Service Issues and Policy Directions for Promoting the O2O Industry in Korea (국내 O2O 서비스 이슈 진단 및 산업활성화 정책 방향 제안)

  • A variety of O2O (Online to Offline) services such as Uber, Airbnb, and KakaoTaxi that create new values by connecting offline and online have emerged in the world. O2O services support the convenience of online services and the real-life capability of offline services simultaneously. Thanks to the development of ICTs such as mobility, IoT (Internet of Things), Fin-tech, and big data technologies, the market size of O2O industry is growing very rapidly. This paper reviews various O2O services and industry trends in Korea. In addition, important issues on O2O services and industry promotion are reviewed and presented. Specifically, legislative issues regulating the O2O industry in Korea, interest conflicts between new O2O platform providers and existing traditional offline service providers, current technology infrastructures for O2O services, and negative or side effects of O2O services are reviewed and summarized. Finally, comprehensive policy directions are proposed based on these reviewed issues. It is expected that the proposed policy directions would be adopted by the government and this research could consequently contribute to strengthening the competitiveness of the O2O industry in Korea.

A Study on Selecting Target Areas & Establishing Directions for Redevelopment of Busan Port (부산항의 재개발 대상지 선정 및 재개발 방향설정에 관한 연구)

  • Busan Port, Korea, is a region that must take integrated measures against problems such as the excessive handling of cargo volume, the intensification of port congestion, and the construction of a new port to improve port competitive power. In particular, if a great deal of function in the existing area of Busan Port transfers to a new port, then the problems of port redevelopment will occur as shown in the cases of port developed countries explained hereafter. For Korean ports, port redevelopment in a port zone is implemented for improving the port productivity that targets a local area, but the entire and systematic port redevelopment is not accounted for. Focused on this point, the paper is to present the directions for full-scale port redevelopment of the existing zone of Busan Port. The findings are as follows: First, the region of Busan is divided according to a regional classification that is necessary for port redevelopment. Thereby, 4 zones, total 26 regions of redevelopment were selected. Second, overseas case studies were considered for port redevelopment. From these same studies, appropriate types of port development in Korea were extracted and presented. Third, the status and problems of the selected redevelopment regions were analyzed, and types of port redevelopment were assigned. This study was not applied to the strict evaluation technique by quantitative analysis, but the concept and directions for unprecedented port redevelopment were first defined and established. It is significant to select target areas for redevelopment by regional classification and present directions for developing each region by choosing Busan Port as a real case study. This initiation will greatly contribute to the succeeding study.

  • The existing market patterns and social structures have been changed according to the trends of digital and informational society of the 21st century. The characteristics of the consumption market is that the balance of power moves from enterprises to consumers. As consumers’ demands are diversified according to life quality enhancement, many products are based on main aspects of human experiences, emotions and values. Standardized functions and services of products cannot capture consumers to a great extent any more. A notable aspect is that consumers want products or services that can oner movable experiences. Future products must appeal to emotion, not to reason of consumers. Now consumers purchase styles, experiences and stories contained in products, not products themselves. That is, the key to decision to purchase products is the satisfaction of emotional values. Users'emotions diversified due to the development of industrial designs demand the development of new designs that can represent new trends of users. User-centered values imply the change of people's purchasing trends. This indicates that there is a need to change physical aspects such as price or functions into individual emotions and characters. In addition, studies are required on design concepts to pursue new emotional values, apart from functional type designs. It is time for designers to suggest initiative and rational directions for this changing era.

  • This study explores the retail environment factors of the changes mentioned in the "Factors and Directions of the Change of the Apparel Retail Structure in Korea" (Part I) to understand the changes in apparel retail institutions. This study was done through a literature research method and the results are as follows. First, changing consumer needs and trends require extensive new products, a method to manufacture diverse products according to the market demand, and the necessity to manufacture based on trends in demand. This limits the role of mass production, which brought about more flexible manufacturing modes, scaled down manufacturing factories, promoted more cooperative subcontract relationships, and increased global sourcing which uses other companies at the most appropriate global venue. How to organize and use cooperative networks that benefit companies is the key to global competitiveness in the new era and the information technology developed around retail shops plays a key role. Consequently, the management of consumers and their information becomes critical and retail distribution functions become a key corporate function. In addition, it is difficult for small shops to introduce effective new technologies that encourage the growth of large companies. Second, apparel companies that use to benefit from scale merits based on the previous mass production system are now becoming effective by using economies of scale through mass retailing while shops are enlarging their sizes as a way to survive. On the other hand, inexpensive clothes become even more inexpensive while expensive ones become even more expensive, promoting polarization and diverse price ranges that widen consumer options.

  • There is tremendous interest of research which surrounds the concept of 'osteoporosis,' as shown by the intense and growing research activity in the field. The urgency to advance knowledge in this area is motivated by the need to understand not only the causes, diagnosis and treatment but also need for early identification or detection of this silent disease. Despite the various researches work is going on, important issues remain unresolved. In this paper, Osteoporosis has also been discussed with respect to biological, engineering, biochemical and physical aspects. The diagnostic and therapeutic techniques have been described for osteoporosis, for better health care. The novelty of the review paper lies in clarifying several myths, explaining the disease in details with biomedical engineering aspects and focuses on the several detection techniques, providing a new direction for early diagnosis of this deadly disease and gives new directions for the POCT device for Osteoporosis.

  • Change in business has ushered in new corporate value for the success of the future. Excellent companies understand this and seek to realise the new value to procure their status in the market. The new corporate value is composed of those of employees', customers' and shareholders', and of these three, the first is the footing for improving tile others. Korea Telecom has measured employees' value every you since 1998 with an eye to achieving corporate vision, Cyberworld Leader. In this paper, we analyse the case of two leading telcos to enhance employees' value. After that, we explicate the goals, concepts and future directions of the analysis of employees' value in Korea Telecom.

  • Modern industry requires people with the ability to create and improve their knowledge. Most educational institutions have used mentoring activities which can train those people. Then each of the institutions has different directions because they work in their own fields. For that reason, many people which want to make new mentoring program have no choice but to go through many trials and errors. This paper deals with the design method of basic process model for mentoring based on DEVS in order that people plan a new mentoring business or make a new mentoring group easily. Our proposed model is expected to be used as a guide to establish procedures for mentoring systems.

A New Strategy for Industrial Promotion of Korea's Performing Arts (우리 나라 공연예술의 산업적 진흥 방안)

  • The propose of this paper is to present a new strategy for industrial promotion of Korea's performing arts. On the basis of the existing researches into the industrialized countries, it will be selected the economic characteristics of the performing arts industry, and be issued the policy directions of the industrial promotion of the performing arts sector. To derive a new strategy for industrial promotion of Korea's performing arts, we will consider the production, circulation, and consumption aspects of the performing arts sector, and will propose the systemization of the performing arts associated data base, and the proper division of the roles between the state and the private sector.

A New Algorithm for Resolving Narrowband Coherent Signals Incident on a General Array (임의 배열 안테나로 입사하는 협대역 코히어런트 신호의 분리를 위한 새로운 알고리즘)

  • In this paper, we propose a new algorithm, so called the Signal Decorrelation via Virtual Translation of Array (SDVTA) algorithm, for estimating the directions of arrival(DOA's) of narrowband coherent signals incident on a general array. An effective procedure is composed of transforming the steering matrix of the original array into that of the virtually translated sensor array and taking the average of the transformed covariance matrices in order to decorrelate the coherent signals. The advantage of this approach is in that 1) it can estimate the DOA's of m-1 coherent signals(M : the number of array sensors) since the effective aperture size is never reduced. 2) a geometry of array is unrestricted for solving the narrowband coherency problem. 3) the efficiency of signal decorrelation does not depend on the phase differences between coherent signals unlike the Coherent Signal Subspace Method (CSM). Simulation results are illustrated to demonstrate the superior performance of this new algorithm in comparison with the normal MUSIC and examine the comparative performance with the various choices of the optimal transformation matrix under coherent signal environments.

Entrepreneurial Networking of High-tech Ventures in Korea : Relationships with Influencing Factors and Performance (우리나라 벤처기업의 네트워크 활동 특성 : 영향요인 및 성과간의 관계 분석)

  • Recent entrepreneurship studies emphasize the importance of entrepreneurial activities of entrepreneurs. This study focuses entrepreneurial behaviors, especially entrepreneurial networking activities of Korean high-tech ventures. Networking activities can utilize external resources which are critical to success, with less resource commitment. This study examines the relationship between characteristics of entrepreneurial networking and performance, and analyses influencing factors of entrepreneurial networking activities. Based on the data from 55 new high-tech ventures in Korea, hypotheses that the characteristics of entrepreneurial networking are related to the performance of new high-tech ventures are tested using regression analysis and t-test. Major findings of this study are as follows: (1) entrepreneurial networking are related to the performance of new high-tech ventures, (2) significant differences are found in the characteristics of entrepreneurial networking between high- and low-performance firms, (3) characteristics of entrepreneurs and firm' technological capabilities are related to the degree of entrepreneurial networking activities. Finally, managerial and policy implications of the study are presented and future research directions are also suggested.
