본 연구는 현재 운영되고 있는 재정성과목표관리제도의 운영실태를 분석하고 이를 바탕으로 개선방안을 마련하고자 하였다. 이를 위하여 형사사법 행정기관 중 하나인 법무부의 성과관리체계 및 성과지표의 구성현황을 살펴보았으며, 특히 최근 5년간 제기되어 온 법무부의 성과관리 관련 문제점들을 성과계획과 성과보고 두 부문으로 나누어 검토하였다. 현행 성과관리 체계의 적절성에 대해서는 전반적으로 다소 적절하다고 보고 있지만, 성과목표 달성도를 측정하기 위한 성과측정 방식에 대해서는 부정적으로 인식하고 있으며, 성과목표의 국민의 관심사항 반영 정도에 대해서도 전문가들은 상대적으로 낮게 평가하였다. 이와 함께 달성하기 쉽고 측정하기 용이한 지표 선정 경향이 있다는 지적과 같이 전반적으로 법무부의 성과지표 설정 및 측정에 대해 비판적인 의견이 많았다. 이러한 문제점을 개선하기 위하여 대표성이 높은 성과지표를 설정할 수 있도록 중요도를 더욱더 강조하고 확대 반영할 필요가 있다는 의견이 높게 나타났다. 이러한 분석결과를 바탕으로 정책적 시사점을 도출하고 재정성과목표관리제도 개선을 위한 몇 가지 대안을 제시하였다.

This study intended to measures for high performance and for identifying competitive advantages by examining the relation between the competence and performance of the first special hospitals for which the law has now been in effect for 3 years. Furthermore, the members of special hospitals were also surveyed on measures to improve the special hospital system in order to activate it. A total of 80 special hospitals participated in this study, and 171 people responded to a survey on the special hospital system. According to the results of the multiple regression analysis the relation between the competence and performance after establishing a hypothesis that special hospital competence would have an effect on organizational performance, member competence and hospital business management competence significantly had a positive (+) effect on internal performance, and marketing management competence significantly had a positive (+) effect on external performance, which partially supported this research hypothesis. Moreover, according to the results of survey on the special hospital system, the policy thought to be the most important by special hospitals was reasonable fee system reform, followed by granting incentives.

건설 산업의 속성상 프로젝트의 성과를 정량적으로 분석하기 위해서는 다양한 영향인자에 대한 고려가 필수적이다. 프로젝트의 특성과 성과와의 관계를 파악하고, 프로젝트에 가장 적합한 관리기법을 적용시켜서 프로젝트의 성과를 향상시키기 위해서는 성과관련 정보를 축적시켜 관리하기 위한 시스템적인 접근이 요구되고 있다. 그럼에도 불구하고 많은 성과관련 시스템들은 성과결과의 분석에만 치중하여 프로젝트의 특성이나 관리기법 등 성과에 영향을 미치는 인자에 대한 심도 있는 분석방법과 접근방식에 대한 고려 부족으로 인해 성과시스템의 활발한 적용을 기대할수 없었다. 이에 본 연구는 건설 프로젝트의 특성을 고려하여 성과를 사전에 예측하고 성과체계를 정량적으로 모델링할수 있는 성과정보시스템을 개발하는 데 목적을 두었다. 이를 위해 실제 사례프로젝트의 성과관련 정보를 바탕으로 성과결과와 프로젝트 특성, 관리기법 간의 상관관계를 분석함으로써 해당 프로젝트에 가장 적합한 관리기법을 도출할수 있는 방안을 수립하였다. 그 결과, 성과영역별로 다양한 관점에서 프로젝트의 성과비교가 가능할 수 있는 정량화 방안을 정립하였고, 상관관계 분석을 통해 성과예측이 가능한 모델을 제안하였으며, 기존 데이터 분석을 통해 최적 관리기법을 선정할수 있는 시스템을 개발하였다. 웹기반 프로그램으로 구축된 시스템은 향후 데이터베이스의 지속한 관리와 보완을 통해서 성과정보의 양을 확대시킨다면 통계적으로 유의미한 결과를 바탕으로 신뢰성 있는 프로젝트 성과 관리를 도모할수 있을 것으로 사료된다.

The purpose of this study is to confirm whether the IT activity and organizational strategy makes a significant influence on the system performance. IT activity is defined as a system development, system operation and system management. Cost leadership and Differentiation were used as a strategic type. Field research was employed to empirically investigate the relationship among the variables. The finding of the study can be summarized as follows. IT activity and strategic type are not enough to explain the system performance.

The purpose of this study is to design and implement web-based quality cost management system to measure the performance of quality improvement activities in the business firms. The designed web-based quality cost management system which is also known as WQCMS (Web-based Q-Cost Management System) utilized newly classified objective performance indicator items to measure quality related activities. Well-classified performance measurement Indicator item lists which are played key role in the system was researched and standardized according to size and business categories of enterprise. Its code standards are based from fundamental PAF Model. Developed WQCMS have ability to collect and analyze quality data generated from various different departments in the inside or outside of the enterprise without any limitations, if end-users are able to access wide area network. It provides the capability to integrate quality information from database and to generate various easy analysis reports to management's needs using built-in analysis tool modules with real-time. The proposed system was developed using Microsofi's .Net technology, ASP.NET and MS-SQL Server 2000. By web-enabling Q-cost management system, the effectiveness of the system management and utilization was realized by easiness of information Integration and economical efficiency.

Purpose - The study's aim is to assess performance quality delivered through a performance management system. The case study first measures the effectiveness of the present performance management system of Bhushan Steel Ltd. (BSL), and then secondarily analyzes the employee training impact. Research design, data, and methodology - A case study research approach using a survey was followed. The final sample size was 50, with a simple random sampling technique used. Primary data came from the company itself and the secondary from books, the Internet, journals, etc. Results - BSL employee appraisals are used for many developmental aspects such as competence in the present job, improvements, performance development, and training needs. The results indicate that individual performance can improve if employees perceive the system as more transparent (i.e., not so confidential). Conclusions - Overall, the BSL employees think that the company appraisal system is useful; however, to make it better the company has to improve many aspects including appraisals based on supervisor observations. The company could use a self-appraisal and a 360-appraisal approach to improve such assessments.

재난 안전 R&D는 현재 사업목표 및 성과달성을 위한 효과적인 운영 관리체계가 미흡한 실정이다. 따라서 재난안전 분야 R&D 사업에 대한 실무적 차원의 성과관리 체계가 마련되어야 하고 이를 위해서는 성과관리 프로세스 수립을 위한 연구가 필요한 실정이다. 본 연구에서는 국제공인 프로젝트 관리 지식체계 지침서인 PMBOK(Project Management Body of Knowledge)에 제시된 프로젝트 관리체계를 도입하여 재난안전 R&D 성과관리 매트릭스를 정의하였고 업무프로세스 분석과 성과실적 검토를 통해 부처 내 R&D 성과관리체계의 취약부분을 도출하였다. 과학기술기본법, 재난 및 안전관리기본법 등 재난안전 R&D 관련 법에 명시된 성과관리 관련 업무를 바탕으로 5개 프로세스 그룹, 7개 성과관리 지식영역 및 47개 프로세스로 재난안전 R&D 성과관리 매트릭스를 구성하였고, 업무분석을 통해 성과확산 환류 지식영역 관련 프로세스가 현행 재난안전 R&D 성과관리 업무의 취약프로세스로 평가되었다. 따라서 본 연구에서는 업무 취약부분인 성과확산 환류 지식영역에 대해서 PMBOK에서 프로세스를 정의하는 방식과 동일하게 ITO(Inputs-Tool&Techniques-Outputs)를 정의하고 데이터 흐름도를 개발하여 재난안전 R&D 성과확산 및 환류를 위한 업무에 활용할 수 있도록 제안하였다. 본 연구를 통해 제안한 재난 안전 분야 R&D 성과확산 관련 프로세스는 부처 내 R&D 성과확산 활용 업무 전문성을 확보하기 위한 기초자료로 활용되고 더 나아가 재난안전 R&D 사업을 통해 개발된 기술이 기술이전 및 기업 매출액 증대 등 사업화 성과의 확산을 위한 초석을 다지는데 기여할 수 있을 것이라 판단된다.

The purposes of this study were 1) to analyze the effect of the ERP quality (system quality, information quality, service quality) on the performance (end user satisfaction, user's performance, system utilization) of business, 2) to conduct the causal-effect analysis between outcome variables (user's satisfaction, user's performance, system utilization) of ERP in the contract foodservice management company. The questionnaires were distributed to 260 end users (dietitians, foodservice management managers) in charge of managing the institutional foodservice such as the office (government agencies, factories), schools (universities, middle and high school) and hospitals which were managed by contract foodservice management company 'C' in Seoul and Kyunggi. The surveys were performed from July 26, 2004 to July 30. 2004. Two hundred and fifty (250) questionnaires were responded (response rate: 96.2%). The statistical analysis was conducted using SPSS Win (11.5). And the descriptive analysis, factor analysis, reliability test, pearson correlation, simple and multiple regression analysis were performed. The results showed that among the 3 factors (system quality, information quality, service quality), the system quality and information quality were proved to have an effect on the user's satisfaction and user's performance significantly (p < .05). The influence of ERP quality (system quality, information quality, service quality) on system utilization were testified to be statistically significant (p < .05). The user's performance were affected significantly by system utilization (p < 0.001) and end user's satisfaction (p < 0.001). As a conclusion, to improve user satisfaction, which is the ultimate performance variable of an ERP system, high quality of an ERP system is the pre-requisite. And the user satisfaction and performance of business would be higher with the better quality ERP system. When constructing ERP system for the contract foodservice management company, we should improve system utilization and user satisfaction altogether so that user's performance could be ultimately enhanced and we should make efforts to enhance the quality level of ERP. 국내의 유지관리 전략이 안정성 중심에서 성능중심으로 변화하고 있고, 그 기준에 맞추어 관련 제도와 법이 정비되고 있다. 성능평가에 기반한 자산관리를 도입하기 위해서는 구조물의 특성에 맞추어 성능을 평가할 수 있는 성능척도, 서비스수준 설정 등 관련 평가방법이 구체화하여야 하나 국내에서는 이러한 것들이 아직 구체화하지 못하고 있다. 본 연구에서는 기존의 유지관리 절차와 연계해서 성능평가, 생애주기 비용분석, 성능척도, 서비스수준 등 자산관리를 하기 위한 전산화 모델을 제시한다. 자산관리 모델을 수립하기 위해 유지관리 및 안전진단 등에 필요한 매뉴얼, 업무절차, 전문가의 인터뷰 등을 실시하고 자료를 분석하였다. 본 시스템은 3개 모듈로 구성하여 기존의 유지관리, 안전관리, 자산관리를 별개로 운영할 수 있도록 하였다. 본 시스템은 향후 자산관리를 도입하기 위한 공공기관의 참고자료로 활용될 수 있도록 구성하였다.
