One of the major obstacles to classify and validate Land Cover maps is the high cost of acquiring reference data. In case of inaccessible areas such as North Korea, the high resolution satellite imagery may be used for reference data. The objective of this paper is to investigate the possibility of utilizing QuickBird high resolution imagery of North Korea that can be obtained from Google Earth data via internet for reference data of land cover classification. Monthly MODIS NDVI data of nine months from the summer of 2004 were classified into L=54 cluster using ISODATA algorithm, and these L clusters were assigned to 7 classes - coniferous forest, deciduous forest, mixed forest, paddy field, dry field, water, and built-up areas - by careful use of reference data obtained through visual interpretation of the high resolution imagery. The overall accuracy and Kappa index were 85.98% and 0.82, respectively, which represents about 10% point increase of classification accuracy than our previous study based on GCP point data around North Korea. Thus we can conclude that Google Earth may be used to substitute the traditional reference data collection on the site where the accessibility is severely limited.
PURPOSES: This study is to analyze different vehicle load effects for a bridge design of South and North Korea in order to prepare a common design specification and to secure the safety of transportation when the highway bridges of South and North Korea use together. METHODS: Based on the literature review, this study considers vehicle load effects by comparing different characteristics of the standard vehicle and other differences of the bridge design specification between South and North Korea. And structural modeling of three-span continuous PSC Beam Bridge are analyzed and the bridge capacity according different vehicle loads of South and North Korea is evaluated. RESULTS: The result of this study indicates that the bridge capacity and the design vehicle weight of North Korea are smaller than the bridge capacity and the design vehicle weight of South Korea. Also this study demonstrates that the design vehicle array and other characteristics of North Korea are very different than the design vehicle array and other characteristics of South Korea. CONCLUSIONS: It is expected that the outcomes of this study can be useful in the set-up of South-North Bridge Specification because similar previous studies are rarely found.

Background: North Korea is one of the 30 countries with the highest tuberculosis (TB) and drug-resistant TB burdened. To understand the medical issues and research trends associated with TB in North Korea, we performed a comprehensive review of articles related to clinical and laboratory research on TB published in North Korean medical journals. Methods: We reviewed all types of TB-related articles published in nine North Korean medical journals (Yebang ŭihak: Preventive medicine; Koryo ŭihak: Korea Medicine; Chosŏn ŭihak: Chosun Medicine; Naekwa: Internal Medicine; Soa, sanbuinkwa: Pediatrics, Obstetrics, and Gynecology, Surgery; Ŭihak: Medicine; Kich'o ŭihak: Basic Medicine; and Chosŏn yakhak: Chosun Pharmacy). We classified the articles according to the type and field of study and analyzed the data qualitatively to gain insights. Results: We reviewed 106 articles (one- or two-page length) written in Korean, including reviews (n=43), original articles (n=52), and case reports (n=8). They were classified as follows: articles on diagnosis (n=52, 49%) and treatment (n=39, 37%). None of the studies investigated the commercialized molecular diagnosis systems such as Xpert MTB/RIF. Directly Observed Treatment, Short-course was reported as the basic treatment approach. Furthermore, six studies used Korean traditional medicines for treating TB, with one of them containing snake venom. Conclusion: The articles were not sufficiently detailed. Original articles on the treatment of multi-drug resistant TB were not found, and those on latent tuberculosis infection and nontuberculous mycobacteria were limited. To understand the current medical issues associated with TB in North Korea, articles from these nine journals were not sufficient.
It is investigated in this study how the water supply system has been developed in North Korea. Articles published in the Rodong Newspaper (North Korea official newspaper) were mainly reviewed for this purpose. It was found in this study that the development of the water supply system in the North Korea was affected by their socioeconomic situations. Their water supply development was categorized into six groups in this study since the first water supply system built in Pyongyang (1910); Occupation period (1910~1945); Introduction period (1946~1950); Restoration period (1951~1960); Advancement period (1961~1970); New village period (1971~1974); Depression period (1974~).
It is effective personally and nationally that dental professionals provide oral health education to North Korean defectors. This study aims to examine literature on oral health education for North Korean defectors. The method of this study is a scoping review, which is a method for qualitatively reviewing and reinterpreting previous studies with the literature review method. There were differences in age and period of settling in South Korea among the study participants of the literature. It be divided into a study that evaluated the annual oral health education experience rate, and a study that applied an educational program and evaluated its effectiveness. It showed positive results in all literature for various effects evaluation variables such as dental health, periodontal health, and oral health knowledge. This study is significant in that it sought the direction of development of oral health education for North Korean defectors. It is suggested when planning oral health education for North Korean defectors, it is necessary to establish a differentiated approach strategy in consideration of oral health gaps, cultural differences such as language, psychological characteristics according to the settling period in South Korea, and age.
North Korea is now under the pressure of international sanctions due to its nuclear tests, firing of long-range ballistic missiles, the sinking of the ROK naval frigate the Cheonan, and the artillery attack on Yeonpyeong Island that killed four people. To overcome the burden of sanctions North Korea has exerted various efforts to reconstruct its industries. However, it is very unlikely that these reconstruction efforts would produce significant results due to the structural problems of the antiquated infrastructure of North Korean industries. In the future, it is expected that South Korea will have to cooperate with North Korea for the reconstruction of the North Korean economy after the North Korean nuclear issue will be peacefully resolved. South Korean government has to prepare for the reconstruction with careful planning based on analysis of North Korean industries. But, the number of previous studies that have analyzed the technological level of North Korean industries are quite limited. In preparation for the future inter-Korean industrial cooperation, this study tries to analyze the technological level of North Korean industries. The steel industry has been selected as the focus for the main analysis of this study due to the importance of the steel industry as one of key infrastructure industries. Additionally, this study tests the sustainability of the North Korean steel industry by looking into the possibility of whether the North Korean steel industry can sustain or grow while maintaining global competitiveness in the future when the market opens to the world. Such analysis is expected to contribute to the joint prosperity of two Koreas in the short term and the reduction of unification costs in long term.
North Korea and South Korea agreed to refer their investment disputes to arbitration by adopting' Agreed Minutes on Procedures of Settlement of Commercial Disputes' on 16th December 2000. According to the Agreed Minutes, the two Koreas were to establish an arbitration commission within 6 months after the Agreed Minutes had been signed. In 2002, North Korea enacted laws to draw interest of foreign tourists to Mountain Kumgang and to boost investment into the region of Kaesung as it provided in those laws that commercial disputes should be settled by arbitration or judicial procedures. In October 2003, the two Koreas succeeded in adopting another Agreed Minutes as to the establishment and functioning of North-South Arbitration Commission. The fact that the two Koreas have agreed to establish an arbitration commission is meaningful since they are leading their lives quite differently in political, social, and economic sense for more than a half century. Although there still remain doubts as to the North Korean policy on nuclear matters, an arbitration commission could be a cornerstone for the set-up of the dispute settlement system between the two Koreas and a great help for investors from South Korea to pursue their possible legal claims as North Korea is eager to invite South Korean businessmen and other foreign investors to invest in its special economic areas. According to the Agreed Minutes of 2003, the two Koreas are going to adopt procedural rules for the arbitration commission. It will be a great challenge for them to agree on specific issues as to the operation of the arbitration commission. They have to set up a rester of arbitrators respectively and may have to enact or revise their own arbitration laws and rules reflecting the Agreed Minutes of 2000 and 2003. It is quite welcome that the two Koreas have agreed to set up an arbitration commission rather than resort to political or diplomatic means to settle their disputes. The success of the arbitration system between the two Koreas will make sure the safety of investment environment in the northen part of the Korean Peninsula and will bring the peace to the Korean peninsula earlier than expected.
The legal systems and open-door policies to foreign affairs in North Korea have been followed by those of China. Whereas an arbitration system of South Korea accepted most parts of UNCITRAL Model Law, North Korea has succeeded to an arbitration system of a socialist country. China, under the arbitration system of socialist country, enacted an arbitration act reflected from UNCITRAL Model Law for keeping face with international trends. We have used these three arbitration system as a tool for analyzing an arbitration system in North Korea. With an open-door policy, North Korea and China enacted an arbitration act to provide a legal security. Therefore, the core parts of arbitration system in North Korea and China are based on a socialist system while those of South Korea is on liberalism. So, North Korea and China enacted an arbitration act on the basis of institutional arbitration, on the other side, South Korea is based on ad-hoc arbitration. Because of these characters, in terms of party autonomy, it is recognized with the order as South Korea, China and North Korea. Also North Korea enacted separate 'Foreign Economic Arbitration Act' to resolve disputes arising out of foreign economies including commercial things and investments. There are differences in arbitration procedures and appointment of arbitrators : South Korea recognizes parties' autonomy, however parties should follow the arbitration rules of arbitration institutes in North Korea and China. According to an appointment of arbitrators, if parties fail to appoint co-arbitrators or chief arbitrators by a mutual agreement, the court has the right to appoint them. In case of following KCAB's rules, KCAB secretariats take a scoring system by providing a list of candidates. A party has to appoint arbitrators out of the lists provided by arbitration board(or committee) in North Korea. If a party may fail to appoint a chief arbitrator, President of International Trade Arbitration Board(or Committee) may appoint it. In China, if parties fail to appoint a co-arbitrator or a chief arbitrator by a mutual agreement, Secretary general will decide it. If a arbitral tribunal fails to give a final award by a majority decision, a chief arbitrator has the right for a final decision making. These arbitration systems in North Korea and China are one of concerns that our companies take into account in conducting arbitration procedures inside China. It is only possible for a party to enforce a final arbitral award when he applies an arbitration inside North Korea according to International Trade Arbitration Act because North Korea has not joined the New York Convention. It's doubtful that a party might be treated very fairly in arbitration procedures in North Korea because International Trade Promotion Commission controls(or exercises its rights against) International Trade Arbitration Commission(or Board).
This study investigated the effects of acculturative stress and resilience on the depression of university students from North Korea, and examined the moderating effect of resilience on the relation between acculturative stress and depression. The participants of this study were 116 university students from North Korea (53 males and 63 females) aged between 20 and 35 years. The participants were asked to respond either to a written questionnaire or to an online survey system designed to measure research variables. The data were analyzed by using descriptive statistics and a hierarchical regression. The moderating effect of resilience was examined by means of a hierarchical regression. The major findings were as follows: first, an increase in the level of acculturative stress increased that of depression, whereas an increase in the level of resilience decreased that of depression. Second, the moderating effect of resilience on the relation between acculturative stress and depression was statistically significant. That is, the negative influence of acculturative stress on depression was greater when the level of resilience was low, compared to when it was high. In summary, both acculturative stress and resilience had significant effects on the depression of university students from North Korea. Moreover, resilience buffered the detrimental effect of acculturative stress on their depression.
