  • The purpose of this study: firstly, investigate cognition of affiliated members about manpower distribution of the South Regional Headquarters Korea Coast Guard(SRH-KCG) and danweis. Secondly, seek ways to reasonable manpower distribution of SRH-KCG and danweis. And this study's research subjects are five coast guards(Busan coast guard, Tongyeong coast guard, Yeosu coast guard, Jeju coast guard, Seogwipo coast guard) belonged to SRH-KCG. The results of this study: firstly, 56.7% of affiliated members approved the need to organizational diagnosis. Secondly, must manpower loading in order of Busan coast guard Tongyeong coast guard Jeju coast guard. Thirdly, must manpower loading in order of maritime safety division the security division criminal investigation divition.

Analysis of Influential Factors for Diagnosis of Innovation Capability for Start-ups in Korea (창업기업의 혁신역량 영향요인 진단 연구)

  • This study empirically analyzed the relationship with major influencing factors in enhancing innovation capability of start-ups and their influence on innovation performance. If the existing innovation competency studies were analyzed from a general corporate perspective, In this study, it was analyzed from the perspective of start-up companies with less than 7 years of founding. As a result of a survey on startups, learning competency among the sub-variables of innovation competency, R&D competency and marketing competency are significant positive (+) consistent with both organizational competence related to organizational culture and organizational goals, technology commercialization competency, and close product competency. Has been shown to affect. The technical competence part does not have a significant effect on the product competency. However, it could not be interpreted that the importance of these competencies was low. This is because although technical competence did not directly affect product competency, it was analyzed as a meaningful result in relation to R&D competency. In addition, the characteristics of the company were classified into technology orientation and market orientation, and the relationship between each sub-variable was analyzed. The technical competence of a technology-oriented company did not have a significant effect on the product competency, but it was found that it had an effective effect on the R&D capacity. It is also consistent with the research findings that the initial survival rate is low as the characteristics of start-ups are often based on technology and ideas. Based on these results, There is a difference in major innovation capabilities according to the growth stage of a company. From a practical point of view, I would like to present approaches and implications for strengthening the competence of start-ups.

An Organizational Maturity Assessment Model for Public Data Quality Management (공공데이터 품질관리를 위한 조직 성숙도 평가 모델)

  • Although the demand for the use of public data increases in accordance with the expansion of Government 3.0, the poor level of data quality and its management currently implemented is becoming obstacles to opening data to the public. To improve the efficiency of management, linkage and usage for data, standardized processes for data quality management have to be prepared and appropriate data quality assessment criteria should be established. In this paper, we propose the organizational maturity model that can assess the public data quality management level. This model consists of the process reference model and the measurement framework. Fifteen processes grouped by the PDCA cycle are defined in the process reference model. The measurement framework measures the organizational maturity level based on process capability levels. The organizational maturity model can be used to establish objectives and directions for public data quality improvement by diagnosis of current level of public data quality management and problem solving. This model can also facilitate open to the private sector and activate usage of stable public data through reliability enhancement.

  • The purpose of this paper is to analyze the functional changes of local educational authority policy based on the systems thinking perspective using causal loop diagrams. In the past, the main function of the local educational authority was to manage and supervise schools. Through this policy, local educational authority would be transformed into a support agency. However, this policy did not achieve the goal, was to cause confusion and require improvement. This study shows structured causes of the problem based on systems thinking. These diagrams make it possible for educational policy makers to provide ideas, although they have some complicated environment. The findings indicate that based on systems thinking in this policy can help those who related to policy decision than existing diagnosis method.

  • Digitalization of not only non-safety but also safety-grade I &C systems with full computerized Main Control Room (MCR) is the recent trend of I&C systems of nuclear power plants (NPP) around the world, while plant maintenance has been shifting from traditional time based maintenance to condition based maintenance. In order to cope with the new trend of operation and maintenance in NPP, a concept of online distributed diagnostic system for both plant operation and maintenance has been proposed in order to further improve both the plant efficiency and the work environment of plant operation staff members by organizational learning. In this respect, the research subjects of human machine interface (HMI) for the online distributed diagnostic system are also discussed for supporting the plant personnel at both MCR and local working places in the plant by the application of advanced ICT (Information and Communication Technologies).

Diagnostic Framework for Performance Measurement Practices of Public Broadcasting (공영방송 성과측정관행의 진단 틀)

  • An organizational performance measurement practice is a function of performance measurement system and performance management system they are currently employing, and its quality is determined by evaluating the followings in a comprehensive manner: first, if they are measuring right things; second, if they are measuring in a right way; third, if they are actively facilitating a process of data collection, structuring, analysis, interpretation, and dissemination; and fourth, if they are using performance measurement results for the primary purposes of performance measurement. This study proposes a diagnostic framework for evaluating the performance measurement practices of public broadcasting which include the qualities of performance measurement and performance management, and develop a structured questionnaire for that purpose. The framework proposed in this study does not serve only as a useful tool for public broadcasting to revise their respective performance measures and performance measurement systems, but it also make their respective performance measurement practices a strategic management tool as well as an operational management one.

Exposure of the Population in the United States to Ionizing Radiation

  • The exposure of the population in the United States to ionizing radiation has recently been evaluated by the National Council on Radiation Protection and Measurements (NCRP). This was done by constituting six organizational groups to address various phases of the work and the results of this work are summarized in this article. The article is based on the report, by the same title, which is scheduled for publication by the NCRP in September, 1987. The six organizational groups are titled Radiation Exposure from Consumer Products, Natural Background Radiation, Radiation Associated with Medical Examinations, Radiation Received by Radiation Employees, Public Exposure from Nuclear Power, and Exposure from Miscellaneous Environmental Sources. These titles are descriptive of the subject areas covered by each of these separate groups. The data evaluated are for the years 1977-1984 with the majority of the data being for the period 1980-1982. Summary information is presented and discussed for the number of people exposed to given sources, the effective dose equivalent, the average effective dose equivalent to the U.S. population, and the genetically significant dose equivalent. The average annual effective dose equivalent from all sources to the U.S. population is approximately 3.6 mSv (360 mrem). Exposures to natural sources make the largest contribution to this total. Radon and radon decay products contribute 2.0 mSv (200 mrem) whereas the other naturally occurring radionuclides contribute 1.0 mSv (100 mrem). Among man-made or enhanced sources, medical exposures make the largest additional contributions, namely 0.39 mSv (39 mrem) for diagnosis and 0.14 mSv (14 mrem) for nuclear medicine. It was not possible to evaluate exposures for therapy. Most of the other sources of population exposure, including nuclear power and consumer products, are minor. A possible exception would be the use of tobacco products. These exposures are discussed in relation to a negligible individual risk level of $10{\mu}Sv/y$ (1 mrem/y). The NCRP considers exposures below the negligible individual risk level as trivial and as such should be dismissed.

  • This research aims to diagnosis regional science as culture and propose plans for improvement. The study was performed based on a framework for analyses presented by existing literatures. Science culture is divided into two dimensions(individual and social), Each dimension is expected to represent citizen literacy of and regional infrastructure of science culture respectively. Gyeonggi region of Korean metropolitan area has been analyzed for the case study. As a result of the case study, the level of science culture of Gyeonggi region is weak compared with others areas. To improve, we propose some plans such as budget extension, long-term view on investments, strengthen network and organizational system for regional science culture.

  • The importance of effective communication is increasingly stressed in the medical sector. This is crucial for the resolution of medical accidents and conflicts, and that can contribute to the prevention of the two as well. The careful attitude of the medical team toward patient safety and their communication with colleagues and other departments are mandatory for the successful decrease of dental accidents. The good communication within of the hospital organization is one of vital ways to ensure accurate diagnosis and successful treatment. In the field of health care, effective teamwork requires a shared goal, superb work skills, communication and cooperation, but this fact has been overlooked so far. Among those factors, communication is indispensable to the achievement of organizational goals, and how to boost communication by acquiring diverse skills and using appropriate tools in the dentistry should discreetly be considered. This study explared how to improve the teamwork and communication of organization in an effort to seek specific ways of reducing medical conflict in dental.

The Effects of Patient and Hospital characteristics on Hospital Care Outcome of the Patients with Tuberculosis (결핵 입원환자의 치료결과에 영향을 미치는 환자 특성과 의료기관 특성)

  • In spite of effective curative therapy, morbidity and mortality remain high for hospitalized patients with tuberculosis(TB) in Korea. The purpose of this study was to identify patient and hospital characteristics associated with hospital care outcome. Using annual patient survey data produced by Korea Institute for Health and Social Affair, we identified 8,562 hospital discharge with primary diagnosis of TB. Logistic regression analyses were performed on a model that included age, gender, residence area, insurance status, hospital admission source, length of stay, hospital ownership and class of hospital as the explanatory variables and outcome of treatments as the dependent variable. The results show that negative outcome was associated with the patients older than 65 years, medical aid beneficiary, admission through emergency department, and the patients admitted to public owned hospitals. On the other hand, the patients who were admitted to teaching hospitals were associated with positive outcome. To improve hospital treatment outcome of TB patients, more vigorous strategies should be implemented targeting the older and poor population in regard to social support as well as the clinical management and prevention.
