A Study on the Application of Nautical Charts보 Information Using GIS (GIS를 이용한 해도정보의 활용방안 연구)

  • A nautical chart is an essential material not only for the safety of navigation at sea, but also for the research and understanding of the ocean. Paper nautical harts have been used for navigational purposes for several hundreds years, but it was show that paper nautical charts have certain limitations, because the speed of ships has increased dramatically, and Global Positioning Systems (GPS) are now available at sea. Thus, the development of digital charts has been conducted by a number of countries. As a result, the International Hydrographic Organization (IHO) has developed a standard format, Special Publication No. 57 (S-57), as a guideline for the production of electronic navigational charts (ENC). Even though ENCs are a state-of-the-art navigational tool because they are produced on the basis of Geographical Information System (GIS) technology, they can be utilized for various purposes. in this paper, the usage of paper nautical charts, ENCs, and digital charts is reviewed. Also, the various application system that make use of electronic navigational harts and digital charts, as a basic geographical source of information, will be examined on the basis of GIS.

  • A Nautical Publication is a special purpose book, or a specially compiled database, that is issued officially by or on the authority of a Government, authorized Hydrographic Office or other elevant ogvernment institution and is designed to meet the requirements of marine navigation Nautical publications include list of lights, Buoys, Beacons, Radio Siganals, Sailing directions. The SNPWG(Standardization Nautical Publications Working Group) from the IHO is working to implement in computer systems all those elements of interest for Hydrography and Navigation Concerning the nautical publications digitization process, the SNPWG has defined three types of nautical publication: Type 1 : Hard copy(NP1), Type 2 : Digital version, A slight modification of type 1(NP2), Type 3 : Digital version for ECDIS(NP3). Nautical Publication is essential with nautical charts as refrerence information to navigation. Development of digital nautical publication is needed for liaison with charts production system, up-to-dateness of hydrographic information, improvement of service. But, korea's status is positioned in NP1. In our study, we surveyed the present status of nautical publciation for strategy of digital nautical publication development. Also, we build database of south coast of sailing direction and develp a program for compilation and management of sailing direction.

  • Recently, the importance of highly accurate bathymetric data is greatly emphasized by the increased use of the ocean numerical models and research results in major areas such as ocean forecasting and natural disaster. There are domestic bathymetric data mainly used in ocean numerical models of Choi et al.(2002) and Seo (2008), but the production year is old and the data was created on the basis of nautical charts. Nautical charts are made for the purpose of navigation and based on the minimum depth from bathymetric data, so there is a limitation to reproduce the actual submarine topography. Korea Hydrographic and Oceanographic Agency (KHOA) produces nautical charts every year through continuous bathymetric survey, but no bathymetric data for numerical models have been produced. In this study, using the raw bathymetric survey data, we built an exclusive bathymetric dataset (BADA Ver.1) for ocean numerical models and compared it with published bathymetric data.

  • This study discusses the spatiotemporal characteristics of the geomorphological changes in Gwangyang Bay. In this study, we analyzed four aerial photos and nautical charts. The geomorphological changes that have occurred over time were identified using an MGIS (Marine geographic information system) overlay analysis. As a result, we were able to identify the geomorphological changes that have resulted from the coastal development and fairway dredging of Gwangyang Bay. This paper demonstrates that the marine geographic information system can be effective in monitoring the geomorphological changes in coastal zones.

  • The Nautical Chart Division has the responsibility of producing charts covering the Korean Waters and its adjacent seas. In November 1994 a part of computer charting system has been introduced to the OHA and the total system of 4 workstations and 3 graphic terminals for digital compilation and ENC preparation will be delivered by the end of this year. Using this system three papaer charts are now edited as a test-base.

We build database of south coast of sailing direction, develop a manager program, convert the contents to KML( Keyhole Markup Language), develop a user program.

A Study on Building a Positioning System for the Ships and Cargos using Electronic Nautical Charts (전자해도의 활용을 통한 선박 및 화물 위치검색시스템 구축에 관한 연구)

  • Although more than 90% of the yearly freight has been made through shipping the positioning system for the ships and cargos to support effective transportation of the freights has not been established yet. The government has been working on developing such a positioning system in many perspectives. The main problem in building a such system is that individual shipping companies are running different types of system and databases. This would cause duplicated investment with wasting money and time and this becomes an obstacle to the easier information sharing. Therefore, this study has mainly demonstrated developing a manager's system in the positioning system for the ships and cargos based on client-server scheme using electronic nautical charts on which the international standards are already available. In addition, this study also proposed an independent system which can be used in the ports with different locations thereby preventing duplicated investments.

A Study on Scale and Coverage of Nautical Chart of Korea (한국해도의 구역조정에 관한 연구)

  • Navigational charts in Korea have been increasingly published in line with the development of harbour for 60 years without a detailed planning. Recently, charts cause inconvenience to use and make navigator confused because they have not been adjoined to adjacent chart effectively and have been to overlap with other charts of the same scale. In this paper, we propose new chart system through adjusting area of the chart and rearranging its scale. This newly proposed scheme was first designed by researchers who have on-board career, then has been verified and revised by questionnaire and pilots' opinion. As a result, total number of Korean chart could be changed from 309 to 334.

  • 우리나라의 연간 물동량 중 선박에 의한 물동량이 약 90% 이상을 차지하고 있으나 이러한 선박에 의한 막대한 물동량을 효율적으로 처리하기 위한 해양물류시스템의 구축이 미진한 상태이다. 이를 위해 국가에서는 항만의 물류시설을 확충하는 등 물리적인 대안을 가지고 시설 부족에 대한 대비를 하고 있다. 그러나 해양물류시스템에 있어서 또 다른 중요한 문제점은 각 선사별, 물류회사별로 공통업무에 대해 각기 다른 시스템과 데이터베이스를 운영함에 있다는 것이다. 이와 같은 독립적 시스템의 운영은 동일 업무에 대한 중복투자를 유발하게 되어 많은 시간 및 비용을 소요하게 되며, 원활한 정보교환에 걸림돌이 되고 있다. 따라서 본 연구에서는 국제적인 표준안이 마련되어 있는 전자해도(ENC, Electronic Nautical Chart)를 이용하여 클라이언트-서버 방식의 관리자용 선박 및 화물 위치검색시스템을 구현하였으며, 추후 다른 항만에서도 사용이 가능하여 독립적 시스템의 운영으로 인한 중복투자를 방지 할 수 있는 방안을 제시하였다. 아울러 전자해도의 새로운 활용 방안이 없는 현 시점에서 전자해도를 선박 및 화물 위치검색시스템의 위치 표시를 위한 도형 데이터베이스로 사용하여 전자해도 본연의 목적 이외에도 활용될 수 있는 실례를 제시함으로써 전자해도의 새로운 활용 가능성을 제시하였다.

A Study on Index Number of Nautical Chart of Korea (한국 해도 번호체계 개선 방안에 관한 연구)

  • Now Korea Hydrographic and Oceanographic Administration(KHOA) publishes 309 charts of 38 kinds of scale. Korea chart index number system is established with east, south and west sea areas. The chart number has been given irregularly in accordance with publication order so there is no consistence. The present chart index number system can classify sea areas but does not have information of scale, object and location. Therefore this chart's unsystematic management gives rise to inconvenience to the chart user. So, the standards of chart index number system is urgently needed for the efficient management & use of chart. In this paper, we intend to propose new chart index number system through adjusting area of chart and rearranging scale of charts. As a result, it is necessary to change from 3 digits to 4 digits index number to gain competitiveness & systematic management of Korea nautical charts.
