In this work, risks in EPC project for overseas power plant projects are analyzed and risk management methods are suggested to reduce cost and to shorten time. 79% of risks occurred in the engineering phase for S project located in South-East Asia. The impact scales of risks on major project objectives which are cost, time, scope, and quality are analyzed as 3.5, 3.8, 2.7, and 3.7, respectively. The level of impact scales is very similar to each other except the impact scale of scope. The risk management methods suggested in this study have to be applied at the appropriate time to manage risks effectively. After that, risks are managed continuously by monitoring.

It's became essential that Korea construction companies should enter into the overseas construction market for their growth and sustainability. In order to comply with the client's required global standard and to compete with in the international market, the shifting the construction project management system to global level is required. In accordance with the demand, this paper proposes the top-level document of construction project management system as a to-be model that utilized in overseas construction projects. The project management plan ("PMP") suggested in this paper is not only the most appropriate one, which complies with the global standard, to be used when companies bid for international construction projects against foreign competitors but also has the process modeling and hierarchical structure.

Korean construction industry has developed with national economy growth for a couple of decades. However, because of slump of real estate, the domestic construction industry was intimidated. In this situation, many construction company has no choice but to go abroad to find construction projects. However, almost small or medium-sized construction companies are very hard to operate their business because they have small funding ability and weak labor power. Therefore, this study aims to propose an assessment tool through analyzing risk factors of overseas construction projects for small or medium-sized companies by examining preceding research and interviewing industry experts. Weights of the risk factors are determined through the surveys of the industry practitioners. All of the data is configured into the assessment tool and this converts the quantitative information which leads to the optimal of strategies choice. This paper provides a quantitative measurement of possible performance and detailed assessment of each itemized risk factors. This assessment tool is qualified for industry experts so that it can safely be applied to the future projects. Ultimately, many small or medium sized construction companies will benefit from the tool proposed in this study to examine the potential of the overseas market expansion.

4차 산업혁명 등 환경의 급격한 변화는 중소기업에게 위기와 기회를 제공하고 있다. 정부는 중소기업지원사업의 개선과 확대에 힘쓰고 있으나 소기의 성과를 거두지 못하고 있다. 본 연구는 중소기업의 역할변화에 대응하는 해외마케팅지원사업의 효과적인 수행요인을 연구하였다. 연구는 수출지원 사업신청기업에 대한 설문조사를 기반으로 진행하였다. 연구결과, 기업의 역량, 지원기관의 지원품질, 수행컨설턴트의 역량이 모두 지원사업의 활용도에 유의한 영향을 미치고 지원사업의 활용도가 기업성과에 유의한 영향을 주는 것으로 분석되었다. 변화하는 수출환경하에서 지원사업의 성과달성을 위해서는 지원기관과 컨설턴트, 기업의 3자에 대한 역량강화가 함께 이루어져야 한다. 본 연구는 수출지원사업의 개선에 필요한 실질적인 요인의 판단기준을 제시하고 있으며 향후 요인별 역량강화 방안에 대한 연구가 함께 이루어져야할 것이다.

Th Rach Gia Bypass Project, to be implemented under EDCF Loan VNM-12, constitutes a strategically important part of the Greater Mekong Sub-region Southern Coastal Corridor Project(the GMS-SCCP). The main goal of the GMS strategy is to promote sustainable economic growth, improve employment, and achieve poverty reduction by tapping the comparative advantages of Vietnam, Cambodia and Thailand. As a project manager who once took a responsible position for the completion of RGBP's detailed design, I would like to briefly introduce what our design team including the local sub-contractors had performed for the D/Design of this Project last year, especially in the field of highway, bridge and soft soil treatment method widely used in Mekong Delta area. With the performance of nearly two Projects due to the V.O. in one year on the prescribed time, it was a hard year but a rewarding one. To expand our horizon more about overseas projects, several recommendations for the brighter future of overseas projects are shown herein this paper.

Korean won overseas construction projects worth 71.6 billion US Dollars in 2010, which exceeded that of 2009 by 45.6%. An overseas construction project is a transaction of large scale, long term project, many parties participating, deferred payment, and of high-technology. It contributes to foreign currency earning, and also leads the nation's export restructuring work towards high value-added one. There are various kinds of risks towards the relevant parties respectively, which are key elements in successfully performing the overseas construction project. There are completion risk, financing risk, operating risk, revenue risk etc, in an employer's place. A contractor may be confronted with payment risk, issuance risk of performance bond, financing risk, performance risk of sub-contractors, and exchange rate risk. In lenders place there are repayment risk, completion risk, and political risk in the host country. In order to mitigate risks, the parties shall take relevant measures or require relevant securities. A contractor needs to evaluate the credibility of an employer in respect of payment risk, and can also request export insurance cover by the Korea Trade Insurance Corporation(the former 'Korea Export Insurance Corporation"). An employer can require a contractor to provide performance bond in respect of completion risk, and employ a well-known first class bank as a mandated arranger to arrange financing with regard to completion risk. Lenders needs to evaluate the credibility of an employer and accomplish feasibility study of the project. Lenders can request insurance cover from export credit agency. Once the parties assess the respective risks and obtain relevant securities, the project will be successfully completed. The success of the project will be sure to bring the parties involved enormous profits and another opportunity to participate in overseas construction project afterwards.

국내 건설기업은 1960년대 처음으로 해외건설시장에 진출한 이래 지속적으로 성장해왔으며 2010년에는 해외건설시장에서 716억 달러를 수주하는 등 국가 경제에 많은 기여를 해왔다. 특히 플랜트산업의 경우 2010년에 사상 최대인 574억 달러를 수주하여 전제 해외건설 수주금액의 80% 이상을 차지하였다. 그럼에도 불구하고 국내 건설기업은 해외 선전기업에 비해 설계단계의 기술경쟁력 부족 및 사업관리 능력의 부족으로 해외 플랜트 사업을 수행하는데 있어 어려움이 크다. 본 연구는 최근 국제 유가의 상승, 에너지 수요의 증가, 친환경 건설에 대한 관심의 증가로 시장규모가 확대되고 있는 해외 LNG 플랜트사업의 수익률 안정을 위해 설계단계의 리스크를 규명하고, 이를 보다 합리적으로 평가하기 위한 방법을 제시하였다. 본 연구의 결과로서 첫째, 기존문헌의 분석, 기업 설계보고서, 전문가 인터뷰를 통해 해외 플랜트 설계단계에서 총 57개 리스크 요인을 도출하였다. 둘째 기존의 우선순위 평가방법(이축, PI)에 플랜트의 특성을 반영 할 수 있는 조정지수(Coordination Index, CI)를 추가하여 해외 LNG 플랜트 설계단계에 보다 적합한 삼축(PIC)우선순위 평가방법을 제시하였다. 마지막으로 전문가 설문조사 및 인터뷰를 통해 삼축 평가방법의 적절성 및 실무 적용성을 확인하였다. 따라서 국내 건설기업이 자신의 경험을 바탕으로 본 연구에서 제시된 리스크 요인과 평가방법을 해외 LNG 플랜트 설계단계에 적용한다면, 보다 합리적이고 객관적인 리스크 관리가 가능할 것으로 기대된다.

KEPCO constructed the first 765kV 2 circuit transmission line in the world with its home grown technologies. Through this 765kV transmission system project, KEPCO accumulated experience and technologies related to the 765 kV power system. Based on the successful completion of the 765kV transmission project, KEPCO is conducting overseas business by using its abundant experience and know-how. In particular, KEPCO developed the training course for power system, called the ATT (Advanced Transmission Technology) training courses for overseas business, especially for developing countries. Therefore, KEPCO developed the "Transmission line design system for overseas projects". This system supports the calculation of wind pressure load, tower design, wire selection, insulation design, etc. by applying the meteorological data of foreign countries and design standards. And this system is applied to the training program so that the trainees can design the optimal transmission line for their own countries.

이 논문의 목적은 IPPs에서 발생할 수 있는 리스크 요소를 규정하고 퍼지 다기준 결정 방법론(Fuzzy MCDM)을 활용하여 사업 리스크의 우선순위와 가중치의 중요도를 분석함으로써 IPP 개발자에게 투자 의사결정 도구를 제공하는 것이다. Fuzzy MCDM은 응답자의 고유한 의견을 표현할 때 발생할 수 있는 불확실성을 보다 명시적으로 반영할 수 있는 추정방법이다. 이 논문은 광범위한 문헌 조사를 통해 신용 리스크, 준공 리스크, 시장 리스크, 연료조달 리스크, 운영 리스크, 재무 리스크, 환경 리스크, 그리고 불가항력 등 PF조달과 관련한 8 개의 주요 사업리스크를 도출한다. 실증분석 결과는 시장 리스크가 사업리스크와 관련된 의사결정에서 있어 가장 중요한 리스크임을 보여준다. 이는 IPP에서 장기 전력판매계약이 가장 중요한 리스크 요소임을 보여주고 있으며, 점차 발주국 정부의 장기 전력판매계약에 대한 보증이 없는 자유시장에서 전력을 판매하는 소위 머천트 발전사업에서 시장 리스크를 줄이는 것이 중요함을 암시한다.

GS건설은 당사에서 수행하는 모든 Project에 종합건설사업관리시스템인 TPMS (Total Project Management System)를 적용하고 있다. 국내 현장(現場)은 물론 해외에서 수행하는 모든 Project에도 TPMS를 적용하여 공사를 수행하고 있는데, 특히 해외 현장에서는 당사만이 아닌 협력업체부터 자재업체는 물론 발주처까지 함께 TPMS를 사용하여 성공적으로 사업을 수행하고 있다. 이렇게 적용된 당사의 TPMS는 단순 문서 공유 범위를 넘어 각 이해관계자가 원하는 정보를 실시간으로 얻을 수 있고, 모든 정보를 별도의 가공 없이 Project 내 말단 엔지니어의 입력한 결과가 최종적인 현황으로 집결되어 보여지므로, 실무자에게는 업무 효율성의 증대를 가져오고 있으며, 이해 관계자들에게는 당사의 투명한 업무 수행 결과 공유를 통한 신뢰를 구축하는 성과를 거두고 있다. 본 논문에서는 이러한 성공 사례를 문서관리를 중심으로 공유하고 당사의 향후 추진 방향에 대해 설명하고자 한다.
