The Effects of Paid Family Leave on Corporate Social Responsibility

  • Purpose - The objective of this research is to investigate how lowering labor market frictions for female workers affects corporate social responsibility (CSR). Design/methodology/approach - We utilize the staggered adoption of state-level Paid Family Leave (PFL) acts in the U.S. These acts provide significant flexibility for female employees by mandating paid leave for a family or medical events. Our study is based on a sample of 30,027 publicly traded firms in the U.S. from 1991 to 2012. We employ a difference-in-differences research design, considering treated firms as those headquartered in states that enacted PFL laws. Findings - We find that there is a significant increase in the firms' CSR performance following the adoption of the PFL, suggesting that lowering the labor market frictions for female workers encourages firms to invest in CSR initiatives. Research implications or Originality - This study informs policy makers that PFL enables firms to reduce costly employee turnover and results in an increase in CSR performance.

  • The purpose of this research was, first, to classify work-life satisfaction among married wage workers aged 20-59 years into several distinct types based on two dimensions of work and life, using data from the 20th(2017) wave of the Korean Labor & Income Panel Study. Second, the study aimed to assess the differences in socio-demographic characteristics (sex, age, educational level, average monthly income), and workplace-related variables (weekly working hours, full-time employment, job stability, business type, family-friendly leave policies) by work-life satisfaction type. Accordingly, four types of work-life satisfaction were identified: work-life satisfaction, work-life dissatisfaction, work satisfaction, and life satisfaction. There was a significant difference in the type of work-life satisfaction among married waged workers based on sex, age, educational level, and average monthly income. Additionally, there was a significant difference in the type of work-life satisfaction for all workplace-related variables, namely, weekly working hours, full-time employment, job stability, business type, and family-friendly leave policies. In particular, proportionally higher values of work-life satisfaction were evident among the workers in companies with family-friendly leave policies such as paid leave, menstrual leave, maternity leave, childcare leave, and family events leave, whereas there was a high rate of work-life dissatisfaction among the workers in companies without family-friendly leave policies.

취업 부모의 학교참여 경험 및 학교참여휴가제에 대한 요구 (Experiences of School Participation and the Need for School-Participation Leave for Employed Parents)

  • This study attempted to investigate school participation experiences and the need for a school-participation leave for employed parents. A school participation leave is a paid or unpaid leave that guarantees workers to take time-off for school participation regarding children's educational purposes. We reviewed cases of school participation in other countries. There are similar types of educational leave in Russia, Greece, Italia, Sweden, Swaziland, and South Africa. We collected survey data from 1,194 employed parents (794 fathers and 400 mothers) whose children attend kindergarten, elementary, middle, or high-school. This study compares school participation experiences and needs by parent gender. The results showed that 62 % of the fathers and 80 % of the mothers participated in any type of school meetings and events at least once in the previous year. Fathers attended school events such as art festivals and mothers attended PTA meetings, school events, and parent-teacher conferences. The most frequently mentioned reason for non-participation among parents was related to work. A total of 87.7% of the parents agreed that a school-participation leave should be introduced. The results of the logistic regression showed that mothers compared to fathers, college graduates compared to post-secondary graduates, those whose children attended preschool or elementary school compared to high school, and those who had longer working hours were more likely to agree on the introduction of school participation leave. In conclusion, a policy intervention such as school-participation leave should be considered to provide employed parents time to be involved in their children's education and participate in school activities.

맞벌이가정 아버지의 근로시간특성과 가족친화제도가 자녀양육참여에 미치는 영향 (Effects of Fathers' Paid Work Time and Jobs' Family-Friendly Policies on Parenting Participation in Dual-Earner Families)

  • Fathers are increasingly expected to participate in parenting due to the higher participation of women in economic activities, the growing awareness of gender equality, and the greater emphasis on the role of fathers. The purpose of this study was to examine the effects of paid work time and jobs' family-friendly policies on parenting participation in dual-earner families. Questionnaires were distributed to 577 fathers of dual earner families through a child care center in the Gyeongsangbukdo Province, and the results were analyzed using SPSS 18.0 for Windows. The statistical methods employed included mean, standard deviation, the Pearson correlation analysis, and a multiple regression analysis. The main results are as follows. First, the fathers of dual-earner families showed an above average level of participation in parenting (3.26). By category, they were less involved (2.89) in household chores, and more active in daily guidance and leisure activities (3.48). Second, the most significant variable affecting fathers' parenting participation was having a regular office-closing time. Fathers who were younger, had a higher level of education, had a regular office-closing time, had more vacation leave, and whose companies implemented family-friendly policies were more likely to participate more actively in parenting. Third, the key factors influencing fathers' parenting participation by sub-category were found to be having a regular office-closing time and jobs with family-friendly policies. Fathers with a greater awareness of gender equality were more inclined to participate in household chores, while those who were younger and more educated actively participated in daily guidance and leisure activities.

돌봄 정책의 가족주의 성격에 관한 연구 (A Study on Familialism of Care Policy in Korea)

  • Considering recent changes in care policies for children and the elderly, this study assumed that the familialistic characteristics of the welfare state in Korea might differ from those of the past. In order to explore the direction of change in familialism, this study focused on care policies for children under six and for the elderly who are sixty-five and over. Applying Leitner's four types of familialism-implicit familialism, explicit familialism, optional familialism, and de-familialism-to the study, it analyzed both familialization care policies, such as paid parental leave, homecare allowance, tax credit, and de-familialization care policies, including service provision and subsidies. The results of the study showed that care policy for children under 6 displayed the characteristics of "optional familialism," while care policy for the elderly reflected "de-familialism."

스웨덴의 부모보험제도와 여성의 경제활동 (Parental Leave System and Women's Economic Activities in Sweden)

  • Parental leave in Sweden is a part of the health insurance in national social insurance system. It has two kinds of benefits. One is parental cash benefit paid for both husband and wife on the occasion of child birth, currently 450days for each child. The other is temporary parental cash benefit when a child under the age of twelve or a caretaker for him is illness, which is six months for a child a year. Parental insurance in Sweden permits parents to take care of their children just after birth at home with the amount of 80% of monthly income for 360 days and 60 Swedish krone each day for 90 days more. It also permits parents with children under the age of eight of part-time work and return to former job at full-time base when they want. It consequently encourages women's economic activity in her whole life and contributes to promotion of equality in sex roles between husband and wife. This insurance scheme is beneficient in that it enhances individual and family welfare and also secures labour force. This case study on Swedish parental insurance offers implication how to resolve the conflict between women's increased demand for economic activity and maternal role.

가구소득별 유급노동 시간과 일-여가 균형에 관한 국가비교 (A Comparative Study on the Paid Work Time and Work-Leisure Balance by Household Income)

  • 본 연구는 IMF 이후 소득 차원에서의 분배 악화와 유사하게 시간사용의 분배에서도 소득계층간 격차가 심화되고 있는 지를 검토하고, 그 영향요인을 분석하였다. 이를 위해 다국가시간사용조사(MTUS)와 생활시간조사 자료를 활용하여 프랑스, 네덜란드, 스페인, 영국, 미국, 한국 등 6개국을 대상으로 다층분석(HLM)을 실시하였다. 주요 분석결과를 제시하면, 첫째, 분석대상 국가들에서 저소득층은 유급노동시간은 길고 여가시간은 짧은 반면, 고소득층은 유급노동시간이 짧고 여가시간은 긴 것으로 나타났다. 둘째, 한국의 저소득층은 비교 국가 중 유급노동시간이 가장 길고 여가시간은 가장 짧아, 일-여가 균형이 가장 낮은 수준이었고, 이러한 양상은 IMF 이후 회복되지 않고 있었다. 셋째, 다층분석 결과, 가구소득이 낮을수록 유급노동시간은 증가하고 일-여가 균형은 감소하여 장시간 노동이 특정 집단으로 귀결되는 시간 불평등 양상이 포착되었다. 넷째, 연평균노동시간은 유급노동시간을 증가시키는 반면, 가족정책지출, 재분배 정책, 소득보장정책은 유급노동시간을 감소시키는 요인으로 드러났다. 다섯째, 연평균노동시간은 일-여가 균형을 감소시켰으나, 가족정책지출, 재분배정책, 소득보장정책은 일-여가 균형을 증가시켰다. 본 연구의 의의는 IMF 이후 한국 사회에서 소득 분배뿐 아니라 시간 사용에서의 계층 간 불평등이 심화되어 왔음을 규명하였다는 것이다. 연구결과에 기초하여 본 연구는 시간을 재구조화하는 정책적 개입 전략으로 노동시간 규제 강화, 육아휴직제도 활성화와 소득대체율 실질화, 소득 재분배 관련 정책 확대, 소득보장과 시간보장 정책의 상호보완적 발전 등을 제시하였다.

입원환자의 비공식적 의료비용 부담에 관한 연구 (A Study on the Informal Cost Burden of the Patients Admitted to the Hospital)

  • To estimate total burden of hospital admission over patient of gamily, we need to know the unofficial private expenses in addition to explicit hospital admission fees. This study was conducted from June 29, 2,000 to August 10, 2,000. Subjects were 104 patient at university hospital located at chungnam province. After thorough explanation of purpose and procedures, notebooks are given to each patient or guardian. They are requested to recorded all relevant expenditures occurred during hospital stay. Incomplete records were filled-up by direct personal contact or phones. Datas were summarized and analyzed using SAS statistical package. P-value less than 0.05 was considered significant. The results of the study are as follows: 1. In 96.1% of the patient, guardians stayed at hospital to take care of patients. In 38,8% one of the family members get work-leave or temporary resting from job. Average date of leave was 7.5days. 2. Average informal cost burden per patient was 204,467 won (14,330 won${\sim}$1,594,870 won). Average hospital cost paid by the patient was 1,061,807 won. The ratio of informal cost burden to hospital cost paid by the patient was 0.327. 3. According to the regression analysis, the relevant factors affection informal cost burdens were distance from home to hospital(p=0.018), and duration of hospitalization(p=0.0001). 4. Informal cost burden was composed of expenses for personal expense of care giver (126, 720 won/patient), meal (86,924 won/patient), transportation (77,648 won/patient), necessaries of life (18,789 won/patient), tests and treatments not covered by insurance (17,289 won/patient), medical supplies not covered by insurance (15,280 won/patient), treat for visitors (14,757 won/patient), TV coin (8,247 won/patient), and others (7,582 won/patient). In addition to the hospital cost paid by the patient for hospital admission, the informal cost burdens should be recognised explicitly because it is not small. Significant proportion of informal cost burden is composed of care-giver's personal expense, transportation, meal. It is suggested that some polices are to be devised and implemented enabling that this portion of informal expenses be directed to formal professional nursing care. Thus we can improve the quality of care and decrease discomfort of patient's relatives.

일개 의과대학의 학생 상담 유형 분석 (An Analysis of Student Counseling Type in Medical School)

  • 본 연구는 세 명의 연구자가 참여한 상담 유형에 따른 특성에 대한 체계적인 분석을 위해, 가장 많은 사례수의 상담 유형은 무엇인지에 관한 연구이다. 유급/휴학 학생들의 주된 상담 유형을 파악하고, 입학유형별 상담 유형의 특성을 분석하였다. 2018, 2019년 진행된 총 185개의 상담 사례에 대하여 기술통계 분석과 함께 7가지 상담 유형별(정서 및 성격, 학업동기, 학습방법/전략, 가족관계, 동료/이성과의 관계, 진로 및 전공 선택, 자기성장 동기 등) 분석을 통해 학생들의 특성(입학유형, 학년, 성별, 학적변동(유급, 휴학 경험))에 따른 학생 특성별 상담 요구를 확인하였다. '학습방법과 전략'과 '정서 및 성격', '자기 성장 동기'의 순으로 상담이 가장 많은 것으로 확인되었고, 특히 1, 2학년 학생들의 상담 비율이 높은 것을 확인할 수 있었다. 유급/휴학을 경험한 학생들은 '정서 및 성격', '학습방법/전략'의 상담이 대부분이었다. 본 연구를 통해 1, 2학년 학생 대상의 학업 관련 프로그램이 필요하며, 학생 상담 유형별 특성을 고려하여 학교 차원의 상담 시스템 개선 및 구축의 필요성을 확인하였다. 또한, 학적변동 학생들에게 그룹 멘토링 제도 등의 제도적 차원의 지원이 필요성을 제안하였다.
