  • Financial technology (FinTech) is an emerging financial service sector include innovations in financial literacy and investment, retail banking, education, and crypto-currencies like bitcoin. One of the crucial branch of financial technology-third-party payment (TPP) is undergoing rapid growth, with online/mobile systems replacing offline financial systems. System quality and user attitudes are key perceptions driving third-party payment usage, the importance of these perceptions, however, may be different with countries as users' thinking varies from country to country. Thus, the purpose of this study is to elaborate how factors differ from China to Korea by drawing on the unified theory of acceptance and use of technology (UTAUT2). Additionally, this study also aims to propose a multi-attribute evaluation of the third-party online payment system based on analytic hierarchy process (AHP), fuzzy sets and technique for order performance by similarity to ideal solution (TOPSIS), to examine the relative importance of the perceptions influencing new technology adoption intention. The results showed that the price value has the most significant influence on Chinese perceptions, while the perceived credibility has the most significant effect on Korean perceptions. Sub-criteria also performs different results to Chinese and Korean third-party online payment system.

  • With the advent of cryptocurrencies such as Bitcoin in 2009, the paradigm of money, a means of payment, has been changing significantly. And it has a great impact on our daily lives. Thus central banks have attempted various analyzes on the issuance and impact of digital currencies including electronic payments but a study on which issuance method is suitable is insufficient. In this study, the issuance of digital currency was analyzed compared to the electronic payments which are currently used. As a result, the account-based model did not show any significant differences from the current RTGS(real-time gross settlement systems) and retail payment systems. But the token-based model is expected that it can improve the efficiency of finance and induce technological innovation in the financial field. However, it was analyzed that this model would weaken the intermediary function of financial institutions such as loans due to the characteristics of digital signature technology. In addition, in order to protect consumers against security attacks such as hacking and phishing of CBDCs, legal and institutional supports similar to the current electronic payment method are required, and continuous technology development efforts are also required for the CBDC issuance model to maintain convenience and anonymity equivalent to cash.

In the middle of the disruption, mobile tech is placed and remote finance on mobile is highly noticed and considered as an infra-tech to support the new ecology, In mobile finance. remote payment is becoming the most common service and personal identification on it is critical to operate the new service. There are various means of remotely identifying a person. Recently the use of biometric information is increasing. In this study, a correlation analysis was conducted on factors that effects to biometrics usage and the intention to use in remote personal identification. Variables for critical factor in the remote identification were classified into 4 groups such as Performance expectancy, Effort expectancy, Social influence, and Security. The empirical analysis based on the Unified Theory of Acceptance and Use of Technology (UTAUT) was conducted. The relationship between variables and the intention to use is also analyzed. In the study, stepwise regression analysis was conducted four times in which variables were adjusted in individual stage. As a result, the analysis suggests that performance expectancy, effort expectancy, social influence, security have positive effects for intention to use. Additionally, effort expectancy and security have moderating effects to intention to use depends on biometric authentication experience. The analysis has shown positive effect of variables grouped on the intention to use them. It also suggests that the intention to use biometric authentication will quickly grow. This study is expected to make a contribution to utilize and improve the use of biometric information in mobile payment.

  • Recently, the use of prepaid electronic payments such as electronic wallets, digital currency and prepaid points is gradually increasing. Prepaid electronic payments has the characteristic of being used after charging first. This study empirically investigated the factors affecting the intention to use online charging in order to help improve the service that require prepaid recharge by applying transformed TAM. Since there are not many previous studies for the intention to use online charging, we extract factors through preceding researches for electronic cash and mobile easy payment. Also we analyze the intention to use online charging for transportation card users, focusing on the moderating effects. As a result of the study, it was found that 'convenience', 'ubiquity', and 'self-efficacy' among the independent variables had a positive (+) effect on mediation variable 'perceived usefulness'. 'Perceived usefulness' was analyzed to have a significant influence on the dependent variable 'usage intention'. According to users' gender, internet usage time, internet shopping frequency, online charging frequency and transportation card usage type, the moderating effect was significant on 'perceived usefulness' and 'usage intention'. As an implication, it was suggested that service improvement and differentiated marketing are needed in direction of increasing the usefulness of services. Additional research directions were proposed for services such as e-wallets, prepaid points and digital currencies by adding other factors and moderate variables.

  • In offline check systems, a client does not have to pay the exact amount. Instead, a client refunds the difference between the check value and the paid amount. In most offline systems, clients can not spend the remainder. But if the refund can be made spendable, it would provide a more convenient payment method. In this paper, we present a new offline system, which allows refunds to be reused as payments. In our system, the shop issues a new check using its private key for the difference. This new check, called the refund check, can be spent in the same way as checks issued by the bank. If the refund check is deposited to, or refunded at the bank, the bank charges the issuer of the check for the amount. The form of a check in this system is much simpler than previous check systems. It also uses a more flexible and efficient denomination method. The refund check is unlinkable to the check used in the payment where the refund check was issued. This system provides coin and owner tracing mechanisms to reinforce controls on illegal use of anonymous checks and was designed with consideration to the atomicity of transactions.

  • The B2B e-commerce assurance system supports e-commerce purchases by Credit Guarantee Fund. This process seeks to replace a variety of current systems, including B2C, the credit card payment method on B2B, 2001 Credit Guarantee Fund and the Bank, logistics, e-MP (Market Place), and Business-to-business e-MP (business-to-business electronic payment settlement system). Over the past 10 years of its operation, the e-MP service (B2B e-commerce electronic payment systems) has contributed much to the growth of SMEs. The development of business-to-business e-commerce transactions systems and limits have provided a stable purchasing platform, improving corporate competitiveness. However. the project-based scale of credit guarantee institutions has limitations. To overcome these limitations, we propose a new model of direct or indirect government support for small business e-MP projects. This new model will support the B2B electronic commerce by allowing it to directly involve guarantee institutions directly in B2B online transactions. Therefore, this study urges government backing of the SME based B2B online business model with e-MP service.

  • In E-mail based accounting system, the remitter does not have need to find collector's account number. To transfer money to a collector's account, what remitter need is just a collector's E-mail address. But the current E-mail based accounting systems are built on SSL technology. Basically SSL provides some security services - confidentiality, user authentication and data integrity, but does not provide non-repudiation. So, in the current E-mail based accounting system, it is possible to deny transaction. And there is no receipt of transaction. In this paper, we design and implementation of a S/MIME applied Secure Payment Mechanism. In our system, every account information - account number, receiver name, amount of money, etc. - is included in a 'check' message. And this message is protected under the Secure Web-mail using S/MIME. In a view point of the convenience, users using our system do not have need to find collector's account number. And in a view point of the security, our system provides confidentiality, user authentication, data integrity and non-repudiation. Moreover our system provides a receipt.

  • This study explored the impact on the DRG(Diagnosis-Related Groups)-based prospective payment system(PPS) operated by voluntarily participation providers. We analyzed whether the provides in the DRG-based PPS and in traditional fee-for-service(FFS) systems showed different the degree of variation in length of stay(LOS), and the providers' behaviors depending on the differences according to the varied participation periods. The study sample included all data 2,061 institutions participated in DRG-PPS in 2007 and all cases 473 FFS institutions which reported fee-for-service claims were reviewed same diagnosized diseases at least 10cases claims during three months We compared the differences of the LOS among health care institutions according to their type, region, and size. For DRGs showing significant differences in LOS, multiple regression analyses were performed to find out factors associated with LOS and interaction effect participation and hospital types or participation periods. The result provide the evidence that the DRG payment system operated by volunteering health care institutions had impact on resources use, which can reduce the institutions' the length of stay. While some DRGs had no correlation between participation periods and LOS, other DRGs, DRG participation period reversely linear relationship with LOS. That is to say, the longer participation year, the less reducing the LOS. These results support the future expansion of the DRG-based PPS plan to all health care services in Korea.
