A Legislative Proposal to Prevent the Infringement of Privacy and to Solve Operational Problems by Drones (드론에 의한 프라이버시 침해 방지 및 운용 상 문제 해결을 위한 입법 제안)

  • An unmanned aerial vehicle(UAV), commonly known as a drone, is an aircraft without a human pilot aboard, which is operated by wireless device. A drone provides the capability for the aerial search and traffic control as a police equipment. It has benefits for the missions for the aerial photography with the high resolution camera which can replace eye-dependent search processes. Moreover it has advantage of retrieving several times for the recorded videos. However, if the law enforcement agency misuse and overuse a drone for investigations and search missions without certain regulations and principles, it breaches privacy and personal information infringement. In this paper, we issue a lawful challenges on drone operations and discuss solutions to those challenges.

  • Major countries, such as the U.S., UK and Germany have reformed their national intelligence systems in the face of transnational, asymmetric and comprehensive threats since September 11, 2001 and have strengthened the intelligence capacity involved in countering terrorism and WMD proliferation, right/left extremism threats. The Korean Moon Jae-in government is preparing a reform plan to eliminate illegal political intervention and abuse of power by the National Intelligence Service(NIS) and to rebuild it as an efficient national intelligence agency for national security. In discussing the reform direction of the NIS, it is necessary to discuss in detail whether adopting a separate model of intelligence agencies to restrict domestic intelligence activities of the NIS and concentrate on foreign intelligence activities or establish new domestic intelligence agencies. Second, as for the issue of transferring anti-Communism investigation authority of the NIS to the police, it needs to be carefully considered in terms of balancing the efficiency and professionalism of intelligence agency activity in the context of North Korea's continuous military provocation, covert operations and cyber threats. Third, it should strive to strengthen the control and supervision functions of the administration and the National Assembly to ensure the political neutrality of the NIS in accordance with the democratization era, to guarantee citizens' basic rights and to improve the transparency of budget execution.

Separate and Joint Associations of Shift Work and Sleep Quality with Lipids

  • Background: Shift work and/or sleep quality may affect health. We investigated whether shift work and sleep quality, separately and jointly, were associated with abnormal levels of triglycerides, total cholesterol (TC), and low-and high-density lipoprotein cholesterol in 360 police officers (27.5% women). Methods: Triglycerides, TC, and high-density lipoprotein were analyzed on the Abbott Architect; low-density lipoprotein was calculated. Shift work was assessed using City of Buffalo payroll work history records. Sleep quality (good, ${\leq}5$; intermediate, 6-8; poor, ${\geq}9$) was assessed using the Pittsburgh Sleep Quality Index questionnaire. A shift work + sleep quality variable was created: day plus good sleep; day plus poor sleep; afternoon/night plus good; and poor sleep quality. Mean values of lipid biomarkers were compared across categories of the exposures using analysis of variance/analysis of covariance. Results: Shift work was not significantly associated with lipids. However, as sleep quality worsened, mean levels of triglycerides and TC gradually increased but only among female officers (age- and race-adjusted p = 0.013 and 0.030, respectively). Age significantly modified the association between sleep quality and TC. Among officers ${\geq}40$ years old, those reporting poor sleep quality had a significantly higher mean level of TC ($202.9{\pm}3.7mg/dL$) compared with those reporting good sleep quality ($190.6{\pm}4.0mg/dL$) (gender- and race-adjusted p = 0.010). Female officers who worked the day shift and also reported good sleep quality had the lowest mean level of TC compared with women in the other three categories (p = 0.014). Conclusion: Sleep quality and its combined influence with shift work may play a role in the alteration of some lipid measures.

  • According to the National Security Service of the National Police Agency, intrusion into empty houses increased form 2013 to 2016. Consequentially this statistics seemed that house intrusion, burglary is increasing. Also according to the statistics of Public Prosecutors'Office, a total 203,573 theft crimes occurered in 2016, of which 18.9% were theft after intruding. By reson of this is most frequent case of intrusion and theft, we have been studing the RodSecurityRobot model to enhance security in many factories to manage. In order to care for security to the high place, we have propsed a road guard robot model which controls the ground in cooperation with the robot that manages the ground by using the drones. The robot and the drone move together to autonomy to avoid objects. And they check time interval. they also goes to the charger to charge when there is no battery.

  • By the statistics of traffic safety public corporation as of Feb. 2009 year, in domestic 16,861,965 cars were registered and in this Gwangju is registered by 476,149 cars. Except Ulsan, compare to other metropolitan city, vehicles numbers are fewer. Then, as of 2009. 4. 9. by the announcement of National land and marine ministry, the operation distance of passenger cars of Gwangju metropolitan city is 40.9 km per 1 day and the most highest in the whole country. On the one hand, by the materials of traffic safety public corporation, from 2007. 1. 1 to 2007. 12. 31 for a year, traffic accidents of Korea were 211,662. By this, 6,166 people were death, 335,906 people were wounded. This mean about 17 people death and 920 people wounded per day. In Gwangju metropolitan city, last year 8,231 traffic accidents took place and 138 people were death and 13,533 people were wounded. This while government did various traffic policy to reduce traffic accidents and some degree were progressive. But still the actual circumstances is that disgrace of traffic undevelopment country can't take off. Moreover, the concern for the traffic safety of feeling of general people is very deficient. In this research, with the help of Gwangju province police station. analysed traffic accidents reality of 2009 year March and this is going to look around spring season traffic accidents prevention activities and spring season means from March to June.

A Study on Difference between Private Security and Private Investigation (민간경비업과 민간조사업의 차이점 연구)

  • In advanced country, private investigation system is made up of private security and in domestic, there is growing need constantly to introduce private investigation but it is not passed until now in assembly so a messenger office which is run illegally is growing because of demand by subdividing business areas. That is a proof that both the police and private security don't meet demand of public peace to the public. that's why the police has own businesses like a investigation, traffic, intelligence, crime prevention and private security's business areas are limited like a facilities security, escort security, protection of a person, machine security, special security as the Private Security Act. This study attempts to know structural difference between private security system and private investigation system in case private investigation system becomes one of the private security. on some question, respondents reply like that private security and private investigation is very different(71.2%), different(22.4%), average(6.3%), similar(0.0%), very similar(0.0%). the result seems like respondents recognize private security and private investigation as different businesses. In the result of non-quantity analysis, the differences seem like a business character, expense, business scope, public power, scale of organization, object of threat, legislation. In domestic, effort to legislate private investigation system has undergone difficulty since congressman Ha Soon Bong's motion in 1999 and today, congressman Yoon Jae Ok's All Amendments Private Security Act and congressman Song Young Geun's Private Inveswtigation Act are pending in assembly. This study's result is intended for examining difference in exploration between private security and private investigation and then there is going to propose to the policy in case private investigation system is passed in assembly by amending Private Security Act like congressman Yoon Jea Ok's All Amendment Private Security Act.

In order to achieve this purpose, president security service and the seoul police agency personnel working in the field for 45 people who were interviewed, recently developed by utilizing Nvivo 8 program to improve working conditions in the analysis of organizational culture 51(78.46%), Image 7(10.93%), physical and mental 6(9.37%) were categorized, educational institutions in the direction of a police constable 56(76.71%), educational psychology 12(16.43%), theory of education 5(6.84%) were categorized as high. We look at the research results suggest that the authority of the president security service president security service officials in tissue culture officials were struggling to belong to an organization, you need to induce a change in culture has been raised, the current president of the Security Service, as well as specialized police constable training within the organization establish the necessary institutions respectively.

  • Purpose: The purpose of this study is to examine the changes in the pattern of crimes caused by the spread and slowdown of coronavirus infections and to devise preventive and countermeasures against various crimes in the future. Method: In order to find out the characteristics of each crime in the non-face-to-face and face-to-face environment, the results of previous prior research and data officially released by the National Police Agency and the prosecution office were compared and analyzed. Result: In the early epidemic of infectious diseases, overall crime has decreased, and civil life-related crimes and crimes targeting the socially disadvantaged are increasing. In the second half of the infectious disease, unlike the first half, the prolonged corona caused the economic recession and unemployment, deepening the damage from illegal private finance and significantly increasing illegal gambling game crimes. Conclusion: According to the time of the outbreak of the COVID-19 pandemic, the quarterly crime characteristics showed that there was a difference in crime type and crime increase and decrease rate, and that crime response measures should be changed accordingly.

  • This study is to examine the relations between the big five critical crime that consist of homicide, robbery, rape, theft, violence and the private security services. To achieve this objective, this research selected the subject of study, specially, 2002 status of the private security such as the number of companies and employees classified by areas along with the big five crime mentioned above classified by area. The research data is secondary data that is from '2003 Crime Analysis' of the Supreme Public Prosecutors' Office and 'The private Security Related Data' of the National Police Agency. The selected data were analyzed according to the variables by using SPSS 10.0 statistics software program. Each hypothesis was verified around the level of significance ${\alpha}$=.05 by using the statistical techniques, such as Descriptive Statistics, Correlation, Regression, etc. The following was the result of the study, First, the total number of the big five crime affects the number of the companies at significant level. Second, the number of the security companies can be explained by the each total number of the big five crime in the order of theft, robbery, violence, rape and murder. Third, the total number of the big five crime affects the number of the security employees at significant level. Forth the number of the security employees can be explained by the each total number of the big five crime in the order of theft, robbery, violence, rape and murder.

  • Like a violence occurred by security guardians in the Yoosung or SJM Enterprise, a series of security company in Korea has repeated illegal conduct. So human rights violations are getting to be very heavy. The National Police Agency, the controller of the Security Services Industry Act, requires stricter regulations for the defense industry direction. here followed the research about some provisions in the Security Services Industry Act relating to 'the collective civil appeals spot' examining the contents of the Problems and discussed about it.
