As interest in greenhouse gas reduction has increased in all sectors, the discussion of the International Maritime Organization (IMO) to regulate pollution by ships is attracting attention in international shipping. At the 80th IMO MEPC held in July 2023, the 「2023 IMO Strategy for the Reduction of Green House Gases from Ships (MEPC. 377(80))」 was adopted, which included the net-zero target around 2050, and a firm intention to the decarbonization of the international shipping sector showed. In particular, energy, fuel and technology targets for zero or near-zero greenhouse gas emissions by 2030 were added as new targets, and total greenhouse gas emission checkpoints for 2030 and 2040 were added as an indicator for achieving the 2050 target. The IMO's goal setting for 2030, which is about seven years away, will impose a lot of technical, economic, and political burden despite the decarbonization technology of international shipping, which has grown to a significant level in a short period of time. Accordingly, this paper presents the comprehensive impact of the 2023 IMO GHG Strategy on international shipping.
The U.S. has recently developed Free and Open Indo-Pacific strategy and Distributed Lethality strategy based on a common perception that they are responding to China's threats. In the future, it is anticipated the following. Strengthen cooperation of the U.S.-India-Vietnam navy, Maximizing the combined combat power between the U.S. and regional navies, Improving its ability to restore damage control, Economic cooperation between the Pacific and Indian countries. The meanings given to the Korean navy are as follows. First, South Korea should pursue cooperation with the Indian Navy, which will grow into a regional balance on China's growth. The growth of the Indian navy is expected to increase cooperation with other Pacific countries. The government should seek ways to promote cooperation with india navy in various fields. Secondly, it is a joint drill between the U.S. Navy and the Korean Navy. Recently, the Korea-U.S. joint drill has not been conducted and many changes are expected to be made regarding the implementation of the joint drill in the future. Therefore, it is necessary to respond to possible changes in the naval relationship between Korea navy and the U.S. navy Also, due to distributed lethality strategy, preparations for operations and training with U.S.navy will be necessary. Lastly, it should contribute to cooperation among regional countries in preparation for maritime territorial disputes. The growth of the Chinese navy and the territorial disputes in the East and South China sea has raised the possibility of accidental military clashes at sea. Therefore, the government should make efforts to create multilateral security cooperation systems that can continue to promote the prevention of armed conflict.
Human history shows diverse strategies for survival and prosperity. This study introduces the concept of the expansion of wealth as a key to explain choice and behavior of political entities. American scholar, -Bruce Bueno de Mesquita-, offers theoretical grounds for this concept in that the cores of selectorate theory is settled. The political entity consists of two groups, -the winning coalition that has power to replace leader and non-winning coalition that has not. Leaders implement policies serving for the welfare of winning coalition in return for their loyalty. Both internal problems caused by demographic changes and external ones of climate changes, epidemic disease, or invasion compel leader and winning coalition to adopt policies of expansion that they believe may lead to the acquisition of wealth needed to counter those problems. The process starts by occupying one spot where other entities reside and then connecting it to its own. The line between spots functions as a foothold to form a new line to other spots. By repeating this process, a space is created in which new laws and orders are instated. In the early stage of expansion, war is hardly avoidable. Once finished successfully, the political circumstance tilts to encourage economic activities in order to generate national revenues to strengthen political power of winning coalition. However, as scale of economic activities grows, so does political power of civic classes in production and trade. To gain financial support required to run the political entity, delegation of power or bestowing autonomy to non-winning coalition is inevitable. Thus, expansion is not the ultimate solution, only to prolong the political survival if succeed. Maritime power came to attractive option when overland expansion had become obstructed. It offered much greater advantages in terms of political risks and financial burdens in exploring new regions of precious commodities than overland expansion. Each political entity around world have been, for the first time in human history, connected by maritime means since 15th century. It is worthy of noting that land conditions propelled people out to sea. Political and economic situations created opportunities to exploit geographical position in pursuit of wealth. In the 21st century, we witness the operation of international winning coalition that presides over the rules of expansion. Competing for market is synonymous to the expansion in this era, the cause and aim of it has not been changed though. Energy and dollars are key factors of expansion since the end of the 2nd world war. No matter what the forms and conditions change, naval power is still the most relevant means for expansion as it retains unique characters of maneuver, flexibility, continuity, display and projection of power. The strategy for using naval power should be in line with two different approaches for expansion: Approaches to the international winning coalition by making contribution to world order, and approaches to the non-international winning coalition by enhancing military diplomatic activities. The former will serve our share of winning coalition while the latter will open chances to acquire further prosperity.

The main purpose of this article is to provide an understanding on current maritime issues in the Northeast Asia, and thereby help formulating the right strategy for our national security. The article summarizes core arguments in the recently published 『The 21st Century Maritime Strategies in the Northeast Asia: Dilemma between Competition and Cooperation』. It will help readers to comprehend historical backgrounds as well as recent updates related to maritime issues and strategies in the region. Also, readers may find guidance to conceive their own maritime strategies for the Republic of Korea. Currently, the U.S. is shifting its focus from Atlantic to Pacific, and increasing its naval presence in Asia-Pacific region. Meanwhile, the 21st century China views the maritime interests as the top priority in its national security and prosperity. PLA Navy's offensive maritime strategies and naval building such as aircraft carriers and nuclear submarines are unprecedented. Japan is another naval power in the region. During the Cold War JMSDF faithfully fulfilled the mission of deterring Soviet navy, and now it is doing its job against China. Lastly, Putin has been emphasizing to build the strong Russia since 2000, and putting further efforts to reinforce current naval capabilities of Pacific Fleet. The keyword in the naval and maritime relations among these powers can be summarized with "competition and cooperation." The recent security developments in the South China Sea(SCS) clearly represent each state's strategic motivations and movements. China shows clear and strong intention to nationalize the islands in SCS by building artificial facilities - possibly military purpose. Obviously, the U.S. strongly opposes China by insisting the freedom of navigation(FON) in international waters as recent USS-Lassen's FON operation indicate. The conflict between China and the U.S. surrounding the SCS seems to be heading towards climax as Russia and Japan are searching for their own national interests within the conflict. Also, the neighboring small and middle powers are calculating their own economic and security interests. This is no exception for us in establishing timely strategies to maximize our own national security. Hopefully, this article leads the readers to the right direction.
The basic stance of the Republic of Korea Ministry of Foreign Affairs was 'quiet diplomacy'. However, there had been demands for specific plans for practical protection of Dokdo. In 2011, Prime Minister Kim Hwang Sik mentioned that they are reviewing measures of stationing marines on Dokdo, while on August 10th, 2012, former president Lee Myung Bak visited Dokdo. The visit itself was meaningful as he was the first supreme commander to visit Dokdo. This paper studies on the necessity of naval power on Dokdo to maintain its effective control. The effective control must be done by a national organization in a peaceful and unimpaired method. If so, can stationing naval power, whether directly or indirectly, on Dokdo be considered a violation of 'peaceful' method? A 'peaceful' effective of control meas the right of sovereignty over a territory without other country's protest. In such terms, protecting a territory falls under practicing the right of sovereignty, and therefore does not violate 'peaceful'. In addition, looking at international cases such as Ligitan/Sipadan Case and Pedra Blanca Case, evidences such as 'navy activity', 'flyng ensign', and 'military communication facility installation' was used. In ter case of Yemen-Eritrea dispute over Hanish, methods on effective control over island and sea was also ruled by the installation of military posts and military surveillance activities. Thus, stationing naval power on Dokdo can be a way of maintaining effective control per international law. To station naval poer on Dokdo, Presidential Instruction 24 integrated Defense Guideline Enforcement Ordinance, which is domestic law, must be revised. Reason being, the Enforcement Ordinance states that the navy area of responsibility excluded Ullundo, where Dokdo is under jurisdiction of Ullungdim thus excluding navy control. In addition, considering the diplomatic situation, it is more fut to install navy radar site on Dokdo rather than 'stationing marines'. In other words, enforcing surveillance in the vicinity of Dokdo and installing radar site instead of stationing direct combatants is one way of practicing effective control without stimulating diplomatic disputes.

The virtual inertia control (VIC) of wind turbine with directly-driven permanent-magnet synchronous generator (D-PMSG) can act similarly to the conventional synchronous generator in inertia response and frequency control, thereby supporting the system frequency stability. However, because the wind speed is inconstant and changeable to a certain extent and the D-PMSG is a complex nonlinear system, there are great difficulties in the virtual inertia optimal control of the D-PMSG. Based on the design principle of the active disturbance rejection control (ADRC), this paper presents a new VIC strategy for the D-PMSG from the perspective of power disturbance suppression in the system. The strategy helps fulfill the power grid disturbance estimation and compensation by means of the extended state observer (ESO) so as to improve the disturbance-resisting performance of the system. Compared with conventional proportional-derivative virtual inertia control (PDVIC), this method, which is of better adaptability and robustness, can not only improve the property of the D-PMSG responding to the system frequency but also reduce the influence of wind speed disturbance. The simulation and experiment results have verified the effectiveness and feasibility of the VIC based on the ADRC.
The origin of mission command can be traced to the era of the Prussian military reforms led by General Gerhard von Scharnhorst after defeats in battle of Jena and Auerstadt in 1806 against Napoleon I. Mission Command is the conduct of military operations through decentralized execution based upon mission-type orders. Commanders issue mission-type orders focused on the purpose of the operation rather than details of how to perform assigned tasks. The mission command has become the command philosophy of the German military and recently many countries in the west accept it as a command philosophy. This study compare and analyze the Battle of St. Vincent and the Battle of Jutland to make sure if the army-initiated mission commands were also useful for the navy. From the late 18th century, represented by the era of Nelson, Royal navy changed from the inherited rigid command culture to guaranteeing the disciplined initiative of its subordinate commanders. In the Battle of St. Vincent in 1797, Nelson acted contrary to the commander's orders at the crucial moment, which gave Britain a decisive victory. On the contrary more than 100 years later, the command culture of the Royal navy changed into a centralized command culture. In the Battle of Jutland in 1916, Royal Navy couldn't win because the rigid command culture did not guarantee initiative of subordinate commanders and subordinate commander's passive attitude of waiting for the commander's instructions even at critical moments. Therefore, a mission command that guarantees the initiative of subordinate commanders is a useful concept even in the navy because it makes subordinate commanders to take full advantage of a sudden change in battle. Today's advanced information and communication technologies have raised questions about mission command. But even advanced technology can't completely eliminate the fundamental nature of the war-the fog of war. War is chaotic and unpredictable. In the flood of lots of informations, senior commander's judgement is not always right because he(she) is also human, he(she) can make mistakes. In the age of informatization, mission command is still effective because it involves increasing interaction and synergy between senior and subordinate commanders by ensuring their independence. Therefore ROK navy also needs to activate mission command. ROK navy must dismantle the zero-defect mentality and apply from educations as Prussian did to establish a mission command culture.
Based on the Deep Q-Network(DQN) algorithm of reinforcement learning, an active fault-tolerance method with incremental action is proposed for the control system with sensor faults of the once-through steam generator(OTSG). In this paper, we first establish the OTSG model as the interaction environment for the agent of reinforcement learning. The reinforcement learning agent chooses an action according to the system state obtained by the pressure sensor, the incremental action can gradually approach the optimal strategy for the current fault, and then the agent updates the network by different rewards obtained in the interaction process. In this way, we can transform the active fault tolerant control process of the OTSG to the reinforcement learning agent's decision-making process. The comparison experiments compared with the traditional reinforcement learning algorithm(RL) with fixed strategies show that the active fault-tolerant controller designed in this paper can accurately and rapidly control under sensor faults so that the pressure of the OTSG can be stabilized near the set-point value, and the OTSG can run normally and stably.
A reinforcement learning framework is proposed for the control problem of outlet steam pressure of the once-through steam generator(OTSG) in this paper. The double-layer controller using Proximal Policy Optimization(PPO) algorithm is applied in the control structure of the OTSG. The PPO algorithm can train the neural networks continuously according to the process of interaction with the environment and then the trained controller can realize better control for the OTSG. Meanwhile, reinforcement learning has the characteristic of difficult application in real-world objects, this paper proposes an innovative pretraining method to solve this problem. The difficulty in the application of reinforcement learning lies in training. The optimal strategy of each step is summed up through trial and error, and the training cost is very high. In this paper, the LSTM model is adopted as the training environment for pretraining, which saves training time and improves efficiency. The experimental results show that this method can realize the self-adjustment of control parameters under various working conditions, and the control effect has the advantages of small overshoot, fast stabilization speed, and strong adaptive ability.

In this paper, we investigate an individual channel estimation problem for multiple-input multiple-output (MIMO) two-way amplify-and-forward (AF) relay networks. To avoid self-interference during the estimation of the individual MIMO channels, a novel blind interference cancellation (BIC) approach is proposed based on an orthogonal preceding framework, where a pair of orthogonal precoding matrices is utilized at the source nodes. By designing an optimal decoding scheme, we propose to decompose the bidirectional transmission into a pair of unidirectional transmissions. Unlike most existing approaches, we make the practical assumption that the nonreciprocal MIMO channel and the mutual interference of multiple antennas are both taken into consideration. Under the precoding framework, we employ an orthogonal superimposed training strategy to obtain the individual MIMO channels. However, the AF strategy causes the noise at the terminal to be the sum of the local noise and the relay-propagated noise. To remove the relay-propagated noise during the estimation of the second-hop channel, a partial noise-nulling method is designed. We also derive a closed-form expression for the total mean square error (MSE) of the MIMO channel from which we compute the optimal power allocation. The simulation results demonstrate that the analytical and simulated curves match fully.
