비관세조치 현황분석을 통한 대응방안 (Countermeasures through Non-triff Status Analysis)

  • WTO설립과 FTA협정의 증가로 관세는 낮아지고 있으나 무역구제조치와 무역기술장벽(TBT), 위생검역(SPS), 통관규제 등의 비관세조치들이 무역장벽이 되어 자유무역을 제한하고 있다. 수출주도 경제성장을 이룬 우리나라는 증가하는 비관세조치들에 대하여 대응방안을 제시하여야 한다. 비관세조치들은 복잡하고 국가마다 적용되는 것이 다르므로 유형별, 산업별, 국가별로 맞춤형 대응방안을 제시하여야한다. 이를 위해 비관세조치DB를 구축하여야한다. 이런 비관세조치들을 수집하고 분석하여 대응방안을 제시하기 위해서는 정부 산하의 전담조직이 반드시 필요하다. 그리고 비관세조치에 대한 상대국 간의 협의 등과 WTO위원회에서 활동이 중요하다. 또한 비관세조치에 관한 역량과 전문성을 가진 전문 인력 양성이 필요하다. 기존의 연구가 각 국가의 비관세조치현황을 토대로 한 연구나 국제기구의 보고서 등을 통하여 분석하였기 때문에 조치유형의 식별과 국가 간 비교분석에 한계가 있었다. 그러므로 본고는 규제의 식별과 국가 간 비교가 가능한 WTO I-TIP의 비관세조치DB를 바탕으로 분석하였다.

  • This study examines the trends, current situation and implications of non-tariff measures (NTM) and specific trade concerns (STC) on the protection trade measures of ASEAN. ASEAN's non-tariff measures and the share of specific trade concerns are very significant as they are the second and third largest, respectively, of the major countries. This means that protection measures using non-tariff measures are a strong feature of ASEAN's trade policy. Also, in the future, ASEAN should try to prevent unnecessary disputes caused by exporting countries' specific trade concerns in the implementation of non-tariff measures. Activating trade policy cooperation is likely to reduce conflicts and costs caused by these trade disputes.

농업수출과 비관세장벽, 글로벌가치사슬 간 관계에 관한 연구 (A Study on the Relationship among Agricultural Exports, Non-Tariff Barriers and Global Value Chain)

  • Recently, agricultural exports of Korea have steadily increased. But, no progress is being made at the WTO and DDA negotiations, the FTAs have played a leading role in the formulation of the international trade rules, and countries have been cleverly utilizing non-tariff barriers such as SPS and TBT, there is a growing need to respond to non-tariff barriers aggressively. On the other hand, since the FTA has the potential to activate the global value chain, there is a high need for exporting companies in the domestic agricultural sector to understand the structure of the global value chain in agriculture and actively utilize the global value chain. The non-tariff measures of agricultural commodities major trading partners in the field of domestic agricultural exports were mostly comprised of SPS measures and TBT measures. The non-tariff measures corresponding to inputs and production stages of value chain elements (seeds, seedlings) in the value chain were mainly reported in SPS measures. TBT measures are mainly carried out in selective packaging, storage, processing, distribution, and export sales. It is most important for agricultural export companies to know their position on the value chain and information on non-tariff measures of importing countries in order to actively utilize the global value chain. Since there are non-tariff barriers that are difficult to be solved at the individual enterprise level, active government support of the government is not only important but also actively promoting relevant information to farmers and agricultural exporters. In addition, potential export farmers and prospective export companies will be able to identify TBT and SPS and other non-tariff barriers well in advance, and respond to them in advance. Also, through networking with export related organizations and overseas buyers, It is very important that policy support from the perspective of global value chain is linked effectively.

자유무역협정에 대한 비관세장벽의 효과에 관한 실증연구: 한국의 자유무역협정과 체결 대상국의 수입규제조치에 대하여 (An Empirical Study on the Effects of Non-Tariff Barriers on FTAs: Regarding Import Control Measures of the Target Country on Korea's FTA)

  • Purpose - The purpose of this study is to analyze the effects of non-tariff barriers on the Free Trade Agreement. Currently, it has achieved significant export effects by signing free trade agreements with many countries in Korea. However, most countries have implemented non-tariff barriers to protect their industries. This study analyzes the effects of non-tariff barriers in counterpart countries that have signed a free trade agreement. Design/methodology/approach - For analysis, first, prior studies were summarized, and second, the current status of free trade agreements and non-tariff barriers were identified. And, based on the current situation, the relationship between non-tariff barriers and export volume was analyzed. The targets of analysis are the United States, China, and Vietnam, which are Korea's three largest exporters. As for non-tariff barriers, anti-dumping tariffs, countervailing tariffs, and emergency import restrictions were analyzed as import regulatory measures. Findings - In the case of the United States, it can be seen that the decline in textiles, steel and electronics sectors is even greater. In the case of China, it can be seen that exports declined after imposing non-tariff barriers in the steel sector. Finally, it can be seen that exports declined after Vietnam implemented a non-tariff barrier on the steel sector. It was found that non-tariff barriers offset the effects of the Free Trade Agreement. Research implications or Originality - Currently, Korea has free trade agreements with numerous countries. However, after the free trade agreement entered into force, the number of annual average import regulation investigations for Korean products is on the rise. In the end, the implementation of non-tariff barriers is offsetting the effects of free trade agreements. Therefore, when signing a free trade agreement, it is necessary to thoroughly prepare for import regulatory measures such as the insertion of provisions of non-tariff barriers.

화장품 산업의 대중국 수출전략에 관한 연구: 관세 및 비관세조치 대응전략 수립을 중심으로 (A Study on the Export Strategy of China to the Cosmetic Industry: Focus on Countermeasures against Tariffs and Non-Tariff Measures)

  • Purpose - The purpose of this study is to suggest strategies and solutions for entering China in the tariff and non-tariff sectors of the cosmetic industry. Design/methodology/approach - This study analyzed the import tariff rate of cosmetics in China, and analyzed the export cost by actually interviewing the exporting companies to derive the economic effect of non-tariff measures. Findings - First, We proposed the use of the FTA business model (basic cosmetics), the use of Korea-China FTA tariffs (foam cleansing, toothpaste), and the use of APTA tariffs (perfume). Second, We proposed cooperation between the governments to facilitate customs clearance procedures and improvement of FTA awareness among corporate practitioners. Third, We proposed the expansion and support of the AEO MRA system and the expansion of Korea-China MOU conclusions regarding the certification system, and the international standardization of domestic licensing system and technical conditions. Fourth, We proposed the use of government-supported projects related to obtaining overseas certifications and overseas expansion through collaboration with the same industry. Research implications or Originality - HS3304 products excluded from the Korea-China FTA should take full advantage of the FTA business model. In addition, the non-tariff measure costs are fixed costs per year, so the ratio decreases as the number of exports and export volume increases.

Determinants of the World's Rice Trade: The Role of Trade Costs

  • We investigate the impacts of tariff, tariff-rate quota, conformity assessment, and traceability requirements set by the rice importers using panel data of 17 rice exporters exporting to 119 countries in two years 2015 and 2018, using both Ordinary least square (OLS) and Poisson pseudo maximum likelihood (PPLM) methods. Results from our gravity models strongly indicate that tariff and tariff rate quota remain significantly detrimental to the world's rice exporters because these measures place downward pressure on the rice exporters' prices and the importers' import quantity, creating barriers to market participation. Our study also provides strong evidence about the role of origin certificates in allowing rice exporters to gain access to foreign markets. Meanwhile, regulatory standards such as traceability requirements and logistical and distributional requirements imposed by the rice importers are found to be major obstacles to rice importation from less-developed countries. Our study provides insights into tariff and non-tariff barriers existing in the global rice market, which is likely to assist policymakers operating in developing countries to help shape their policies and bolster rice competitiveness.

동남아시아 역내교역 결정요인 분석 및 시사점 (A Study on Promoting the Intra-Regional Trade in Southeast Asia)

  • This study examines the measures for the activation and the growth of intra-regional trade in Southeast Asia taking a look at the four dimensions of tariff rates, non-tariff barriers, trade facilitations, and trade infrastructures. Utilizing a gravity model, we performed empirical analysis and discussed the policy implications with the priorities to implement. To expand the intra-regional trade in Southeast Asia it would be necessary to enhance the level of trade facilitations and provide trade infrastructures, such as ports and airports as well as cutting the tariff rates and eliminating the non-trade barriers. In particular, in the case of exports of ASEAN6 to ASEAN6 the infrastructure is the important factor. Also, in the case of the exports of ASEAN6 to CLMV(Cambodia, Laos, Myanmar, and Vietnam), it is expected that eliminating non-tariff barriers and enhancing trade facilitations may play important roles in the progress of intra-regional trade. These results may provide the important implications for Southeast Asian countries, which are trying to promote intra-regional trade ahead of the constitution of ASEAN Economic Community by 2015. Southeast Asian countries could be evaluated to achieve a certain level of trade liberalization and economic integration through the formation of AFTA. But in order for Southeast Asia to develop to advanced economic integrated region it requires mutual cooperations and policy harmonizations among regional countries. Also, for the elimination of non-tariff barriers, promoting trade facilitations, and providing infrastructures, the administrative, legal, and institutional measures would have to be fulfilled in advance. In addition, capital investment for constructing infrastructures would be necessary to realize the intra-regional trade expansion. However, to achieve the goal, it would require a large capital investment and highly mandated policy considerations and harmonizations among Southeast Asian countries in terms of further trade liberalization and economic integration.

비관세장벽의 수출효과 - 한국을 중심으로 (Effects of Non-tariff Measures on Exports)

  • This study aims to quantify the effects of non-tariff measures (NTMs) on exports in the Korean manufacturing industry. To do this, we employ product-level export data that includes information about whether or not a product is affected by NTMs. One of the main results is that NTMs (SPS/TBT) on average led to reduction in Korean exports. However, the effects of NTMs differed depending on the income level of the NTM-imposing country. The NTMs imposed by high-income countries, such as U.S.A. and Japan, were found to impede Korean exports, whereas the export effect of NTMs imposed by low-income countries such as China was found to not be statistically significant. In addition, the results analyzed based across industries, income level, and types of NTMs are as follows. First, NTMs imposed on textile-related products generally hindered exports regardless of the type of NTMs, but its negative impact on exports was noticeable in the case of NTMs originating from high-income countries. On the other hand, chemical product-related NTMs were found to lead to an increase in Korean exports, and it had a positive effect in the case of SPS imposed by low-income countries. In other industries except for textile- and chemical-related products, the effects of NTMs on exports were either statistically insignificant or showed inconsistent patterns.

Non-Tariff Trade Policy in the Context of Deep Trade Integration: An Ex-Post Gravity Model Application to the EU-South Korea Agreement

  • Many different approaches and databases have been developed for the evaluation of non-tariff measures (NTMs) and free trade agreements (FTAs). This paper is devoted to the EU-South Korea agreement, which is the first 'second-generation' FTA of the EU, addressing a wide array of non-tariff policies. We review the evolution of NTM types applicable to the EU-South Korea trade relationship and the role of NTMs in ex-ante and ex-post analyses of the agreement. Subsequently a structural gravity model is employed to assess the value added of information on different aspects of FTAs and types of NTMs by evaluating their ability to predict the trade effects of the EU-South Korea FTA. Our results show that, when accounting for information on the components common in modern deep trade agreements, no additional trade effect is attributable to the EU-South Korea FTA. The evolution of NTMs differs considerably across indicators used, but trade predictions are hardly affected. Most specifications point towards a negative effect of bilateral differences in the number of technical barriers to trade (TBT) applied and sanitary and phytosanitary measures (SPS) against which trading partners issued complaints at the WTO.

한국 화장품산업의 한.미 FTA 통상협상전략과 관련 법규 개선방향에 관한 연구 (A study on Strategy of Korea-U.S.A. FTA Negotiation in Cosmetics Industry and Reformation of Cosmetics Law)

  • In Korea-U.S.A. FTA Negotiation, U.S.A. request to eliminate barriers of tariffs and non-tariff in trade of cosmetics. Korea applies tariffs of 8% on most cosmetics and personal care products. There are some non-tariffs barriers in cosmetics trade between Korea and U.S.A., for example, transparency on restriction and regulatory, cosmeceuticals, import clearance review, quality control testing, ingredient labelling. Tariffs of 8% on most cosmetics should be eliminated, a proviso of complementary measures on sanitation of Korean people about imported cosmetics. This is a meaning of reformation of prior management(tariffs) by strong ex post management in cosmetics trade. It is important that Korea should construct system of ex post management, for instance, construction of data base on manufacturer, importer, bland name of cosmetics and all ingredients of cosmetics. This is concerned with labelling of cosmetics and cosmeceutical and publication of Korean edition of INCI(International Nomenclature of Cosmetic Ingredient).
