A New Hybrid Coder for High Quality Image Compression

  • This paper presents a new design technique for performing high quality low bit rate image compression. A hybrid coder(HC) which combines Mean Removed Important Coefficient Selection based JPEG(MR-ICS-JPEG) and Adaptive Vector Quantization (AVQ) is proposed. A new quantization table is developed using the Important Coefficient Selection(ICS) method; the importance of each coefficient is determined using the orthonormal property of the DCT. This quantization table is applied to standard JPEG with mean removal(MR) strategy before processing. This scheme, called MR-ICS-JPEG, produces more than 2 dB enhanced performance in terms of PSNR over standard JPEG. A set of homogeneous codebooks is generated by homogeneous training vectors. Before compression, an image is uniformly divided into 8${\times}$8 blocks. Low detail regions such as backgrounds are roughly coded by AVQ while high detail regions such as edges or curves are finely coded by the proposed MR-ICS-JPEG. This hybrid coder procuces consistently about 3 dB improved performance in terms of PSNR over standard JPEG.

A study on the arrangement of emotional words for understanding the human's emotion

  • The idia of modern product design is translated from the concept of functional importance as the basic function to that of emotional importance as the supplement function. In other words, the interests of the emotion in human performance side based on psychological factors of human are increased as well as the function in technical performance side based on physical factors of product. The standard emotional works for understanding the human's emotion are arranged in this paper. The standard emotional words are composed of words expressing the humaa's emotion. The adjectives adaptable to human's emotional works are collected from Korean dictionaries and arranged in the semantic differential(SD) scale. Next, the words with great marks evaluated by SD method are analyzed by factor analysis(FA) method and characterized as emotional words for understanding the human's emotion. The standard emotional words arranged in this paper are important because they are basic information for the development of product or technology as well as for the matter of emotional measurement technical development.

  • Installation and usage methods are currently different between China and Korea for the same rubber asphalt waterproofing sealant. Quality verification is not properly carried out in this situation, so it is necessary to secure reliability in order to export domestic materials to China. In this study, rubber asphalt waterproofing sealant used as injection-type leakage repair material was tested in accordance to adhesion strength quality test method outlined in the JC/T2428 Chinese Industrial Standard to confirm the basic performance is compliant or not.

  • Many computer vision algorithms are computationally expensive and require a lot of computing resources. Recently, owing to machine learning technology and high-performance embedded systems, vision processing applications, such as object detection, face recognition, and visual inspection, are widely used. However, on-devices need to use their resources to handle powerful vision works with low power consumption in heterogeneous environments. Consequently, global manufacturers are trying to lock many developers into their ecosystem, providing integrated low-power chips and dedicated vision libraries. Khronos Group-an international standard organization-has released the OpenVX standard for high-performance/low-power vision processing in heterogeneous on-device systems. This paper describes vision libraries for the embedded systems and presents the OpenVX standard along with related trends for on-device vision system.

  • In this study, the methodology of determination of base bleed motor data for base bleed projectile based on the NATO standard trajectory model, especially STANAG 4355 Method 2 were presented. Ground combustion experiments and aerodynamic performance firing tests were conducted to determine the drag reduction motor data of the base bleed projectile and this data was described based on the NATO standard ballistic model. The derived drag reduction motor data were input into the ballistic equations to complete the ballistic model and it was confirmed that the calculated predicted trajectory from the ballistic model matched well with the measured trajectory from the aerodynamic performance firing tests.

  • The pharmacokinetics/pharmacodynamics analysis software NONMEM$^{(R)}$ output provides model parameter estimates and associated standard errors. However, the standard error of empirical Bayes estimates of inter-subject variability is not available. A simple and direct method for estimating standard error of the empirical Bayes estimates of inter-subject variability using the NONMEM$^{(R)}$ VI internal matrix POSTV is developed and applied to several pharmacokinetic models using intensively or sparsely sampled data for demonstration and to evaluate performance. The computed standard error is in general similar to the results from other post-processing methods and the degree of difference, if any, depends on the employed estimation options.

  • This paper dealt with a design guide of LED luminaire standard for naval vessels. Several standards such as Korean Industrial Standard (KS), Korea Defence Standard (KDS) and US Military Standard (MIL) were compared in terms of safety and performance of lighting fixtures. The electrical and optical characteristics of the FL fixtures were experimentally analyzed to acquire design rules for LED luminaires. Based on the study results, we proposed the concept of a LED luminaire standard.

A Study on the Generalization of the Manabe Standard Forms with the Genetic Algorithm

  • The step response of the Manabe standard form[1]has little overshoot and shows almost same waveforms regardless of the order of the characteristic polynomials. In some situations it is difficult to control the rise time and settling time simultaneously of the step response of the Manabe standard form. To control its rise time and settling time efficiently, we develop the generalization of the Manabe standard form: we try to find out the SRFS(Slow Rise time & Fast Settling time) form which has the slower rise time and faster settling time than those of the Manabe standard form. we also consider the other three forms: FRSS(Fast Rise time & Slow Settling time), SRFS(Slow Rise time & Fast Settling time) and SRSS(Slow Rise time & Slow Settling time) forms. In this paper, by using the genetic algorithm, we obtain all the coefficient of the four forms we mention above. Finally, we design a controller for a given plant so that the overall system has the performance that the rise time is faster, the settling time is slower than those of the Manabe standard form.

Study of improving precision and accuracy by using an internal standard in post column isotope dilution method for HPLC-ICP/MS (후 컬럼 동위원소 희석법을 적용한 HPLC-ICP/MS에서의 정량분석에서 내부 표준물을 이용한 정확도와 정밀도의 개선연구)

  • An internal standard was used in PCID (post column isotope dilution) to improve the accuracy and precision in quantification of various chemical species. The error occurring in the column was the largest in HPLC-ICP/MS (high performance liquid chromatography-inductively coupled plasma/mass spectrometry) when PCID and other traditional quantification methods were compared with each other. Internal standard was effective in correcting the loss of sample in the column to improve accuracy and precision. When applied to SeMet, using MeSecys or $Se^{4+}$ as an internal standard, relative errors were reduced from 31% and 13% to less than 1%, while standard deviations were reduced from 5.1% and 6.9% to 1.5% and 0.2%, respectively. Positive aspects of using an internal standard in PCID were compared with other quantitative techniques and discussed in detail.

  • The purpose of this study is analyze the factors affecting the standard precaution(SP) performance on the knowledge, awareness, attitude and safety environment for SP of healthcare workers of general hospitals. The research method was a descriptive research study. The subject were 262 of healthcare workers of general hospitals. The data were analyzed using descriptive statistics, t-test, Chi-square test, ANOVA, Person's correlation coefficient and Multiple regression analysis using the SPSS program. As a result of the correlation analysis SP Performance was positively correlated with attitude (r=.18, p=.003), safety environment (r=.42, p<.001) and awareness (r=.63, p<.001). As a result of the stepwise multiple regression analysis on the factors influencing SP performance were SP awareness and safety environment. Therefore, in order to improved performance of SP, it's important to improve a awareness and safety environment of SP. Different and persistent infection management educational programs that consider the occupational characteristics and monitoring are required.
