After participation in the Colombo Plan in 1954, Japan has provided Official Development Assistance (ODA) to 185 countries and areas, and the accumulated amount of Japan's ODA is approximately US$ 221 billion for 50 years. Japan is the second largest ODA donor country in the world now. The country is contributing to the peace and development of the international community. However, the recipient government and the parties concerned are not always satisfied with the Japan's ODA system.. Especially the grant aid system is strongly based on the domestic public work system. This paper analyzes the problems and figures out solutions from the viewpoint of donor and the participant.
The Republic of Korea has made major strides in Information and Communication Technology (ICT) over the last five decades. After going through continuous efforts in e-Government and national informatization, Korea has become one of the global E-government leaders. Korea's E-government Development Index ranking assessed by the United Nations improved from 15th in 2001 to the top in 2010 and 2012 out of 192 countries worldwide, and its E-participation Index ranking was also ranked 1st in 2010& 2012. In addition, many of Korea's E-government practices until now have been introduced to the world as the best cases and received worldwide acknowledgement. The importance of official development aid/assistance (ODA) through informatization is especially gaining attention as Korea has joined the OECD Development Assistance Committee (DAC) and its status has significantly improved within international organizations. The Korean government has selected countries that have high potential in trade, economic, and E-government cooperation or those that are selected as ODA priority countries by the international community and has carried out various activities including ICT consultation, ICT Cooperation Center operation, and ICT learning programs. With joining the OECD DAC, Korea's overseas aid projects are expected to increase and be carried out in a more systematic manner. Also in the area of informatization, the importance of not only the overseas aid 'in ICT' itself but also the overseas aid 'through ICT' is increasing along with the expanding scale for more efficient and influential support. The Korean government's comprehensive reach of international projects in the ICT arena, aims to foster the global partnership for development by sharing and expanding the benefits of ICTs. The Korean government recognizes its advances and has endeavored to share them with others through participation in international forums and hosting of workshops.
The purpose of this study is to explore the history of the relationships between Japan and the Pacific Island Nations in the context of its ocean policy, and to survey the current situation. Particularly, this paper inquires into how Japan's maritime policy, nuclear policy, and official development assistance policy have affected relationships with countries in this region. Firstly, this paper gives a brief overview of the socio-political situations of Pacific Island Nations. Secondly, the history of the 'Southward Advance Theory' adopted as national policy by Japan in the Meiji era is summarized. Thirdly, how Japan successfully re-entered this region despite conflicts surrounding the nuclear issue after the Second World War is explored. Lastly, this paper investigates how official development assistance and PALM (Pacific Island Leaders Meeting) helped to develop relations between Japan and the Pacific Island Nations.
This paper aim to find activities related to science and technology in the field of Official Development Assistance in Korea and to research its meaning. In order for Korea to achieve greater results through international cooperation in science and technology and ODA, it seems to be the primary task to establish a foundation for collecting social opinions. In other words, when civil society and the private sector are not willing to participate, international cooperation has many limitations in achieving substantial benefits because it embodies the problem of domestic politics. And the science and technology ODA will be a factor considered to be more important variable in the international political order in which multiple actors such as supranational organizations and social organizations play a role in the multi-layer.
The purpose of this study was to explore the possibility of recruiting married immigrant women to participate in the Official Development Assistance (ODA) program. We used focus group interviews to understand their experiences with ODA, their intent to participate in the ODA, and the resources and barriers to ODA participation. The data were collected from 14 married immigrant women who were actively engaged in the labor force in Seoul and Gyunggi areas. Data were analyzed based on the thematic analysis method. Four themes were identified including the women's experiences, motivation, barriers, and resources for ODA participation. Out of the 14 women, three had participated in the ODA and were happy with the experiences. The rest of the women wanted to participate in the ODA that supported their home countries. The results also highlighted that these married immigrant women had capabilities including a strong desire to participate in vocational development and support from their families, but they also had barriers to overcome such as a lack of work capacity, child care burden, and difficulty forming relationships with Korean colleagues. Despite these barriers, they were motivated to participate in the ODA since it would be very meaningful for them to help their home country and to improve awareness of Korea and married immigrant women. It is important to develop vocational education programs for these women to enhance the work skills that are needed in the ODA.
Since joining the OECD Development Assistance committee in 2010, the Republic of Korea has been continuously striving to promote its international standing. A new era of cooperation is about to open between Korea and Central Asia, with the $25^{th}$ anniversary of the establishment of diplomatic relationship between Korea and Central Asia, and the welcoming the $80^{th}$ anniversary of the Koryoin (Korean) immigration in 2017. Central Asia is also attracting attention with a rapidly growing economy based on the endowed resources. Therefore, Kyrgyzstan and Tajikistan, among others, were investigated in the following statuses: politics, diplomacy, economy, official development assistance and national strategies. In particular, this study suggests the South Korea's Country Partnership Strategy for Forest with the nations by analyzing the forest environment and forest policy regime, and both forest cooperation strategies: 'Ecotourism Projects using a Walnut Forest' in Kyrgyzstan and 'Projects Restoring Forest and Securing Fuel Woods of Degraded Land in Tugai' in Tajikistan.

Under the COVID-19 pandemic, the importance of Official Development Assistance(ODA) in health and medical service is emphasized more. The number of cases is expected to increase in the future. Therefore, it is necessary to provide differentiated education and training for each type of occupation as a follow-up to realize the operations management and maintenance of medical equipment supported by the ODA project. In this study, for an effective follow-up and operations management of medical equipment supported by the ODA project, the differences in educational training achievement between users and maintainers were analyzed through a t-test. As a result of this study, there were significant differences between users and maintainers of medical equipment in use and manage six types of priority management target medical equipment(Q5) and an instruction manual understanding of medical equipment(Q6). However, there was no difference in the need and purpose of education and training, satisfaction with an instructor, and the need for cross-professional communication.

Education support programs in underdeveloped countries are important parts of Korea Official Development Assistance (ODA). Even though Education aid for underdeveloped country is increasing every year, expectations of underdeveloped countries for educational cooperation is not enough. Korea's remarkable economic growth is essential to technical education and training that has been investing in fact. Currently, in the underdeveloped country it is needed human resources development for poverty reduction and national economic development. The purpose of this study is to suggest a strategic approach method for technical education support maximizing the effectiveness in the economic development of recipient countries.
Objectives : This study presents comparison results of the correlations between ODA grants and health indicators among 23 countries in Asia. Methods : Data from 2005~2013 were collected through the World Development Indicator (WDI) provided by the World Bank (WB). The health-related variables used in this study included the maternal mortality ratio, infant mortality rate under five, infant mortality rate, incidence of tuberculosis, and prevalence of AIDS. Results : Based on the results, there were positive correlations between ODA grants and health indicators, which means that the overall ODA grants would drop when the health indicators improved. As for differences in the health indicators by income groups among the countries, there were differences in the maternal mortality ratio, infant mortality rate under five, infant mortality rate, and overall ODA grants. The maternal mortality ratio, infant mortality rate under five, and infant mortality rate were lower in the order of upper middle, lower middle, and poorest income countries. Conclusions : The findings raise a need for the integrated and horizontal development of Goals 4, 5 and 6 of MDGs in the ODA projects of health sector in the future.

Domestic government debt securities is one of the steps which is taken by the government of Indonesia as a major source of financial budget, covering for the budget deficit, debt payments and interest debt. The purposes of this research are to know the development of budget deficits, government debt and impact of domestic government debt securities against economic growth in Indonesia. Method of analysis used Ordinary Least Squares (OLS) analyzing the impact of the domestic debt against economic growth in Indonesia. This research uses time series data from 1997 to 2014. Total government debt and domestic government debt securities in Indonesia increased during the last five years. The average of domestic government securities was above 50 percent of the total government debt. Estimated results showed domestic government debt securities has a positive and significant effect to economic growth. Official development assistance (ODA) has a negative effect to economic growth. Other variables such as the gross fixed capital formation and receipt of remittance have positive and significant effect, total imports and government expenditure have negative and significant effect against economic growth.
