Trends of Joint Operational Environment and their Implications (합동작전환경의 추세와 적용방안)

  • Today's world is generation of Transformation. The Term "Transformation" is widely used in many nations and international organizations such as U.S. and NATO to describe the course of change undertaken by militaries to respond to the new and emerging security environment. Transformation involves all elements of the defense enterprise including Operational Environment, Operational Concepts, Doctrine, Structure and Technologies, within a supportive Cultures context. An Operational Environment is defined as "a composite of conditions, circumstances, and influences that affect the employment of military forces and bear on the decisions of the unit commander." The context for developing future military concept and capability lies essentially within the anticipated boundaries of the operational environment in a collective sense. The joint operational environment is essential to the nation's defense. It describes volatile, complex, and dangerous environment in which the military personnel. organizations, and material will operate. Implications coming forth from joint Operational Environment are but a starting point - many others exist. More and better Implications will come forth as people think about massages of Operational Environment, experiment its characteristics, learn to deal with its threats and scenarios, apply their experience and judgement, and then consider what is required of Korean military doctrine, organizations, training and education, material development, and leadership for operations in the joint Operational Environment.

  • For smart defense innovation, the key is to apply state-of-the-art technologies of the Fourth Industrial Revolution to national defense. In order to apply state-of-the-art technology to the defense sector, we need to apply and develop technologies to analyze and respond to uncertain future operational environments. To this end, our military is investing a lot of time and effort. To understand future operational environment analysis and to apply and develop our military, we explored the perspectives of operational environment analysis in major countries and studied specific cases of U.S. troops with systematic analysis functions. The U.S. Army has established a cooperative system to analyze future operational environment under the leadership of the Education Command and operates the organization organically. It also utilizes the collective intelligence of expert groups in various fields by utilizing the MSC, and it is time for the Korean military to take the lead in keeping with the era of transformation. To that end, the organization of the U.S. Education Command should be benchmarked and the Korean Future Operation Environment Analysis Organization should be established and operated. Through this study, we have developed an understanding of the future operational environment analysis system of the U.S. Army and presented a plan to apply the ROK MND.

Prediction of Safety Critical Software Operational Reliability from Test Reliability Using Testing Environment Factors

  • It has been a critical issue to predict the safety critical software reliability in nuclear engineering area. For many years, many researches have focused on the quantification of software reliability and there have been many models developed to quantify software reliability. Most software reliability models estimate the reliability with the failure data collected during the test assuming that the test environments well represent the operation profile. User's interest is however on the operational reliability rather than on the test reliability. The experiences show that the operational reliability is higher than the test reliability. With the assumption that the difference in reliability results from the change of environment, from testing to operation, testing environment factors comprising the aging factor and the coverage factor are developed in this paper and used to predict the ultimate operational reliability with the failure data in testing phase. It is by incorporating test environments applied beyond the operational profile into testing environment factors. The application results show that the proposed method can estimate the operational reliability accurately.

  • To determine operational requirement, the environmental condition for an equipment must be investigated, and to certify equipment's normalized operation, appropriate test must be carried out under the considered environmental condition. The actual environmental conditions to which equipment is likely to be exposed are normally complex and will comprise a number of environmental factors and corresponding parameters, When defining the environmental conditions for a certain application it is, therefore, necessary to list the factors involved and select the appropriate severity. The operational environment is structured in two separate such as requirements, guidance and test specifications. For the preparation to determine operational requirement, operational environment of railway signalling equipment is investigated.

Optimal Preventive Replacement Policies for a Change of Operational Environment (사용환경의 변화에 대한 최적예방교환정책)

  • The failure rate of an item depends on operational environment. When an item has a chance failure period and a wearout failure period in sequel, the severity of operational environment causes the increase in the slop of wearout failure rate or the increase in the magnitude of chance failure rate. For such a change of operational environment, this paper concerns the change of optimal preventive replacement time. Two preventive replacement policies, age replacement policy and periodic replacement policy with minimal repair, are considered. Investigated properties are: (a) in age replacement policy, optimal preventive replacement time increases as the chance failure rate increases and optimal preventive replacement time decreases as the slope of wearout failure rate increases, and (b) in periodic replacement policy with minimal repair, optimal preventive replacement time increases as the slope of wearout failure rate increases; however, the change of chance failure rate does not alter the optimal preventive replacement time.

  • The information superiority through effective networking is a core element that accelerates command decision for mission completion. Our military wants to acquire capabilities of effective information sharing with Network-Centric Operational Environment(NCOE) for Network-Centric Warfare (NCW). In this paper, we suggested an information broker for overcoming current limits and maximizing future expandability and possibility of information sharing capacities. The information broker, which is an intermediate layer between users and information providers, provides the functions for mediating and managing information and for ensuring security of the system. We evaluated the consistency of proposed architecture and the implementation of the operational architecture design concept using existing design frameworks.

  • The information about battlefield environment changes and operational impacts on Korean Peninsula due to climate change is essential for national defense. In this study, the future impact of four ground operations was analyzed by using the national climate change standard scenario based on the IPCC 6th report. As a result, it was analyzed that the number of operational-limited days for ambush and airlift operations would decrease, making the operational environment favorable. However, the operational environment unfavorable as the number of operational-limited days for crossing and reconnaissance operations increase, but the number is not large so much.

  • The purpose of this study is to develop an operation manual of resident-driven community program by evaluating community program operation to realize a sustainable apartment complex and vitalize a community. To achieve this purpose, 8 community experts, who are in charge of 42 complexes of 7 autonomous districts among 25 districts in Seoul were interviewed from September 2013 to December 2013. Main results of the study are as follows. 1) Operational problems and improvements are deduced from evaluating operation process of community programs. It is found that smooth cooperation of main operators including a community vitalization association, a resident representative meeting and a control office is the most important. 2) Operation guideline for representative programs are suggested based on analysis of operational characteristics of 3 types of community programs; communication, recycling and environment management, according to program operation elements; material element, programming element, human element and finance element. 3) An operation manual of resident-oriented community program is presented after considering evaluation of operation processes and analysis of 3 types of operational elements of community programs.

  • The customer cabling telecommunication facilities assume an important role in the telecommunication networks. The present technologies for domestic customer cabling facilities are established with the multimedia environment reflected, but are insufficient for accommodation of multimedia services of the ultra high-speed information and communication networks. In the present paper, the status of international and domestic standardization are reviewed and the operational environment of customer premise telecommunication facilities are investigated and analyzed in order to enhance customer cabling facilities in Korea. The problems with the operational environment are analyzed, and how to improve customer cabling telecommunication facilities is suggested based on the above.

  • After North Korea's sixth nuclear test, the operational environment on the Korean Peninsula has fundamentally changed, and the South Korean military faces various security challenges, including a reduction in military service resources and shorter military service periods. In particular, the South Korean military is seeking a new paradigm in military construction amid changes in the defense acquisition environment linked to the push for defense reform 2.0 and the utilization of the fourth industrial revolution. Therefore, this study considered strategies for improving the operational test and evaluation of weapons systems suitable for changes in the defense acquisition environment to effectively prepare for existing military threats and future warfare patterns. For this purpose, external environment analysis and internal capabilities were diagnosed using PEST Analysis and SPRO Analysis, and improvement strategies were derived through SWOT analysis.
