중국 해군의 성장은 동아시아의 안보환경 변화에 지대한 영향을 미치고 있으며, 한국 해군 또한 그 영향에서 벗어날 수 없는 실정이다. 대한민국은 중국과 지리적으로 맞닿아 있으며, 현재 불법 중국어선 및 이어도 문제 등 중국과의 수많은 해양갈등을 겪고 있는 상황으로, 이에 대한 적절한 대응을 위해서 한국 해군은 중국 해군의 현대화에 대한 대응을 준비해야만 한다. 본고는 중국과 한국의 해군력을 로버트 토마스 전 미 해군 중장이 제시한 지휘, 통제, 능력, 수량의 네 가지 측면에서 분석 및 비교하였다. 중국 해군은 적의 접근을 원해에서부터 차단하는 것을 목표로 하고(지휘), 그에 걸맞게 C4I 능력을 확충해나가고 있으며(통제), 전력투사. 수중/수상전, 해상재보급 역량을 늘려가고(능력), 최근 4년간 세계 대다수 해군의 총 톤수를 능가하는 수준의 함정건조 추세를 보이고 있다(수량). 한국 해군은 90년대 이후 "대양해군"을 목표로 해왔으며(지휘) 아덴만까지 실시간으로 통제 가능한 뛰어난 C4I 능력을 갖추었으나(통제), 아직 대양해군에 걸맞는 능력 및 전력을 구비하였다고 보기는 어렵다. 한국 해군이 상기 네 가지 측면에서 중국 해군을 따라잡는 것은 거의 불가능에 가깝다. 중국은 GDP의 2% 이내에서 국방비를 책정함에도 매년 GDP의 2.7%를 국방비에 투자하는 한국 국방비의 6배를 상회하며, 이 격차는 계속 커져가는 추세이다. 따라서, 대한민국 해군은 첫째, 잠수함 등 비대칭 전력 확보에 주력하고 방공/대잠능력 등 방어력을 향상시켜야 하며, 둘째, 관련국과의 긴밀한 협력을 통해 동아시아 및 서태평양 지역에서의 해양안보 안정화를 위해 노력해야한다. ADMM+3 등 다자 안보의 틀 안에서 역내 해양의 안정을 꾀할 수 있도록 한국 해군은 정책적 노력을 경주해야할 것이다.
On 15 December 2015, China seized an underwater drone belonging to the U.S. in the South China Sea. The underwater drone was then about to be retrieved by the Bowditch, a U.S. naval ship.Although China returned the underwater drone to the U.S. on 20 December 2016, the incident resulted in the considerable controversy involving the use of underwater drones. The reason for this is that the seizure of the underwater drone happened in the exclusive economic zone (hereafter referred to as "EEZ") of the Philippines. Part XIII of the United Nations Convention on the Law of the Sea (hereafter referred to as "UNCLOS") governs the matters of marine scientific research (hereafter referred to as "MSR"). If a State intends to use an underwater drone in the EEZ of another coastal State for the purpose of MSR, the former has to obtain the consent of the latter in accordance with relevant provisions included in Part XIII of the UNCLOS. However, it is not obvious whether the consent of a coastal State should be required to launch an underwater drone in the EEZ of the State for the purpose of hydrographic surveying or military surveying. Maritime powers such as the U.S. regard hydrographic surveying or military surveying as part of "other internationally lawful uses of the sea related to these freedoms, such as those associated with the operation of ships, aircraft and submarine cables and pipelines" found in Article 58(1) of the UNCLOS, or part of the freedom of the high seas. This interpretation is not incompatible with the implications that the UNCLOS has. Nevertheless, Korea cannot accept this kind of interpretation that is supported by maritime powers. The freedom of hydrographic surveying or military surveying could imply that the EEZ of Korea would be full of underwater drones launched by China, Japan or even Russia. Hence, Korea should claim that the data collected for the purpose of MSR cannot be distinguished from that collected for the purpose of hydrographic surveying or military surveying. This means that hydrographic surveying or military surveying without the consent of a coastal State in the EEZ of the State should not be permitted.
This study is intended for the Maritime Boundaries(Baseline) of the Unified Korea. According to the international law, North-Korea is recognized as a nation. Then with unification, the state succession will be a very important issue. Thus we should seek for the expected problems and counter-measures, by analyzing of the State-succession. There is a conflict of the positive or negative reaction about the state succession. However, in general, 'the principle of continuity' has been applied for at the national border treaty, regardless of the type of State succession. This can be found on Article 11 & 12 of the 「1978 Vienna Convention on Succession of States in Respect of Treaties」, Article 62, paragraph 2 of the 「1969 Vienna Convention on the Law of Treaties」, and a series of international case law. Currently it is being understood as customary international law. In summary, although South and North Korea, China, Russia and Japan are not the parties of 「1978 Vienna Convention」, the unified Korea will necessarily have a duty to succeed national boundaries(also, maritime baseline) of North Korea. Specifically, we have an objective and rigorous review of the treaty of maritime baseline that is signed between North Korea and neighboring countries, such as 「National Border Treaty Regime between North Korea and China」 and 「Treaty between the Union of Soviet Socialist Republics and the Democratic people's Republic of Korea on the Demarcation of the Soviet-Korea National Border」. Also, we analyzed 'Historical Bays' and 'Straight Baseline' system. By this, we are able to occupy a favorable position when renegotiating with neighboring countries, at the point of unification.
디지털 선박 생산기술은 조선소에서 필연적으로 발생하는 재계획 및 재작업에 따른 비용과 시간을 절감할 수 있는 기술이다 이 기술을 효율적으로 적용하기 위해서는 적용 가능한 . 분야에 대한 전략수립이 반드시 이루어져야 한다. 본 논문에서는 조선소 생산계획 업무 프로세스를 분석하여 디지털 선박생산 기술을 적용하기 위한 전략을 수립하는 것을 목표로 한다. BPR방법론을 기반으로 현행 생산계획 업무프로세스를 분석하고, 워크플로우를 모델링하여 병목프로세스를 도출한다. 도출된 병목프로세스를 심도있게 분석하여 핵심개선기회 다이어그램을 작성하고, 프로세스시뮬레이션을 수행하여 적용시나리오 생성뿐만 아니라 기대효과도 산출한다. 디지털 선박생산기술의 적용전략은 조선소에서 양질의 제품에 필요한 건조 비용 및 시간을 줄일 수 있는 밑그림을 제공할 것으로 사료된다.
After finishing Cold War, the U.S. Navy's ability to Sea control has been gradually eroded last 15-20 years. The global security environment demands that the surface Navy rededicate itself to sea control, as a new group of potential adversaries is working to deny U.S. navy command of the sea. China has been increasing their sea denial capability, such as extended anti-surface cruise missile and anti-surface ballistic missile. To cope with this situation, the U.S. Naval Surface Forces Command has announced Surface Forces Strategy: Return to Sea Control. It is a new operating and organizing concept for the U.S. surface fleet called 'distributed lethality'. Under distributed lethality, offensive weapons such as new ASCMs are to be distributed more widely across all types of Navy surface ships, and new operational concept for Navy surface fleet's capability for attacking enemy ships and make it less possible for an enemy to cripple the U.S. fleet by concentrating its attack on a few very high-value Navy surface ships. By increasing the lethality of the surface ships and distributing them across wide areas, the Navy forces potential adversaries to not only consider the threat from our carrier-based aircraft and submarines, but they now consider the threat form all of those surface ships. This idea of using the distributed lethality template to generate surface action groups and adaptive force package and to start thinking about to increase the lethal efficacy of these ships. The U.S. Navy believes distributed lethality increases the Navy's sea control capability and expands U.S. conventional deterrence. Funding new weapons and renovated operating concept to field a more lethal and distributed force will enable us to establish sea control, even in contested area. The U.S. Navy's Surface Forces Strategy provides some useful implications for The ROK Navy. First the ROK Navy need to reconsider sea control mission. securing sea control and exploiting sea control are in a close connection. However, recently the ROK Navy only focuses on exploiting sea control, for instance land attack mission. the ROK Navy is required to reinvigorate sea control mission, such as anti-surface warfare and anti-air warfare. Second, the ROK Navy must seek the way to improve its warfighting capability. It can be achieved by developing high-edge weapons and designing renewed operating concept and embraced new weapon's extended capabilities.
This paper addresses on a wind power system with BESS(Battery Energy Storage System). The concerned system consists of four parts: the wind speed production model, the wind turbine model, configure capacity of the battery energy storage, battery model and control of the BESS. First of all, we produce wind speed by 4-component composite wind speed model. Secondly, the maximum available wind power is determined by analyzing the produced wind speed and the characteristic curve of wind power. Thirdly, we configure capacity of the BESS according to wind speed and characteristic curve of wind speed-power. Then, we propose a control strategy to track the power reference. Finally, some simulations have been demonstrated to visualize the feasibility of the proposed methodology.

The Moment-of-Fluid method is a new interface reconstruction and volume advection method using volume fraction as well as material centroid. The mesh refinement is performed based on the error indicator, the deviation of the actual centroid obtained by interface reconstruction from the reference centroid given by moment advection process. Using the AMR-MOF method, the accuracy of volume-tracking computation with evolving interfaces is improved significantly compared to other published results.

A transformerless converter suitable for multiphase drive application is presented in this paper. The topology employs a cascaded H-bridge rectifier as the interface between the grid and multi inverters which drive the multiphase motor. Compared with the conventional structure, the new topology eliminates the input transformer and also has the advantages such as four quadrant operation, simple configuration, low cost, high efficiency, and so on. The control strategies for the grid-side cascade H-bridge rectifier and the motor-side inverter are studied accordingly. Based on the multi-rotational reference frame, modular control scheme is developed to regulate the multiphase drive system. Simulation results show the proper operation of the proposed topology and the corresponding control strategy.
