  • Various approaches for sound source segregation have been proposed. Among these approaches, frequency domain binaural model(FDBM) has the advantages of low computational load and effective howling cancellation. A binaural hearing assistance system based on FDBM has been proposed. This system can enhance desired signal based on the directivity information. Although FDBM has been evaluated in terms of signal-to-noise ratio (SNR) and coherence function, the evaluation results do not always agree with the human impressions. These evaluation methods provide physical measures, and do not take account of perceptual aspect of human being. Considering a binaural hearing assistance system as a one of major applications, the quality of segregated sound should keep level enough. In the paper, signal segregation performance by means of FDBM is evaluated by three objective methods, i.e., SNR, coherence and Perceptual Evaluation of Speech Quality(PESQ), to discuss the characteristic of FDBM on the sound source segregation performance. The simulation's evaluation results show that FDBM improves the quality of the left and right channel signals to an equivalent level. And the results suggest the possibility that PESQ provides a more useful measure than SNR and coherence in terms of the segregation performance of FDBM. The evaluation results by PESQ show the effects from segregation parameters and indicate appropriate parameters under the conditions. • In this paper, the seismic performance evaluation was performed on 100 existing open-cut power cable tunnels, including ones that did not consider seismic design, in order to verify that the government's demand level (seismic special grade, 0.22 g). The results of the seismic performance evaluation show that most of the tunnels have seismic performance of 0.3 to 1 g, satisfying the level of the seismic special grade and securing the seismic safety. Meanwhile, the earthquake response analysis and structural test were performed to verify the validity of the method and the results of the seismic performance evaluation of the tunnels by the response displacement method, and to verify their seismic safety. As a result, the relative displacement due to the response displacement method under the 0.22 g earthquake was conservative than the results of the earthquake response analysis, and the results of load-displacement curves and response modification coefficient calculation by real scale structural tests showed the safety of the tunnels.

  • This research examines the relationship between the characteristics of Government S&T Research Institutes (GRI) and their institutional performance evaluation system. First, based on Kaplan & Norton (1992) Balanced Scorecard Model, six perspectives suitable to Korean GRI are derived. Second, personnel who works on evaluation job classified current performance measures into the six perspectives. Analyzing comparative weights of individual perspectives, the characteristics of performance evaluation systems among institutes are derived and compared with their missions. The results are as follows: First, GRI evaluation systems put most weight on the customer perspective and least weight on the financial perspective. This result complies with Korean GRI's missions and strategies as well as findings of foreign cases. Second, Basic-technology GRI group relatively more priotizes long-term customer perspective, while Applied-technology GRI Group relatively more priotizes short-term customer perspective. Public-technology GRI Group is located in the middle in terms of priority of customer perspectives. Third, for three yews (2000-2002), performance measure weights of Basic-technology Group are changed much less than those of the other two groups. Further research are needed for reasons of drastic changes for Applied-technology and Public-technology groups and some abnormally high and low measure weights.

  • This paper analyses an impact of wage scheme and transparency of performance evaluation on the productivity. The main findings in this paper are as follows: First, the effect of wage scheme based on seniority system on the productivity is worse off than the performance pay. Second, there is a positive relationship between an incentive and the productivity, but, in the case of firms which individually informs the results of performance evaluation to their workers, it shows the hump-shaped relationship. Third, though the wage scheme is based on the performance, if the evaluation system is not transparent, the impact of incentive on the productivity is disappeared. Consequently, this paper implies that the appropriate incentive and the transparent performance evaluation system are required so as to improve the productivity.

  • The quality of performance evaluation on engineering consultants that provide design-related technical services is difficult to be measured, and only a handful of papers discussed the quality during the design stage. Although design cost is relatively far less than construction cost for a project, the decisions made in the design phase have a significant impact on the final products of the project, especially for large public construction projects. Therefore, this research focuses on reviewing and then establishing a performance evaluation framework for the consulting firms that execute detailed design and provide technical services for the Taipei Rapid Transit Systems (TRTS). By interviewing experts, this study first established a set of indicators to evaluate these firms' performance. Then, those indicators were incorporated into the four aspects of balanced scorecard (BSC) to establish the architecture of the evaluation mechanism. The weight of each indicator was calculated by analytic hierarchy process (AHP) from a survey conducted among experts. The results showed that the top-three indicators were quantity take-off, functions conformity, and budgeting. The framework of performance evaluation established by this study can be applied to measure service performance during the design stage. It not only facilitates the monitoring of consulting firms, but also helps to reduce unnecessary change orders and disputes during the construction stage.

  • Construction Technology Service is currently hardly managed due to failure to offer standard management system of service performance, company performance, and business evaluation in every Ordering Agencies. After Construction Technology Promotion Act is enforced in May 2014, Ordering Agency obligates them to report to Minister of Land and Transportation within 10 days upon contract/ amendment/ completion. In 2013, in advance to enforcement of this law, performance management system for construction technology service was developed for a test run. However this system only applies to main contractors while management and operation of subcontractors are unavailable that causes problems on connection and integration with Experience Management Trustee. Therefore, this research will establish systematic foundation that enables real-time information of service performance and evaluation of subcontractors to result standardization of performance and evaluation for public ordered services.

  • This study proposes an automated assembly performance evaluation method for prefabricated steel structures (PSSs) using machine learning methods. Assembly component images were segmented using a modified version of the receptive field pyramid. By factorizing channel modulation and the receptive field exploration layers of the convolution pyramid, highly accurate segmentation results were obtained. After completing segmentation, the positions of the bolt holes were calculated using various image processing techniques, such as fuzzy-based edge detection, Hough's line detection, and image perspective transformation. By calculating the distance ratio between bolt holes, the assembly performance of the PSS was estimated using the k-nearest neighbors (kNN) algorithm. The effectiveness of the proposed framework was validated using a 3D PSS printing model and a field test. The results indicated that this approach could recognize assembly components with an intersection over union (IoU) of 95% and evaluate assembly performance with an error of less than 5%.

  • A BNR comprehensive performance evaluation (BNR CPE) system was established employing system-oriented evaluation methodology for biological nutrient removal (BNR) processes based on the CPE techniques developed by U.S. EPA for evaluation of conventional biological processes. The BNR CPE system applied to five domestic BNR plants adopting $A^2/O$ process confirmed that all target plants except the smallest one had not any serious defective performance and process stability was enhanced with increasing plant size. The system also clearly verified relatively poor performances in anoxic reactors without exception mainly due to influent carbon limit rather than functional defect. Consistent good performances were confirmed even during both winter season and wet weather generally known to be difficult to achieve satisfactory removals. Presentation of evaluation results by modified radar chart system simplified and clarified the evaluation and analysis procedures. The BNR CPE system could not only discover readily the causes of present and prospective poor performances but also facilitate the suggestion of their optimization options. Mutual effect and cause-and-effect among operation parameters and unit processes were also found easily using the evaluation system. The system justified that the adverse effect of defective operating parameters could be compensated by other favorable parameters, especially in anaerobic and anoxic reactors as well as during the winter season.

  • This paper proposes a proportional-integral-derivative (PID) evaluation method for enhancing performance of genetic algorithms. In PID evaluation, the fitness of individuals is evaluated by not only the fitness derived from an evaluation function, but also the parents fitness of each individual and the minimum and maximum fitness from initial generation to previous generation. This evaluation decreases the probability that the genetic algorithms fall into a premature convergence phenomenon and results in enhancing the performance of genetic algorithms. We experimented our evaluation method with typical numerical function optimization problems. It was found from extensive experiments that out evaluation method can increase the performance of genetic algorithms greatly. This evaluation method can be easily applied to the other types of genetic algorithms for improving their performance.
