A Study on the Improvement Measures for the Management and Utilization of Korea's Fiscal Government Data: Focusing on Fiscal Data Governance (재정데이터의 관리 및 활용을 위한 개선방안 연구: 재정데이터 거버넌스를 중심으로)

  • To achieve a data-driven policy decision-making system, the Ministry of Strategy and Finance has formed a marketing team and is actively building upon it. This system, currently under construction, will enable data-driven financial tasks beyond simple financial administration. The U.S. has already enacted The Foundations for Evidence-Based Policymaking Act in the process of similar pursuits. Since last year, the data-driven system administrative law has been enacted in Korea, and a legal framework has been established for data-driven administrative work. The next-generation budget accounting system to fulfill its role as a data-driven system needs public policy support to operate. Innovation and transformation are needed in various areas such as data management, legal system, and installation of related systems. Accordingly, it is very timely to analyze the financial systems and policies of advanced countries such as the U.S. and U.K., which already have established and operates such a financial system. By benchmarking and applying existing financial information systems to the next-generation budget accounting system, a better system will result. In this study, major developed countries, including the U.S., U.K., France, and Canada were benchmarked and analyzed in terms of the main elements of data governance: public policy, systems, legal framework, promotion system, and service level. It was discovered that the role and direction of the national fiscal policy system that the people favor should be able to respond quickly to the recent difficult economic crisis environment such as the digital transformation trend and COVID-19.

New economic policy uncertainty indexes for South Korea (새로운 우리나라 불확실성 지수의 작성)

  • Baker et al. (Quarterly Journal of Economics, 134, 1593-1636, 2016) developed an Economic Policy Uncertainty (EPU) index for South Korea in the same way as the U.S. EPU Index. However, the South Korean EPU index of Baker et al. (2016) has limitations as it did not fully reflect South Korean situation in terms of keyword selection and the selection of newspapers. We develop monthly South Korean economic policy uncertainty indexes with different keywords and news media. Various analyses have been conducted in order to examine the usefulness of the newly compiled indexes.

User's satisfaction of health care service in public health centers ­-in a metropolitan area­- (일 대도시 보건소 이용자의 보건의료서비스 만족도)

  • The purpose of this study was to assess the user's satisfaction of health care service in public health centers in Busan. The study respondents were 212, those who visited health centers for health care service. Data were collected in July 2002 by using SERVQUAL(comprehensive service quality measurement scale) and 3 open questions for more details about service satisfaction and the needs for health care service. SERVQUAL has 5 dimensions; tangibles, reliability, responsiveness, assurance and empathy. The results were as follows : 1. The users reported more satisfaction at 'just service cost', 'convenient service procedure' and 'clean physical environment' at SERVQUAL. Among them the highest rated item was 'service cost'. And the less satisfaction items were 'understanding and individual concerns about service users', 'medical equipment' and 'health center facilities'. 2. There were no statistical differences by general characteristics except for the kind of services rendered. Those who visited for physical examinations and laboratory tests reported lower satisfaction than any other groups. 3. At the open questions, the respondents expressed that they were satisfied with the low service cost, kindness of employee and clean environment. But they criticized the old facilities and worn medical equipment, in addition to the less than kind attitudes. These strengths and weaknesses of health center's service could be applied for planning of customer­centered health care service.

A Legal and Policy Analysis of KRW Internationalization from the Perspective of Offshore Circulation

  • Purpose - Recently, the Korean government is seeking to internationalize KRW and reduce its heavy reliance on the U.S. dollar and better cope with risks from external turbulence. However, there has been too little study on this subject in comparision with its importance. The main objective of the paper is to distinguish the descrete stages of the KRW internationalization and recognize the costs and benefits of each stage. Research design, data, methodology - In order to achieve its goal, this study accomplishes a formal policy analysis based on potential factors of currency internationalization and an examination of legal practices in relation to Foreign Exchange Transaction Regulation (the Regulation). Results - This study found that securing monetary policy may not be easy under liberalized capital account for a small open economy like Korea in view of the trillema. In addition, the inherent ambiguity of the Regulation may increase the costs of KRW internationalization. Conclusions-This study revealed the negative system for the control of foreign exchange of the Korean government. The excessive regulatory restrictions on foreign exchange may hinder the process of KRW internationalization. Some legal and policy reforms are needed to improve related regulation and infrastructure.

An Analysis of Non-linear Effects of Impact Factors on Housing Price (주택매매가격 영향요인의 비선형적 효과 분석)

  • Housing prices are closely related to various variables that indicate macroeconomic conditions. In this paper, empirical analysis based on data is performed referring to previous studies. Focusing on the policy interest rate among the factors affecting the housing price, the non-linear impulse responses of other variables to the interest rate shock are analyzed. Using the random forest algorithm, the variable importance scores of the macroeconomic variables presented in the previous studies are calculated. After selecting the variables through this process, the impulse responses are calculated using a model that can capture non-linearity. According to the model, the responses of housing prices to the policy rate is only significant when the rate is raised. Especially, the impulse response is amplified when the shock increases due to the non-linear characteristics that can not be captured by the traditional VAR methodology. The analysis results suggest that the interest rate as a policy instrument should be approached from a more cautious perspective.

  • As the concept of open source extends beyond the scope of software, many companies are also introducing business models using open source concepts. This study is a study on how to create a web-based open-source platform using a 3D printer and aims to create an open-source platform modeled on the Kidults community where users are highly willing to participate. The research method established the direction of initial platform production by collecting basic data through the usability of the platform and Toy design preferences and propensity analysis through research on open source use cases by various companies and user surveys in the Kidults Community. Features unique platform Toy sources that are freely reinterpreted by the user and re-shared and sold to the platform. Research should continue to boost user motivation by activating communities within the platform.

  • The importance of data publishing in the open-science era is increasing as it can contribute to other scientific discoveries by accelerating the sharing of research data, improving accessibility and citability, and providing standardized technical documentation for research data. In addition, the need for data papers is emerging as a way for data papers to maintain a status equivalent to research papers, and the publication of data journals is on the rise as a new type of scholarly publishing. In particular, the field of Ecology is a field where large-scale research data are produced and managed, thus the data journal publishing in this field is active worldwide. On the other hand, the research on data journal is in its early stages in Korea, and there is no data journal in the field of Ecology. Thus, this study explores and presents strategies for publishing data journals in the ecological field. First, we investigate the publishing status of domestic and international data journals and the publication status of domestic journals. Then, we conducted a focused group interview with experts of scholarly publishing, open access policy and journal publishing in the field of Ecology. Finally, based on the survey and the expert FGI's results, strategies are suggested in terms of publishing data journals in the field of ecology, organizing and publishing journals, organizing journal editors, and receiving manuscripts.

Analysis of Global Trends in the Cross-border Transfer of Personal Data and Its Implications for Korea (개인정보 국외이전 관련 규범 국제 동향 분석 및 한국에의 시사점)

  • To review the theoretical background of regulatory approaches to cross-border transfer of personal data, this paper divides major digital trade participating countries into four types according to the OECD - non-regulatory, post-intervention, pre-supervision, and national control. It then analyzes the US, Japan, the EU, and China respectively that belong to each type. South Korea, which is currently about to pass the amendment by the National Assembly, has identified that it is in the middle of post-intervention and pre-supervision, and needs to evolve into pre-supervision norms like the EU while it has to participate more actively in the process of establishing international digital trade rules. Korea first needs to sign digital trade agreements and promote mutual certification projects more actively from the standpoint of a medium-sized open country with growing digital companies and digitally-open consumers. Second, the government should fully consider the interests of not only companies but also various trade stakeholders including domestic consumers, when drafting and implementing trade policies. To this end, 'a single window approach' is needed not only at the Ministry of Trade, Industry, and Energy, but also at the level of the entire government which require an integrated form of digital trade policy governance.

A Study on Science and Technology Scholarly Societies' Understanding on Open Peer Review (과학기술 학회의 개방형동료심사에 관한 인식 연구 : 한국과학기술총연합회 산하 학회를 중심으로)

  • Open peer review intends to help review a manuscript in a transparent and accountable manner, opening up the identity of a reviewer and authors in a scholarly journal. Although some research about open peer review, for example, authors' understanding of open peer review, exists, research about editors' perspectives of a scholarly journal in Korean domestic science and technology fields has not been found. Editors' views may include whether an academic journal plans to adopt open peer review, when they might adopt it, or what the possible benefits, challenges, and issues in adopting open peer review would be. This paper presents a survey scheme, data, and analysis of Korean editors' perspectives on open peer review. Specifically, we designed the online survey questionnaire, collected the survey data from journal editors, and analyzed the survey results to explore editors' understanding of open peer review. We then compared our research with previous work, such as our Focused Group Interview and other similar domestic and foreign analysis. This study result is expected to help make an open peer review policy for public institutes to provide essential services for scholarly journals, including a scholarly peer review system. Academic society may also get some insights in adopting the open peer review method in the peer-review process.

A Study on the Research Trends on Open Innovation using Topic Modeling (토픽 모델링을 이용한 개방형 혁신 연구동향 분석 및 정책 방향 모색)

  • In February 2018, the Korean government established the "Comprehensive Plans for Government Innovation" in order to realize 'the people-centered government'. The core of the comprehensive plans is participation of the people, which is very similar to open innovation where social issues are solved by ideas and capabilities of the private sector rather than those of the government. Therefore, this study was conducted by extracting open innovation topics through topic modeling based on LDA(Latent Dirichlet Allocation) as English abstract-data from 2003, when the plans for open innovation was first announced, to April 2018. Based on the extracted results, it also conducted a comparative analysis with "Comprehensive Plans for Government Innovation." The study has significant implications in that it derives the relationship between the subjects, analyzes the present policies of Korea on open innovation and suggests directions for development.
