This paper aims to explore ways to develop the arbitration industry in Korea. The prospects for the promotion of the arbitration industry in Korea are never dim. International arbitration competitiveness is somewhat lower than its competitors at present, but the international economic base to support it is solid, and the domestic arbitration environment seems to be sufficient to support the development possibility of arbitration. Since geographical and economic factors have already been defined, Korea must at least improve the arbitration act with passion and vision for the best one. The arbitration act that is the most accessible to arbitration consumers is the best arbitration act. The important thing is to have an arbitration act that makes people want to use more than litigation or other dispute resolution procedures. There is no hope of remaining as a "second mover" in the field of arbitration law. One should have a will and ambition to become a "first mover" even if it is risky. Considering the situation of the current arbitration law, it is necessary to start an arbitration appeal system in order to become a consumer-friendly arbitration law, and it is necessary to examine ways of integrating the grant of execution clause and enforcement application procedures. The abolition of the condition of Article 35 of the Arbitration Act, which rules the validity of the arbitration award, will help promote international arbitration. Exclusion agreements of setting aside against arbitration awards must also be fully recognized. It is also important to publish a widely cited international arbitration journal. In order to respond to the fourth industrial revolution era, it is necessary to support the establishment of a dispute resolution system that utilizes IT technology. In order to actively engage the arbitrators in the market, it is necessary to abolish the regulations that exist in the Attorneys-at-Law Act. There is also a need to allocate more budget to educate arbitration consumers and to establish arbitration training centers to strengthen domestic arbitration education. It is also necessary to evaluate and verify the Arbitration Promotion Act so that it can achieve results. In the international arbitration market, competition is fierce and competitors are already taking the initiative, so in order not to miss the timing, Korea needs to activate international arbitration first. In order to activate international arbitration, the arbitration body needs to be managed with the same mobility and strategy as the agency in the marketplace. In Korea, unlike in Singapore and Hong Kong, it is necessary to recognize that the size of the domestic arbitration market is very likely to increase sharply due to the economic size of the country and the large market potential it can bring from litigation. In order to promote the arbitration industry, what is most important is to make arbitration activities in accordance with the principles of the market and to establish an institutional basis to enable competition. It is urgently required to change the perception of the relevant government departments and arbitration officials.

The train-centric control systems development has some distinct points in that a big size of government budget is in general expended in there and the development duration seems to be long. In addition, the changes are ever made continuously in the capability and operational requirements for Trains. Thus, the impact of the potential changes in the required operational capability on the development activities can induce some type of project risks [7]. As such, proper management of project risk has been one of crucial subjects in the train systems development. All these notes combined together make it the significance of the safety management process be raised further up in the train-centric control systems development. As such, the underlying safety management process should be capable of appropriately handling the potential risks that can be created due to the unexpected changes and the long-term development period. The process should also be complemented for the safety consideration of train-centric control systems, for instance, stop. To study these aspect is the objective of the paper. To do so, a step-by-step approach to analyzing the safety management process is first presented. Then, to enhance the process some necessary and useful activities are added in terms of risk and safety management. Then, to pursue some enhancement on the process, a set of necessary and useful activities are added in terms of risk and safety management. The resultant process is further analyzed and tailored using a design structure matrix method. The resultant process is applied in a train-centric control development as a case study.
The purpose of this study is to provide basic data for the improvement of the tournament operating environment and effective tournament operation. For the factor analysis, exploratory factor analysis was conducted. Based on this, in order to conduct hierarchical analysis, we've produced and distributed the questionnaire to expert group. And after, with collected data, AHP (Analytical Hierarchy Process) technique was used to analyze relative importance and determinants. As a result, operational factors showed the highest priority among the components of evaluation. And next prior factors are satisfaction of participants, environmental factors and etc. In order to stabilize the operation of the tournament, priority shall be securing the budget. And it is necessary to understand the desire of participants and shall consider characteristics and level of the tournament. In future studies, it will be necessary to make a comparative study through expert group in order to secure the fitness.

This research is aimed at contributing to the education related to library space planning by carrying out a questionnaire survey on the recognition of libraries related to the education related to library space planning and supporting libraries in charge of library space planning through the result analysis. The following is a report on the direction and improvement of education based on a survey on the impact on subjects related to library space planning. First of all, education on library space planning should be centered on practical work of space planning. Second, the participation of librarians in the planning process of library space must be considered important for smooth communication with users and experts. Third, it is expected to be necessary to plan education methods and curriculums related to the planning of library space according to the size and budget of the library. Fourth, active public relations regarding library space planning education is necessary. The active promotion of library space education will emphasize the participation and necessity of librarians in space practice, and further contribute to the operation of libraries and the provision of library services to users.
The present study suggests a concept of resources circulation type agriculture and a concept of a livestock zone related to it and evaluated economical efficiency about a possibility of the resources circulation type livestock zone based on the concept. This study develops principles for determining and managing costs applicable to grants and cooperative agreements for basic research. We investigated financial management policies of funding agencies and foundations in the United States, United Kingdom, Canada, Germany, Japan and Korea. Also we surveyed opinions of researchers and research fund administrators in Korean universities. Based on our review of funding agencies and our survey, the recommended management policies for grants and cooperative agreements are as follows: (1) Cost Structure. Cost of a sponsored agreement is comprised of the allowable direct costs and allocable portion of the allowable indirect costs. Direct costs can be further divided into salaries and wages, equipment, and other direct costs. (2) Salaries and Wages. Salaries and wages applied to a grant are paid for services rendered to the project during the period of performance of the particular agreement. In order to give researchers financial incentive, researcher allowance can be paid up to 30% of his/her regular salary. (3) Equipment. Any property purchased with grants which has an acquisition cost of 5,000,000 won or more per item and a normal life expectancy of two years or more is defined as equipment. Expenditures for special purpose equipment are allowable provided the acquisition of items is necessary for the research supported by the grant. (4) Other Direct Costs. Other direct costs are comprised of travel (both domestic and foreign), materials, other costs. Other costs may not exceed 30% of total other direct costs. (5) Indirect Costs. Since there is no clear consensus on indirect costs and additional budget is necessary to support actual indirect costs, the practical policy at the moment is to give a research support expense in lieu of indirect costs. In the future, however, some form of actual indirect costs should be supported. This study develops principles for determining and managing costs applicable to grants and cooperative agreements funded by the Ministry of Science and Technology. This research can be applied to other governmental agencies to give consistency and uniformity in administration of grants and cooperative agreements.
This case study analyzed how electronic journal subscription had an effect on special library management including budget, information behavior, library operations, facilities, space et al. in KIST. This study suggests the followings; 1) Since electronic journals has an effect on overall operations of special libraries, draw big pictures not by functions. 2) Though the most method for subscription is consortium, it is necessary to build cooperation network for information sharing and vary cost architecture of information use. 3) Through job analysis, redesign jobs. 4) Reconstruct stacks and facilities. 5) It is necessary paradigm shift that it is more important to use than preserve materials in the special libraries.
This study started to examine the understanding and perception of 'disabled people' and 'non-disabled people', one of the dichotomous elements in the 21st century social integration era. In particular, for the analysis, Q-methodology, which should respond based on the respondent's inner self and perception, was used. For the analysis, 32 Q-statements were secured, and as a result of targeting 20 P-sample respondents, three types were derived as follows. In , statements such as 'A correct awareness of disability is necessary' and 'Disability can occur to anyone' are emphasized, so it was named 「Correct Perception Emphasis Type」. emphasized 'The life of the disabled is not easy' and 'The disabled need an opportunity to participate in society' and was named 「The Life of the Disabled Understanding Type」. emphasized statements such as 'Economic support is necessary for the disabled' and 'The welfare budget for the disabled must be sufficiently secured', and was named 「Institutional Support Emphasis Type」. Therefore, in addition to the necessity of correct recognition of disability and disability in our society, we expect this study result is to be priming water for improving the recognition of the disabled.
This study focused on how to supplement and develop military spiritual education in response to promotion of peace and prosperity and Change of Security Environment on the Korean Peninsula. In order to succeed in the peace and prosperity on the Korean Peninsula policy, Strengthening the military spiritual education is necessary. This study was analyzed through the survey and the results are as follows: First, the awareness level of military spiritual education is more than 68%. Second, the satisfaction level of education has been quit motivated, but, the respondents demands various methods of eduction. Third, the current mental power scores showed no significant difference for environmental change. In addition, based on the results of the research, the problem of military spiritual education is as follows. It is not enough to secure the identity that can firmly support the era of peace and prosperity on the Korean peninsula. Poor budget support might hinder improving poor education facilities and outdated equipment. Furthermore, there is a lack of research on future-oriented educational system in support of traditional education methods of repetition-type repeated education and unification. Therefore, we deducted the following development strategies for the military spiritual education in this paper. First, it is necessary to strengthen the military spiritual education to support the era of peace and prosperity on the Korean Peninsula. Second, for enhancing educational environments, the educational facilities and equipments should be improved by understanding the characteristics of the education target. Third, the integrated management of military research institutes specialized in military spiritual education should be pursued as a system development for ensuring the continuous effect of education. In conclusion, continuous attention and research are needed to establish national perspective and national security perspective, raise the military spirit and utilize various education development programs in order to develop efficient military spiritual education in the future.
Since the village maintenance type public housing project was introduced in 2015, the resident needs for regional revitalization and pleasant living conditions are not being met due to the poor performance of the public housing complexes that reflect the surrounding area maintenance plan (village plan) and regional characteristics. The purpose of this study is to suggest a plan to revitalize the village maintenance type public housing project in consideration of regional characteristics as a result of analyzing the needs of local residents through the problems of the village maintenance type public housing project being promoted so far and resident satisfaction. As a result of the analysis based on the public housing project implementation status analysis and resident satisfaction, the plans to activate the village maintenance type public housing project are as follows. First, in order to secure the effectiveness of the village plan, it is desirable to promote the public housing project and the village plan at the same time. It is necessary to secure a budget according to the selection of public offering projects in the village plan, such as promoting public housing projects without setbacks by prioritizing land purchases for public housing sites and establishing specialized strategies considering regional characteristics. Second, a public housing project that responds to local demand is required. The evaluation factors such as continuous promotion of the urban architecture integration plan and strengthening of regional linkage plans such as specialization of regionally tailored designs should be supplemented so that regional resources and village plans are linked with the public housing specialization plan. Third, surrounding area maintenance plan (village plan) should be secured by the strengthen of the legal status or establishing related provisions. It is also necessary to promote system improvement for area maintenance plan (village plan) when selecting a publicly funded public project.
