 지원 시스템 개념 설계)

  • The ship without thrusters and special propulsion system is supported by the tug boats during berthing and unberthing. The orders to tug boats are made by a pilot. If the positions of ship, tug boats and port are displayed in 2D map, it will be helpful to pilots. In this research, a network-based pilot supporting system(NPSS) has been conceptually designed NPSS, necessary for safe and efficient pilot, has two main functions. One is the monitoring of the situation of berthing and unberthing. And the other is the automatic calculation of the tug forces considering environmental conditions. The NPSS is designed on the basis of network system around the harbor. The NPSS will be validated using ship-handling simulator in the future.

  • When a straight-in landing from an instrument approach using ILS or VOR/DME is not possible or desirable because of topographical reason or bad weather, a circling approach maneuver is initiated by the pilot to align the aircraft with a runway for landing. Visual contact with the runway is necessary while conducting a circle to land maneuver. This research is to develop a new warning system based on a convention marker system which alerts pilots to watch out for exceeding the circling approach area. The airborne system also uses the same receiver unit without any new installations. The objective of this research is to design and develop a Yagi antenna in a special form. The research includes computer simulations to determine the size of antenna radiation pattern and to compute an expected flight path in case of alarm to validate effectiveness of the system.

  • Synthesis process from the data produced by different types of sensor into a single information is being studied and used in a variety of platforms in terms of multi-sensor data fusion. Heterogeneous sensors has been integrated into various aircraft and modern avionic systems manage them. As the performance of sensors in aircraft is getting higher, the integration of sensor information is required from the viewpoint of avionics gradually. Information fusion is not studied widely in the view of software that provide a pilot with fused information from data produced by the sensor in the form of symbology on a display device. The purpose of information fusion is to assist pilots to make a decision in order to perform mission by providing the correct combat situation from avionics of the aircraft and to minimize their workload consequently. In the aircraft avionics equipped with different types of sensors, the software architecture that produce a comprehensive information using the sensor data through multi-sensor data fusion process to the user is shown in this paper.
