The Present Status of GIS Master Plans implemented by Municipal Government and Strategy for Reforming them in Korea (우리 나라 지자체의 GIS 기본계획 수립현황과 개선방향)

  • We are living in the 21st century when a society is highly information-oriented and the demand for information has rapidly increased. So the information standard of local government has become an index of economic development of local society. GIS has emerged as a new national information infrastructure with which a society can manage and analyze spatial information. Accordingly, many local governments have recognized the importance of GIS and are establishing master plan for an efficient GIS development necessary to implement GIS technology in many aspects of information management. So this study analyzed the present status and problems of master plan made by local governments and proposed a guideline for improving GIS master plan on a basis of it.

Development of Bivalve Culture Management System based on GIS for Oyster Aquaculture in GeojeHansan Bay (거제한산만 굴 양식장에 대한 GIS 기반 어장관리시스템 개발)

  • Oyster production is playing an important role in domestic aquaculture, but facing some problems such as exports decrease, a slowdown in domestic demand and marine environmental deterioration. In order to obtain the suitable and sustainable oyster production, suitable sites selection is an important step in oyster aquaculture. This study was conducted to identify the suitable sites for lunging culture of oyster using Geographic Information System(GIS)-based multi-criteria evaluation methods. Most of the parameters were extracted by Inverse Distance Weighted(IDW) methods in GIS and eight parameters were grouped into two basic sub-models for oyster aquaculture, namely oyster growth sub-model(Sea Temperature, Salinity, Hydrodynamics, Chlorophyll-a) and environment sub-model(Bottom DO, TOC, Sediment AVS, Benthic Diversity). Suitability scores were ranked on a scale from 1(leased suitable) and 8(most suitable), and about 80.1% of the total potential area had the highest scores 5 and 6. These areas were shown to have the optimum condition for oyster culture in GeojeHansan Bay. This method to identify suitable sites for oyster culture may be used to develop bivalve culture management system for supporting a decision making.

  • Forest fire monitoring prototype system was developed by National Development Agency of Japan (NASDA) and the Ministry of Agriculture, Forestry and Fisheries of Japan (MAFF) to verify the usefulness of interoperabile system to study new services of Earth observation satellite data distribution for a practical application. In this system, a standard interface of Web based GIS technology, OpenGIS Consortium (OGC) technology, was adopted. This system is also expected to encourage data sharing activities in Digital Asia Network (DAN) as a demonstration system.

A Review on GIS Research Trends in North Korea (북한의 GIS 연구동향 분석)

  • GIS is the tool widely used for the practical solution of spatial problems in every region regardless of the language and ideology. In this paper research trends and tendencies of GIS in North Korea are reviewed compared with those in South Korea. For this purpose, academic publications on GIS in North Korea are surveyed and classified according to main subjects in GIS. Such classification by main subjects of GIS in North Korea are conducted on the basis of the classification of research trends and tendencies of GIS in South Korea. As a result, researches in North Korea are mainly focused upon such fields as geodetic surveying and measurement, map manufacture, atmospheric phenomena, agriculture and disasters, while there are few studies related to such fields as national GIS policy and circulation, GIS education, internet-based GIS, and traffic, to name but a few. Most parts of applied data are based on low and medium resolution image such as meteorological satellite images, Landsat images, and so on. This reflects the low level of the development of GIS DB infrastructure in North Korea.

GIS Education for Teachers in South Korea: Who Participates and Why? (GIS 교사 연수: 누가, 왜 참여하는가?)

  • Considering that GIS (Geographic Information Systems) has not been widely adopted by teachers despite educators' considerable efforts to incorporate it into secondary education, if some teachers voluntarily participate in GIS in-service education without guaranteed benefits, those teachers deserve attention. This study investigates why teachers actively participated in a GIS staff-development program offered by Seoul National University in South Korea. Questionnaires were distributed to teachers and interviews were conducted. Results indicate that active participants are mostly young teachers who are expected to have had experiences with GIS during pre-service education. Teachers see the potential of GIS, but they also worry about several issues. Participating teachers' primary motivation was to learn enough about GIS to incorporate it into their teaching. Suggestions to facilitate the incorporation of GIS into education are provided.

  • GIS has recognized as the Social Overhead Capital to improve national competition and to heighterl the productivity of adminstration in 1990's in Korea. As the size and the scope of the NGIS policy have drastically expanded, evaluation has become a critical process. Thus NGIS driving committee has adopted the GIS project evaluation scheme in NGIS law since 2000. But the HGIS evaluation scheme is not sufficient for the comprehensive appraisal on the GIS project in the Second National GIS Master Plan (2001-2005). This research aims to explore an the improved evaluation scheme of NGIS policy.

  • GIS (Geographic Information Systems) technology is a necessary function to support location based on service by using GPS in the mobile environment. These mobile systems have basic functional limitations such as a low rate of processing, limited memory capacity, and small screen size. Because of these limitations, most of the mobile systems require development of a reduced digital map to overcome problems with large-volume spatial data. In this paper, we suggest using the reduced digital map format in order to use location based on service in a PDA environment. The processing of the proposed data format consists of map generation, redefinition of layers, creating polygons, and format conversion. The proposed data format reduces the data size by about 98% comparing with DXF format based on the digital map of Busan.

  • Geographic information system (GIS) is being increasingly used for decision making, planning and agricultural environment management because of its analytical capacity. GIS and remote sensing have been combined with environmental models for many agricultural applications on monitoring of soils, agricultural water quality, microbial activity, vegetation and aquatic insect distribution. This paper introduce principles, vegetation indices, spatial data structure, spatial analysis of GIS and remote sensing in agricultural applications including terrain analysis, soil erosion, and runoff potential. National Academy of Agricultural Science (NAAS), Rural Development Administration (RDA) has a spatial database of agricultural soils, surface and underground water, weeds, aquatic insect, and climate data, and established a web-GIS system providing spatial and temporal variability of agricultural environment information since 2007. GIS-based interactive mapping system would encourage researchers and students to widely utilize spatial information on their studies with regard to agricultural and environmental problem solving combined with other national GIS database. GIS and remote sensing will play an important role to support and make decisions from a national level of conservation and protection to a farm level of management practice in the near future.

  • The most wind farm development process in Korea still have not been defined since the history of the wind farm development experiences are very short compared to EU and other developed countries. Therefore, most wind farm development company and researchers have a lot of trouble to implement the wind farm development and need a guideline for the process. Establishing the wind farm needs a complex processes such as transportation system, construction conditions, natural environment and wind conditions etc. Specially, for the restricted development area, the social negotiation and legal minds are necessary. In the case, the decision making process of suitable wind farm area using GIS tool is very useful. However, before using GIS technique, we should understand the development processes and the items for surveying tools. Recently, suitability analysis of selecting Onshore Wind Farm has been studied to consider exclusion analysis to solve the limited develop condition problem. This paper proposed the onshore wind farm development process which can suitable to Korea wind farm environment based on European guideline with GIS tool. To estimate the processes, the processes are divided into two parts, the basic design and wind farm planning. Next, the planning stages are classified into five stages in which the factors for each step were considered.

  • We report the state of the development of monitoring system for 72.5kV GIS. In the first, the usual outline of the monitoring and diagnostic system for GIS was mentioned, and the detailed specifications and state of development were also described. Especially, we present items of monitoring for GIS such as the operating counter of CB, the leakage condition of $SF_6$ gas, the surge counter of LA and the leakage current of LA.
