A Study on the New Management Technology Model in Service Economy Era (서비스경제시대의 경영기술 연구)

  • This study was conducted to derive a management technology model based on the new management framework established in previous studies. The management technology sector, which occupies most of the existing business administration, is defined as a technical division in new management. In this study, the theory of management technology based on the service philosophy of the service economy era was presented. The structure of new business, which is the basis of new management technology, is presented first, the service philosophy of the service economy era where management is performed, and then the management technology model based on service philosophy is presented. The management technology model was derived on the basis of immutable axioms. After presenting new management axioms based on common human ideology and nature and human nature, a management technology model was presented based on axioms. On the basis of the axioms, a new dialectical development model was developed as a model for the dialectical development that maintains a tight balance and a fierce interaction between two opposing parties based on the structure and operation model of service philosophy. In addition to the overall organizational management model, a management function model and a management expansion model were presented. Each detailed technique is presented as a model for dialectical development of opposing confrontations. Management technology is a dynamic technology that is constantly changing, and is an overall technology that takes into account various situations and viewpoints. This study has significance as a basic study to overcome the limitations of the existing static management technology and develop dynamic management technology. Future research requires empirical analytical studies on new management technology models.

  • For humankind, the ocean is a treasure trove of natural resources and an important area that provides major transportation routes. However, marine ecosystems are under threat amidst the global climate change crisis. This is partly due to various sources of pollution emitted from ships, shore facilities, and other sources. In response, the navies of advanced countries such as the United States, the United Kingdom, and Europe have assessed such a climate change crisis as a new maritime security threat. These countries have made early efforts to prevent marine pollution from warships. These efforts have been legally embodied. This was legislation for technical and organizational structures to be practically applied in the field. Among these navies of developed countries, France has established parliamentary and intergovernmental plans to become a leader in environmental protection at the defense level, not only in the European region but throughout the world. Within this framework, the French Navy, through its internal instruction, has inclined its legal efforts to prevent marine pollution from warships. Therefore, this study examines the legislation for the prevention of marine pollution from warships within the French Navy and compares it with the marine environmental legislation applicable to the ROK Navy. It then deduces the implications for the ROK navy, which is advancing toward a Blue-Water navy.

The Role of Tolerance to Promote the Improving the Quality of Training the Specialists in the Information Society

  • The essence of the definition of "tolerance" is analyzed. Motivational, knowledge and behavioral criteria for tolerance of future teachers are highlighted. Indicators of the motivational criterion are the formation of value orientations, motivational orientation, and the development of empathy. Originality and productivity of thoughts and judgments, tact of dialogue, pedagogical ethics and tact are confirmed as indicators of the knowledge criterion. The behavioral criterion includes social activity as a life position, emotional and volitional endurance, and self-control of one's own position. The formation of tolerance is influenced by a number of factors: the social environment, the information society, existing stereotypes and ideas in society, the system of education and relationships between people, and the system of values. The main factors that contribute to the education of tolerance in future teachers are highlighted. Analyzing the structure of tolerance, it is necessary to distinguish the following functions of tolerance: - motivational (determines the composition and strength of motivation for social activity and behavior, promotes the development of life experience, because it allows the individual to accept other points of view and vision of the solution; - informational (understanding the situation, the personality of another person); - regulatory (tolerance has a close connection with the strong - willed qualities of a person: endurance, selfcontrol, self-regulation, which were formed in the process of Education); - adaptive (allows the individual to develop in the process of joint activity a positive, emotional, stable attitude to the activity itself, which the individual carries out, to the object and subject of joint relations). The implementation of pedagogical functions in the information society: educational, organizational, predictive, informational, communicative, controlling, etc. provides grounds to consider pedagogical tolerance as an integrative personal quality of a representative of any profession in the field of "person-person". The positions that should become conditions for the formation of tolerance of the future teacher in the information society are listed.

The Impact of Job Stress on Job Satisfaction and Life Satisfaction among Local Government Officials: A Survey of Reading Academy Participants (지방공무원의 직무스트레스가 직무만족 및 생활만족에 미치는 영향)

  • This study aims to investigate the impact of job stress on the job satisfaction and life satisfaction of local government officials who participated in the reading academy from January 2023 to March 2023. The research involved collecting 300 questionnaires and conducting multiple regression analysis to analyze the obtained data. The results of the study are presented below. Impact of Job Stress on Job Satisfaction: The analysis revealed that among the sub-factors of job stress, inappropriate compensation significantly increases job stress among local government officials in the reading academy. Moreover, the study found that turnover intention was particularly high when compensation was not recognized as appropriate, indicating it as the most significant source of job stress. Impact of Job Stress on Life Satisfaction: The findings demonstrate that several factors negatively influence job stress, leading to reduced life satisfaction among local government officials in the reading academy. These factors include undesirable changes in working conditions or situations, anxiety about reorganization, inconsistent work orders, gender discrimination, and an authoritative organizational atmosphere. Effect of Job Satisfaction on Life Satisfaction: The analysis of the relationship between job satisfaction and life satisfaction indicated that turnover intention and remuneration level in job satisfaction positively influenced emotional satisfaction. Conversely, the job itself and interpersonal relationships had a significant negative effect on emotional satisfaction. Furthermore, the job itself and the level of remuneration in job satisfaction showed a significant positive effect on physical satisfaction. Similarly, the job itself and the level of remuneration in job satisfaction positively affected social satisfaction, while the intention to change jobs had a significant negative impact.

  • Due to the recent and rapid globalization, logistics outsourcing has expanded globally and is seen as a means of creating a robust logistics system. However, many businesses continue to have difficulties with their logistics outsourcing contracts, which compels them to reinstate the logistics function for internal management. This study aims to investigate how organizational capabilities of logistics service providers (LSPs), notably flexibility, integration, innovation, and technological capabilities, impact on the logistics outsourcing success in Ugandan food processing firms. Using a structured questionnaire survey, cross-sectional data collected from 211 food processing firms in Kampala - Uganda were analyzed by partial least squares-structural equation modeling (PLS-SEM) using SmartPLS 3.3.7 software to examine the theorized relationships. The study findings revealed that whereas the technological and innovation capabilities positively and significantly influence logistics outsourcing success, the effects of flexibility and integration capabilities were insignificant. Additionally, the importance-performance map analysis (IPMA) reveals that the technological capability is a priority capability, followed by the innovation capability if logistics outsourcing success is to be achieved. Conversely, flexibility and integration capabilities are of low priority.

A Study on Implementing BSC in the Public Enterprises : The Case of Korea Southern Power (공기업의 BSC 구축에 관한 연구: 한국남부발전(주) 사례를 중심으로)

  • The BSC(Balanced Scorecard), a strategic performance evaluation system, has drawn attention as an innovative tool for improving an organization's performance. Recently, the Korean government has recognized the advantages of the BSC and encouraged public enterprises to implement the BSC. However, it has been pointed out that many public enterprises have faced difficulties in constructing and operating the BSC due to lack of clear understanding, a complex environment of performance evaluation, and inherent features of organizational culture. Therefore, this study analyzed a project case of a public enterprise, Korea Southern Power (KSP), which has ever been assessed as an excellent organization in implementing BSC and managing performance. This paper provides procedures, activities, resources (manpower and time), and decision-making issues and criteria required for implementing BSC, along with real project outcomes of the company. Such project details are expected to be used as helpful guidelines for public or non-profit organizations's BSC implementation. Furthermore, the KSP's efforts to cope with its problems and implications derived from the efforts are also expected to help other organizations construct and operate the BSC effectively.

Exploring the Effectiveness of Audit Against the Improper Usage of Social Service Vouchers in South Korea (사회서비스 부적정 이용에 대한 감사 효과분석 - 사회서비스 바우처 사업을 중심으로 -)

  • The various types of improper usages in the process of delivering social services have been increasingly paid to attention in South Korea. This study, relying on empirical data about the various improper behaviors, explore whether the audit activity can reduce the degree of the improper behavior. In order to estimate the impact of the audit, we use the DID(Difference in difference) method, comparing the experimental group with the audit treatment and the control group without it. We control for size(the number of Service personnel and user), types of social service (elderly, disabled, etc.), organizational forms(profit, non-profit), region(metropolitan areas, small-medium cities, rural areas), and the number times of audit (1, 2, and 3 number). Our empirical results show that the audit decreased the ratio of payment violation by about 4.02 percent, the number of violations from providers' improper payment by approximately 5.07 and the number of violations from users' improper payment by approximately 9.59. Further research is required to explore why and how the audit can decrease the improper usage in social service with rigorous theoretical models.

Development and Validation of Psychological Difficulties Scale of Working Moms (워킹맘 심리적 어려움 척도 개발 및 타당화: 대졸이상 고학력 워킹맘 중심으로)

  • The purpose of this study was to develop and validate the Psychological Difficulties Scale of Working Moms(PDSWM). In the first study, 69items and 17 factors of the inventory were obtained based on interview, open-ended questionnaires. In the second study, the on-line surveys from 306 working mom was carried to analyze factor structure of the PDSWM. The final result showed that the 12 factor model with 64 items was appropriate. The third study was collected from 638 working mom and in order to make certain the cross-validity of the inventory, the group was divided into two groups (each group with 319 employees). The results of exploratory factor analyses using data of group 1 showed that the 8 factor structure with 48 items was appropriate. Also the results of confirmatory factor analysis using data of group 2 showed that the 8 factor structure indicated a satisfactory fit. Final 8 factors were as follows: 1) Feeling Apologetic to family members 2) Discrimination at workplace 3) burnt-out: both body and mind 4) Unequal distribution of child-rearing and house chore labor 5) Conflict with the babysitter/grandparents 6) Limit in further strengthening work competency 7) Social prejudice 8) Difficulty being on time for work. The PDSWM was significantly correlated with various criteria such as organizational commitment, life satisfaction, and work engagement. Based on such findings, implications, limitations, and the suggestions for future study were discussed.

A Study on the Effect of Social Worker's Job Stress on Turnover Intention and Work Exhaustion (사회복지사의 직무스트레스가 이직의도와 업무소진에 미치는 영향 연구)

  • The purpose of this study is to identify what factors actually affect the turnover intentions of social workers. It is an important task to grasp the factors of turnover of the social worker through empirical analysis because the high turnover rate of social welfare workers in Korea has a negative influence on their organization and ultimately impedes the stable delivery of social welfare services. This study used the results of analyzing 100 social workers in social service companies. In fact, the data used in this study were statistically analyzed only for 82 subjects, except for 18 subjects who did not respond to the variables used. As a result, the general effects of job stress on job turnover and job exhaustion were examined as much as possible. We examined the effect of job stress, an independent variable, on the turnover and exhaustion of social workers. Specifically, job stress was divided into role, organizational, and relationship, and it was found that role - related factor job stress only affected social workers' turnover intention significantly. In addition, the relationship-related affected the exhaustion of the social worker. Therefore, in order to reduce the exhaustion of the social worker, the desirable direction to reduce the stress of the relationship-related factor should be sought.

An Ethical Consideration on the Standard Operating Procedure Operation Status and the Ethical Review of the Vulnerable Research Subjects of Institutional Review Board, a Medical Institution in Korea (우리나라 의료기관 Institutional Review Board의 취약한 연구 대상자 관련 표준운영지침서 운영 현황과 윤리적 고찰)

  • Purspose: The purpose of this study is to examine the meaning and definition of vulnerable subjects in clinical trials in light of domestic and international regulations and guidelines, to analyze the contents of standard operation procedures (SOPs) among advanced general hospitals in Korea that conduct clinical trials, and to examine deliberation procedures for operation plans. Methods: The study examined how vulnerable research subjects were defined and described in related regulations and the classification of vulnerable research subjects presented in the IRB/HRPP SOPs of 18 clinical trial institutions, including 11 AAHRPP-accreditated general hospitals in Korea, as well as the operation of the IRB deliberation. Results: Among all domestic and international regulations and guidelines, only the The Council for International Organization of Medical Sciences (CIOMS) guidelines explain why vulnerability is related to judgments on the severity of physical, psychological, and social harm, why individuals are vulnerable, and for what reasons. However, the classification of vulnerable subjects by institutions differed from the classification by the International Conference on Harmonization-Good Clinical Practice (ICH-GCP). A total of the 16 institutions classified children and minors as vulnerable research subjects. 14 institutions classified subjects who cannot consent freely were classified as vulnerable subjects. 15 institutions classified sujects who can be affected by the organizational hierarchy were classified as vulnerable subjects. Subjects in emergency situations were regarded as vulnerable research subjects in 8 of institutions, while people in wards, patients with incurable diseases, and the economically poor including the unemployed were categorized as vulnerable research subjects in 7, 4, and 4 of institutions, respectively. Additionally, some research subjects were not classified as vulnerable by ICH-GCP but were classified as vulnerable by domestic institutions 15 of the institutions classified pregnant women and fetuses as vulnerable, 11 classified the elderly as vulnerable, and 6 classified foreigners as vulnerable. Conclution: The regulations and institutional SOPs classify subjects differently, which may affect subject protection. There is a need to improve IRBs' classifications of vulnerable research subjects. It is also necessary to establish the standards according to the differences in deliberation processes. Further, it is recommended to maintain a consistent review of validity, assessment of risk/benefit, and a review using checklists and spokeperson. The review of IRB is to be carried out in a manner that respects human dignity by taking into account the physical, psychological, and social conditions of the subjects.
