Quality Characteristics of Public Open Data (공공개방데이터 품질 특성에 관한 연구)

  • Public data open is one of the important tasks of Korea Government 3.0. By making open data available to the private sector, the goal is to create jobs, increase innovation and improve quality of life. Public data open is a policy that emphasized its importance worldwide. Open data should have adequate quality in order to achieve the object of the public. However, there are open data's quality problems due to the lack of data quality management and standardization. The purpose of this study is to derive data characteristics of public open data from existing researches. In addition, the model was modified and verified through a survey targeting the experts on public open data. The study indicates that public open data's quality characteristics as publicity, usability, reliability, suitability. This study is significant in that it suggests quality characteristics to improve the data quality and promote utilization of the open data.

A Study on Public Data Quality Factors Affecting the Confidence of the Public Data Open Policy (공공데이터 품질 요인이 공공데이터 개방정책의 신뢰에 미치는 영향에 관한 연구)

  • This article aims to identify the quality factors of public data which have increased as a public issue; analyze the impact of users satisfaction in the perspective of Technology Acceptance Model (TAM), and investigate the effect of service satisfaction on the government's open policy of public data. This study is consistent with Total Data Quality Management (TDQM) of MIT, it focuses on three main qualities except Contextual Data Quality (CDQ) and includes seven independent variables : accuracy, reliability, fairness for Intrinsic Data Quality (IDQ), accessibility, security for Accessibility Data Quality (ADQ), Consistent representation and understandability for Representational Data Quality (RDQ). Basing on TAM, the research model was conducted to examine which factors affect to perceived usefulness, perceived ease of use, service satisfaction and how service satisfaction affects to the government's open policy of public data. The results showed that accuracy, fairness, understandability affect both perceived ease of use and perceived usefulness; while reliability, consistent representation, security, and accessibility affect only perceived ease of use. This article found that the influence of perceived ease of use on perceived usefulness and the influence of these two causes on service satisfaction in the perspective of TAM were significant and it was consistent with prior studies. The service satisfaction when using public data leads to the reliability of public data open policy. As an initial study on unstructured public data open policy, this article offered quality factors that pubic data providers should consider and also present the operation plan of public data open policy in the future.

A Study on the Domain Discrimination Model of CSV Format Public Open Data

  • The government of the Republic of Korea is conducting quality management of public open data by conducting a public data quality management level evaluation. Public open data is provided in various open formats such as XML, JSON, and CSV, with CSV format accounting for the majority. When diagnosing the quality of public open data in CSV format, the quality diagnosis manager determines and diagnoses the domain for each field based on the field name and data within the field of the public open data file. However, it takes a lot of time because quality diagnosis is performed on large amounts of open data files. Additionally, in the case of fields whose meaning is difficult to understand, the accuracy of quality diagnosis is affected by the quality diagnosis person's ability to understand the data. This paper proposes a domain discrimination model for public open data in CSV format using field names and data distribution statistics to ensure consistency and accuracy so that quality diagnosis results are not influenced by the capabilities of the quality diagnosis person in charge, and to support shortening of diagnosis time. As a result of applying the model in this paper, the correct answer rate was about 77%, which is 2.8% higher than the file format open data diagnostic tool provided by the Ministry of Public Administration and Security. Through this, we expect to be able to improve accuracy when applying the proposed model to diagnosing and evaluating the quality management level of public data.

A Study on the Way for Quality Improvement of International Trade Information (무역정보의 품질제고방안에 관한 연구)

  • Recently open data has been spread rapidly in the world include Korea. Accordingly in international trade field open data and using it became a key point to get competitiveness. In this study, the author make an attempt to suggest the way for quality improvement of international trade information by looking for some problems with crating and using the information. Thus, the problems of using information are can be point out as follows. Firstly the range of open data is narrow. Secondly the management of the open data is not conducted properly. Thirdly the suppliers of the open data didn't prepare some investigation system for their data's usability for user. Expansion of the organizations who open data is one way to solve quantitative problem. There are four suggestions to solve qualitative problems. Firstly the guidelines should be established and operated in each organizations respectively. Secondly the criterion of expenses for open data should be arranged among the concerned parties. Thirdly the ability of the manpower and organization who charged in the quality improvement of information should be reinforced both quantitatively and qualitatively. Lastly the system for data usability for user should be equipped in early stages. Finally the author emphasize the establishment of total management system for using open data in international trade is not needed only the efforts of the specific parties but also all parties led by Ministry of Industry, Trade and Energy in order to carry out above suggestions successfully.

Quality Diagnosis of Library-Related Open Government Data: Focused on Book Details API of Data for Library (도서관 공공데이터의 품질에 관한 연구: 도서관 정보나루의 도서 상세 조회 API를 중심으로)

  • With the popularization of open government data, Library-related open government data is also open and utilized to the public. The purpose of this paper is to diagnose the quality of library-related open government data and propose improvement measures to enhance the quality based on the diagnosis result. As a result of diagnosing the completeness of the data, a number of blanks are identified in the bibliographic elements essential for identifying and searching a book. As a result of diagnosing the accuracy of the data, the bibliographic elements that are not compliant with the data schema have been identified. Based on the result of data quality diagnosis, this study suggested improving the data collection procedure, establishing data set schema, providing details on data collection and data processing, and publishing raw data.

  • Data-driven markets depend on access to data as a resource for products and services. Since the quality of information that can be drawn from data increases with the available amount and quality of the data, businesses involved in the data economy have a great interest in accessing data from other market players and sharing data with other stakeholders. Despite the growing need for access to data and evidence of the economic and social benefits, data access and sharing remains below its potential. Individuals, businesses, and governments often face barriers to data access, which may be compounded by the reluctance to share, including within and across sectors. To address these challenges, this paper focuses on finding possible solutions for a better data-sharing economy. This paper 1) Discusses opportunities and challenges of open data and the data-sharing economy, limitations of private sector data, and issues with open government data. 2) Introduces open government data initiatives and open governance networks initiatives. 3) Suggests possible solutions, including the governance and management, the legal and policy frameworks, and the technical standards for open data with proposing an open data governance model for the data-sharing economy.

Strategy for Establishing a Rights Processing Platform to Enhance the Utilization of Open Data (공공데이터 활용성 제고를 위한 권리처리 플랫폼 구축 전략)

  • Open Data is an essential resource for the data industry. 'Act On Promotion Of The Provision And Use Of Public Data', enacted on July 30, 2013, mandates public institutions to manage the quality of Open Data and provide it to the public. Via such a legislation, the legal basis for the public to Open Data is prepared. Furthermore, public institutions are prohibited from developing and providing open data services that are duplicated or similar to those of the private sector, and private start-ups using open data are supported. However, as the demand for Open Data gradually increases, the cases of refusal to provide or interruption of Open Data held by public institutions are also increasing. Accordingly, the 'Open Data Mediation Committee' is established and operated so that the right to use data can be rescued through a simple dispute mediation procedure rather than complicated administrative litigation. The main issues dealt with in dispute settlement so far are usually the rights of third parties, such as open data including personal information, private information such as trade secrets, and copyrights. Plus, non-open data cannot be provided without the consent of the information subject. Rather than processing non-open data into open data through de-identification processing, positive results can be expected if consent is provided through active rights processing of the personal information subject. Not only can the Public Mydata Service be used by the information subject, but Open Data applicants will also be able to secure higher quality Open Data, which will have a positive impact on fostering the private data industry. This study derives a plan to establish a rights processing platform to enhance the usability of Open Data, including private information such as personal information, trade secrets, and copyright, which have become an issue when providing Open Data since 2014. With that, the proposals in this study are expected to serve as a stepping stone to revitalize private start-ups through the use of wide Open Data and improve public convenience through Public MyData services of information subjects.

  • The construction industry consists of various and massive architectural information as an architectural process includes a variety of design stages with cooperation of many disciplines. Particularly, architectural information is generated and managed through the life cycle of a building, from conceptual design stage to the construction and maintenance. A Building Information Model (BIM) serves as a shared knowledge resource for information about a facility forming a reliable basis for decisions during its life-cycle from inception onward. BIM technology accomplished quantitative development being utilized in various disciplines. However, it is necessary to develop environment and requirement for qualitative improvement of BIM based project. Particularly, requirement is very important for architectural design evaluations. The purpose of this study is to develop and apply of quality control requirement for improving the quality of architectural design in open BIM environments. To achieve this purpose, the authors have investigated case study for open BIM data quality control (software, guideline and application case) and classified quality control targets according to physical/logical quality and data quality. In addition, the authors have defined open BIM based quality control process and developed quality control requirements. Finally, the authors have developed rule based quality check system using requirements for efficient quality control based on open BIM.

A Study on the Relative Importance of Quality Scorecard(QSC) for Open Quality (오픈퀄리티 품질성과지표(QSC)의 중요도 분석 연구)

  • Purpose: The purpose of this study is to study the relative weights of Quality Scorecard (QSC) which was developed for a new quality concept, called Open Quality, in the era of Industry 4.0. Open Quality aims to ensure quality responsibility by accurately measuring the quality level and sharing the quality data with stakeholders. Methods: To analyze the importance of QSC, a survey study was conducted based on 10 types of industry. The relative weights of QSC measures are investigated by both the industry types and the organizational life cycle. Further, the relative importance of QSC was analyzed according to the organization's lifecycle. By dividing the aspects with respect to the result data, application method for QSC is further provided. Results: The result indicates that there are significant differences among Korean companies in terms of the level of Industry revolution stages. Among ten industry types, manufacturing and finance sectors show the highest importance of QSC. QSC measures are also considered more importance in growth stage of the maturity cycle than generator and decline stages. Conclusion: When QSC is adopted for Open Quality, its relative weights must be considered to cope with the unique characteristics of industrial types. Besides, QSC's contribution may vary according to the level of maturity of the target company.

Quality Evaluation of the Open Standard Data (공공데이터 개방표준 데이터의 품질평가)

  • Public data refers to all data or information created by public institutions, and public information that leads to communication and cooperation among all people. Public data is an important method to lead the next generation of new industries such as artificial intelligence and smart cities, Korea is continuously ranked high in the international evaluation related to public data. However, despite the continuous efforts, the use of public data or industrial influence is insufficient. Quality issues are continuously discussed in the use of public data, but the criteria for quantitatively evaluating data are insufficient. This paper reviews indicators for public data quality evaluation and performs quantitative evaluation on selected public data. In particular, the quality of open standard data constructed and opened based on public data management guidelines is examined to determine whether government guidelines are appropriate. The data quality assessment includes the metadata and data values of open standard data, and is reviewed based on completeness and accuracy indicators. Based on the data analysis results, this paper proposes policy and technical measures for quality improvement.
